MINUTES DISTRICT 5580 GRANTS SUB-COMMITTEE WEBINAR MEETING Thursday, August 20, 2015 – 7:00 P.M. The Webinar Meeting of the D5580 Grants Sub-committee was called to order by DRFC Roly Turner. The Webinar Meeting was Chaired by Roly Turner on behalf of DGS Chair, Blake Crosby, as Blake was not sure he would return in time. 2015-2016 DGS Roster: DRFC Turner noted that we will need to fill one position on the committee with Dave Gottenborg rolling off. Blake and Roly will look at acquiring another member, and Dave Gottenborg will be serving the DGS as Advisor this year. Roll Call: Attendance for this meeting is shown on the Attendance and Voting Report attached to these Minutes and incorporated herein by reference. Agenda: Keith Brokke called attention to the submission of the application by Fergus Falls. A corrected application was submitted but was received only 15 minutes prior to the meeting. The committee will need to discuss that when they move into the New Grant Applications portion of the Agenda. Approval of Minutes: The Minutes of the May 16, 2015, DGS Spending Plan Meeting were sent to the committee members and posted on the District Website. A motion to approve those Minutes was made by Jim McDonald and seconded by DGN Warner. Motion carried. Financial Reports: DRFC Turner stated that the Executive and Finance Committee had ratified the decision of the DGS to contribute 20% of this year’s DDF to Polio. Secretary Diane will handle the transfer with The Rotary Foundation. The 2015-2015 year-end DDF Report for The Rotary Foundation has been completed and was published in the August “Cross Currents” Newsletter. The report will also be posted to the 2014-15 Grants SITE page on the District Website. Global Grants: DRFC Turner updated the DGS members on the status of our Global Grants. The Lake Atitlan Water Project has been completed. Our District participated in this, but since this was done before we moved into Future Vision, we handled it by asking Clubs to donate to the Annual Fund, and upon receiving AF contributions of $10,000, our District transferred $20,000 in DDF Funds to the District in Guatemala where the project was located. TRF has done its review and this project is closed out. The Duluth Harbor Bolivia Road Construction Project has been submitted for approval by TRF. The Fargo Congo Leg Brace Project was submitted June 24 but was returned looking for more information,

The Webinar Meeting of the D5580 Grants Sub-committee was called to order by DRFC Roly Turner. TheWebinar Meeting was Chaired by Roly Turner on behalf of DGS Chair, Blake Crosby, as Blake was notsure he would return in time.

2015-2016 DGS Roster:DRFC Turner noted that we will need to fill one position on the committee with Dave Gottenborg rollingoff. Blake and Roly will look at acquiring another member, and Dave Gottenborg will be serving the DGSas Advisor this year.

Agenda:Keith Brokke called attention to the submission of the application by Fergus Falls. A correctedapplication was submitted but was received only 15 minutes prior to the meeting. The committee willneed to discuss that when they move into the New Grant Applications portion of the Agenda.

Approval of Minutes:The Minutes of the May 16, 2015, DGS Spending Plan Meeting were sent to the committee membersand posted on the District Website. A motion to approve those Minutes was made by Jim McDonald andseconded by DGN Warner. Motion carried.

Financial Reports:DRFC Turner stated that the Executive and Finance Committee had ratified the decision of the DGS tocontribute 20% of this year’s DDF to Polio. Secretary Diane will handle the transfer with The RotaryFoundation.

The 2015-2015 year-end DDF Report for The Rotary Foundation has been completed and was publishedin the August “Cross Currents” Newsletter. The report will also be posted to the 2014-15 Grants SITEpage on the District Website.

Global Grants:DRFC Turner updated the DGS members on the status of our Global Grants. The Lake Atitlan WaterProject has been completed. Our District participated in this, but since this was done before we movedinto Future Vision, we handled it by asking Clubs to donate to the Annual Fund, and upon receiving AFcontributions of $10,000, our District transferred $20,000 in DDF Funds to the District in Guatemalawhere the project was located. TRF has done its review and this project is closed out.

