Minutes of 275 th SEAC Meeting Date 17/06/2016 The 275 th meeting of SEAC was held in Directorate of Environment, U.P. on 17/06/2016. The 275th meeting of SEAC was held in Directorate of Environment, U.P. on

The Chairman welcomed the members to the 275th

SEAC meeting.

The Members of SEAC unanimously taken following decisions on the agenda points

discussed:

1- “Integrated Industrial Township” at Naini, Allahabad. Sri Rajeev Kapoor, Ex.

Engg., UPSIDC Campus, A-1/4, Lakhanpur, Kanpur. File no- 3075 AD(sub)

A presentation was made by Shri A.K. Jain, Astt. Engineer, UPSIDC, authorized

representative of project proponent alongwith their consultant M/s Perfact Enviro Solutions Pvt.

Ltd. The proponent, through the documents submitted and the presentation made, informed the

committee that:-

1. The environmental clearance is sought for “Integrated Industrial Township” at Naini,

Allahabad, M/s U.P. State Industrial Development Corporation Ltd.

2. The Total plot area of the project site is 5085793.52 sqm after deduction net plot area is

4616204.52 sqm (461.62 ha) and the built-up area of the project will be 6833817.70 sqm.

3. Sector wise details:-

• Sector-1 comprises of Institutional area.

• Sector-2 & 3 area will have Industrial plots of sizes varies from 5000 sq m to 22653 sq

m.

• Sector -4 will have flatted factory .

• Sector-5 will have Industrial Housing and amenities.

• Sector-6 will have mixed use plots. These plots will have plots, star tower and urban

plaza . Plot size will varies from 1107.49 sqm – 16889.27 sq m.

• Sector-7 will also have mix use plots and urban plaza.

• Sector-8 will have Group Housing plots of sizes 4200 sq m -17200 sqm .

11. The project proposals are covered under category 8"b" of EIA Notification, 2006.

The committee discussed the matter and directed the project proponent to submit

following information:

1- FAR component details have to be verified. Copy of bye-laws of UPSIDA for

substantiating the 3.5 FAR for industrial Development.

2- EWS/LIG/MIG details percentage wise as per byelaws.

3- Declaration for non polluting industry.

4- Under taking that project proponent will provide battery operated/CNG operated vehicles

with in 5 km of the premises.

5- Sanctioned letter of approval of layout from UPSIDA.

6- Amenities like hospital, Police station, Fire station, shelter home, sports facility, yoga and

health centre, eco club to be added and same should be marked on the plan.

7- STP details to be corrected as 9600 it is mentioned in the report that 4 STP of 700 KLD

to be provided.

8- Natural pond to be provided instead of pits. The details of ponds to be provided.

9- Scheme of the zero discharge will be provided and under taking that no natural drainage

will be hampered and there will be no outlet to the river.

10- Biological Study for the sub soil to be conducted for the terrestrial animals.

11- Submit the details of water supply and waste water discharge.

12- Undertaking that during the construction treated waste water from Allahabad STP shall

be taken.

13- Landscaping plan to be submitted giving 10 mt. peripheral green.

14- Real time air quality water quality monitoring stations shall be installed. Provision to be

made in EMP.

15- Under taking from UPSIDA for execution of EMP.

16- Justification for more ECS than permissible.

17- Proposal of 100KW solar power station with in the premises be submitted.

18- Plastic waste/fly ash to be used during the construction.

The matter shall be discussed after submission of information as above.

The project proponent did not appear. The committee discussed and deliberated that

project should be delisted. The file shall not be treated as pending at SEIAA/SEAC.

3- Affordable Housing Saryu at Village-Savai, Pocket-1 Sector-7D, Awadh Vihar

The committee noted that an application dated 25-04-2016 was made by the project

proponent for environmental clearance of Affordable Housing Saryu at Village-Savai, Pocket-1

Sector-7D, Awadh Vihar Yojna, Zonal Development Plan, Amar Shaheed Path, Lucknow.

