E 1. Presentation by the Heritage Coordinators, Planning and Infrastructure Services, re: Heritage Permit Process (File G33).

Stavroula Kassaris and Antonietta Minichillo, Heritage Coordinators, Planning and Infrastructure Services, provided a presentation entitled “Heritage Permit Process – Refresher for the Brampton Heritage Board”, which included the following: • Introduction • Ontario Heritage Act

• When is a Heritage Permit Required? • When is a Heritage Permit Not Required? • Heritage Permit Process in Brampton • Info Sign – 55 Queen Street East – Carnegie Library • Conclusion

Board consideration of this matter included: • The Board’s role as it relates to heritage permit applications • Concerns about the info sign at 55 Queen Street East, including:

• The Board not being consulted on the sign, particularly since the property is City-owned and designated under the Ontario Heritage Act

• The City’s ability to waive the heritage permit requirements for the sign

• Potential precedent as a result of the requirements being waived

The following motion was considered. HB079-2013 That the presentation by the Heritage Coordinators, Planning and

Infrastructure Services, to the Brampton Heritage Board Meeting of September 17, 2013, re: Heritage Permit Process (File G33) be received; and,

Whereas the Carnegie Library is a designated property, and it is necessary to obtain a Heritage Permit whenever significant changes are being made to the property, including large, permanent signage; and,

Whereas the Brampton Heritage Board expects the City to lead by example in following all the necessary steps that are expected of a private owner; and,

Whereas the Board is very reasonable, and its aim is to protect heritage resources, and when an appropriate application is presented the Board will support it; and,

Whereas the Board believes the main point to remember is, if it involves a designated heritage building, the Board must be consulted, as required under the Ontario Heritage Act; and,

Further, as volunteers, the Board believes that when its own City does not consult with its own Municipal Heritage Committee, it impacts greatly on the morale of the Board;

Therefore Be It Resolved that it is the position of the Brampton Heritage Board that the City not be exempted from heritage permit requirements.

A list of properties proposed for heritage designation was included with the agenda for this meeting. No updates were provided with respect to the properties on the list.

G 2. Recent Designations – nil H. Churchville Heritage Conservation District

H 1. Minutes – Churchville Heritage Committee – August 12, 2013 (File G33CH).

The subject minutes were distributed at the meeting.

Antonietta Minichillo, Heritage Coordinator, Planning and Infrastructure Services, provided an overview of the minutes.

The following motion was considered.

HB082-2013 1. That the Minutes of the Churchville Heritage Committee

Meeting of August 12, 2013 (File G33CH), to the Brampton Heritage Board Meeting of September 17, 2013, be received; and,

2. That the following recommendation outlined in the minutes

be endorsed:

• That the proposed development plan and Heritage Impact Assessment for the Churchville Developers Group lands be revised to include a 12 to 15 meter buffer to the rear of the lots 7, A, B and C in the form of a heritage easement agreement that will include significant vegetation such as larger caliper mature trees, and that the newly constructed dwellings include both bungalows and 1.5 storey houses that are well below 2750 maximum square footage and have staggered frontages.

The following motion was considered.

HB083-2013 1. That the Minutes of the Churchville Heritage Committee

Meeting of September 9, 2013 (File G33CH), to the Brampton Heritage Board Meeting of September 17, 2013, be received; and,

2. That the following recommendations outlined in the minutes

be endorsed:

• That the complimentary and well thought out proposal for 7772 Churchville Road be approved, in principle, pending the submission of final drawings, Credit Valley Conservation (CVC) approval, and confirmation of building height and square footage.

• That the resignation of Mr. Brian Chan be accepted.

Antonietta Minichillo, Heritage Coordinator, Planning and Infrastructure Services, provided details on the salvage of 8439 Creditview Road and an overview of the subject correspondence.

The following motion was considered.

HB084-2013 That the correspondence from Allan Bousfield, Owner, Historic

Lumber, dated September 5, 2013, to the Brampton Heritage Board Meeting of September 17, 2013, re: Salvage of 8439 Creditview Road – Ward 6 (File G33) be received.

L 1. Discussion at the request of Lynda Voegtle, Co-Chair, re: Signage for “The Works” – 8 Queen Street East (Dominion Building) – Ward 1 (File G33).

Lynda Voegtle, Co-Chair, expressed concern that the subject signage and lighting was not installed in accordance with the heritage permit.

Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, confirmed that these elements were not installed in accordance with the heritage permit. She advised that the business owner has been asked to provide an explanation on this matter at a future Board meeting, along with revised plans. She indicated that she would follow up with the owner in this regard.