The Duluth Harbor Bolivia Road Construction Project has been submitted for approval by TRF. TheFargo Congo Leg Brace Project was submitted June 24 but was returned looking for more information,

and Heather from Fargo Rotary Club is working on that. This application will hopefully be resubmittedsoon.

Global Grant Applications applied for without DGS knowledge:DRFC Turner stated that sometimes we get a global grant application submitted without the clubnotifying the DGS. Detroit Lakes Breakfast Rotary has submitted a draft application for school supplies,classroom furnishings and repair of the floor in Ibadan Nigeria School (GG#1634841). The club has notnotified DGS and has not requested a mentor. DRFC Turner has requested that Dave Long and BlakeCrosby follow up with Mark Malingen of Detroit Lakes Breakfast. This club should have a mentor to helpwith this application.

Another global grant (GG1423321) was recently approved by TRF. This was a $75,000 agriculturalproject in Jamaica with a Rotary Club in Naples, FL as the International partner. Detroit Lakes Nooncontributed $3,000 but did not request any DDF from D5580. This appears to be a great partnership butthe club lost an opportunity for DDF. Back in 2011-2012, Detroit Lakes Noon donated $3,000 to aLiteracy Project (GG1225331), but again, no DDF was requested from us.

A complete copy of the D5580 2014-2015 DDF Report is attached to these Minutes and incorporatedherein by reference. The carryover to 2015-2016 is $153,509.56.

The second DDF report is for the Rotary year of 2015-16. A copy of that report is also attached to theseMinutes and incorporated herein by reference. The tagged expenditures are noted with a balance of$91,639 of DDF, pending approval of the tagged items. With regard to the tagged items:

Bismarck Ecuador School – Club has been asked to resubmit previous application as a global grant.Thunder Bay (Lakehead) Africa Orphanage - Unsure as to status.Fergus Falls Chad Potable Water – Keith indicated this project is moving forward.Williston Scholarship (Alicia Helion) – Scholar is currently in Ethiopia.

Keith Brokke also talked about Fargo-Moorhead AM furnishing 14 schools in Guatemala and this wouldbe a global grant as well. Club members are getting together this weekend to work on the application.

D5580 Financial Report:The committee reviewed D5580 Financial Report prepared by Elaine Hansen, District Treasurer. A copyof this report is attached to these Minutes and incorporated herein by reference. There is presently thesum of $13,184 in District Grant Funds, and $83,679.68 in World Community Service (WCS) funds. Thatamount will change as more clubs pay their District Dues. It was noted that we should provideinformation to the clubs about available funds and the types of projects that can be done with thosefunds.

Scholarship Sub-committee:PDG Tom Riley, Scholarship Co-Chair, reported that Global Scholar, Alecia Helion, is in Gondar, Ethiopia.The Gondar Rotary Club has its committee together and things are going well. Tom also reported thatwhile Scholarship Co-Chair, Jill Zachary, was in Italy, she yet a young woman who might be a possiblescholar for next year, and there is a woman from Grand Forks who may apply again. DRFC Turner saidthat the Global Scholarship for Alecia is going to take our District and the Williston Rotary Club places wehave never been, and he congratulated PDG Riley and Jill Zachary in helping us move ahead with this.

Vocational Training Team:DRFC Turner has no information about a Vocational Training Team at this time, but indicated that VTTChair, Rick Bricker, has had problems getting a team together. He is hoping that one or more clubs withlarger projects could identify a team.

Project Activity Report:Advisor, Dave Gottenborg, reported on open projects and their status.

2013-2014:14.1.04 Thunder Bay (Ft. William) Regent School Africa (DG)The club has complied by submitting an Interim Report and the final Report is due October 14, 2016.(Secretarial Note: Although the date of October 14, 2016 was the date stated during the Webinar forsubmission of the Final Report on this project, our records show that the grant funds were paid to theclub on October 14, 2013, requiring project completion by October 14, 2015.)

14.1.05 Fosston Inspiration Trail (DG)We should have received an Interim Report and have not. Dave has contacted the club for this.

14.4.21 Superior Sunrise Tanzania Water Project (WCS)This grant was for $5,000 in WCS funds. Dave has requested an Interim Report on 2 occasions and hasnot received it.