A presentation was made by V.B. Singh, authorized representative of project proponent

along with their consultant M/s Sawen consultancy Services Pvt. Ltd. The committee discussed

the matter and directed the project proponent to submit following information:

1- Area Chart Approved by Competent Authority should be submitted.

2- Submit revised calculation of generation and use of recycle water.

3- Certificate should be submitted stating that peripheral green will not be less than 2 meter.

4- Calculation for revised surface parking should be submitted.

5- Certificate should be submitted stating that zonal green having a kuccha pond is being

provided by housing board which will be used for the collection of surface run off.

6- Letter from Nagar Nigam should be submitted for municipal solid waste disposal .

7- Justification required for 4200 kw.

8- Solar based lighting details to be submitted.

9- Structural design vetted by Reputed Institute should be submitted.

10- Certificate stating that NOC from Airport is not required.

The matter shall be discussed after submission of information as above.

4- Exemption for project construction of Yamuna River Bridge connecting

Chapraoli Baduat Road, Baghpat, U.P. and Bilaspur-Khojipur road in Panipath

loss. This waste water will be discharged into Avas Vikas Sewerage System. Horticulture : 11 KLD

Fire fighting : 10 KL

10. Electricity requirement 2008.44 KW (Source: UPPCL, Lucknow) Standby power 2No.

DG Sets of 1000 KVA.

11. 7 nos. of recharge pits.

12. During operation stage total 1257Kg/day solid waste will be produced.

13. The project proposals are covered under category 8"a" of EIA Notification, 2006, as

amended.

The committee discussed the matter and recommended grant of environmental

clearance on the project proposals alongwith general conditions as earlier prescribed by the authority for construction project and following specific conditions:

1. Structural design vetted by Reputed Institute should be submitted within one month.

2. Fire and Airport Authority NOC should be submitted within a month.

3. As per suggestion of SEAC 3 large RWH pits with increased dimension should be

constructed instead of 7 pits.

4. Surface parking will be allowed only when basement parking is insufficient for parking.

5. In house STP of appropriate capacity should be installed with dual plumbing system to

reduce fresh water consumption by 30%.

6. Necessary planning for any anticipated expansion should be incorporated in present

design in view of structural stability.

7. Municipal solid waste shall be disposed/managed as per Municipal Solid Waste

(Management and Handling) Rules, 2000 (as amended). The name and address of

registered Vendors is to be submitted with agreement.

8. 03 m peripheral green shall be provided around the project inside the project boundary.

9. 15% area of the total plot area shall be compulsorily made available for the green belt

development including the peripheral green belt.

10. Project falling with in norm distance of Wild Life Sanctuary is to obtain a clearance from

National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.

11. Criteria/ norms provided by competent Authority regarding the seismic zone be followed

for construction work. Provision of alarm system, to timely notify the residents, in case of

occurrence of earthquake/other natural disasters/fire should be provided. A well defined

evacuation plan should also be prepared and regular mock drills should be arranged for

the residents. Rise of stairs should be constructed in a way, so that it should provide

smooth movement.

12. Modular STP is provided in basement. For the treatment for total sewage, a full-fledged

STP is to be provided with 20% more capacity than waste water generated during

operation phase.100% waste water is to be treated in captive STP conforming to

prescribed standards of receiving body for designated use. Monitoring of STP to be done

daily till its stabilization.

13. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken

with regular testing and monitoring of treated water.

14. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to

be used in-house as manure and surplus manure should be managed by giving it to end

users. STP shall be suitably located nearest to back side boundary with shortest out let.

Operation and the maintenance cost of the STP shall also be informed along with the

compliance of the E-waste and municipal solid waste disposal.

15. LEDs should be used in all common areas and corridors. 100% solar lighting is to be

provided in the open areas/ stairs cases.

