Carried The Mayor introduced Matt Charles of Seishin Karate School and acknowledged his efforts in fundraising for Julie Faraone, to support her battle against MS. The Mayor presented certificates of recognition to both Matt Charles and Julie Faraone. Councillor Aziz presented Len Fletcher and Matt Osborne with certificates of recognition for their contribution to youth sporting organisations in Casey, namely the Berwick Springs Cricket Club. Councillor Aziz presented a certificate to Dr Pampuch of Hillcrest Christian College, in recognition of his outstanding service to Christian Education in the City of Casey. Councillor Smith acknowledged the success of local resident Shu-Cheen Yu who was recently nominated for a Helpmann award in relation to her performance in the “King and I” At 6.58 pm the Mayor reapplied the Local Law. i. Narre Warren South Speed Hump Proposal

A survey by a resident Michael Ball found on the Esplanade and The Promenade that of 29 surveyed households, 90% do not want speed humps and only 3, or 10% did, can the council explain how 6 were not aware at all and had no chance to respond to a council survey done this year with a 50/50 split?

The question was answered by Manager Transport.

When officers investigate a proposal for LTM treatments either in a specific street or in the case of Narre Warren South, as an area based scheme, we endeavour to invite input across a broad area that may be deemed to be affected by the proposal. In regard to the Narre Warren South LTM Scheme the consultation involved: • A mail out of 2,329 letters explaining the proposal, with a survey form and a reply

paid envelope enclosed to provide a convenient means of responding • A public notice was printed in the local newspaper • Information on the proposal was available on Council’s website, and • Contact details were provided for the officer investigating the scheme

Council received 514 completed survey forms as well as a number of direct phone calls from across the area indicating that the letter and survey forms were delivered as intended. A range of views were expressed through the survey responses as well as the direct discussions with residents and the outcomes of the investigations have been reported to Council at its meeting of the 17 June 2014




SECTION 7 PUBLIC QUESTION TIME CONT.

ii. Narre Warren South Speed Hump Proposal

Does the council understand residents have many concerns including that our tree lined streets will lose the aesthetic look and feel in particular at the entrance to our estate and do not want this proposal?

The question was answered by Manager Transport.

The report provided to Council on the 17 June 2014 acknowledges the diverse range of views received with respect to the proposed LTM scheme covering the Narre Warren South area. In determining whether or not to proceed with an LTM scheme Council must weigh up its responsibilities as the Highway Authority to respond to issues relating to speeding traffic, road accidents involving both injury and property damage within the constraints of Council’s limited options for influencing a safer road network. Council can only influence driver behaviour through the built form of the road network. The traffic treatments proposed for the Narre Warren South LTM are in accordance with recognised design guidelines and are consistent with similar treatments installed across not only Casey but the broader road network. Council undertakes the consultation when preparing these schemes in order to identify community views and where possible respond to this feedback during the development of the scheme. In acknowledgement of the diverse views within the community regarding the Narre Warren South LTM Scheme, implementation has been placed on hold whilst officers undertake a further review of the scheme.

ITEM 1 ANZAC COMMEMORATIVE NAMING PROJECT

Council Plan Reference: 3.2 Purpose of Report: To advise Council of the ANZAC Commemorative Naming Project

and to gain support for registering Council’s use of commemorative names for geographical features or street/roads within the municipality.

COUNCILLORS ABLETT/CRESTANI: 1. That Council endorse the compiled list of names (generally in accordance with

Attachment 1) as part of the ANZAC Commemorative Naming Project for the use of naming future geographic features or roads within the municipality.

2. That Council Officers write to appropriate community and service groups thanking

them for putting forward the list of names as part of the ANZAC Commemorative Naming Project.

Council Plan Reference: 3.2 Purpose of Report: To inform Councillors the options available to remove restrictive

covenants and extent of current controls applied to residential land around Endeavour Hills Town Centre

COUNCILLORS CRESTANI/KAPLON: 1. That Council Officers write to the Metropolitan Planning Authority to request the State

Government adopt a broader position on the removal of restrictive covenants as a method to increase housing supply to meet Plan Melbourne objectives.

2. That Council Officers undertake further investigation on the housing diversity and

housing supply of Endeavour Hills as part of the wider review of the 2005 Casey Housing Strategy.

projects listed in this report it is proposed that officers undertake a briefing to Councillors in regard to the LTM Program delivery process including treatment options and communication/consultation process.

2. That James Cook Drive, Endeavour Hills progresses to the functional layout and

consultation stage of the Local Traffic Management Program process for further investigation into the installation of traffic calming measures.

