Minutes of 207th SEAC Meeting Dated 03/03/2015
The 207th meeting of SEAC was held in Directorate of Environment, U.P. on
03/03/2015. Following members were present in the meeting along with Secretary,
SEAC:

The Chairman welcomed the members to the 207th SEAC meeting.
The minutes of 206th SEAC meeting dated 02/03/2015 were confirmed.
The Members of SEAC unanimously taken following decisions on the agenda points
discussed:
1- Group Housing Project at Sec-C-5, Tronica City, UPSIDC, Ghaziabad, U.P. Sri
Surender Singh, C-5B/7A, Janak Puri, New Delhi. File No. 2359/DD-Y
The project proponent did not appear. The committee directed to close the case and to
reopen only, if a request to this effect is received from the project proponent and that to be
considered in chronological order. The proponent should be informed that no construction is
to be done without conceiving the environmental clearance.
2- Group Housing Project on Plot No-GH-06, at Sector-22D, G.B. Nagar, Yamuna
Expressway, U.P. Smt. Meena Bhargava, G.M. Planning, First Floor, Commercial
Complex, P-2, Sec-Omega-1, Greater Noida, U.P. File No. 2361/DD-Sh
The committee noted that M/s Yamuna Expressway Industrial Development
Authority submitted an application dated 05/06/2014 in the Directorate of Environment for
environmental clearance of Group Housing Project on Plot No-GH-06, at Sector-22D, G.B.
Nagar, Yamuna Expressway, U.P.
A presentation was made by Shri Brijesh, authorized representative of project
proponent along with their consultant M/s Ascenso Enviro Private Limited. The proponent,
through the documents submitted and the presentation made, informed the committee that:-

7. The project proposals are covered under category 8"a" of EIA Notification, 2006, as
amended.
The committee discussed the replies submitted by project proponent and
recommended following TORs and general guidelines for conducting EIA studies regarding
the proposals:
Additional TORs
1. Copy of FAR bye-laws of Development Authority.
2. Width of roads should be as per junction to junction length inside the project.
3. Copy of DPR.
4. Area statement.
5. Certificate that no eco sensitive zone lies with 10 KM of the project.
6. Only roof top water to be harvested in harvesting pits.
7. Copy of no objection from fire fighting is to be submitted.
8. Ownership status/details within 30.0 metre from proposed site.
9. Source of the data related with solid waste quantity may be defined and efforts should
be made to reduce this quantity to 250-300 g/person.
10. A site plan showing the project site and its surroundings with physical features and
topographical details, such as land use, contours and drainage pattern, along with
photographs of the site from all four sides, should be included in the background
information.
11. Sanctioned plans/maps regarding the project with all services plans.

12. All plans and elevation sections/all service plan/landscape plan/standard
electrification plan/drainage/sewerage plan.
13. Structural plan is to be submitted signed by qualified structural designer.
14. All service plans like sewer drainage water supply rain water harvesting fire fighting
landscape plan is to be submitted.
15. Examine in detail the proposed site with reference to impact on infrastructure
covering water supply, storm water drainage, sewerage, power, etc., and the disposal
of treated/raw wastes from the complex on land/water body and into sewerage system.
16. Water requirement and water management plan alongwith necessary permissions for
discharge.
17. Hydro-geological investigations be carried out and obtain permission from Central
Ground Water Authority for withdrawal of ground water.
18. Consider soil characteristics and permeability for rainwater harvesting proposals,
should be made to prevent ground water contamination. Maximize use of treated
water by recycling and utilization of rainwater.
19. Make provision for safety against failure in the operation of wastewater treatment
facilities. Identify acceptable outfall for treated effluent.
20. Details of green belt as a measure for mitigation of dust and noise and buffer between
habitation and proposed project.
21. Landscape plan, green belts and open spaces may be described separately.
22. Study the existing flora and fauna of the area and the impact of the project on them.
23. Examine existing crèche, education, health facilities, police, post Office, Banks and
other services and make adequate provisions in the proposal.
24. Assess soil erosion in view of the soil characteristics, topography and rainfall pattern.
25. Application of renewable energy/alternate energy, such as solar and wind energy may
be described including solar water heating in the guidelines for entrepreneurs.
26. Consider solid wastes, including e-waste in addition to other solid wastes and their
disposal.
27. Identification of recyclable wastes and waste utilization arrangements may be made.
28. Explore possibility of generating biogas from biodegradable wastes.
29. Arrangements for hazardous waste management may be described as also the
common facilities for waste collection, treatment, recycling and disposal of all
effluent, emission and refuse including MSW, biomedical and hazardous wastes.
Special attention should be made with respect to bird menace.
30. Provisions made for safety in storage of materials, products and wastes may be
described.
31. Disaster management plan should be prepared.
32. Traffic management plan including parking and loading/unloading areas may be
described. Traffic survey should be carried out both on weekdays and weekend.
33. Parking provision is to be made for higher ECS worked out either as per state bye-
laws or construction manual of the MoEF
34. Exclusive Parking area in the basement (excluding other facilities) and surface is to be
clearly mentioned
35. Provide service road for entry and exit to project site.