L 2. Discussion at the request of Paul Willoughby, Co-Chair, re: Proposed Meeting between the Brampton Heritage Board Co-Chairs and the new Chief Planning and Infrastructure Services Officer (File G33).

Paul Willoughby, Co-Chair, requested the Board’s endorsement for a meeting between the Co-Chairs and the new Chief Planning and Infrastructure Services Officer.

In response to a question, Mr. Willoughby indicated that the meeting is to be positive in nature, to include an overview of the Brampton Heritage Board’s role, and presentation of Board materials such as the designation and listing brochures, Brampton Heritage Times newsletters, etc.

The following motion was considered.

HB085-2013 That, further to discussions at the Brampton Heritage Board

Meeting of September 17, 2013, the Board Co-Chairs request a meeting with the new Chief Planning and Infrastructure Services Officer, to provide information about the Board’s role and present Board materials such as the designation and listing brochures, Brampton Heritage Times newsletter, etc.

L 3. Heritage Permit Application – 12 Victoria Terrace – Ward 1 (File G33).

Brendan Charters, Eurodale Developments Inc., was in attendance on behalf of the applicants, and provided an overview of the subject heritage permit applicant.

In response to a question from the Board, Mr. Charters provided information on the existing and proposed new square footage of the property.

The following motion was considered.

HB086-2013 1. That the Heritage Permit Application from Brendan Charters,

Eurodale Developments Inc., on behalf of Sanjeev Goel and Lopita Banerjee, property owners, dated August 30, 2013, to the Brampton Heritage Board Meeting of September 17, 2013, re: 12 Victoria Terrace – Ward 1 (File G33) be received; and,

2. That the subject heritage permit application for renovation

and restoration be approved; and,

3. That staff be directed to process the heritage permit application in accordance with legislative requirements and subject to any applicable City approvals.

Catherine Fleming, Property Owner, was in attendance to respond to questions. No questions were put forward from the Board.

The following motions were considered.

HB087-2013 1. That the Heritage Permit Application from Catherine

Fleming, property owner, to the Brampton Heritage Board Meeting of September 17, 2013, re: 49 Blackthorn Lane – Ward 1 (File G33) be received; and,

2. That the subject heritage permit application for window

replacement be approved; and,

3. That staff be directed to process the heritage permit application in accordance with legislative requirements and subject to any applicable City approvals.

Carried HB088-2013 1. That the application from Catherine Fleming, property owner,

to the Brampton Heritage Board Meeting of September 17, 2013, re: Application under the Designated Heritage Property Incentive Grant Program – 49 Blackthorn Lane – Ward 1 (File G33) be received; and,

2. That the subject application for window replacement be

approved in the amount of $5,000.00, subject to any applicable City building and/or heritage permit approvals, and, if required, review and approval of the final design by City staff.

L 6. Heritage Permit Application – 40 Elizabeth Street South

– Alderlea – Ward 4 (File G33).

The subject application was not available for consideration at the meeting.

Tarik Bhatti, Project Coordinator, Building Design and Construction, Public Services, and Jim Melvin, Principal, PMA Landscape Architects, provided details on the Phase 3 Landscape Plan for Alderlea.

Mr. Melvin made a presentation entitled “Alderlea House Restoration”, which included: • Introduction • Zoning and Circulation Plan • Landscape Concept Plan • Planting • Plant List

In response to questions from the Board, Mr. Melvin and Mr. Bhatti provided information on the following: • Hedge materials • Proposal for the area housing the equipment and refuse shed • Plantings along the existing fence line • Potential incorporation of the “Dale Rose” within the rose garden • Challenges relating to planting of Alder trees, after which Alderlea was

named • Suggestion that Alder trees be incorporated into the proposed public

art piece • Surface materials for the parking lot and pedestrian areas • Challenges relating to use of permeable pavement

In response to a question from the Board, Mr. Bhatti confirmed that a formal Heritage Permit Application will be submitted for the Board’s review. Mr. Bhatti requested the Board’s consideration for holding a special meeting to consider the application.

A suggestion was proposed that the Board hold a special meeting on Tuesday, October 1, 2013 at 7:00 p.m. and by a show of hands it was determined that quorum could be achieved for this meeting.

The Board requested that Mr. Bhatti ensure that the complete application is available for printing with the special meeting agenda to provide time for Members to review it in advance of the meeting.

Project Coordinator, Building Design and Construction, Public Services, and Jim Melvin, Principal, PMA Landscape Architects, at the Brampton Heritage Board Meeting of September 17, 2013, re: Phase 3 Landscape Plan for Alderlea – 40 Elizabeth Street South – Ward 4 (File G33), be received.

