Thornbury Township Board of Supervisors Meeting Wednesday, April 15, 2015

The Thornbury Township Board of Supervisors held a Work Session Meeting on Wednesday, April 15, 2015, at the Township Administration Building, Township Drive, Cheyney PA. Vice Chairman Kelly called the meeting to order at 7:00 p.m. with a salute to the flag. PRESENT: James P. Kelly, Vice Chairman

Charles Faulkner, PE, Township Sewer Engineer Number of Attendees: 8 Vice Chairman Kelly announced that Chairman Raith was unable to attend tonight’s meeting and Supervisor Sheri Perkins will be in attendance by way of conference call. He then informed Sheri of everyone whom she should need know of, in attendance. APPROVAL OF CHECK REGISTERS On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the General Fund check register in the amount of $50,013.40 for the period April 2, through April 15, 2015, was approved. Vice Chairman Kelly called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Fund check register in the amount of $54,622.70 for the period April 2, through April 15, 2015, was approved. Vice Chairman Kelly called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Sewer Expansion Fund check register in the amount of $1,005.08 for the period April 2, through April 15, 2015, was approved. Vice Chairman Kelly called for public comment. There was no public comment.

APPROVAL OF MINUTES On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Wednesday, April 1, 2015 Public Meeting minutes were approved as presented. Vice Chairman Kelly called for public comment. There was no public comment. AGENDA ITEMS On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, advertising for bids on the 2015-2016 Snow & Ice Removal Contract, was approved. Vice Chairman Kelly called for public comment. There was no public comment. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the extension granted on the "CRANE" Subdivision, extending the present action date from May 8th, 2015, to August 6th, 2015, was accepted. Vice Chairman Kelly called for public comment. There was no public comment. TOWNSHIP MANAGER'S REPORT- Jeff Seagraves The Manager’s Report was submitted and is attached. Jeff reported the upcoming Zoning Hearing Board Meeting for 192 Middletown Rd., is scheduled for May 4th at 7:00PM. He also reported the Local Government Day held on April 9, and it was well attended. He also mentioned that he spoke to Penn DOT regarding pothole maintenance of the State Roads in Thornbury Township. He reported the Township Golf League begins Wednesday June 3rd. There was no comment on the manager’s report. TOWNSHIP ROADMASTER’S REPORT – Lindsey Price The Roadmaster’s Report was submitted and is attached. Lindsey reported on the ongoing pothole repairs. There was no comment on the roadmaster’s report. TOWNSHIP TREASURER’S REPORT –Peter Barsz, CPA The Treasurer’s Report was submitted and is attached. There was no comment on the treasurer’s report. On a motion by Sheri Perkins, seconded by James Kelly, and carried unanimously, the Treasurer’s Report for the period March 31, 2015, was accepted as presented. Vice Chairman Kelly called for public comment. There was no public comment. Vice Chairman Kelly thanked Peter for being here during tax time. TOWNSHIP SOLICITOR’S REPORT – Kenneth D. Kynett, Esq.

Mr. Kynett was not present and his report was submitted and is attached. There was no comment on the solicitor’s report.

TOWNSHIP ENGINEER’S REPORT – Michael Ciocco, PE Mr. Ciocco was not present. The Township Engineer’s Report was submitted and is attached. There was no comment on the engineer’s report. TOWNSHIP SEWER ENGINEER - Charles Faulkner, PE

The Township Sewer Engineer’s Report was submitted and is attached. Chuck mentioned the television inspections were completed and he received Orleans dedication documents. MANAGER’S REPORT

4-15-15

1. I met with representatives of the Andover HOA to discuss the items they are concerned with for the dedication process.

2. We received notification that the Zoning Hearing for 192 Middletown Road was rescheduled for Monday May 4, 2015 at 7:00 PM.

3. We held Local Government Day on Thursday April 9, 2015. There were 50 students from Bayard Rustin High School. Government Officials included State Representative Tom Killion, District Attorney Jack Whelan, County Councilman Chairman Mario Civera Jr., the Honorable Judge Wendy Roberts, Darren Smith, Senator Dominic Pileggi’s Chief of Staff, Thornbury Supervisors Jim Raith, JP Kelly, Sheri Perkins, Joe Ryan, Chief of Delaware County Criminal Investigation Division and Mike Avella, digital Forensic Examiner. The program was well received and very informative.