36. Use of local building materials should be described.
37. Consider provision of DG Flue Gas emissions to be treated in a scrubber. Stack
details with provisos of sampling port for monitoring be described.
38. Work out MGLC for the combined capacity of DG sets.
39. Provide for conservation of resources, energy efficiency and use of renewable sources
of energy in the light of ECBC code.
40. Application of resettlement and rehabilitation policy may be described. Project
affected persons should be identified and rehabilitation and resettlement plan should
be prepared.
41. Examine separately the details for construction and operation phases both for
Environmental Management Plan and Environmental Monitoring Plan.
42. Environment Corporate Responsibility (ECR) plan along with budgetary provision of
minimum 2% of the project cost as discussed in meeting shall be submitted on need
base assessment study in the study area.
43. Details of all internal and peripheral roads width.
44. Source and quantity of required water during construction and management of
generated waste water.
45. Project falling with in 05 Km. area of Wild Life Sanctuary is to obtain a clearance
from National Board Wild Life (NBWL) even if the eco- sensitive zone is not
earmarked.
46. Declare/submit the running cost of STP and other environmental management
services (e.g., Municipal Solid Waste Disposal, Green belt Maintenance, Water
Management etc.) in the proposals which are to be including in the allotment letters.
47. The proponent will submit the schedule of monitoring/data collection programme to
the Office of Directorate, Member Secretary, UP Pollution Control Board and District
Magistrate of related District.
General Guidelines
a. A legal affidavit by the Project proponent on Rs. 100/- non-judicial Stamp Paper, duly
attested by Public Notary, stating that:
I. “There is no litigation pending against the project and/or land in which the project is
proposed to be set up (please give name & ownership etc. of the project) and that for
any such litigation what so ever, the sole responsibility will be borne by the Project
proponent.”
II. “No activity relating to this project (i.e. name of the project) including civil
construction has been undertaken at site except fencing of the site to protect it from
getting encroached and construction of temporary shed(s) for the guard(s). (if fencing
has not been done, then the same may be deleted).
III. “I/We hereby give undertaking that the data and information given in the application,
enclosures and other documents are true to the best of my knowledge and belief and
I/We am/are aware that if any part of the data and information submitted is found to
be false or misleading at any stage, the project will be rejected and clearance given,
if any to the Project will be revoked at our risk and cost.”
IV. Project does not fall under any buffer zone of no-development as declared /identified
under any law.

b. Another legal affidavit by the consultant stating “(a) that the prescribed TORs have been
complied with (to be deleted if not applicable) & (b) that details and the data presented
are factually correct”, as per MoEF circular dated 04.08.2009 is also to be submitted
along with EIA.
c. Current, site photographs viewing towards the project area from four directions
indicating date of photograph taken, direction from which taken, name of the project,
and signature of Project proponent along with consultant with seal should be submitted,
so as to ensure that no construction has been started before the grant of EC.
d. EIA should strictly follow the guidelines prescribed in annexure-III to the EIA
notification of 2006 and the Methods of Monitoring and analysis (Annexure-IV):
Guidance for assessment of representativeness and reliability of baseline environmental
attributes detailed under EIA manual January, 2001 and other guidelines in the matter.
e. The status of accreditation of the EIA consultant with NABET/QCI shall be specifically
mentioned. The consultant shall certify that his accreditation is for the sector for which
this EIA is prepared.
f. On the front page of EIA/EMP reports, the name of the consultant/consultancy firm
along with their complete details including their accreditation, if any shall be indicated.
g. While submitting the EIA/EMP reports, the name of the experts associated
with/involved in the preparation of these reports and the Name of laboratory through
which the samples have been got analysed should be stated in the report. It shall clearly
be indicated whether said laboratory is accredited by NABL or approved under the
Environment (Protection) Act, 1986 (Please refer MoEF office memorandum dated 4th
August, 2009). The name project leader of the EIA study shall also be mentioned.
h. The EIA document shall be printed on both sides, as for as possible.
The Information’s no (a I , II, III & c) asked under the general guidelines is to be
submitted within 15 days from the date of receipt of the letter and remaining of the
information’s is to be submitted along with the EIA.
3- Expansion of Group Housing Project “Arihant Arden” at Plot No-GH-07A,Sector-1,
Greater Noida, U.P. Sri Kaushal Jain, Director, 601, 6th Floor, Plot No-17, Sachdeva