16. Parking guideline as per Development Authority should be followed. Parking for disabled

persons should be explored.

17. All entry/exit point should be bell mouth shaped.

18. To discharge excess treated waste water into public drainage system, permission from the

competent authority to be taken prior to any discharge.

19. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done

only from the roof top. RWH from green and other open areas shall be done only after

permission from CGWB.

20. Kutcha tank for collection/reuse of rain water may be constructed.

21. Height of the stack should be provided based on combined DG sets capacity and be 6mt

higher than the tallest building.

22. Post project monitoring for air, water (surface + ground), Stack noise of D.G. sets, STP to

be carried out as CPCB Guidelines.

23. Crèche to be provided during the construction/operation phase.

2. As per suggestion of SEAC 6 Big RWH pits with increased dimension should be

constructed instead of 9 pits.

3. ECS for only 259 four wheeler and 650 two wheeler allowed.

4. Minimum of 900 trees should be planted.

5. Dual plumbing undertaking is to be submitted.

6. Necessary planning for any anticipated expansion should be incorporated in present design

in view of structural stability.

7. Municipal solid waste shall be disposed /managed as per Municipal Solid Waste

(Management and Handling) Rules, 2000 (as amended). The name and address of

registered Vendors is to be submitted with agreement.

8. 03 m peripheral green shall be provided around the project inside the project boundary.

9. 15% area of the total plot area shall be compulsorily made available for the green belt

development including the peripheral green belt.

10. Project falling with in norm distance of Wild Life Sanctuary is to obtain a clearance from

National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked. 11. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for

construction work. Provision of alarm system, to timely notify the residents, in case of

occurrence of earthquake/other natural disasters/fire should be provided. A well defined

evacuation plan should also be prepared and regular mock drills should be arranged for the

residents. Rise of stairs should be constructed in a way, so that it should provide smooth

movement.

12. Modular STP is provided in basement. For the treatment for total sewage, a full-fledged

STP is to be provided with 20% more capacity than waste water generated during operation

phase.100% waste water is to be treated in captive STP conforming to prescribed standards

of receiving body for designated use. Monitoring of STP to be done daily till its

stabilization.

13. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken

with regular testing and monitoring of treated water.

14. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to be

used in-house as manure and surplus manure should be managed by giving it to end users.

STP shall be suitably located nearest to back side boundary with shortest out let.

Operation and the maintenance cost of the STP shall also be informed along with the

compliance of the E-waste and municipal solid waste disposal.

15. LEDs should be used in all common areas and corridors. 100% solar lighting is to be

provided in the open areas/ stairs cases.

16. Parking guideline as per Development Authority should be followed. Parking for disabled

persons should be explored.

17. All entry/exit point should be bell mouth shaped.

18. To discharge excess treated waste water into public drainage system, permission from the

competent authority to be taken prior to any discharge.

19. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only

from the roof top. RWH from green and other open areas shall be done only after

permission from CGWB.

20. Kutcha tank for collection/reuse of rain water may be constructed.

21. Height of the stack should be provided based on combined DG sets capacity and be 6mt

higher than the tallest building.

The committee noted that an application dated 05/05/2016 was made by the project

proponent for environmental clearance of Proposed for Affordable Housing under '' Samajwadi

Yojna'', G.H Plot No- 01 Amrapali Yojna, village -Barvan Kurd, Lucknow, G.H. Plot No-01 H-

6/G.H-01, Amrapali Yojna, Lucknow.

The case was put up before 271st SEAC meeting held on 16/05/2016. A presentation was

made by Shri Kailash Chandra Srivastava, project proponent along with their consultant M/s

ECE & Sajag Consultants. The committee discussed the matter and directed the project

proponent to submit following information:

1. The committee directed the project proponent to submit the project report to all the

member including Chairman of SEAC.

2. Authorization letter from PP should be submitted.

3. Total project cost is Rs. 280.16 Cr, Additional 50% FAR purchased indicating costing

detail should be given in written if it is in persistence.

