Upon motion made and supported
RESOLVED that the Minutes of the November 30 2011 meeting be approved as presented
The financial report was presented and filed
Tim Mehan presented a parks update Frank Travis has sold his house adjacent toBicentennial Park however he is living nearby and is willing to continue as caretaker forthe park
Mike Foley has been retained as gatekeeper and caretaker for Gerber Hill Park BarbaraCraig has been retained as gatekeeper and caretaker for Medina Park Tim Mehancontinues to work on obtaining a caretaker for Iron Lake Park Tim will see that thegatekeeper contracts are signed
Nate Zill reports that the state of Michigan has approved the plans and specifications forGerber Park expansion Dave Siler has solicited the bids and a number of bids have beensubmitted Bid opening is scheduled for Thursday April 19 2012 at 200 PM Uponmotion made and supported
RESOLVED that a committee of four persons KZ Bolton Marty Marshall Dan Bruggeman and Nate Zill meet with architect Dave Siler for the purpose of opening the bids and approve the awarding of contracts so that construction can commence
It was agreed that chairman KZ Bolton and Tim Mehan will meet with the roadcommission concerning the installation of a culvert in a parking area at the Taylor Roadpark
The next meeting is scheduled for Monday May 21 2012 at 1100 AM

MINUTES OF THE LENAWEE COUNTY PARKS COMMISSION
MEETING HELD APRIL 26 2012
Present were President KZ Bolton Secretary Dan R Bruggeman and members RalphTillotson Chris Wittenbach and Rob Hall Also present from the AdministratorsOffice was Marty Marshall and Nate Zill together with Tim Mehan from theMaintenance Department and John Tuckerman and Cletus Smith from the CountyCommission
The meeting reviewed the bid results compiled by architect David Siler as shown on thetwo-page attachment to these minutes It was noted that the three low bids combinedexceeded the funds available for the project Mr Siler has contacted the low bidder forthe site improvement and removed from the project the playground equipment andsome of the split rail fence In addition the contractor also made additionaladjustments to change the stone base and the stone cap resulting in a deduction of$24047 Further the specifications for the picnic shelter were changed to eliminate themetal roof resulting in a deduction of $3091 These changes and also using $742250from the restricted funds would allow Mr Siler to accept the three low bids and moveforward with the project
Dan Bruggeman indicated that the donating foundation would agree to the use of the$742250 from the restricted funds to allow the project to go forward
Nate Zill reported that the State Department of Natural Resources had agreed that theseadjustments would be in accordance with the grant application
Thereafter upon motion made and supported
RESOLVED That the Parks Commission recommend the acceptance of the three low bids as adjusted and that architect David Siler be instructed to issue the contracts and proceed with the construction at the park

III PARKS MAINTENANCE UPDATE
Tim Mehan reviewed the following park items Bicentennial A complaint was a received from a resident about the parks not being opened by Mothers Day Tim advised the resident that the parks are opened at the same time every year independent of the weather conditions The parks have since been opened The caretaker agreement has been signed and it was noted that the Amateur Radio Group will be holding and overnight function on June 29 2012
Gerber Hill The caretaker agreement has been signed The boy scouts and girl scouts will be holding a camp-out on May 25 2012 Blissfield High School will be holding a one day conditioning camp on August 8 2012 Nate Zill reported that the State of Michigan gave notice to proceed with the signing of the contractor agreements The contractors will be meeting at the park on Tuesday May 22 2012 to review the site layout and project scope The Maintenance Department has ordered a sign specified in the grant Iron Lake Park Regular maintenance is ongoing
Medina Park The caretaker agreement has been signed Tim has received a request to reserve the park at the $150 rental rate The resident is considering this reservation for a graduation party on June 16 2012 They have requested a power drop which Tim can provide via an extension cord

Ramsdell Park The caretaker is taking care of the regular maintenance Tim will have him begin on the summer projects soon
Taylor Road Park A letter was received from Carrie Clark expressing her concerns in making the improvements to Taylor Road Parkrsquos parking situation Currently there is no parking lot therefore visitors to the park must park along the road The Committee is concerned that this creates a hazardous situation and is investigating the cost associated with creating a small parking lot Jason Schnaidt was present from the Road Commission He stated that the Road Commission could make the needed improvements in the right-of-way area at no cost to the county Any other improvements requested by the Committee could be performed by the Road Commission at an additional cost Marlin Klumpp lives next to the park and wanted to know what the Countyrsquos plans were with the park in general He stated that this is the only natural park in the County and his fear is that putting in a parking area will encourage more people to visit the park which may result in more activities that could damage the natural beauty of the park He also expressed his concern over the lack of police coverage in that area Linda Posa is also a resident living near the park She was also concerned that allowing people a place to park off of the road will encourage vandalism dumping of trash and other unwanted or illegal activities Cathy Klumpp stated that the neighbors in that area do not support activity that cannot be monitored The Committee requested Tim Mehan work with Jason Schnaidt to get a cost estimate for the parking lot and bring it back to the next meeting The Committee also discussed the need to review the Parkrsquos Plan to determine the purpose and future of Taylor Road Park