The committee noted that M/s Arihant Infra Realtors Pvt. Ltd. submitted an
application dated 11/06/2014 in the Directorate for environmental clearance of Expansion of
Group Housing Project “Arihant Arden” at Plot No-GH-07A,Sector-1, Greater Noida, U.P.
A presentation was made by Shri Kuldeep Tyagi, representative of project proponent
along with their consultant M/s Ascenso Enviro Private Limited. The proponent, through the
documents submitted and the presentation made, informed the committee that:-

7. The project proposals are covered under category 8"b" of EIA Notification, 2006, as
amended.
The committee noted that it is an expansion project and observed that earlier
environmental clearance for the project and its compliance has not been submitted which is
required for expansion projects as per appraisal process. The committee directed the project
proponent to submit complete information and deferred the matter till submission of above
information. The committee also directed the architect of the project should also be present in
the meeting. The committee expressed its displeasure in delayed submission of the projects to
the Hon'ble members and the consultants/ proponent was directed not to repeat the same.
There is substantial increase in the built up area such as service area, stilt area and the
addition of the Podium/ancillary area. Desired approvals in this regard may also be
submitted. Copies of all revised maps dully signed by the competent authorities are to be
submitted.
The matter shall be discussed after submission of information as above.

9. The project proposals are covered under category 8"a" of EIA Notification, 2006, as amended.
The committee noted that it is an expansion project and observed that earlier
environmental clearance for the project and its compliance has not been submitted which is
required for expansion projects as per appraisal process. The committee directed the project
proponent to submit complete information and deferred the matter till submission of above
information. The committee also noted that letter dated 28/03/2014 issued by GNIDA
mentions location of the proposed project at sector-12, Greater Noida whereas the application
for environmental clearance mentions the location at sector-1, Greater Noida. this should be
clarified alongwith correct documents. The committee also directed the architect of the
project should also be present in the meeting. The committee also observed that a notice has
been served by the project proponent claiming deemed environmental clearance on the
completion of 105 days of application. The committee deliberated that application was
incomplete with the reasons cited above and hence, claim of deemed clearance on the basis of
incomplete application can not be accepted.
The matter shall be discussed after submission of information as above.

5. Sewage generation during Operation as126.28 KLD.
6. Since this GH is adjoining mother city, there is a provision of conveying sewage out
from this GH through pipelines up to the centralized STP of Mother city. The capacity
(23 MLD) of centralized STP of Mother city has been calculated considering amount
of sewage generated from this GH also.

amended.
The committee noted that water requirement has been revised by the project proponent through letter dated 03/03/2015. The water requirement which was earlier computed @
135 LPCD for residential population and 45 LPCD for floating population has been again computed and submitted respectively @ 86 LPCD and 15 LPCD. The committee also
observed the following issues: 1. Copy of layout approval from the competent authority should be submitted.
2. Area for green, road, parking should be specifically mentioned.
3. A revised form-1 with changed details of water requirement and consecutively
related parameters should be submitted.
4. Water requirement is proposed to be met through ground water extraction. A
water budgeting statement showing water extraction and recharge should be
submitted keeping in view the competing users in surrounding areas.
5. All road width in the lay out should be mentioned.
6. Show minimum 3.0 metre green on all sides as suggested.
7. Only roof top water to be used in rain harvesting pits.
The committee discussed the matter and recommended grant of environmental
clearance on the project proposals alongwith general conditions as prescribed by the authority