2014-2015:15.1.08 Valley City Imagination Library (DG)The club has submitted an accounting but not their Final Report. It is being completed and Keith Brokkewill contact the club to see what he can do to get this matter concluded. There seems to be someconfusion by the club in understanding what we need.

15.1.09 Fargo-Moorhead PM Andy and Elmer Literacy (DG)This project is complete and a Final Report was requested on April 10 and August 13. Keith will contactKriss Burns to help conclude this matter.

15.1.12 East Grand Forks Backpack Project (DG)This project is completed and a Final Report was requested on August 11. DGE Herb Schmidt will followup with this club.

15.1.13 Jamestown Soccer Field (DG)This project is not complete.

15.1.15 Grand Rapids Centennial Active Living (DG)DRFC Turner indicated the club was working on a Final Report but Dave has not seen it. DRFC Turnerwill follow up.

15.1.16 Devils Lake Arboretum (DG)This project is complete and a Final Report was requested on August 13. Dave will follow up again onAugust 23.

15.1.18 Thunder Bay (Port Arthur) St. James School (DG)An Interim Report was due in June. DRFC Turner will follow up on this.

2012-201313.1.05 – Ashland Santa Barbara Honduras School (WCS)The Final Report on this project was due several months ago. Dave contacted Kim Bro about this, andDiane subsequently sent a communication requesting the report. She received a reply from Mike Sherryof Ashland Rotary stating that Kim had been busy with taking his wife back and forth to Mayo. Dianewill again contact the club and make the request.

13.1.06 North Shore/Duluth Harbortown Lougou Haiti Water Project (WCS)Dave stated that we gave the clubs a one-year extension to October 14, 2016 to complete the project.We should still be getting an Interim Report every 6 months.

Final Reports:

15.1.01 Crookston Peace Pole Project (DG):It was reported that PDG Don Cavalier did a good job with the Final Report and provided copies of allchecks and receipts. A motion was made by DGE Schmidt and seconded by Kari Shea to approve theFinal Report for Project 15.1.01. Motion carried. (11 Yes / 0 No / 0 Abstain)

15.1.02 Long Prairie AED Defibrillator (DG)Dave mentored this one and said that Karen did a good job with the Final. Roly felt it might be prudentto get a letter regarding the locations of the equipment. A motion was made by Jim McDonald andseconded by DGE Schmidt to approve the Final Report for Project 15.1.02, conditional upon receipt of thespecified letter. Motion carried. (11 Yes / 0 No / 0 Abstain)

15.1.10 Baudette Ambulance Lift Cots (DG)Dave stated that the club has provided an accounting to satisfy the funding of this project. However,the Final Report arrived the day before this meeting and there was no time for the committee to reviewit. A motion was made by Jim McDonald and seconded by John Luce to defer action on this Final Reportuntil the November 2015 Grants Sub-committee Meeting. Motion carried. (11 Yes / 0 No / 0 Abstain)

New Grant Applications:

16.1.08 Fergus Falls Noon and Fergus Falls Sunrise Modern Manufacturing Learning Lab (DG):Keith Brokke was the mentor on this project which was to have been submitted by Fergus Falls Noonsince Fergus Falls Sunrise was not Qualified due to its failure to attend a GMS and subsequently submitan MOU. However, the application itself was also not correct in that some of the pages initiallysubmitted were from a 2014 grant application submitted by Fergus Falls Sunrise and that is how theapplication was posted. When Keith called this to the attention of PDG Bob Russell who had submittedthe application, he redid the new application with the correct pages, but it was not received by Keithuntil 20 minutes prior to the Grants Sub-committee Meeting so there was no time for the committee toreview it. The application was also missing the signature of the Club President, as well as a quote for thevertical mill which Keith had also requested. The DGS agreed that because this corrected applicationwas submitted too late for consideration and passage at this meeting, a motion was made by Kari Sheaand seconded by Jim McDonald to reject Grant Application 16.1.08, and that a new and complete

application be submitted by October 31, 2015, for consideration at the November 19, 2015 DGS WebinarMeeting. Motion carried. (11 Yes / 0 No / 0 Abstain) Upon submission, this application will be given anew Project Number.