4. Correction of the road width on map should be done and be submitted.

5. Road section plan showing all the services should be submitted.

6. Give the legends on layout plan showing all features.

7. Revised water balance diagram in view of 86 LPCD should be submitted.

8. In form-1 it is said 30% recycled water shall be used while during the presentation the 30

% factor has been, removed. Clarification in this regard should be submitted.

9. Waste water management plan should be submitted along with NOC from Nagar Nigam.

10. Fire fighting plan which facility of OHT and hydrant to the park should be adopted.

11. Show parking as per the norms. Detailed parking plan is to be submitted.

12. As committed, SWM shall be conducted; permission letter issued by the competent

authority should be submitted.

2. 2 meter staggered peripheral tree plantation along the project boundary wall. The parking

to be planned accordingly.

3. Dual plumbing system to be adopted in order to utilise minimum 30 % treated waste water

and to reduce fresh water consumption.

4. As the provision has been made under UPAVP notification 1965 to dispose the solid waste

through the local municipal Authority. Therefore, the project proponent will ensure that at

the time of handing over the project a written commitment from nagar nigam for collection

of solid waste will taken.

5. The Storm water shall be disposed off through already existing natural drainage system.

The project proponent will ensure that the natural drainage system is not hindered and no

untreated waste water is added to the stream.

Village- Mahrouni, District- Lalitpur was issued vide letter no- 1382/Praya/SEAC/

2641/2014/OSD(T) dated 27-11-2015. Vide letter no- 229/ICD-II/EC/ dated 24-05-2016 the

Executive Engineer Irrigation construction division –II lalitpur made an application requesting

some amendments in the approved E.C due to design aspect as finalized by Central Water

Vrindavan Awas Yojna, Lucknow was issued vide letter no-

1660/Praya/SEAC/2822/2015/AD(H) dated 04-01-2016. Vide letter no-

8/3030/97/LUCK/AWHO/21 dated 01-062016 the project director AWHO made an application

requesting for some amendments in the approved E.C regarding sewerage discharge. The case

was put up before SEAC. Col. C.N. Rawat, and consultant M/s Ascenso Environ Pvt. Ltd made

the presentation before the SEAC. It was informed in the presentation that for the said project

following recertification are required.

1- There is no separate STP is constructed at site because UPAVP is established his own

STP in this location and give the consent letter vide his letter no- 327/Y-6/AVP- NK-

19/Lucknow/19 dated 17-02-2016

2- ECR- In thus matter it is submitted that the army welfare housing organization work on

NO Profit NO loss basis and providing dwelling units to its soldiers with priority to

widows, battle casualties, serving and retired soldiers, Hence, this conditions needs

rectification.

The SEAC discussed the matter and recommended to modify the E.C. conditions

viz General Condition No. 49, General Condition No. 53, General Condition No. 55,

agreed in SEIAA meeting dated 08-06-2016. Vide letter no- 8/3030/97/LUCK/AWHO/21 dated

01-062016 the project director AWHO made an application requesting for some amendments in

the approved E.C regarding sewerage discharge. The case was put up before SEAC. Col. C.N.

4- The Proposed project is being developed on the total plot area of 14,455.51 m2. As a

small plot area, 03 meter green belts leads to problems of surface parking. Project has

provision of surface parking of 136 ECS but in case of broader green belt we will not

able to provide the surface parking in absence of adequate space and residents of these

projects will face the problem of parking of vehicle.

The SEAC discussed the matter and recommended to modify the conditions viz

specific Condition No. 06, specific Condition No. 12, specific Condition No. 17, specific

Condition No. 21, specific Condition No. 30, specific Condition No. 13 by incorporating

the following:-

1- Water requirement for Landscaping, DG sets, Fire Fighting Tank shall be met through

UPAVP STP treated waste water.

