SETTING UP OF SEVEN VIRTUAL CLASSROOMS WITH OFC CABLING AND ONSITE
SUPPORT FOR THREE YEARS AT INS SHIVAJI, LONAVALA AND INS HAMLA,
MUMBAI
1. A pre bid meeting for the instant case was held at DNSO conference Hall, Room
No: 16E, Ground Floor, ‘C’ Wing, Sena Bhawan at 1500 hrs on 26 Aug 16. The meeting
was chaired by Cmde Sameer Agarwal, Addl PDIT. Following officers were present from
the Navy:-

2. Reps from following firms and OEMs had attended the meeting:-

3. At the outset the Chairman welcomed everyone present for the prebid meeting and
briefly explained the services required under the instant case for “Setting up of Seven
Virtual Classrooms with OFC cabling and Onsite support for three years at INS Shivaji,
Lonavala and INS Hamla, Mumbai”. Thereafter, JDIT (NW) clarified the following points:-
(a) At this juncture, all queries related to technical issues, bill of material and
allied terms & conditions would be discussed/ clarified.
(b) No changes in RFP that carry any additional financial implication would be
advisable and feasible at this stage.
(c) The terms & conditions mentioned at Part-III and Part-IV of RFP are
standards terms & conditions required as part of Defence Procurement Manual
(DPM) 2009 and are non-negotiable.
(d) Thereafter, queries/ points that were raised by the prospective bidders in
their correspondences to the steering directorate were discussed. The summary of
discussions and decisions/ clarifications thereof is placed at Appendix ‘A’.
4. To conclude, Chairman thanked all the representatives for their participation and
further emphasized that suggestion for change in specifications, qualification criteria and

any other change requires additional approvals. Accordingly, post necessary approvals,
the final amendments would be published as corrigendum to RFP at www.tenders.gov.in
and www.indiannavy.nic.in/tenders .