earlier and following specific conditions subject to submission of information as above within
15 days:
1. Landfill as proposed by LA. to be used if not done alternative source of land fill site is to be thought off.
2. Provide at least two monitoring points to observe Air quality.
3. 100% use of solar energy to be provided.
4. Adequate green cover should be provided within the premises.
5. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more
capacity than waste water generated during operation phase.100% waste water is to be
treated in captive STP conforming to prescribed standards of receiving body for
designated use. Monitoring of STP to be done daily till its stabilization.
6. Recycling of water as proposed shall be undertaken with regular testing and monitoring
of treated water.
7. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to
be used in-house as manure and surplus manure should be managed by giving it to end
users. 8. Environmental Corporate Responsibility (ECR) plan along with budgetary provision
amounting to 2% of total project cost shall be prepared and approved by Board of Directors of the company. A copy of resolution as above shall be submitted to the
authority. 9. Isolated place for Municipal Solid Waste handling and the disposal shall be provided in
accordance with Municipal Solid Waste (Management and Handling Rules), 2000 (as amended).
10. Organic waste converter for solid waste management shall be installed and plan submitted.
11. LEDs should be used in all common areas and corridors. 100% Solar lighting is to be
provided in the common areas/common stairs.
12. Parking guideline as per Lucknow Development Authority should be followed. Parking
for disabled persons should be explored.
13. All entry/exit point should be bell mouth shaped.
14. To discharge excess treated waste water into public drainage system, permission from
the competent authority to be taken prior to any discharge.
15. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done
only from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
16. Height of the stack should be provided as discussed based on combined DG sets capacity and be 6mt higher than the tallest building.
17. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP to be carried out as CPCB Guidelines.
18. Crèche to be provided during the construction/operation phase. 19. Provision of separate room for senior citizen with proper amenities shall be made.
20. Protection shall be provided on the windows of the high rise flats for security of residents.
21. Criteria/ norms provided by competent Authority regarding the seismic zone be followed for construction work.
22. Dual plumbing should be adopted.
23. Unless and until all the environmental issues are sorted out the occupancy will be restricted and would be only allowed after achieving the Permission from the competent
authority.

24. The project proponent shall ensure that the project site does not attract/infringe any
buffer zone of no activity identified/declared under law.
25. Ground water should not be extracted for the purpose of construction or otherwise. In

26. Sprinkler to be used for curing and quenching and ready mix concrete may be used for
construction.
27. Possibilities of use of treated waste water for irrigation purposes should be explored. 28. No fresh water will be used for irrigation purpose.
29. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc. Shall be made available to the temporary residents/workers at the project site including
the proper treatment and the disposal of the wastes.

A presentation was made by Shri Mridul Srivastava, representative of project
proponent along with their consultant M/s Greencindia Consulting (P) Ltd. The proponent,
through the documents submitted and the presentation made, informed the committee that:-
1. The environmental clearance is sought for Revision and Modification of Group
Housing Project “Case Grande-II” at Sector-Chi-V, Greater Noida, U.P. M/s Earthcon

2. The Project has already granted Environment Clearance vide ref. no.

the project. The project proponent also informed that due to typographical error page no.
3/19, 3 and 4/48 and 3/15 of form-1, form-1A and conceptual plan have been revised and are
again been submitted. The project proponent also submitted a declaration that no construction
activities have been done at the project site as on date.

21/02/2015 wherein the committee directed to revise the proposals as per approved FAR. The
project proponent submitted revised application through letter dated 23/02/2015.
A presentation was made by Shri S.S. Rathi, representative of project proponent along
with their consultant M/s Paramarsh. The committee discussed the presentation and directed
to the project proponent to submit the following information:-
1- Status of existing road.
2- Plan for front and rear set back by laws.
3- All approved layout plan/building plan/service plans from the competent authority is
to be submitted with the signature of an architect certifying that they are all in the
conformity with the master plan of the area and as per building bylaws/rules and

competent/qualified structural engineer.

8- Areas under park, road, other facilities, over head tank alongwith its percentage of total area.

Proponent.

to be submitted.
28- In project report, water quality of Yamuna River has been mentioned with BOD 75. In
this regard CPCB data showing water quality for river Yamuna and river Hindman is
to be presented.
The matter shall be discussed after submission of information as above.

