A New Residency Management System

For Reference:Issuance of “Residence Card” to A New Comer at Airport

If a foreign national who is allowed to stay in Japan for more than 3 months will be issued a “Residence Card” at the airport when he or she newly arrives at Narita, Haneda, Chubu or Kansai international airport. (A foreign national who landed an airport other than the above 4 international airports will be given a statement "A resident card is to be issued later" near the landing permission seal on his or her passport.) * Those procedures will be taken at the airport: card printing, confirmation of the

items on the description, guidance to register at a municipality he or she will reside.

【Special Re-entry Permit】 “A special re-entry permit system is introduced.”: A foreign national, in possession of a valid passport and resident card (or an alien registration certificate deemed to be equivalent to the resident card) who re-enters Japan within 1 year after departure, in principal, is not required to apply for a re-entry permit. However, if you plan to stay overseas for more than one year and re-enter Japan or if your status of residence expires in less than one year of your departure, you are required to obtain an ordinary “re-entry permit” as before. (The maximum period of “re-entry permit” was extended from 3 years to 5 years.) What is the procedures to get a “special re-entry permit”: On a new type of ED (Embarkation and Disembarkation) card for re-entry, there is a section to request for “Departure with Special Re-entry Permission” with a check box □. You have only to mark the same box to re-enter Japan in the same way as before. However, at some airports, an immigration inspector may orally inquire or /and explain about the new system when you are leaving Japan.

【Important notes when you leave Japan with “Special Re-entry Permit”】 ● If you leave Japan for more than one year, you will lose the status of residence. ● You cannot extend the term of validity of “Special Re-entry Permit” abroad.

You have to obtain “the status of residence in Japan” and new “entry visa” at the Japanese Diplomatic Missions abroad to get the landing permission again, if you wish to re-enter Japan.

● Once you leave Japan with “Special Re-entry Permit”, you cannot switch it to “Re-entry Permit” even if you possess one.

Carry your “Residence Card” at all times!

A foreign national of age 16 or over who is allowed to stay in Japan more than 3 months is required to carry always the “Residence Card” with you. When an inspector or a security officer of the immigration office or a police officer asks you to show it, you have to obey the instruction. Even if you carry your passport with you, it won’t serve as a substitute for the residence card. ※ It is not necessary for those 16 years old or

less to carry their residence card at all times.

NNeeww YYeeaarr’’ss SSppeecciiaall DDiisshheess,, OOsseecchhii A variety of commercial posters displayed at many public places starts to urge passers-by to reserve “Osechi “ foods sold by major department stores, supermarkets or prestigious restaurants from November… When the end of the year approaches, the stores offer various kinds of food to be packed in the piled boxes (Jyu-bako) of Osechi. What is Osechi (ryori)? Originally the food offered to God at every seasonal festival is named Osechi. As Shogatsu (New Year) is the most important festival of the year, only the New Year's food has become to be named Osechi. Osechi is the food to bring good luck. Most Japanese enjoy traditional New Year Osechi dishes only at this time of the year. Most of Osechi dishes are cooked to be preserved for at least three days so that household women do not have to cook during that period. Various kinds of beautifully prepared foods are placed in four-tiered lacquer boxes. Although there are some regional differences in the contents of Osechi, most of them are common in all parts of Japan. Each prepared food has some auspicious meaning which reflects people's wishes at the start of the year. For example, Kazunoko, herring roe, symbolizes a wish to be gifted with many children as Kazunoko has a lot of roes, Kuromame, cooked black beans, is a symbol for health (Mame also means healthy in Japanese), and lobsters are wish for longevity because their bodies are bent like an old person's.

Datemaki (sweet omlet) Kazunoko (salted herring roe)

Kuromame (sweet black beans) Kamaboko (steamed fish paste)

Kobumaki (rolled kelp with fish) Ebi no sakamushi (shrimp steamed with sake)