1- The proposed project is an expansion of commercial complex IT/SEZ “Oxygen

Boulevard” which is located at Plot No.-7 sector 144, Noida, Uttar Pradesh. The project

has been developed by M/s Aachvis Softech Pvt. Ltd.

15- The project proposals are covered under category 8"b" of EIA Notification, 2006, as

amended.

The committee discussed the matter and recommended grant of environmental clearance on

the project proposals along with general conditions as earlier prescribed by the authority for

construction project and following specific conditions:

1. Zero discharge treatment will be provided.

2. No D.G. sets will be provided as existing D.G. sets will be brought will use.

3. 1934 ECS will be provided.

4. 550 KLD additional STP will be provided.

5. Kuccha tank for collection and protection of rain water will be provided.

6. Approximately 700 trees will be provided.

7. Solar invertors will be provided.

8. 03 m peripheral green shall be provided around the project inside the project boundary.

9. 15% area of the total plot area shall be compulsorily made available for the green belt

development including the peripheral green belt.

10. Project falling with in norm distance of Wild Life Sanctuary is to obtain a clearance from

National Board Wild Life (NBWL) even if the eco- sensitive zone is not earmarked.

11. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for

construction work. Provision of alarm system, to timely notify the residents, in case of

occurrence of earthquake/other natural disasters/fire should be provided. A well defined

evacuation plan should also be prepared and regular mock drills should be arranged for the

residents. Rise of stairs should be constructed in a way, so that it should provide smooth

movement.

12. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more

capacity than waste water generated during operation phase.100% waste water is to be treated

in captive STP conforming to prescribed standards of receiving body for designated use.

Monitoring of STP to be done daily till its stabilization.

13. Dual plumbing should be adopted. Recycling of water as proposed shall be undertaken with

regular testing and monitoring of treated water.

14. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to be

used in-house as manure and surplus manure should be managed by giving it to end users. STP

shall be suitably located nearest to back side boundary with shortest out let.

Operation and the maintenance cost of the STP shall also be informed along with the

compliance of the E-waste and municipal solid waste disposal.

15. Environmental Corporate Responsibility (ECR) plan along with budgetary provision

amounting to 2% of total project cost (120 cr) shall be prepared and approved by Board of

Directors of the company. A copy of resolution as above shall be submitted to the authority. A

list of beneficiaries with their mobile nos./address should be submitted alongwith six monthly

compliance reports.

16. LEDs should be used in all common areas and corridors. 100% solar lighting is to be provided

in the open areas/ stairs cases.

17. Parking guideline as per Agra Development Authority should be followed. Parking for disabled

persons should be explored.

18. All entry/exit point should be bell mouth shaped.

19. To discharge excess treated waste water into public drainage system, permission from the

competent authority to be taken prior to any discharge.

20. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only

from the roof top. RWH from green and other open areas shall be done only after permission

from CGWB.

21. Height of the stack should be provided based on combined LPG/CNG based DG sets capacity

and be 6 m higher than the tallest building.

22. Post project monitoring for air, water (surface + ground), Stack noise of LPG/CNG based DG

sets, STP to be carried out as CPCB Guidelines.

23. Crèche to be provided during the construction/operation phase.

24. Provision of separate room for senior citizen with proper amenities shall be made.

25. Protection shall be provided on the windows of the high rise flats for security of residents.

26. Unless and until all the environmental issues are sorted out the occupancy will be restricted and

would be only allowed after achieving the Permission from the competent authority.

27. The project proponent shall ensure that the project site does not attract/infringe any buffer zone

of no activity identified/declared under law.

28. For any extraction of ground water, prior permission from CGWB shall be taken.

29. Sprinkler to be used for curing and quenching and ready mix concrete may be used for

construction.

30. Possibilities of use of treated waste water for irrigation purposes should be explored. Drip

irrigation should be tried upto extent possible. No fresh water will be used for irrigation

purpose.

31. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc. Shall

be made available to the temporary residents/workers at the project site including the proper

treatment and the disposal of the wastes.

Mahendra Pandey from M/s Eco Pro Engineers Pvt. Ltd consultant appeared before the

SEAC. The SEAC members has asked Mr. Mahendra Pandey from M/s ECO PRO

engineers to state the reason as why the head of the consultancy firm has not appeared

before SEAC, as was told in last meetings to be present before SEAC to present this case.

Mr. Pandey has not submitted satisfactory reply.

The SEAC members have observed that the consultant has submitted wrong and

misleading information in the EIA report; may be copied from other reports. The SEAC

members took a serious view and warned the consultant for not to repeat such

discrepancies/errors in the report. The SEAC recommended the project proponent to

submit the revised EIA report with original analysis reports with adequate proof of

monitoring date wise and station wise. The case shall be heard on 28-06-2016.

The matter shall be discussed after submission of information as above.

13- Biomedical Waste Treatment Facility at Vil-Mahuar, Distt-Chandauli-. Sri J

Rai, CEO, S-5/ 38C, 212, Ganpati Apartment, Vindhya Vasini Nagar, Varanasi.

The SEAC observed that the application for Environmental Clearance that the

Biomedical Waste Treatment Facility at Vil-Mahuar, Distt-Chandauli has been received

on 03-03-2016. A presentation was made by Shri Janaren Rai, authorized representative

of project proponent.

The SEAC took the notice of objection raised by association of common bio

medical waste facility operators of U.P. in letter dated 21-03-2013 and objection raised

by Sangam Mediserve Pvt.Ltd. letter dated 21-03-2016. The SEAC after discussion has

decided that matter may be referred to UPPCB for seeking their opinion in this case in

light of CPCB guidelines on common bio medical waste facility. The SEAC also

recommended that advice from UPPCB may be obtained by directorate of Environment

within a week.

The matter shall be discussed after submission of information as above.

The committee noted that the project reports were not circulated to the SEAC members

and the report has been received on 18-06-2016. The project Proponent and consultant appear

before the SEAC and requested to make a presentation. The SEAC members decided to defer the

case to the next SEAC meeting scheduled on 20-06-2016. The Committee also directed to submit

all the documents as desired by today as requested by the project proponent.

Upon the request of the project proponent the case is deferred to next SEAC meeting

17- Development of Samajwadi Purvanchal Expressway (Green field) from Village-

Chand Sarai on NH-56 (Lucknow-Sultanpur Road) till Kabirpur (Ghazipur-

Balia Road) on NH-19. File No. 3696

The committee noted that the application for environmental clearance for development of

Samajwadi Purvanchal Expressway (Green field) from Village-Chand Sarai on NH-56

(Lucknow-Sultanpur Road) till Kabirpur (Ghazipur-Balia Road) on NH-19 was submitted on

07/06/2016. The Expressway will traverse via Lucknow, Barabanki, Amethi, Sultanpur,

Ambedkar Nagar, Faizabad, Azamgarh, Mau and Ghazipur. The Expressway is proposed to be

linked with Azamgarh-Varanasi road through a link expressway.

A presentation was made by Shri Vishwa Deepak, Chief Engineer, U.P. Expressways

Industrial Development Authority representative of the project proponent along with their

consultant M/s IIDC Ltd. The case was considered in SEAC meeting on the basis of form-1, 1A

and pre-feasibility report. The proponent, through the documents submitted and the presentation

made, informed the committee that:-

1. The environmental clearance is sought for Samajwadi Purvanchal Expressway (Green

Field) from Village-Chand Sarai on NH-56 (Lucknow-Sultanpur Road) till Kabirpur

(Ghazipur-Balia Road) on NH-19, M/s U.P. Expressways Industrial Development

Authority.