The SEAC noted that matter was discussed in the SEAC meeting dated 12-01-2015
and committee was informed that the construction work has already been started regarding
the project prior to environmental clearance. The committee had directed to take further
necessary action as per MoEF OM dated 12/12/2012 related to violation cases. Accordingly, the State Govt. was requested to direct UPPCB for initiation of legal action in the matter for
violation of E.P. Act through letter dated 25/08/2014. UPPCB through his letter dated
29/12/2014 has informed that legal action in the matter has been initiated in the court of Chief
Judicial Magistrate, Firozabad under E.P. Act, 1986. The committee discussed the letter dated

29/12/2014 of UPPCB and also the provisions of notification dated 22/12/2014 wherein
School, College, Hostel of Educational Institution have not been included in projects or
activities. The committee directed that a clarification should be sought from MoEF Govt. of
India whether the proposed project shall be covered under EIA Notification or not in the light
of notification dated 22/12/2014.
The SEAC directed the project proponent to submit the following information:-
1. All approved layout plan/building plan/service plans from the competent authority is to be submitted with the signature of an architect certifying that they are all in
the conformity with the master plan of the area and as per building bylaws/rules and regulation of the authority. Submit structural design with the signature of
competent/qualified structural engineer. 2. Approval of medical council of India.
3. Year wise construction detail.
4. Send the copy of project report to all the members.
5. Site photographs from all angles.
The matter shall be discussed after submission of information as above.

The committee noted that the matter was earlier discussed in SEAC meeting dated
06/06/2014. The committee/SEIAA, in view of violation of E.P. Act undertaken by the
proponent, directed to proceed as per provisions of MoEF OM dated 12/12/2012. Director,
Environment sent a proposal to State Govt. for issuing directions of UPPCB for initiation of
legal action in the matter. State Govt. through letter dated 09/09/2014 directed Member
Secretary, UPPCB to initiate legal action in the matter for violation of E.P. Act. The matter
was again listed in SEAC meeting dated 03/03/2015. The committee noted that project
proponent has appeared in the meeting without any presentation. The committee provided
opportunity to project proponent to put up his matter and after hearing the proponent, the
committee directed the project proponent to submit the following information:-
1- Date of unit registration.
2- Status of NOC of UPPCB. Copy in this regard should be submitted.
3- Prosecution date.
4- Detail of commencement of first production & Regular production.
5- Year wise construction.
6- Total production alongwith production from last year 2012.
7- Date of regular production is to be submitted. 8- Present Status of the industry.
9- Copy of the trial/regular consent orders issued by the UPPCB. 10- Exact Date of commencement of the production duly verified.
11- Copies of the consent refusal letters if any issued by the Board. 12- Copy of the membership of the CETP, Banthar, Unnao.

through letter no. 1029 dated 13/08/2014. Final EIA report was submitted by project proponent through letter dated 28/10/2014.
A presentation was made by Shri B.K. Singhal, representative of project proponent along with their consultant M/s GRC. The committee discussed the matter and

The committee noted that M/s Samridhi Realty Homes Pvt. Ltd. submitted an
application dated 21/01/2015 in the Directorate for environmental clearance of Group
Housing Project at Plot No-GH-09D, Sector-Techzone, Greater Noida. The project
proponent along with their consultant M/s ENV Developmental Assistance Systems Pvt
appeared in the meeting and informed the committee regarding the submission of EIA
report. The SEAC noted that the terms of reference for conducting EIA studies has not
been issued to the project proponent. Therefore, the SEAC directed that following terms
of reference should be issued in the matter:

1. A site plan showing the project site and its surroundings with physical features and
topographical details, such as land use, contours and drainage pattern, along with
photographs of the site from all four sides, should be included in the background
information.
2. Sanctioned plans/maps regarding the project with all services plans.
3. All plans and elevation sections/all service plan/landscape plan/standard
electrification plan/drainage/sewerage plan.
4. Structural plan is to be submitted signed by qualified structural designer.

