MINUTES OF THE MEETING OF STATE LEVEL SANCTIONING COMMITTEE (SLSC) OF RKVY-RAFTAAR (RASHTRIYA KRISHI VIKAS YOJANA – REMUNERATIVE APPROACH FOR AGRICULTURE AND ALLIED SECTOR REJUVENATION) HELD ON 30.07.2021 (THROUGH VIDEO CONFERENCE) UNDER THE CHAIRMANSHIP OF WORTHY CHIEF SECRETARY SH. VIJAI VARDHAN, IAS.
The list of officers who attended the meeting is annexed at

At the outset, Dr. Sumita Misra, IAS, ACS, Agriculture and Farmers
Welfare Department, Haryana welcomed the Chairman and other members of the
State Level Sanctioning Committee and apprised them about the background and
salient features of the Centrally Sponsored Scheme (60 : 40, Centre : State) RKVY-
RAFTAAR (Rashtriya Krishi Vikas Yojana – Remunerative Approach for Agriculture
and Allied Sector Rejuvenation).
Dr. Hardeep Singh, IAS, Director General, A&FW informed that
Rashtriya Krishi Vikas Yojana (RKVY) was started in the State of Haryana during
2007-08 with the aim to achieve 4% annual growth in the agriculture sector during
the XIth Plan (2007-08 to 2012-13) period, by ensuring a holistic development of
Agriculture and allied sectors.
He further said that RKVY scheme revamped during 2017-18 as
RKVY-RAFTAAR – Remunerative Approach for Agriculture and Allied Sector
Rejuvenation to enhance efficiency, efficacy and inclusiveness of the programme.
RKVY-RAFTAAR aims at making farming a remunerative economic activity through
strengthening the farmers’ effort, risk mitigation and promoting agri-business
entrepreneurship. Now, the main objectives of the scheme are as under:
i. To strengthen the farmers’ efforts through creation of required pre and post-
harvest agri-infrastructure that increases access to quality inputs, storage,
market facilities etc. and enables farmers to make informed choices.
ii. To provide autonomy, flexibility to States to plan and execute schemes as per
local/ farmers’ needs.

iii. To promote value chain addition linked production models that will help
farmers increase their income as well as encourage production/productivity.
It was informed that under the said scheme the funds will be provided
to the State as a grant by the Central Government in the following streams:

Central Fund. It will support innovation and Agri- entrepreneurs through skill development, incubation centers, KVKs, awards etc. and includes 2% administrative cost of the centre.
The Committee was apprised about the process of implementation of
RKVY scheme at State level that the project proposals were invited from
implementing agencies on 27.01.2021 as per guidelines of RKVY for consideration
for the year 2021-22. Further the projects were placed in State Level Project
Screening Committee (SLPSC) meeting held on 06.04.2021 under the
Chairpersonship of Worthy ACS, Agriculture & FW. After approval from SLPSC the
projects send to GOI for approval. Approved projects from GOI alongwith comments

received on 23.06.2021. Then after, the projects placed before SLSC for final
approval. He also informed that the last SLSC meeting was held on 21.01.2021 for
the year 2020-21. He further presented the status of funds released under RKVY-
2020-21 including revalidated amount of previous years which is as under:-

ACS, Agriculture has also mentioned that the 2nd Installment of
Rs.76.85 crore was received late in the month of March and whose sanction was
received from FD on 30.06.2021 and the same was released to all the stakeholders
and its progress will be reviewed shortly. She also mentioned that the expenditure of

Rs.9.58 crore under CDP has also been made, but payment is still due because the
sanction is not received from State Finance Department.
Worthy Chief Secretary to Govt. of Haryana has directed the
representative from Finance Department, Haryana to release the funds of last year
to Agriculture Department as soon as possible so as the pending liability could be
meet-out. Director General Agriculture further presented the last three years
comparison of released amount and expenditure. He also assured that the unspent
funds of 2020-21 will be utilized soon.
Further, Director General Agriculture & Farmers Welfare informed the
House that the Government of India allocated an amount of Rs. 138.34 Crore under
RKVY i.e. (Rs.80.12 crore under Regular RKVY + Rs.38.50 crore under RKVY Sub-
Scheme (CDP) + Rs.19.72 crore under RKVY SCSP).
He further apprised the Committee that during the year 2021-22 total
projects of Rs.264.49 crore have been received under RKVY General out of which
projects worth Rs.17.70 crore were dropped by Govt. of India and comments of
eighteen projects are still awaited from GOI. Now, the final cost for the projects
approved by GOI is Rs.181.15 crore under RKVY General as well as RKVY SCSP
component. Worthy Chief Secretary to Govt. of Haryana has also asked about the
type of projects taken under SCSP component. ACS, Agriculture mentioned that
Agriculture, Animal Husbandry and CCS HAU, Hisar have submitted projects under
SCSP component like piggery development, construction of water harvesting
structure in SC dominated villages and provide skilled trainings to SC farmers.
Approval of Projects under Annual Action Plan of RKVY-RAFTAAR 2021-22
It was informed that Govt. of India approved a shelf of projects
submitted by various stakeholder departments with a total outlay of Rs. 181.15 Crore
under RKVY General as well as RKVY SCSP component. Comments of some of the
projects are still awaited from GOI.

projects of 2019-20 and 2020-21 respectively.
(b) SLSC has also accorded the ex-post facto sanction for some modification in
the project “Establishment of Integrated Farming System Model of Sustaining
Farmers”
APPROVAL OF ADMINISTRATIVE EXPENSES
Decision of SLSC: The SLSC has given the approval of funds (Rs. 160 Lakh) for Administrative Expenses as per the Guidelines.
Supplementary Agenda
The ACS, A&FW, Haryana also informed the house that the two projects
Direct Seeded Rice (DSR) and Diversification of Bajra through promotion of pulses
and oilseeds have also been included in the Annual Action Plan of RKVY for the year
2021-22.