2. Proposed project Corridor start from Chand Sarai District Lucknow (Km -0.456) to

Kabirpur District Ghazipur (Km 340.500) with Varanasi Link (Km 0.000 to Km 12.450)

3. Provide fast and direct connectivity between Lucknow and nine districts of agriculturally

important rural hinterland areas of eastern Uttar Pradesh, where it meets the junction of

NH-19 at Ghazipur. This expressway will also be linked to Varanasi by a 4-lane wide

access controlled link road.

4. Seamless connectivity of the proposed Expressway to the Agra-Lucknow Expressway

and on to the Yamuna Expressway would link the rural hinterland of eastern Uttar

Pradesh to the cities of Lucknow, Agra and Delhi National Capital Region.

5. The proposed Access Controlled Expressway Corridor traverses through nine districts

i.e. Lucknow, Barabanki, Amethi, Faizabad, Sultanpur, Ambedkar Nagar, Azamgarh,

Mau and Ghazipur of Uttar Pradesh State. 410 villages are likely to be affected by the

proposed corridor. Approximately 4250 Ha. of land is proposed to be used for the

proposed expressway

6. This Expressway will lead to economic development of rural areas of Uttar Pradesh by

way of their faster linkages to the vast consumer markets. Proposed carriageway is 6-

Lane Expressway (expandable to 8-Lane) with 8-Lane Structures. The Right of Way of

the proposed Expressway is 120 metres .

7. Minimal Impact on the flora and fauna. Six lane carriageway with 22.5 m wide Central

Median to accommodate future expansion. 120 m wide land will be acquired for the

expressway Way-side amenity in each of the 8 Packages will be provided for the

9. Use of the plastic waste in road construction as per MoEF guild line.

10. Tree is to be provided on the both side of the road. Number of the trees to be worked out.

11. Both side drain to be connected to RWH structures.

12. Air Quality monitoring stations to be provided at toll plaza.

14. The EIA should include the fly ash generating potential of the surrounding areas and

submit a plan for utilizing fly ash generation within 100 km of the project.

15. The EIA should have clear cut recommendations on resettlement and rehabilitation

options for the population effected.

16. The EIA should also address to the impacts of vehicular emissions and air quality and

river water quality and the aquatic life.

17. The prediction of impacts on water balance should also include the effects of compaction

on marginal bund overlaid by road traffic on the permeability of underlying sub soils and

the ground water flow to the river, if any.

18. The Wetlands in the study area should be suitably mapped. The report should examine

the impact of the proposed activities on wetlands.

19. The EIA should address to the environmental impacts of ancillary activities of projects

which are likely to come up such as garages, petrol pumps and motels etc.

20. The EIA should also address to the migratory paths of wild life.

21. The EIA should also address to all the phases (acquisition of land, preparation,

construction and operation) of the project while evaluating the impact on environment

and drawing up the management plan.

22. The report should try to analyze the impact of the project as a catalyst to development of

slums and other unorganized activities. The EMP should control this through well

defined land use provisions.

23. All sampling locations studied should be strictly mapped using digital mapping/GIS

techniques.

24. Water conservation, reduction in use and waste water management during construction.

25. Provision of housing, fuel, safe drinking water and sanitations for the contract labour.

26. The EIA should strictly follow the methods of monitoring and analysis, annexure-iv:

Guidance for assessment of representativeness and reliability base line environmental

attributes detailed under EIA manual, January, 2001 and other guidelines in the matter.

1. Details of borrow areas along with the coordinates and quantity to be extracted should be

mentioned.

2. Pre-feasibility report on the mining of soil/earth providing details of location, physical

features such as land use, water bodies etc. should also be provided.

3. Likely impact on environment due to proposed mining of soil/earth for the project.

4. Details of mining methodology/techniques proposed to be adopted in the borrow areas.

5. A copy of the approved mining plan from the State Government.

6. An NOC from the Gram Panchayat / Local body.

7. A separate chapter on the details on mining of soil/earth from borrows areas along with

the EMP to be included in the EIA Report.