16.1.09 Bismarck Far West Global Neighbors (DG):This is an application requesting $500 in District Grant Funds and DGE Herb Schmidt noted that he sawno problems with the application. Since there is only 1 provider of the publication involved, only 1quote is provided. A motion was made by Kari Shea and seconded by DG Loughery to approve GrantApplication 16.1.09. Motion carried. (10 Yes / 0 No / 1 Abstain)

16.1.10 Dickinson Ajara Library (DG):This is a District Grant for an International Project requesting $2,176 in District Grant funds. DRFCTurner mentioned that we have always had issues with hand-written applications and there are a fewsections in this application that are hand-written. He did not want this to stop the application forproceeding, but DGS Kari Shea from Dickinson Rotary asked if the club could submit a new page that wastypewritten. She also stated that Rethink Africa is an NGO that her club has had a good relationshipwith, is a 501 (c)(3) organization, and a representative attended and spoke at Dickinson Rotary about theproject. They need all kinds of books and the club had a book drive to collect books for the project. Karisaid that in addition to the typewritten page, she would also provide a letter of participation andendorsement by the Rethink Africa organization. DRFC Turner wanted some additional informationincluded in the letter. Following discussion, it was moved by Jim McDonald and seconded by DGESchmidt to approve Application 16.1.10. Motion carried. (10 Yes / 0 No / 1 Abstain) (Secretarial note:as of the preparation of these Minutes, the documents requested have been supplied by DGS Member,Kari Shea, inserted into the original Application and re-posted to the District Website.)

Action required from May 16 Spending Plan Meeting:

Cloud Storage:DRFC Turner will follow up with Dave Gottenborg and Irene Kozlowski on this matter.

D5580 The Rotary Foundation Memorandum of Understanding and Addendum:DRFC Turner will schedule a Webinar Meeting regarding any revisions needed for the Addendum. TheTRF Memorandum of Understanding cannot be changed.

2016-2017 Grand Management Seminars:The Grant Management Seminars for Herb Schmidt’s year should again be done “in person”. DRFCTurner and Keith Brokke (2016-2017 District Foundation Chair), should discuss these sessions.

Mentor Training Program:The matter of holding a Webinar for Mentors to walk through the application was discussed. ChairCrosby felt that Blake, Keith and Elaine should work together to see where any problems exist.

World Community Service (WCS) Criteria:Keith Brokke stated that he has revised the WCS Application and that it mirrors the former matchinggrant application with TRF. There had been previous discussion about moving the actual projectdescription to the beginning of the application. Keith will take care of that and get it to Diane forposting on the District Website.

District Grant Simplified Funding Formula:Kari Shea has a statement that she will send to Diane to be shared with the DGS.

Upcoming DGS Webinar Meeting:The next Webinar meeting of the Grants Sub-committee will be Thursday, November 19, 2015, at 7:00P.M. (CST).

Before closing, Chair Crosby said that we should notify the clubs of any grant funds that are available,including World Community Service funds. Good, complete and timely applications will be reviewed,and the next deadline for submission is October 31, 2015.

Unspent DDF Carryover: Any unspent DDF will roll forward to the next Rotary year and

be available for Global Grants including Scholarship, Vocational Training Team, and

PolioPlus. It cannot be applied to District Grant Applications.

Maintain practical Carry Forward: Available DDF fluctuates annually. We continue to

maximize the available District Grant funds (50% of available DDF) and we are seeing a

gradual increase in Global Grant requests. From Nov. 16, 2012 meeting Foundation

Committee strives to maintain a $120,000 to $150,000 carry forward.

D-5580 2014-15 District Block Grant DG1514657 was made available solely from our District

Designated Fund (DDF) at TRF, from which up to 25% ($57,910.00) of total Club and Rotarian

2011-12 Annual Fund contributions was available for District Grants to help fund club

international and local community service projects. Total club requests far outweighed the

amount available. Following the application review process District Grants, to match club funds

together financing 14 Local Community Service projects involving 17 District 5550 clubs, were