3. That Mansfield Street, Berwick progresses to the functional layout and

Council Plan Reference: 4.1 Purpose of Report: To advise Council on the response from VicRoads to Council’s

request to lower the speed limit in Glasscocks Road, Lyndhurst. Recommendation That Council note the response from VicRoads to endorse the reduced speed limit in Glasscocks Road Lyndhurst from 70km/hr to 50km/hr. The recommendation was adopted. Refer to Page 258 of the Minute Book.





BUILDING AND MANAGING CASEY’S ASSETS ITEM 4 FENCING AND SHADE IN PARKS

Council Plan Reference: 4.1 Purpose of Report: To update Council on the assessment on the need for provision

of fencing and shade in Casey’s parks. COUNCILLORS ABLETT/STAPLEDON: 1. That the report be noted. 2. That following advice from Play Australia on trends in park design and ancillary

infrastructure provision officers brief Council on the prioritisation process and costs of providing additional fencing and shade in 30 selected parks in the City.

SECTION 10 PETITIONS AND JOINT LETTERS ITEM 1 NARRE WARREN SOUTH LTM SCHEME – SPEED HUMPS At 7.27 p.m. Councillor Stapledon left the Council Chamber. Councillor Berkelmans tabled a Petition signed by 34 signatories. COUNCILLORS BERKELMANS/AZIZ: 1. That the petition be received.

2. That the implementation of the Narre Warren South LTM Scheme be placed on hold

whilst officers investigate the concerns raised in the petition and report back to Council.

3. That the head signatory of the petition be advised of Council’s decision

4. That Council write to the local police to seek their advice about what other traffic calming measures can be applied within their jurisdiction in local road network of the Narre Warren South area and that their response be incorporated into Council’s consideration for the LTM in that location.

5. That a meeting be organised with representatives of residents within the local

community to discuss this matter as consideration of the LTM strategy of that location is being made.

ITEM 2 THE AVENUES ESTATE, CRANBOURNE NORTH Councillor Berkelmans tabled a Petition signed by 37 signatories. COUNCILLORS BERKELMANS/AZIZ: 1. That Council receives the petition 2. That the petition be referred for consideration with other submissions on the

Proposed Road Closure – The Avenues Estate – Display Village – Winchcombe Way, Chedword Road and Herring Avenue, Cranbourne North and a report on the issues raised be presented to Council.

3. That the head petitioner be notified of Council’s decision.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO.2853 HUON PARK ROAD, CRANBOURNE NORTH COUNCILLORS STAPLEDON/ABLETT: That with reference to increased hooning activity and concerning driver behaviour on Huon Park Rd, Cranbourne North, Council resolves to: 1. Conduct a review of the current semi-mountable speed humps due to these being used

as burnout platforms and seek an alternative traffic calming device.

2. Request Casey Traffic Management unit investigate the driver behaviour on the Huon Park road and apprehend offenders, discouraging them from further activity on this road.

3. Contact the Victoria Police traffic management unit and seek guidance on addressing

hoon behaviour on Huon Park Rd, Cranbourne North.

4. Notify ward councillors of investigations and outcomes. At 7.35 p.m. Councillor Aziz left the Council Chamber.

Carried NOTICE OF MOTION NO.2854 GRANT TO RETIREMENT VILLAGE RESIDENTS COUNCILLORS STAPLEDON/ABLETT: 1. That the Retirement Villages Development Grant is made conditional on the resident

committee of the relevant retirement village having input and making the ultimate decision as to how the funds are allocated via the village, to either the individual residents or for a project within the village.

2. That Council notify retirement villages within Casey, asking them to advise each of their

residents of this resolution.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO 2855 DERELICT HOUSES COUNCILLORS CRESTANI/KAPLON: That in light of the increasing number of long standing incomplete building constructions in Casey, and the detrimental impact these incomplete works have on the residential amenity and public safety of Casey residents, that Council write to the Minister for Planning and Minister for Local Government seeking a review of the Building Regulations relating to: 1. The lapsing of building permits beyond a 6 year period (being an initial 2 year permit

and 2 further renewals).

2. Provision of increased powers to private and/or municipal building surveyors to enforce the completion of building works in a timely manner.

3. That Council be provided with a report by the first Council meeting of October 2014 to

outline what are the proactive steps Council can implement in its own right, to effect enforcement in this area.

Carried NOTICE OF MOTION NO.2856 PRESENTATION TO COUNCIL BY BEVERIDGE WILLIAMS RE RESIDENTIAL LAND ZONING AROUND THE TURNING POINT CHURCH CHRISTIAN SCHOOL AND THE BALLARTO ROAD AREA.

COUNCILLORS ABLETT/STAPLEDON:

1. That members from the Beveridge Williams Planning Firm be invited to brief

Councillors and officers on their vision for part of an area of land currently zoned Industrial in the Ballarto Road and Turning Point Christian School area in Junction Village and Devon Meadows to be made into a residential zoning

2. That this presentation be conducted within six weeks. 3. That the points raised by Beveridge Williams be considered by officers when the report

on the petitions on this matter be submitted to Council.