L 7. Heritage Report: Reasons for Heritage Designation – 204 Main Street North – Ward 1 (File G33).

The following motion was considered.

HB090-2013 1. That the Heritage Report: Reasons for Heritage

Designation – 204 Main Street North – Ward 1 (File G33), dated September 2013, to the Brampton Heritage Board Meeting of September 17, 2013, be received; and,

2. That heritage designation of the subject property be

endorsed; and,

3. That staff be directed to proceed with the next steps for heritage designation of the property.

L 8. Phase 1 Conservation Plan – Pendergast Log Cabin Relocation (from 3864 Countryside Drive – Ward 10 to Historic Bovaird House – 563 Bovaird Drive East – Ward 1) and Conservation (File G33): • Staff Comments • Phase 1 Conservation Plan

Stavroula Kassaris, Heritage Coordinator, Planning and Infrastructure Services, provided an overview of the subject Staff Comments and Phase 1 Conservation Plan for the Pendergast Log Cabin.

Paul Oberst, Architect, and Vic Snow, Timber Building Specialist, were in attendance and provided details on the work covered under Phase 1.

In response to questions from the Board, Mr. Oberst, Mr. Snow and City staff provided information on the following: • Log materials to be used in the restoration • Evidence of a heat source in the original structure • Timelines for Phase 1 • Site selection at Historic Bovaird House (HBH) • Storage of materials at HBH • Impact on landscape plan • Security of materials at HBH • Next steps

The following motion was considered.

HB091-2013 1. That the Staff Comments from the Heritage Coordinators,

Planning and Infrastructure Services, dated September 10, 2013, to the Brampton Heritage Board Meeting of September 17, 2013, re: Phase 1 Conservation Plan – Pendergast Log Cabin Relocation (from 3864 Countryside Drive – Ward 10 to Historic Bovaird House – 563 Bovaird Drive East – Ward 1) and Conservation (File G33) be received; and,

2. That the Phase 1 Conservation Plan – Pendergast Log

Cabin Relocation (from 3864 Countryside Drive – Ward 10 to Historic Bovaird House – 563 Bovaird Drive East – Ward 1) and Conservation (File G33), dated August 10, 2013 and revised September 9, 2013, to the Brampton Heritage Board Meeting of September 17, 2013, be received; and,

3. That the applicant shall, at their expense and to the

satisfaction of the City, undertake all work in accordance with the Phase 1 Conservation Plan.

L 9. Discussion at the request of Michael Avis, Chair, Brampton Heritage Board Outreach and Marketing Sub-Committee, re: “Highlight on Heritage” Event – Saturday, February 8, 2014 (File G33).

Michael Avis, Chair, Brampton Heritage Board Outreach and Marketing Sub-Committee, informed the Board that the 2014 “Highlight on Heritage” Event is scheduled for Saturday, February 8th. He provided information on the 2013 event and what is planned for 2014.

The following motion was considered. HB092-2013 That, further to discussions at the Brampton Heritage Board

Meeting of September 17, 2013, the Board organize and participate in the “Highlight on Heritage” Event on Saturday, February 8, 2014 at Bramalea City Centre (File G33).

L 10. Ed McNeice, Recreation Manager, Community West, Public Services, re: Follow up on Request from the Brampton Heritage Board Meeting of May 21, 2013 – Press Box and Ladder at Memorial Arena – 69 Elliott Street – Ward 4 (File G33).

In follow up to a request at the Brampton Heritage Board Meeting of May 21, 2013, Ed McNeice, Recreation Manager, Community West, Public Services, provided information on the press box and ladder at Memorial Arena, which included details on the following: • Health and safety concern relating to the press box and ladder • Assessment by a structural engineer • Results of the assessment, resulting in a recommendation that the

press box and ladder be removed • Consultation with a former City staff member with respect to heritage

implications with the removal of the press box and ladder

In response to questions from the Board, Mr. McNeice provided information on the following: • Potential future rebuilding of the press box and ladder • Consideration for repair of the press box and ladder prior to removal

Board consideration of this matter included an expression of disappointment about the Board not being informed of the removal of the press box and ladder either before or after their removal.

The following motion was considered.

HB093-2013 That the information provided by Ed McNeice, Recreation

Manager, Community West, Public Services, at the Brampton Heritage Board Meeting of September 17, 2013, re: Follow up on Request from the Brampton Heritage Board Meeting of May 21, 2013 – Press Box and Ladder at Memorial Arena – 69 Elliott Street – Ward 4 (File G33) be received.