4. Ken Kynett and I have a meeting scheduled for Friday April 17, 2015 with the owners of 282 Dilworthtown Rd. to discuss the use of that property.

5. We held our annual Township Clean up Day and E-waste pick up at Thornbury Park on Saturday April 11, 2015.

6. I spoke with Penn DOT representative Steve Austin about the possibility of an emergency agility agreement that would allow the Township to fill potholes on State Roads and receive some reimbursement for the work. We have spoken with several contractors in order to be ready to execute the work that is required upon approval of any agreement.

7. We have worked out dates for the Township Golf League with Glen Mills Golf Course. We will start playing on Wednesday June 3, 2015. The league will end on August 31, 2015.

THORNBURY TOWNSHIP Public Works Department Report – Week Ending April 10, 2015

1. Ongoing pot hole repairs being completed throughout the Township.

2. In the process of constructing trash and recycle containers for Thornbury Park.

3. Working on equipment – replacing filters, plugs, chains, etc. on weed

wackers, blowers, pole trimmers, chainsaws, etc.

4. Engaged the services of Callaghan Tree Services to clear certain trees from the walking trail at Tall Trees for safety reasons and the removal of certain trees around the Tot Lot at Thornbury Park for safety reasons as well as thinning out dead wood.

5. Assisted State Police and Concordville Fire Department with traffic control due to an accident on Gradyville Road on April 7, 2015.

6. Preparing to advertise for 2015-16 snow and ice removal contract.

Township Solicitor, Kenneth D. Kynett Esquire, files the following report for April 15th, 2015: 1. Duffers Tavern – The rescheduled April 16th Zoning Hearing has again been rescheduled to May 4th, 2015 as the Applicant’s main witness was unexpectedly unavailable on the 16th. Met with Applicant’s counsel in anticipation of the April 16th hearing to review proposal and prepare for zoning hearing.

2. Right-To-Know Requests – Reviewed three (3) new RTK requests from Andover HOA regarding various aspects of the Andover Subdivision. Discussed costs and shipping of RTK response to legal counsel regarding Mill Creek Subdivision. 3. Greenbriar II – Received and reviewed additional dedication documents for roads and sewer improvements and communicated concerns/corrections to Developer’s counsel. 4. Dutcher Subdivision – Reviewed sign permit application with Township Zoning Officer.

REPORT OF THE ENGINEER April Workshop Meeting April 15, 2015 Work completed for the period: Grading and Road Encroachment Permits – Reviewed several plans for grading and road encroachment. Continuing construction inspections of various properties. Andover – We have received information for concrete restoration in lieu of replacement. The developer is working on getting additional sample location information together for our review in the field. It would appear all other work will be completed in the spring. Our Landscape Architect met with developer to review tree replacement and provided guidance as requested. Planning Commission – Continued working with members on Pipeline Ordinance and compiling a list of locations of pipelines within Township borders. Wills - No further submission has been received. Lawler Subdivision - Awaiting revised plans. Crane Property – No further action by the Developer. Estate of Ruth Redding - 158 Locksley Rd – 3 Lot Subdivision Sketch plan received and discussed at Planning Commission. Romill Associates – Work on the retaining walls and related fencing and storm sewers is continuing. Excavation for the building foundation and general site grading continues in Chadds Ford. Mill Creek – Awaiting work to continue in the spring. Road Program 2015 – Roadway inspection with the Roadmaster completed. Working with Roadmaster to complete Final list and estimates. 3 Keswick Drive – Drainage improvement work on Slitting Mill Road scheduled for the week of April 13th, 2015. 90 Station Road – Completed survey for roadway drainage improvements. Floodplain Ordinance – Working with PA DCED on Floodplain Ordinance amendments to comply with updated FEMA requirements. FEMA ordinance revisions are required to be adopted by September 2, 2015.
