Mississippi is a beautiful place with a wealth oftraditions. 8is is a place I am thankful to callhome. As electric service providers, electric power

associations take pride in powering the homes, farms and businesses ofmore than 1.8 million people who also call this state home. We are alsoproud to call them our members. Because we are electric cooperatives,our consumers are our members. 8ey attend annual meetings and electlocal people to represent their interests on the cooperative’s board ofdirectors. We encourage our members to stay in touch with us; listeningand responding to those we serve is a part of our tradition.A portrait of our membership would depict hard-working people,

strong in values and courageous in their e9orts to ensure Mississippicontinues to be a great place in which to live and work. For purposes of the deadlines herein set forth,the term "revenue bills" shall include only those bills whose primary purpose is to increase or decrease taxes or to authorize the issuance of bonds or the borrowingof money. ** Conference reports on all bills must be filed with the Secretary/Clerk no later than the time of adjournment on the day prior to being called up and considered.Appropriation bills which actually appropriate money and are recommitted for further conference are excluded from the requirement that the subsequent confer-ence report be filed and lay on table one (1) day before being considered; however, original action must be taken on all appropriation conference reports by 2:00p.m. on the 84th/119th day and subsequent reports must be filed no later than 6:00 p.m.

*** Requests for general bills and constitutional amendments to be drafted must be made no later than 8:00 p.m. on the 9th/45th day. The Rules Committee of theHouse or Senate, as the case may be, may authorize any member of its respective house to make requests, for one or more general bills or constitutional amend-ments to be drafted, after the expiration of the deadline for making such drafting requests but before the deadline for introduction of bills and constitutionalamendments, upon a determination by the Rules Committee that such drafting requests are in response to conditions of an emergency nature arising subsequent tothe deadline for making requests for general bills and constitutional amendments to be drafted.

Whenever the word “day” appears in this rule, it shall mean calendar day.

Electric power associations’ economic development department seeks to improve theeconomy of the areas we serve. The depart-ment strives to build long-term community,business, and professional relationships andto assist in e4orts to attract, expand, andretain businesses and industries. This, inturn, creates jobs and stimulates our state’s economy.

In 2012, the department acquired some $5.86 million in USDA Rural EconomicDevelopment Loan and Grant funds for projects in Mississippi, with another $2.3 million 5led or pending. The $8.16 million total is an all-time high for loan and grant activity in Mississippi.

� An electric power association is a cooperative independently controlled and owned by the members it serves. Amember is any customer who has an account with the electricpower association. As a not-for-pro4t, an electric power associa-tion pays capital credits to members or lowers rates when it realizes a margin at the end of the year.� A board of directors, composed of members elected bythe membership, governs an electric power association. 7eboard establishes bylaws, policies and rates that re5ect theindividuality and needs of the membership. As local leaders,directors are responsive to local needs.� Employees are local residents who share a personal and professional interest in the well-being of theircommunity. 7ey embody the cooperative spirit of com-munity involvement by participating in worthwhilecauses.� Electric power associations promote energy-e6-ciency programs to help their members reduce energycosts.� Mississippi’s electric power associations have mutual-aid agreements to help each other restore service tomembers during major power outages. 7ey may also obtain assistance from (or o3er it to) out-of-state electric cooperatives.
