The 11ih meeting of the Executive Committee I Board of Directors

of FGE Housing Foundation was held on 17.06.2010 at 02.00 p.m. in the

Committee Room of Federal Government Employees Housing Foundation,

Islamabad. The meeting was chaired by Raja Muhammad Abbas, Secretary /

Chief Executive FGE Housing Foundation, Islamabad. The list of participants is

annexed.

2. The agenda item discussed in the meeting and decisions taken

therein were as under:-

Item No.1: EXPRESSIONS OF INTEREST FOR JOINT VENTUREPROJECTS

3. The Executive Committee in its 111th meeting held on 26.05.2010

had short-listed 12 firms for further evaluation/assessment. It directed the

Evaluation Committee to evaluate the proposals of 03 late submitters as per the

laid down criteria. The Executive Committee also directed the Evaluation

Committee to visit the short-listed sites for technical evaluation and present its

report aJongwith multi-media presentation in the next meeting. The Director

General HF briefed the Executive Committee about the visits undertaken by the

EvaluationCommittee in Islamabad, Lahore and Karachi and gave an ove~

assessment of the short-listed projects. Project Director (J\l) then presented the

evaluation reports of the short-listed projects. The Executive Committee directed

to ensure complete transparency and observance of all rules and procedures in

selection of sites for future projects.

The proposals were presented one by one.

(i) Mr. Gulistan Abbasi

The Executive Committee observed that the land provider had not

provided agreement with all the existing land owners of 800 kanals. It also

observed that all offered land is comprising of "shamilat", hence the land provider

should provide agreements with all the owners as well as the status of

possession.

Member Planning, COA, observed that the proposed land comprises of

hilly tract, which would result in less developed land.

The Chair directed to prepare feasibility for land utilization as the

topography of the land is mainly hilly in nature with sharp slopes.

J.S.(Cabinet) observed that the land does not seem to be contiguous to

the existing scheme of Housing Foundation, hence the land provider may be

asked to provide written commitment for provision of the land falling in between

the present Green Tree Scheme and the land offer by the I~nd provider. The

Executive Committee decided that the scheme may be placed before the

Executive Committee after provision of agreement with aJl the existing owners of

WORKING PAPER FOR THE EXECUTIVE COMMITTEE

Subject: EXPRESSION OF INTEREST FOR JOINT VENTUREPROJECTS: MIS LAND LINKERS SECTOR E-11! ISLAMABAD.

Federal Government Employees Housing Foundation was

established as a limited company in 1989 to cater for the housing needs of the

Federal Government Employees. Housing Foundation has so far launched 11

housing schemes at Islamabad, Karachi, Peshawar and allotted about 23000

houses / plots / apartments to the Federal Government Employees. However,

substantial demand for shelter still exists. Housing Foundation in order to assess

the demand from Federal Government Employees launched membership drive in

August, 2009. So far 19400 applicants have registered themselves and shown

their interest for allocation of plots I apartments.

2. As per past practice, Capital Development Authority was

approached for allocation of suitable land to enable Housing Foundation to

launch a housing scheme for Federal Government Employees as no scheme is

launched after Phase-IV (Sector G-14/1,2,3) in 2004. However, CDA was unable

to provide land to Housing Foundation. The Executive Committee in its 1Doth

meeting held on 26.06.2008 decided to procure private land for launch of future

schemes. The land providers / joint venture companies were since then

approaching individually for provision of land to Housing Foundation and the

proposals were placed before the Executive Committee for consideration. The

Executive Committee in its 110th meeting held or: 25.02.2010 decided that the

Expression of Interest for Joint Venture should be invited through press for sake

of transparency and healthy competition among the potential Joint Venture

?artners. Accrodingly, Expression of Interest was published inviting proposals for

Joint Venture with Housing Foundation. In response thereof 38 proposals werereceived.

3. Chief Executive of Federal Government Employees Housing

Foundation / Secretary, Ministry of Housing & Works constituted an evaluation

committee for preliminary evaluation of the received proposals. The committee

formulated the criteria for evaluation of proposals based on the advertised

parameters and evaluated the proposals as per the information provided. ihe

Executive Committee in its 111lh meeting held on 26.05.2010 considered the

evaluation report of the evaluation committee and short listed 12 proposals for

detail evaluation and assessment.

4. The evaluation committee visited the short listed sites and

submitted its findings to the Executive Committee in its 112lh meeting held on

17.06.2010. The Executive Committee approved the project site proposed by Mis

Land Linkers in Sector E-11 for construction of high rise apartments. It further

directed that the proposal be placed before the Executive Committee after

obtaining the following clarifications: _

i) Market Survey to be conducted to assess the value I price of similarapartments in the vicinity.

ii) Negotiation on cost of land and apartments to make the schemeaffordable for government servants.

iii) Confirmation from National Police Foundation regarding possession ofland.

5. A Sub-Committee was constituted to conduct market survey to

assess the value I price of similar apartments in the vicinity. The report of sub-

committee is placed at Annex-I and comparative statement of the price of

apartments in different projects. National Police Foundation has been

approached for confirmation of possession of the said plot. Director General,

Housing Foundation, also discussed the matter with Director, National Police

Foundation who has confirmed that possession of land is with Mis Land Linkers.

Negotiations were held with the representative of Mis Land Linkers to reconsider

reconsider the cost of land and apartments on 25-6-2010. The firm has reduced

the price of type C, Band E apartments by Rs. 100/sqft, Rs. 200/sqft and Rs.

300/sqft. respectively(Annex-II). Cost of type A and B apartment remains

unchanged. However, they have proposed that the cost of parking is to be

charged separately. Comparison of original price of apartment and the revised

proposal of Mis Land Linkers comes as follows:-

7. In view of the position given in above paras, it is proposed that joint

venture proposal of MIs Land Linkers for building apartments may be approved.

While the proposals of MIs Gulistan Abbasi, Mis Pace International and others

6. From the comparison of other ongoing apartments projects in

Sectors E-11 and F-11 (Annex-III), the proposed price of apartments by Mis

Land Linkers is competitive with other projects in Sectors E and F-11. However, it

is higher that of Housing Foundation's upcoming project in G-13 which is mainly

because of development status and prevailing market difference of G-13 and

E-11.