19. Explore possibility of generating biogas from biodegradable wastes.
20. Arrangements for hazardous waste management may be described as also the
common facilities for waste collection, treatment, recycling and disposal of all
effluent, emission and refuse including MSW, biomedical and hazardous wastes.
Special attention should be made with respect to bird menace.
21. Provisions made for safety in storage of materials, products and wastes may be
described.
22. Disaster management plan should be prepared.
23. Traffic management plan including parking and loading/unloading areas may be
described. Traffic survey should be carried out both on weekdays and weekend.
24. Parking provision is to be made for higher ECS worked out either as per state bye-
laws or construction manual of the MoEF
25. Exclusive Parking area in the basement (excluding other facilities) and surface is to be
clearly mentioned
26. Provide service road for entry and exit to project site.
27. Use of local building materials should be described.
28. Consider provision of DG Flue Gas emissions to be treated in a scrubber. Stack

minimum 2% of the project cost as discussed in meeting shall be submitted on need
base assessment study in the study area.
34. Details of all internal and peripheral roads width.
35. Source and quantity of required water during construction and management of
generated waste water.
36. Project falling with in 05 Km. area of Wild Life Sanctuary is to obtain a clearance

from National Board Wild Life (NBWL) even if the eco- sensitive zone is not
earmarked.
37. Declare/submit the running cost of STP and other environmental management
services (e.g., Municipal Solid Waste Disposal, Green belt Maintenance, Water
Management etc.) in the proposals which are to be including in the allotment letters.
38. The proponent will submit the schedule of monitoring/data collection programme to
the Office of Directorate, Member Secretary, UP Pollution Control Board and District
Magistrate of related District.
General Guidelines
a. A legal affidavit by the Project proponent on Rs. 100/- non-judicial Stamp Paper, duly
attested by Public Notary, stating that:
I. “There is no litigation pending against the project and/or land in which the project is
proposed to be set up (please give name & ownership etc. of the project) and that for
any such litigation what so ever, the sole responsibility will be borne by the Project
proponent.”
II. “No activity relating to this project (i.e. name of the project) including civil
construction has been undertaken at site except fencing of the site to protect it from
getting encroached and construction of temporary shed(s) for the guard(s). (if fencing
has not been done, then the same may be deleted).
III. “I/We hereby give undertaking that the data and information given in the application,
enclosures and other documents are true to the best of my knowledge and belief and
I/We am/are aware that if any part of the data and information submitted is found to
be false or misleading at any stage, the project will be rejected and clearance given,
if any to the Project will be revoked at our risk and cost.”
IV. Project does not fall under any buffer zone of no-development as declared /identified
under any law.
b. Another legal affidavit by the consultant stating “(a) that the prescribed TORs have been
complied with (to be deleted if not applicable) & (b) that details and the data presented
are factually correct”, as per MoEF circular dated 04.08.2009 is also to be submitted
along with EIA.
c. Current, site photographs viewing towards the project area from four directions
indicating date of photograph taken, direction from which taken, name of the project,
and signature of Project proponent along with consultant with seal should be submitted,
so as to ensure that no construction has been started before the grant of EC.
d. EIA should strictly follow the guidelines prescribed in annexure-III to the EIA
notification of 2006 and the Methods of Monitoring and analysis (Annexure-IV):
Guidance for assessment of representativeness and reliability of baseline environmental
attributes detailed under EIA manual January, 2001 and other guidelines in the matter.
e. The status of accreditation of the EIA consultant with NABET/QCI shall be specifically
mentioned. The consultant shall certify that his accreditation is for the sector for which
this EIA is prepared.
f. On the front page of EIA/EMP reports, the name of the consultant/consultancy firm
along with their complete details including their accreditation, if any shall be indicated.

g. While submitting the EIA/EMP reports, the name of the experts associated
with/involved in the preparation of these reports and the Name of laboratory through
which the samples have been got analysed should be stated in the report. It shall clearly
be indicated whether said laboratory is accredited by NABL or approved under the
Environment (Protection) Act, 1986 (Please refer MoEF office memorandum dated 4th
August, 2009). The name project leader of the EIA study shall also be mentioned.
h. The EIA document shall be printed on both sides, as for as possible.
The Information’s no (a I , II, III & c) asked under the general guidelines is to be
submitted within 15 days from the date of receipt of the letter and remaining of the
information’s is to be submitted along with the EIA.