SECTION 11 NOTICES OF MOTION NOTICE OF MOTION NO. 2857 HERITAGE PARK, SELANDRA RISE COMMUNITY GARDEN COUNCILLORS ABLETT/STAPLEDON: 1. That City of Casey Officers organise a meeting before the end of September 2014 with

the Selandra Community Garden Group, Stockland Development Pty Ltd at Selandra Rise, and Cr. Geoff Ablett, to investigate the process of building a community garden in Heritage Park, Selandra Rise

2. That members of the Hampton Park Community garden be invited to attend this

meeting.

Carried NOTICE OF MOTION NO. 2858 ANZAC COMMEMORATIONS COUNCILLORS CRESTANI/ABLETT: That Council officers convene a meeting in September or October 2014 with interested Councillors, by local RSL clubs, interested veteran groups and individuals, and historical societies to discuss potential commemorative opportunities to mark the ANZAC centenary and future significant dates and anniversaries. Discussions to include: 1. COMMEMORATIVE WALL OF HONOUR:

a) An investigation of a commemorative wall for ANZACs and all other Australian

soldiers from Casey who served in foreign wars and conflicts.

b) Investigate permission and placement in front of the soon-to-be constructed civic complex together with the possible transplanted cenotaph.

c) The commemorative wall to be referred also for discussion at the upcoming civic

complex briefing to Councillors.

2. COMMEMORATIVE ANZAC BOOK

a) Investigate ways to engage a local historian/author to collate, research and document all the Anzacs in a book; succinct stories of their lives, challenges and battle successes.

b) To consider Avenues of Honour within the municipality and names allocated to

those trees. Where names have been lost, to research names and reinstate them with their assigned tree where possible.

c) To document photos of trees and names in the book where possible. d) That the cost of development and production be considered for allocation of an

assigned amount and be considered in a Casey grants process and/or mid year budget review process.

e) That, should an ANZAC book be published instigated by Casey Council, that

Casey Council maintain the rights to the book for sale at Customer Service. f) Proceeds of the sale of the book be held in an Anzac fund to assist with costs

associated with future Council-held Anzac activities.

g) That the contribution of assisting medical teams and nurses be recognised. 3. ANZAC CREATIVE WRITING

Investigate ways to run essay and poetry competitions/programs, by Council Fresh Words and other youth outlets, including schools within Casey for next year's centenary commemoration and as an ongoing annual commitment.

That with reference to safety concerns locating and then entering Cranbourne Golf Club, Council resolves to organise a meeting with Cranbourne Golf Club, Ward Councillors Stapledon, Rowe, and Mayor Ablett to address the requirement for:

1. Improved lighting at the corner of South Gippsland Hwy & Golf Club Entrance in Cranbourne North

2. Upgrade to the slipway at the exit of South Gippsland Hwy and the entrance of the Cranbourne Golf club

3. Amended signage of Vic Roads sign located at the northern end of the approach to read

“Cranbourne Golf Club” in lieu of Golf Club.

4. Participating Councillors be notified of progress and outcome by officers when known.

Carried NOTICE OF MOTION NO.2860 DESIGN COVENANT FOR TREES IN THE SETTLER'S RUN AND BOTANIC RIDGE ESTATES. COUNCILLORS ABLETT/STAPLEDON: 1. That officers meet with representatives of the Settlers Run Estate, and the Botanic

Ridge estate, plus the Botanic Gardens and Cr. Geoff Ablett, and representatives of the residents groups to discuss the” tree design covenant” for these estates.

2. That the topic centre on the issue of being able to continue to plant native trees in the estates, but not specifically large eucalypts which are already starting to lean over at a young age near homes.

3. That on the completion of these talks that hopefully a resolution can be found to avoid large eucalyptus trees being near homes creating major problems that now exist in parts of our city.

4. That upon the conclusion of these talks that a public meeting with all

interested residents and the related groups listed above, be conducted to get their input and feedback into a revised policy for trees in these estates that would see safety for residents into the future as a number one priority.

SECTION 13 URGENT BUSINESS ITEM 1 ACHIEVEMENTS OF LOCAL RESIDENT - SHU-CHEEN YU Councillor Smith sought leave to introduce an Item of Urgent Business relating to the recent achievements of a local resident. At 8.19 p.m. Councillor Stapledon left the Council Chamber and did not return. COUNCILLORS ABLETT/AZIZ: That the Item be admitted as Urgent Business.

Carried COUNCILLORS SMITH/AZIZ: That Council write to local opera singer Shu-Cheen Yu congratulating her on her current starring role in “The King and I” and acknowledging her recent “Helpmann Award” nomination in the category of Best Supporting Role in a musical and wish her well for the balance of the national tour of the King and I.