Kim Murphy presented the monthly financial report
The situation concerning the contractors dispute regarding Gerber Hill Development
was discussed and upon motion made and supported
RESOLVED That Tim Mehan Dave Siler and Nate Zill
would contact the contractor and negotiate a proposed
settlement then bring the recommended settlement to the
next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot
Upon motion made and supported
RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road
The next meeting of the Parks Commission is scheduled for Monday July 23 2012 600 PM at Gerber Park

RESOLVED That the committee contribute $2000 from
its budget to the maintenance equipment and replace-
ment fund
Tim Mehan presented a parks update As to Bicentennial Park it is being used by the Rio Soccer
Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled
Upon motion made and supported
RESOLVED That Tim Mehan be authorized to con-
tract with the drain commission to remove the log jam
in Bean Creek at a cost of $1600
As to Ramsdell Park Tim Mehan reported that the current caretaker is hard at work and doing
a good job
As to Taylor Road Tim Mehan was authorized to proceed with minimum development of the
parking area with the road commission as soon as possible
The next meeting of the Parks Commission is scheduled for Monday August 20 2012 1100
AM at Ramsdell Park

The finance reports were distributed and reviewed It was noted that a sign for the Gerber Hill Park grant project was billed to account number 208-8000-82484-25 in the amount of $1655 and should be billed to account number 208-8000-82492-15 as this is a grant related expense
Motion by Tillotson supported by Wittenbach to approve the finance reports and place them on file Motion carried
III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee
Motion by Wittenbach supported by Tillotson to support and approve the change order for the third directional sign in the amount of $166600 with funding to come from the restricted funds and be billed to account number 208-8000-82484-25 Motion carried
Iron Lake Park a) Tim stated that he has received an estimate of $540 to install a used 4rsquo x 40rsquo dock at
Iron Lake Park Park Caretaker Zach Knapp has offered his services to install the dock and is requesting the assistance of one maintenance person for about two hours to assist him

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324
Motion by Tillotson supported by Wittenbach to accept the bid from the Road Commission to install a 20rsquo x 20rsquo parking area at Taylor Road Park in the amount of $84324 coming from 208-8000-82484-15 Motion carried V UPDATES amp OTHER BUSINESS

HELD SEPTEMBER 17 2012
The meeting was called to order at Medina Park at 330 PM Present was President
KZ Bolton Secretary Dan R Bruggeman and Park Commission members Ralph
Tillotson and Chris Wittenbach and Rob Hall Also present from the Administrators
Office was Tim Mehan and Nate Zill and Kim Murphy
Upon motion made and supported
RESOLVED That the Minutes of the previous meeting be
approved as submitted
Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Kim Murphy presented the financial report which was placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park Gravel has been spread and the park will be closed after the final
soccer game on October 22
Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM

RESOLVED that the Minutes of the October 15 2012 meeting
be approved as submitted
Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

MINUTES OF THE LENAWEE COUNTY PARKS COMMISSION
MEETING HELD APRIL 26 2012
Present were President KZ Bolton Secretary Dan R Bruggeman and members RalphTillotson Chris Wittenbach and Rob Hall Also present from the AdministratorsOffice was Marty Marshall and Nate Zill together with Tim Mehan from theMaintenance Department and John Tuckerman and Cletus Smith from the CountyCommission
The meeting reviewed the bid results compiled by architect David Siler as shown on thetwo-page attachment to these minutes It was noted that the three low bids combinedexceeded the funds available for the project Mr Siler has contacted the low bidder forthe site improvement and removed from the project the playground equipment andsome of the split rail fence In addition the contractor also made additionaladjustments to change the stone base and the stone cap resulting in a deduction of$24047 Further the specifications for the picnic shelter were changed to eliminate themetal roof resulting in a deduction of $3091 These changes and also using $742250from the restricted funds would allow Mr Siler to accept the three low bids and moveforward with the project
Dan Bruggeman indicated that the donating foundation would agree to the use of the$742250 from the restricted funds to allow the project to go forward
Nate Zill reported that the State Department of Natural Resources had agreed that theseadjustments would be in accordance with the grant application
Thereafter upon motion made and supported
RESOLVED That the Parks Commission recommend the acceptance of the three low bids as adjusted and that architect David Siler be instructed to issue the contracts and proceed with the construction at the park