3. Waste water treatment upto tertiary level should be revised as per discussion
with committee.
4. As per discussion with committee, responsibility for the disposal of Solid
waste is laid at the level of project proponent hence the plan should be

Authority is to be submitted.
6. Copy of commitment letter regarding power and water supply.

The project proponent submitted their replies through letter dated 16/01/2015 and
04/02/2015. The committee discussed the replies and recommended grant of environmental
clearance on the project details as given at Para-A alongwith general conditions as prescribed
by Authority for construction project and following specific conditions:
1. Adequate green cover should be provided within the premises.
2. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more
capacity than waste water generated during operation phase.100% waste water is to be

treated in captive STP conforming to prescribed standards of receiving body for
designated use. Monitoring of STP to be done daily till its stabilization.
3. Recycling of water as proposed shall be undertaken with regular testing and monitoring
of treated water.
4. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to
be used in-house as manure and surplus manure should be managed by giving it to end
users. 5. Environmental Corporate Responsibility (ECR) plan along with budgetary provision
amounting to Rs. 3.60 crore of total project cost shall be prepared and approved by Board of Directors of the company. A copy of resolution as above shall be submitted to
the authority. 6. Isolated place for Municipal Solid Waste handling and the disposal shall be provided in
accordance with Municipal Solid Waste (Management and Handling Rules), 2000 (as amended).
7. Organic waste converter for solid waste management shall be installed and plan
submitted.
8. LEDs should be used in all common areas and corridors. 100% Solar lighting is to be
provided in the common areas/common stairs.
9. Parking guideline as per Development Authority should be followed. Parking for
disabled persons should be explored.
10. All entry/exit point should be bell mouth shaped.
11. To discharge excess treated waste water into public drainage system, permission from
the competent authority to be taken prior to any discharge.
12. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done
only from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
13. Height of the stack should be provided as discussed based on combined DG sets capacity and be 6mt higher than the tallest building.
14. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP to be carried out as CPCB Guidelines.
15. Crèche to be provided during the construction/operation phase. 16. Provision of separate room for senior citizen with proper amenities shall be made.
17. Protection shall be provided on the windows of the high rise flats for security of residents.
18. Criteria/ norms provided by competent Authority regarding the seismic zone be
followed for construction work.
19. Dual plumbing should be adopted.
20. Unless and until all the environmental issues are sorted out the occupancy will be
restricted and would be only allowed after achieving the Permission from the competent
authority.
21. The project proponent shall ensure that the project site does not attract/infringe any
buffer zone of no activity identified/declared under law.
22. Ground water should not be extracted for the purpose of construction or otherwise. In
case of default the Environmental Clearance will deem to be cancelled.
23. Sprinkler to be used for curing and quenching and ready mix concrete may be used for
construction.
24. Possibilities of use of treated waste water for irrigation purposes should be explored. 25. No fresh water will be used for irrigation purpose.
26. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc. Shall be made available to the temporary residents/workers at the project site including

letter dated 20/10/2014 through which they have submitted approved map from housing
board, structural design, services plans, area details, Govt. provisions related to EWS/LIG
housing, provision for overhead tank for firefighting with 10 KLD capacities and plan for
CSR. They have also submitted that nearest water body to the project site is River Gomti,
which lies at a distance of around 8.2 KM in north-east direction hence, the site is not flood
prone. The committee discussed the replies and observed that the financial commitment with
regard to the recurring cost of the STP and other EMP'S is not provided the CSR proposal
seems to be not realistic it should be supplemented by the budgetary provision certified by
the proponent in its financial report. The proposal under the head infrastructure development
seems to be vague and needs further elaboration. The green area as proposed is 7-8% and it
may be increased to 15% and accordingly the revised proposal may be submitted, further the
water consumption should also be revised considering the MOEF Guidelines.
The committee also directed to submit following:
• Copy letter through which the amount deposited in Housing Board in lieu of
LIG and EWS houses not to be constructed be submitted within three days to
office."
The project proponent submitted their replies through letter dated 20/01/2015. The
committee discussed the replies and recommended grant of environmental clearance on the
project details as given at Para-A along with general conditions as prescribed by Authority
for construction project and following specific conditions:
1. Adequate green cover should be provided within the premises.
2. For the treatment for total sewage, a full-fledged STP is to be provided with 20% more
capacity than waste water generated during operation phase.100% waste water is to be
treated in captive STP conforming to prescribed standards of receiving body for
designated use. Monitoring of STP to be done daily till its stabilization.
3. Recycling of water as proposed shall be undertaken with regular testing and monitoring
of treated water.
4. Dedicated power supply for STPs is to be ensured during operation. Sludge of STP is to
be used in-house as manure and surplus manure should be managed by giving it to end
users.
5. Environmental Corporate Responsibility (ECR) plan along with budgetary provision amounting to 2% of total project cost shall be prepared and approved by Board of
Directors of the company. A copy of resolution as above shall be submitted to the authority. 50% of tube wells proposed under CSR plan should be solar driven.

