With effect from 01 June 2014, the CAA will prohibit the occupation of passenger seats not adjacent to push-out window emergency exits during offshore helicopter operations, except in response to an offshore emergency, unless the consequences of capsize are mitigated by at least one of the following:

a) all passengers are wearing Emergency Breathing Systems that meet Category ‘A’ of the specification detailed in CAP 1034 in order to increase underwater survival time

b) fitment of the side-floating helicopter scheme in order to remove the time pressure to escape

Summary of Main Requirements of a Category A EBS

• Can be used in both helicopter ditching's and in water impact incidents when capsize or

sinking occurs immediately on impact

• The capability to be deployed both in air and underwater

• Simple to deploy and capable of being operated with either hand

• No more than one action should be required to activate the system on submersion

• The mouth piece can be deployed within 10 seconds

• Subjects should be provided with a means to prevent water from entering the nose

• It shall be fully possible to deploy category A EBS and nose clip in 12 seconds

• Cold water performance; EBS systems used in testing to define the standard provided

sufficient breathing air for a duration >60 seconds in cold (12oC) water.

Product Recharge SystemIf you already have onsite compressors and recharging facilities, they must conform to the below guidelines to

be suitable for refilling PSTASS and ROMI EBS

Minimum requirement for existing customer recharge systems

1. Existing charging system approval (certification) and servicing arrangements, including written scheme of maintenance and description etc. Are these available and able to be evidenced, including any calibration requirements?

2. Charging system should meet requirements of EN12021 standard for breathing air? Additionally, evidence of required 3 monthly testing as per the EN standard. Is testing by ‘tube’ or ‘mass gas’ method?

3. Is a moisture/humidity monitor installed in-line on the system, or as an integral part of the system? EN12021 requires moisture levels in air at <26mg-m3 and a monitor will highlight exceeded moisture parameters (failed filter). The requirement is because any charging system will still produce breathing air even if the filter is saturated, and without an in-line monitoring device to highlight unacceptable moisture levels, the air put into the bottles will not conform to required EN12021 standards.

4. Charging system must have ability for pressure reduction to required level of 232 bar, or be able to use a ‘bridging adaptor’. Pressure reducers/Flow restrictors would need to be utilised if the pressure cannot be automatically reduced to ensure max pressure of 232 bar & flow rate of 30-37 litres per minute were never exceeded.

5. If use of a bridging adaptor were possible, we would need to know their charging connector size? Is it M18 for example?