III PARKS MAINTENANCE UPDATE
Tim Mehan reviewed the following park items Bicentennial A complaint was a received from a resident about the parks not being opened by Mothers Day Tim advised the resident that the parks are opened at the same time every year independent of the weather conditions The parks have since been opened The caretaker agreement has been signed and it was noted that the Amateur Radio Group will be holding and overnight function on June 29 2012
Gerber Hill The caretaker agreement has been signed The boy scouts and girl scouts will be holding a camp-out on May 25 2012 Blissfield High School will be holding a one day conditioning camp on August 8 2012 Nate Zill reported that the State of Michigan gave notice to proceed with the signing of the contractor agreements The contractors will be meeting at the park on Tuesday May 22 2012 to review the site layout and project scope The Maintenance Department has ordered a sign specified in the grant Iron Lake Park Regular maintenance is ongoing
Medina Park The caretaker agreement has been signed Tim has received a request to reserve the park at the $150 rental rate The resident is considering this reservation for a graduation party on June 16 2012 They have requested a power drop which Tim can provide via an extension cord

Ramsdell Park The caretaker is taking care of the regular maintenance Tim will have him begin on the summer projects soon
Taylor Road Park A letter was received from Carrie Clark expressing her concerns in making the improvements to Taylor Road Parkrsquos parking situation Currently there is no parking lot therefore visitors to the park must park along the road The Committee is concerned that this creates a hazardous situation and is investigating the cost associated with creating a small parking lot Jason Schnaidt was present from the Road Commission He stated that the Road Commission could make the needed improvements in the right-of-way area at no cost to the county Any other improvements requested by the Committee could be performed by the Road Commission at an additional cost Marlin Klumpp lives next to the park and wanted to know what the Countyrsquos plans were with the park in general He stated that this is the only natural park in the County and his fear is that putting in a parking area will encourage more people to visit the park which may result in more activities that could damage the natural beauty of the park He also expressed his concern over the lack of police coverage in that area Linda Posa is also a resident living near the park She was also concerned that allowing people a place to park off of the road will encourage vandalism dumping of trash and other unwanted or illegal activities Cathy Klumpp stated that the neighbors in that area do not support activity that cannot be monitored The Committee requested Tim Mehan work with Jason Schnaidt to get a cost estimate for the parking lot and bring it back to the next meeting The Committee also discussed the need to review the Parkrsquos Plan to determine the purpose and future of Taylor Road Park

Kim Murphy presented the monthly financial report
The situation concerning the contractors dispute regarding Gerber Hill Development
was discussed and upon motion made and supported
RESOLVED That Tim Mehan Dave Siler and Nate Zill
would contact the contractor and negotiate a proposed
settlement then bring the recommended settlement to the
next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot
Upon motion made and supported
RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road
The next meeting of the Parks Commission is scheduled for Monday July 23 2012 600 PM at Gerber Park

Tim Mehan presented a parks update As to Bicentennial Park it is being used by the Rio Soccer
Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled
Upon motion made and supported
RESOLVED That Tim Mehan be authorized to con-
tract with the drain commission to remove the log jam
in Bean Creek at a cost of $1600
As to Ramsdell Park Tim Mehan reported that the current caretaker is hard at work and doing
a good job
As to Taylor Road Tim Mehan was authorized to proceed with minimum development of the
parking area with the road commission as soon as possible
The next meeting of the Parks Commission is scheduled for Monday August 20 2012 1100
AM at Ramsdell Park

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee
Motion by Wittenbach supported by Tillotson to support and approve the change order for the third directional sign in the amount of $166600 with funding to come from the restricted funds and be billed to account number 208-8000-82484-25 Motion carried
Iron Lake Park a) Tim stated that he has received an estimate of $540 to install a used 4rsquo x 40rsquo dock at
Iron Lake Park Park Caretaker Zach Knapp has offered his services to install the dock and is requesting the assistance of one maintenance person for about two hours to assist him

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324

The meeting was called to order at Medina Park at 330 PM Present was President

RESOLVED That the Minutes of the previous meeting be

Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Kim Murphy presented the financial report which was placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park Gravel has been spread and the park will be closed after the final
soccer game on October 22
Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM

Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

III PARKS MAINTENANCE UPDATE
Tim Mehan reviewed the following park items Bicentennial A complaint was a received from a resident about the parks not being opened by Mothers Day Tim advised the resident that the parks are opened at the same time every year independent of the weather conditions The parks have since been opened The caretaker agreement has been signed and it was noted that the Amateur Radio Group will be holding and overnight function on June 29 2012
Gerber Hill The caretaker agreement has been signed The boy scouts and girl scouts will be holding a camp-out on May 25 2012 Blissfield High School will be holding a one day conditioning camp on August 8 2012 Nate Zill reported that the State of Michigan gave notice to proceed with the signing of the contractor agreements The contractors will be meeting at the park on Tuesday May 22 2012 to review the site layout and project scope The Maintenance Department has ordered a sign specified in the grant Iron Lake Park Regular maintenance is ongoing
Medina Park The caretaker agreement has been signed Tim has received a request to reserve the park at the $150 rental rate The resident is considering this reservation for a graduation party on June 16 2012 They have requested a power drop which Tim can provide via an extension cord

Ramsdell Park The caretaker is taking care of the regular maintenance Tim will have him begin on the summer projects soon
Taylor Road Park A letter was received from Carrie Clark expressing her concerns in making the improvements to Taylor Road Parkrsquos parking situation Currently there is no parking lot therefore visitors to the park must park along the road The Committee is concerned that this creates a hazardous situation and is investigating the cost associated with creating a small parking lot Jason Schnaidt was present from the Road Commission He stated that the Road Commission could make the needed improvements in the right-of-way area at no cost to the county Any other improvements requested by the Committee could be performed by the Road Commission at an additional cost Marlin Klumpp lives next to the park and wanted to know what the Countyrsquos plans were with the park in general He stated that this is the only natural park in the County and his fear is that putting in a parking area will encourage more people to visit the park which may result in more activities that could damage the natural beauty of the park He also expressed his concern over the lack of police coverage in that area Linda Posa is also a resident living near the park She was also concerned that allowing people a place to park off of the road will encourage vandalism dumping of trash and other unwanted or illegal activities Cathy Klumpp stated that the neighbors in that area do not support activity that cannot be monitored The Committee requested Tim Mehan work with Jason Schnaidt to get a cost estimate for the parking lot and bring it back to the next meeting The Committee also discussed the need to review the Parkrsquos Plan to determine the purpose and future of Taylor Road Park

Kim Murphy presented the monthly financial report
The situation concerning the contractors dispute regarding Gerber Hill Development
was discussed and upon motion made and supported
RESOLVED That Tim Mehan Dave Siler and Nate Zill
would contact the contractor and negotiate a proposed
settlement then bring the recommended settlement to the
next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot
Upon motion made and supported
RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road
The next meeting of the Parks Commission is scheduled for Monday July 23 2012 600 PM at Gerber Park

Tim Mehan presented a parks update As to Bicentennial Park it is being used by the Rio Soccer
Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled
Upon motion made and supported
RESOLVED That Tim Mehan be authorized to con-
tract with the drain commission to remove the log jam
in Bean Creek at a cost of $1600
As to Ramsdell Park Tim Mehan reported that the current caretaker is hard at work and doing
a good job
As to Taylor Road Tim Mehan was authorized to proceed with minimum development of the
parking area with the road commission as soon as possible

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee
Motion by Wittenbach supported by Tillotson to support and approve the change order for the third directional sign in the amount of $166600 with funding to come from the restricted funds and be billed to account number 208-8000-82484-25 Motion carried
Iron Lake Park a) Tim stated that he has received an estimate of $540 to install a used 4rsquo x 40rsquo dock at
Iron Lake Park Park Caretaker Zach Knapp has offered his services to install the dock and is requesting the assistance of one maintenance person for about two hours to assist him

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324

Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM

Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

Kim Murphy presented the monthly financial report
The situation concerning the contractors dispute regarding Gerber Hill Development
was discussed and upon motion made and supported
RESOLVED That Tim Mehan Dave Siler and Nate Zill
would contact the contractor and negotiate a proposed
settlement then bring the recommended settlement to the
next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot
Upon motion made and supported
RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road
The next meeting of the Parks Commission is scheduled for Monday July 23 2012 600 PM at Gerber Park