6. Isolated place for Municipal Solid Waste handling and the disposal shall be provided in
accordance with Municipal Solid Waste (Management and Handling Rules), 2000 (as
amended).
7. Organic waste converter for solid waste management shall be installed and plan
submitted.
8. LEDs should be used in all common areas and corridors. 100% Solar lighting is to be
provided in the common areas/common stairs. 9. Parking guideline as per Lucknow Development Authority should be followed. Parking
for disabled persons should be explored. 10. All entry/exit point should be bell mouth shaped.
11. To discharge excess treated waste water into public drainage system, permission from the competent authority to be taken prior to any discharge.
12. 100 % provision of Rain Water Harvesting is to be made. RWH shall be initially done only from the roof top. RWH from green and other open areas shall be done only after
permission from CGWB.
13. Height of the stack should be provided as discussed based on combined DG sets
capacity and be 6mt higher than the tallest building.
14. Post project monitoring for air, water (surface+ ground), Stack noise of D.G. sets, STP
to be carried out as CPCB Guidelines.
15. Crèche to be provided during the construction/operation phase.
16. Provision of separate room for senior citizen with proper amenities shall be made.
17. Protection shall be provided on the windows of the high rise flats for security of
residents.
18. Criteria/ norms provided by competent Authority regarding the seismic zone be
followed for construction work.
19. Dual plumbing should be adopted.
20. Unless and until all the environmental issues are sorted out the occupancy will be restricted and would be only allowed after achieving the Permission from the competent
authority. 21. The project proponent shall ensure that the project site does not attract/infringe any
buffer zone of no activity identified/declared under law. 22. Ground water should not be extracted for the purpose of construction or otherwise. In
case of default the Environmental Clearance will deem to be cancelled. 23. Sprinkler to be used for curing and quenching and ready mix concrete may be used for
construction.
24. Possibilities of use of treated waste water for irrigation purposes should be explored.
25. No fresh water will be used for irrigation purpose.
26. Mobile toilets, safe drinking water facility, sanitation facility and eco friendly fuels etc.
Shall be made available to the temporary residents/workers at the project site including
the proper treatment and the disposal of the wastes.

The committee noted that environmental clearance was recommended for the project
proposals in SEAC meeting dated 16/07/2014 however, the SEIAA in its meeting dated
03/12/2014 observed as follows and referred the matter back to the committee:
"The SEIAA noted that in its meeting dated 12-08-2014 the SEIAA seeked some
information from the project proponent which were communicated to the project
Proponent vide letter no- 1265/praya/1332/SEAC/2012/DDY dated 02-09-2014. In
this regard the project proponent has submitted his reply through his letter dated 18-
09-214. The project proponent letter dated 18-09-2014 was put up and discussed in
the SEIAA meeting. The SEIAA observed that the information submitted by the
project proponent is very short and not clear. The SEIAA, therefore, directed the
President/senior person of the proposed project to present in the next SEIAA meeting
to explain the quires of the SEIAA."
The committee directed the proponent to make a presentation on the issues raised by
SEIAA in its meeting dated 03/12/2014. The project proponent informed that there is a water
body/lake outside the boundary of the project. Neither any water discharge is being made to
this water body nor any water intake is proposed from the same. This water body is
completely outside of the project boundary. Minimum distance of this water body from the
nearest point of project boundary is 28-30 m. Apart from this, it is also not any notified water
body.

The committee discussed the matter in light of observations of SEIAA and reply
submitted by the project proponent and directed the proponent to submit land details of said
water body alongwith its ownership status. It is also desirable to get a NOC from the owner
of the water body.
The matter shall be discussed after submission of information as above.
