    To achieve the goal of an improved and enhanced communicaon strategy, there is no secret: explain,

    popularize, envelop it in common language at the same me as debang its objecves and concepts

    in order to spread it among the public. In most of the European sociees, where armed conicts have

    a bad reputaon and where the horrors of war are sll profoundly anchored, speaking about security

    and defence oen awakens suspicion and provokes a sense of unease which it is dicult to get rid of.

    Nonetheless, stereotypes and misleading senments tend to stay on forever. Therefore, in order to

    convince, the European Union and the Member States have to become even more acve and have

    to develop a true communicaon strategy on ESDP. The objecve of this strategy should be to rally

    public opinion around a policy and to legimate the ESDP by a strong parliamentary and popular

    support[sic, but emphasis added] (Luxembourg Presidency of the Council of the European Union 2005).

    Maintaining public support for our global engagement is fundamental. In modern democracies, where

    media and public opinion are crucial to shaping policy, popular commitment is essenal to sustaining

    our commitments abroad. We deploy police, judicial experts and soldiers in unstable zones around the