Tim Mehan presented a parks update As to Bicentennial Park it is being used by the Rio Soccer
Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee
Motion by Wittenbach supported by Tillotson to support and approve the change order for the third directional sign in the amount of $166600 with funding to come from the restricted funds and be billed to account number 208-8000-82484-25 Motion carried
Iron Lake Park a) Tim stated that he has received an estimate of $540 to install a used 4rsquo x 40rsquo dock at
Iron Lake Park Park Caretaker Zach Knapp has offered his services to install the dock and is requesting the assistance of one maintenance person for about two hours to assist him

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324

Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed

of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question

Tim Mehan reviewed the following park items Bicentennial A complaint was a received from a resident about the parks not being opened by Mothers Day Tim advised the resident that the parks are opened at the same time every year independent of the weather conditions The parks have since been opened The caretaker agreement has been signed and it was noted that the Amateur Radio Group will be holding and overnight function on June 29 2012
Gerber Hill The caretaker agreement has been signed The boy scouts and girl scouts will be holding a camp-out on May 25 2012 Blissfield High School will be holding a one day conditioning camp on August 8 2012 Nate Zill reported that the State of Michigan gave notice to proceed with the signing of the contractor agreements The contractors will be meeting at the park on Tuesday May 22 2012 to review the site layout and project scope The Maintenance Department has ordered a sign specified in the grant Iron Lake Park Regular maintenance is ongoing
Medina Park The caretaker agreement has been signed Tim has received a request to reserve the park at the $150 rental rate The resident is considering this reservation for a graduation party on June 16 2012 They have requested a power drop which Tim can provide via an extension cord

Ramsdell Park The caretaker is taking care of the regular maintenance Tim will have him begin on the summer projects soon
Taylor Road Park A letter was received from Carrie Clark expressing her concerns in making the improvements to Taylor Road Parkrsquos parking situation Currently there is no parking lot therefore visitors to the park must park along the road The Committee is concerned that this creates a hazardous situation and is investigating the cost associated with creating a small parking lot Jason Schnaidt was present from the Road Commission He stated that the Road Commission could make the needed improvements in the right-of-way area at no cost to the county Any other improvements requested by the Committee could be performed by the Road Commission at an additional cost Marlin Klumpp lives next to the park and wanted to know what the Countyrsquos plans were with the park in general He stated that this is the only natural park in the County and his fear is that putting in a parking area will encourage more people to visit the park which may result in more activities that could damage the natural beauty of the park He also expressed his concern over the lack of police coverage in that area Linda Posa is also a resident living near the park She was also concerned that allowing people a place to park off of the road will encourage vandalism dumping of trash and other unwanted or illegal activities Cathy Klumpp stated that the neighbors in that area do not support activity that cannot be monitored The Committee requested Tim Mehan work with Jason Schnaidt to get a cost estimate for the parking lot and bring it back to the next meeting The Committee also discussed the need to review the Parkrsquos Plan to determine the purpose and future of Taylor Road Park

d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee

Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site

submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in

Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches

Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

Ramsdell Park The caretaker is taking care of the regular maintenance Tim will have him begin on the summer projects soon
Taylor Road Park A letter was received from Carrie Clark expressing her concerns in making the improvements to Taylor Road Parkrsquos parking situation Currently there is no parking lot therefore visitors to the park must park along the road The Committee is concerned that this creates a hazardous situation and is investigating the cost associated with creating a small parking lot Jason Schnaidt was present from the Road Commission He stated that the Road Commission could make the needed improvements in the right-of-way area at no cost to the county Any other improvements requested by the Committee could be performed by the Road Commission at an additional cost Marlin Klumpp lives next to the park and wanted to know what the Countyrsquos plans were with the park in general He stated that this is the only natural park in the County and his fear is that putting in a parking area will encourage more people to visit the park which may result in more activities that could damage the natural beauty of the park He also expressed his concern over the lack of police coverage in that area Linda Posa is also a resident living near the park She was also concerned that allowing people a place to park off of the road will encourage vandalism dumping of trash and other unwanted or illegal activities Cathy Klumpp stated that the neighbors in that area do not support activity that cannot be monitored The Committee requested Tim Mehan work with Jason Schnaidt to get a cost estimate for the parking lot and bring it back to the next meeting The Committee also discussed the need to review the Parkrsquos Plan to determine the purpose and future of Taylor Road Park

next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot

RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road

the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options

MINUTES OF THE LENAWEE COUNTY PARKS COMMISSION MEETING HELD
DECEMBER 3 2012
Present were KZ Bolton President Dan R Bruggeman Secretary Ralph Tillotson Robert Hall and Chris
Wittenbach together with Tim Mehan from county maintenance Marty Marshall Kim Murphy and Nate Zill from
the administrators office and county commissioner John Tuckerman
Upon motion made and supported
RESOLVED that the Minutes of the October 15 2012 meeting
be approved as submitted
Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

