The meeting was convened to meet the statutory requirement. The Chairman welcomed the members present and informed the Board of some important developments in the period between the last meeting and the Seventy Eighth meeting : The 31 st East Zone Youth Festival "Brahmaputra Mahotsava 2016" was held successfully during 03-07 January, 2016 on our campus. A total of 21(twenty one) Universities and Institutions with 800 participants took part in the festival. Tezpur University became the Champion of the festival. Following that, the University sent a team of 40 students to participate in the 31 st Inter University National Youth Festival, 2016 held at University of Mysore, Mysuru during 15-19 February 2016. They won 1 gold, 3 silver and 3 bronze medals, and a certificate. The Asom Sahitya Sabha, the highest and prestigious Literary Society of Assam, in its 9 th Special Annual Haflong Session held on 04 February, 2016 has felicitated Prof. Mihir K. Chaudhuri, Vice Chancellor of Tezpur University, in recognition of his valued contributions to the world of academics in particular and the society in general. Research profile of students are growing better with number of publications with higher h-index. Teachers of the University are also publishing quality research papers in journals of high input factors including Nature.

It was informed to the Board that till date new nominations of Visitor's Nominees on the

Board of Management have not been received from the Ministry of Human Resource

Development, Government of India. The meeting was convened to meet the statutory

requirement.

The Chairman welcomed the members present and informed the Board of some important

developments in the period between the last meeting and the Seventy Eighth meeting :

The 31st East Zone Youth Festival "Brahmaputra Mahotsava 2016" was held successfully

during 03-07 January, 2016 on our campus. A total of 21(twenty one) Universities and

Institutions with 800 participants took part in the festival. Tezpur University became the

Champion of the festival.

Following that, the University sent a team of 40 students to participate in the 31st Inter

University National Youth Festival, 2016 held at University of Mysore, Mysuru during

15-19 February 2016. They won 1 gold, 3 silver and 3 bronze medals, and a certificate.

The Asom Sahitya Sabha, the highest and prestigious Literary Society of Assam, in its 9th

Special Annual Haflong Session held on 04 February, 2016 has felicitated Prof. Mihir K.

Chaudhuri, Vice Chancellor of Tezpur University, in recognition of his valued

contributions to the world of academics in particular and the society in general.

Research profile of students are growing better with number of publications with higher

h-index. Teachers of the University are also publishing quality research papers in journals

of high input factors including Nature.

Vidyasagar University, Medinipur, West Bengal will confer the Degree of Doctor

Science (honoris causa) upon Professor Mihir Kanti Chadhuri, Vice Chancellor of Tezpur

University on 03 March, 2016. The members present congratulated Professor Chaudhuri.

The cases of Dr. Tapas, Medhi, Assistant Professor, MBBT and Dr. Panchanan Pujari,

Assistant Professor, Dept. of Chemical Sciences were discussed by the members present.

Dr. (Mrs.) Lakshmi Goswami suggested to take stern action against Dr. Medhi and Dr.

Pujari as per rule.

The Chairperson also informed the house that the University has been selected for the

Visitors Award for the "BEST UNIVERSITY, 2016" and the members greeted the Vice

Chancellor for this prestigious award.

th Meeting of the Finance Committee, Tezpur University held

on 12/02/2016 are placed for consideration of acceptance by the Board.

Decision The Finance Officer presented the high points of the minutes and intimated the

Board about the Agenda Items with special emphasis on the Revised Budget

Estimate for the year 2015-16 and the Budget Estimate for the year 2016-17 under

various schemes, which were approved by the Finance Committee.

After deliberations, the recommendations of the Finance Committee were approved

by the Board.

Note

Implementation of Ordinance No. 27 in respect of Non Vacation other

Academic Staff

Tezpur University drafted an Ordinance No. 27 on Non -Vacation other Academic

Staff Under Section 2 (b) and 28 (n) of Tezpur University Act, 1993 which was

approved by the Board of Management vide Resolution No. B.53/2008/3/2.5, dated

23/12/2008 and the same was submitted to UGC and MHRD for assent of the

Visitor. Parallely, this Ordinance was implemented.

However the Audit Team of DGA, Kolkata objected to the implementation of the

Ordinance, as it was implemented without the assent of the Visitor.

Now Ordinance No. 27 has been published in the Gazette of India after the assent

of the Visitor communicated vide MHRD letter No. F.14-7/2009-Desk (U), dated

24/09/2015

Hence, it is proposed that the Ordinance No. 27 be provisionally implemented with

effect from the date of its Gazette notification. For benefit with retrospective

effect, the matter be placed before the University Grants Commission (UGC) for

approval as there is financial implication.

Note

Approval of 'Good Academic Record' for Tezpur University

As per UGC Regulations 2010, especially for Associate Professor and Assistant

Professor, the minimum academic qualification has been stated to be "Good

academic record with at least 55% of marks or equivalent grade in Master's degree

in concerned/allied/relevant subjects". As per the said UGC Regulations, the

University is to define the Good Academic Record and upload the same in the

University website. This definition is also required while framing criteria for

screening applications for various teaching positions.

It is proposed that Good Academic Record be defined for Tezpur University as

follows:

At least 50% of marks or equivalent grade in class 10, 10+2 and degree level

examinations without having any backlog of subject(s).

Generally, Ph.D results are declared after the approval of the Board of

Management. In some cases, on request by the concerned students, Provisional

from 01.05.2016 to 30.04.2017 enabling him to avail WARI Fellowship at

University of Nebraska- Lincoln, USA.

Dr. Kumar will be required to submit 06 (six) monthly report on progress of his

research to the University. His salary will be regulated as per the revised guidelines

of University Grants Commission for grant of study leave. He will be eligible to

draw the benefit of the annual increment after resuming his duty which he would

have earned in the course of time had he not proceeded on study leave. However,

he will not be eligible to receive arrears of increment.

As per the provision under Section 1.0 (ix) of the revised Statute 49 of Tezpur

University Act, two alumni are to be nominated on the Board of Management as

Note

Rationalization of the Post of Junior Accountant and Section Officer (Finance)

The University presently has 06 (six) sanctioned positions of Junior Accountant in

the Pay Band PB-1 : Rs. 5200-20200 with Grade Pay of Rs. 2400 (pre-revised Rs.

4000-6000), i.e., in the identical approved pay band and Grade Pay as applicable for

the post of UDC. All these positions have hitherto been filled up through Direct

Recruitment and the minimum educational qualification prescribed for Direct

Recruitment for the post is Graduation.

Meanwhile, UGC vide their letter No. F.31-16/97 (CU/JCRC)Vol. II dated 3.1.2014

(copy enclosed) intimated that the post of Junior Accountant has been proposed to

be rationalized as UDC, which was under consideration of MHRD.

In view of the above, the following proposals are made:

1. To bring the post of Junior Accountant in Ministerial Cadre and to consider

them for promotion to the post of Assistant alongside the feeder grade of UDC

based on the inter se seniority list of these two posts together. The nomenclature

of the post shall be changed on receipt of necessary approval from UGC.

2. The earlier decision of the University to allocate 02 (two) positions of Section

Officer to the Finance Cadre may be reverted and all the sanctioned positions of

Section Officers may be kept in the ‘Administrative’ cadre only. The vacant

position(s) of Section Officer may be filled up through Promotion from

amongst the Assistants as per the relevant promotion criteria in vogue.

3. On approval of the proposals as stated above, the revised Recruitment Rules

shall be framed for the post of Assistant and Section Officer.
