Programme d’habilitation à la transformation opérationnelle (PHTO)
Normalise la mise en correspondance des services aux clients Aide à répertorier les services axés sur les clients Aide à cerner les possibilités de collaboration horizontale
Application du PHTO à la mise sur pied d’un restaurant à Halton Objectifs
Mettre à l’essai la méthodologie du PHTO et faire rapport du succès Jeter les bases d’autres activités de mise en correspondance des services Cerner les possibilités de collaboration horizontale
Participation de représentants fédéraux, provinciaux et municipaux Mise en correspondance de tous les services gouvernementaux
auxquels il pourrait être nécessaire d’avoir recours pour mettre sur pied un restaurant à Halton
Appui de deux possibilités immédiates Collaboration du CSECO pour les services municipaux Initiative intergouvernementale concernant les services – créer un service

Série d’outils et de processus très puissants Les participants ont trouvé logique le processus du PHTO Le PHTO permet de regrouper des programmes et des services
de natures diverses et de les examiner de façon uniforme Aide à cerner les possibilités de collaboration ou d’intégration
Désavantages Processus très complexe – volume important de matériel et de
connaissances à assimiler Le PHTO est peut-être trop détaillé pour une simple analyse des
possibilités. Certains modèles ne sont pas nécessaires pour cette tâche (p. ex. modèle pour la logistique et le modèle pour le cycle et les événements)
Il est difficile de documenter et de normaliser les résultats du processus de communication en raison de la diversité des outils nécessaires. Une trousse à outils normalisée serait utile.

Le PHTO a permis de relever : des dédoublements dans les services offerts par les
divers paliers de gouvernement des services communs par palier de gouvernement
et par type
Possibilités de mise en correspondance : mise en correspondance des services d’information
offerts à des points clés mise en correspondance des services offerts dans
des domaines clés services communs de renseignements et
d’enregistrement des clients services communs liés à la conformité et au contrôle
Information pour les petites entreprises
Projet BizPaL Projet catalyseur pour la mise en correspondance des renseignements
concernant les permis et les licences, auquel participent trois provinces et trois municipalités
Yukon, Whitehorse, Colombie-Britannique, Kamloops, Ontario, Halton Répondre aux besoins des petites entreprises concernant l’amélioration de la
coordination de l’information et des services ayant trait aux permis et aux licences
Va dans le même sens que les résultats du sondage Taking Care of Business, qui démontre que les interactions avec le gouvernement relativement à l’information et aux permis sont cotées comme étant les expériences les plus positives par les entreprises, et que 84 % des interactions ont trait à la conformité
Entraînera la mise en correspondance par palier de gouvernement des services ayant trait aux permis et aux licences dans un certain nombre de secteurs
Seulement une partie de l’analyse de la prestation des services dans le cadre du PHTO BizPaL et la base de données seront alimentés par des systèmes de partenaires
et seront hébergés sur des sites Web de partenaires 2004-2005 : Mise en correspondance et développement de produits 2005-2006 : Mise en application et examen d’options et d’approches pour

Un modèle simplifié pour la prestation des services peut contribuer à réduire les coûts administratifs des entreprises associés à la conformité
2001 – l’OCDE estime que les coûts administratifs associés à la conformité représentaient 4 % du PIB généré par les entreprises
Les petites entreprises n’ont pas l’expertise ni les ressources des plus grandes entreprises et, par employé, elles sont confrontées à 5 fois plus de formalités administratives
2001- la FCEI signale que le fardeau de la réglementation constitue la plus grande priorité de ses membres, suivi du régime fiscal des entreprises et de l’assurance-emploi
Des efforts sont déployés pour réduire les formalités administratives dans un certain nombre de provinces (Ontario, Nouvelle-Écosse, Nouveau-Brunswick, Colombie-Britannique et Terre-Neuve)
Le budget fédéral de 2004 prévoyait la création d’un groupe de travail sur les formalités administratives, qui sera constitué à l’automne
Le PHTO peut-il jouer un rôle dans la réduction des formalités administratives?
La mise en correspondance des services au moyen de BizPaL et les formalités administratives
BizPaL établira une mise en correspondance des services liés aux permis et aux licences dans trois provinces et trois villes d’ici le mois d’août
Une plus grande correspondance des services est prévue pour l’automne et l’hiver 2004-2005
La mise en correspondance des services peut-elle influer sur les efforts de réduction des formalités administratives?
Le secrétariat de Politique de la petite entreprise a fait part de son intérêt au groupe de travail sur la réduction des formalités administratives
Existe-t-il d’autres possibilités d’utiliser la mise en correspondance des services pour appuyer les efforts déployés pour réduire les formalités administratives?