The meeting was called to order at 1100 AM Present were President KZ Bolton

Upon motion made and supported
RESOLVED That the Minutes of the May 21 2012 meeting
be approved as submitted
Kim Murphy presented the monthly financial report
The situation concerning the contractors dispute regarding Gerber Hill Development
was discussed and upon motion made and supported
RESOLVED That Tim Mehan Dave Siler and Nate Zill
would contact the contractor and negotiate a proposed
settlement then bring the recommended settlement to the
next meeting of the Parks Commission
The condition of the roof on the existing shelter at Gerber Park was discussed and Tim
Mehan will obtain bids to replace that roof The bids will provide for a metal roof and
a conventional roof
The question of erecting a temporary construction sign acknowledging funding for the
Gerber Park development was discussed and upon motion made and supported
RESOLVED That Tim Mehan proceed to obtain and erect
such a sign at the development site
Tim Mehan reported on ongoing usage and maintenance at Iron Lake Medina Park and
Ramsdell Park
The question of an access off Taylor Road and a small parking lot at Taylor Park was
discussed It was indicated that the Road Commission will provide and pay for an
access and culvert from the road right-of-way to the park boundary line The Road
Commission would further develop a small parking lot at a cost of $5562
Marlin Klumpp a neighboring property owner appeared to oppose the access and the
parking lot
Upon motion made and supported
RESOLVED That the Parks Commission authorize the
Road Commission to put in the culvert and the access
to the Taylor Road property on Taylor Road
The next meeting of the Parks Commission is scheduled for Monday July 23 2012 600 PM at Gerber Park

RESOLVED That the committee contribute $2000 from
its budget to the maintenance equipment and replace-
ment fund
Tim Mehan presented a parks update As to Bicentennial Park it is being used by the Rio Soccer
Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled
Upon motion made and supported
RESOLVED That Tim Mehan be authorized to con-
tract with the drain commission to remove the log jam
in Bean Creek at a cost of $1600
As to Ramsdell Park Tim Mehan reported that the current caretaker is hard at work and doing
a good job
As to Taylor Road Tim Mehan was authorized to proceed with minimum development of the
parking area with the road commission as soon as possible
The next meeting of the Parks Commission is scheduled for Monday August 20 2012 1100
AM at Ramsdell Park

Motion by Wittenbach seconded by Tillotson to approve the minutes of the July 18 2012 meetings Motion carried
II FINANCE REPORTS
The finance reports were distributed and reviewed It was noted that a sign for the Gerber Hill Park grant project was billed to account number 208-8000-82484-25 in the amount of $1655 and should be billed to account number 208-8000-82492-15 as this is a grant related expense
Motion by Tillotson supported by Wittenbach to approve the finance reports and place them on file Motion carried
III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE
Bicentennial Tim reviewed the upcoming soccer schedule

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee
Motion by Wittenbach supported by Tillotson to support and approve the change order for the third directional sign in the amount of $166600 with funding to come from the restricted funds and be billed to account number 208-8000-82484-25 Motion carried
Iron Lake Park a) Tim stated that he has received an estimate of $540 to install a used 4rsquo x 40rsquo dock at
Iron Lake Park Park Caretaker Zach Knapp has offered his services to install the dock and is requesting the assistance of one maintenance person for about two hours to assist him

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324
Motion by Tillotson supported by Wittenbach to accept the bid from the Road Commission to install a 20rsquo x 20rsquo parking area at Taylor Road Park in the amount of $84324 coming from 208-8000-82484-15 Motion carried V UPDATES amp OTHER BUSINESS

The meeting was called to order at Medina Park at 330 PM Present was President
KZ Bolton Secretary Dan R Bruggeman and Park Commission members Ralph
Tillotson and Chris Wittenbach and Rob Hall Also present from the Administrators
Office was Tim Mehan and Nate Zill and Kim Murphy

RESOLVED That the Minutes of the previous meeting be
approved as submitted
Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Kim Murphy presented the financial report which was placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park Gravel has been spread and the park will be closed after the final
soccer game on October 22
Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM

Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed

signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question

Club an organized club for games and practices The drain commission will be contacted and
requested to put in a culvert when the drain through Bicentennial Park is cleaned out
As to Gerber Park the replacement of the roof on the existing picnic shelter was discussed When
the roof is replaced new vents need to be included in the job The roof is 1440 square feet and
funds to replace this roof from the park budget would be earmarked so that roof replacement can
commence in September or October of 2012
The committee that negotiated with Ahern Construction on the change order was presented and upon
motion made and supported
RESOLVED That the committee be authorized to enter
into the change order with the contractor as proposed
The question of educational signs for the south side park development was considered and
upon motion made and supported
RESOLVED That the development include all three
signs as presented by the committee
As to Iron Lake the launch area is being filled with additional gravel and Tim Mehan will
obtain a quote to install a boat launch dock at the site
As to Medina Park the question of additional funds to include the tennis court was tabled

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee

Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice

Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site

area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made

not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment

Iron Lake The dock has been removed and stored

Maple Lane The airport commission has indicated they are willing to take over the maintenance of the

RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question

III COMPLETE STREETS PROGRAM ndash RON BROOKS Commissioner Bolton indicated that Mr Brooks was unable to attend the meeting therefore she wanted to update the Committee on the ldquoComplete Streets Programrdquo This program assists in connecting areas to one another via the use of both motorized and non-motorized pathways This could mean creating a network of pathways that connect current parks and pathways within the county to each other and to possibly extend them to neighboring counties Methods by how the connections would be made were discussed as well as funding options
IV PARKS MAINTENANCE UPDATE

Gerber Hill a) Tim reported that he and Commissioner Bolton met with Al Navarro regarding the
cross country trail at Gerber Hill They collectively came up with a new trail which will need to be cut in if approved by the Parks Commission
Motion by Hall supported by Wittenbach to accept the new trail pattern at Gerber Hill Park Motion carried
b) Tim reported that a complaint was recently filed with the Sheriffrsquos Department due to minor damages sustained at the park by four young men that camped overnight and had a fire Tim will be requesting restitution for the damages sustained
c) Tim received a request from Greg Bock who owns property that abuts the park He
indicates that people are jumping the fence that separates his land from the park and wandering onto his property He is requesting that the tree trimmings and branches be piled up along the fence line to deter people from accessing his property
Motion by Tillotson supported by Wittenbach to allow the Building and Grounds Superintendant to work out something mutually agreeable with Mr Bock regarding tree trimmings and branches Motion Carried
d) Nathan Zill provided the Committee with an update on the grant project He stated that he has now received over $90000 in invoices and will be submitting the paperwork to the State of Michigan requesting reimbursement He is hoping the reimbursement will be received and reflected in the next financial report for the Parks Committee He also noted that the painting of the interior of the pavilion was not included in the project scope and that Dan Bruggeman suggested that the Buildings and Ground Department may be able to paint the pavilion Tim stated that this is not something that he included in the parks budget but is willing to provide the Committee with a quote for painting or staining It was suggested that cost related to this come from the restricted funds Nate also provided the Committee with a change order from Ahern Contracting that will include the purchase and installation of a third directional sign Architect Dave Siler is recommending the change order to the Parkrsquos Committee

The meeting was called to order Present was President KZ Bolton Secretary Dan R Bruggeman
members Ralph Tillotson Chris Wittenbach and Rob Hall together with maintenance director Tim
Mehan and Marty Marshall Kim Murphy and Nate Zill from the Administrators Office Also
present was architect David R Siler Jr
Upon motion made and supported
RESOLVED that the Minutes of the September 17 meeting
be approved as presented
Kim Murphy presented the financial report which was placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park Gravel has been spread and the park will be closed after the final
soccer game on October 22
Gerber Park Final staining of the new pavilion has been completed at a cost of
$341 for stain Deputy Ben Oram apprehended four juveniles for
damaging grills at Gerber Park and they will reimburse the county
$145 ($95 for the grill and $50 for labor)
Dave Siler reported that in his opinion the deck at the fishing
area was constructed according to contract and in accordance with the
plans
The contractor has the signs and will place them as indicated
and this should complete the construction project at Gerber Park so
that final settlement can be made
Iron Lake The brush around the fishing area has been removed Gravel has
been installed The fishing dock is currently in place but will be
removed before the winter ice approaches
Medina Park The water has been shut off the pipes have been drained and the park will be
closed at the option of the park gatekeeper Barbara Craig
Ramsdell Park New gravel has been stockpiled topsoil has been stockpiled and the culverts
across the trails are in place
Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM

Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

Medina Park a) Tim reported that the Drain Commission did an excellent job in removing the log jam
The cost ended up being $84442 instead of the estimated $1600 b) Tim reported that on August 8 2012 a man was photographed stealing water from
Medina Park A complaint has been filed with the Sheriffrsquos Department and signs have been posted at the park stating ldquoWater is For Park Use Only ndash Violators Will Be Prosecutedrdquo
Ramsdell Park a) Park Caretaker Zach Knapp reported that all is going well at the park He has received
a request from someone that uses the park for additional playground equipment for young children He also has completed the chicken coop and will be adding chickens in the near future He stated that he would like to build a small stall for a cow and possibly plant some fruit trees It was also discussed that he may provide wagon rides this fall through the park Commissioner Bolton commented that the park looked very nice
Taylor Road Park a) Tim received a quote from the Road Commission to install a 20rsquo x 20rsquo parking area at a
cost of $84324
Motion by Tillotson supported by Wittenbach to accept the bid from the Road Commission to install a 20rsquo x 20rsquo parking area at Taylor Road Park in the amount of $84324 coming from 208-8000-82484-15 Motion carried V UPDATES amp OTHER BUSINESS

Kim Murphy presented the financial report which was reviewed and placed on file
Tim Mehan presented a parks report as follows
Bi-Centennial Park The park is being used by the soccer club and the park will remain
open until the end of October for soccer club purposes
Gerber Park Cross country track meets on September 18 and October 15 have
been scheduled for Gerber Park Tim Mehan estimates that
$419 will be needed for stain for the new pavilion and
expenditure of that amount from restricted funds was
authorized The balance of restricted funds currently is
$7500 and should be approximately $10000 when all grant
reimbursements are received
It was noted that contractor Corey Liedel volunteered for a
$350 reimbursement to the county on his contract to build the
deck at the fishing pond The commission responded
favorably to Mr Liedels fair minded and honest approach
and a note of thanks was authorized to be sent to Mr Liedel
Iron Lake A 4 x 24 foot dock has been installed at the Iron Lake fishing
site It will be removed for the winter season in about a
month The maintenance department is scheduled to bring
in additional gravel as needed for the site
Medina Park Tim Mehan reported that Barbara Craig the gatekeeper has
submitted her yearly invoice which will be paid in a routine
manner The park will be kept open until sometime in
October
Ramsdell Park The culverts previously authorized for the trail are being
installed as planned
Taylor Road The parking lot is nearing completion at which time the necessary
sign will be installed by the maintenance department
Nate Zill reported on the status of the grant Final settlement with the Department of
Natural Resources will be conducted as soon as the Ahren Companys contract is
fulfilled at the park
The next parks meeting is scheduled for Monday October 15 2012 at 1100 AM in
the committee room at the old courthouse

MINUTES OF THE LENAWEE COUNTY PARKS COMMISSION MEETING HELD
DECEMBER 3 2012
Present were KZ Bolton President Dan R Bruggeman Secretary Ralph Tillotson Robert Hall and Chris
Wittenbach together with Tim Mehan from county maintenance Marty Marshall Kim Murphy and Nate Zill from
the administrators office and county commissioner John Tuckerman
Upon motion made and supported
RESOLVED that the Minutes of the October 15 2012 meeting
be approved as submitted
Kim Murphy submitted the financial report and it was placed on record
Nate Zill reported on the grant situation at Gerber Park We are still waiting for the contractor to set the remaining
signs The county will not pay the contractor until the signs are set and the project is completed We have until April
of 2013 to complete the project and make application for the final grant payment Therefore if contractor Ahern has
not finished the job before our next meeting we will contact him indicating that we will finish the job on our own and
deduct the cost of same from his final payment
Tim Mehan presented a park update
Gerber Park The caretaker has still not submitted a bill however one will be requested soon
Iron Lake The dock has been removed and stored
Ramsdell Park The gravel has been delivered and spread
Maple Lane The airport commission has indicated they are willing to take over the maintenance of the
area therefore upon motion made and supported
RESOLVED That the Parks Commission turn over maintenance
of the Maple Lane cemetery to the airport commission with the
understanding that the Parks Commission will retain jurisdiction
of the park for oversight and development purposes
KZ Bolton reported that strategic planning has requested that the Parks Commission review our overall long-range
development plans and KZ asked that the committee begin to consider this question
The next meeting for the Parks Commission was scheduled for Monday February 4 2013 at 1130 AM

Taylor Road Park The parking lot is completed and posts around the lot have been
installed
The next meeting of the Parks Commission is scheduled for Monday November 19 2012 at 1100 AM
