Student Kaelohilani DeNisi (Finney) led the Pledge of Allegiance. Kaelohilani joined fellow Students Jessica Garcia (Marshall), Aileen Kim (Olympic View) , Denise Ordonez (Clear View), Christian Ramirez (Halecrest) , and Shea Rueda (McMillin) in sharing highlights about their respective schools.

Administrators from the schools accompanied the students to the meeting. The artwork displayed in the Dr. Lowell J. Billings Board Room was prepared by Clear View, Finney, Halecrest, Marshall , McMillin , and Olympic View Elementary Schools.

President Tamayo presented each of the students with a Certificate of Appreciation and a stylus pen engraved with the District's name.

3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN REPORTS, AWARDS, AND HONORS

A. Recognition of Chula Vista Safety Patrol Colonel and Lieutenant Colonels

Mr. Tessier commented that the District has a long and very healthy and robust relationship with the Chula Vista Police Department [who helps with the Safety Patrol] and acknowledged School Resource Officer Natalie Caceres, who was in the audience. Mr. Tessier said that each of the 38 District schools that have a Safety Patrol select one Major; all Majors are then interviewed by a panel that identifies a Colonel and three Lieutenant Colonels. Mr. Tessier introduced principals, who presented the Safety Patrol Colonel and Lieutenant Colonels and said a few words to about them. Principal La Iaine Perez (Salt Creek) introduced Colonel Nika Woehl. Principals Gabriela Llamas (Cook) , Charles Grisier (Liberty), and Mathew Shy (Parkview) presented Lieutenant Colonels Kayla Davis, Ana Burke, and Michelle Martinez respectively.

President Tamayo congratulated the Safety Patrol Colonel and Lieutenant Colonels. He and Vice President Bunker, Clerk Humphrey, and Board Member Farias presented the students with Certificates of Recognition and stylus pens engraved with the District's name.

B. Recognition of Intramural League Commissioners for the 2016-1 7 School Year

Mr. Tessier said it is hard to believe that over 20 years ago, two teachers in our District started a friendly game of soccer. He added

that fast-forward 20 years, there are now 62 soccer teams that compete throughout the District; over 1,500 student athletes; and flag football , basketball , and kickball [teams]. He said all of these programs are led by two of the District's stellar teachers, Mr. Gerardo Morales and Mr. Denis Vargas.

President Tamayo and Board Member Reyes presented Mr. Morales and Mr. Vargas with Certificates of Recognition .

C. Report by and Recognition of District Parent Leaders

Mr. Tessier said the District has the best students in the county and in the state, but also has stellar parents who volunteer countless hours, offering their expertise and advice to District committees. He introduced Parent Leaders Malia Holleran (District Advisory Council), Marcos Lopez (District English Learner Advisory Committee), Elizabeth Mitchell (Chula Vista Elementary Council of PTAs), Kami Qualls (Special Education Parent Committee), and Tasha Walker­Rauch (Budget Advisory Committee), who provided a report on the activities of their respective groups.

President Tamayo presented each parent leader with a Certificate of Recognition .

Dr. Diane Gerken (Proposition E Independent Citizens Oversight Committee) , who could not attend the meeting, was also recognized for her efforts.

D. Report on District Cohort Schools: Clear View, Myrtle S. Finney, Halecrest, Thurgood Marshall, Corky McMillin, and Olympic View Elementary for the 2015-16 School Year

Mr. Tessier introduced Principal Lead Dr. Olivia Amador (Finney), who presented cohort members: Principals Erin Thiessen (Clear View), Amber MacDonald (Halecrest), Dr. Monica Loyce (Marshall), Cynthia Orr (McMillin), and Gloria McKearney (Olympic View), Associate Principals Jonathan Morello (McMillin) and Bree Watson (Olympic View), and Resource Teachers Krista Cardenas (McMillin), Jessica Collins (Olympic View), Raimee Durfee (Marshall), Rebecca Nelson (Clear View), and Erin Pickett (Halecrest). The group presented a video to report on efforts to support Local Control and Accountability Plan (LCAP) goals and on the results of the California Assessment of Student Performance and Progress (CAASPP). They also answered questions from Board Members.

Board Members thanked and commended the cohort and remarked on assorted information included in the report.

4. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken .

Student Attendant Diana Godfrey spoke to restate the case of Student Attendants and reiterate the request for a $0.30 salary adjustment.

Instructional Assistant-Special Education Angela Reed (Marshall) spoke in support of Student Attendants and asked for a reevaluation of their salary, saying that Student Attendants work with some of the most challenging students, both medically and physically.

Teacher Susan Skala announced that she is the new Chula Vista Educators (CVE) President, having won by 70 percent of the vote. Ms. Skala thanked everyone who believed in her and acknowledged Mr. Yvellez for his service as President. She remarked that she looks forward to working with the Board to continue making the District stronger and also looks forward to meeting with each of the Board Members.

CVE President Manuel Yvellez said he is almost done [as president]. He congratulated President Elect Skala and encouraged everyone to continue the very healthy relationship that has been established. He commented that the CVE membership feels much more part of the team and feels appreciated by the Board and Superintendent, giving as an example the fair share bargaining process-which was more time consuming but led to very peaceful negotiations.

Chula Vista Classified Employees President Peter Zeitler thanked Mr. Yvellez for his time and effort. He also spoke in support of Student Attendants and said he is working with Dr. Thiel and Mr. Esquivel on this matter, which he hopes will come to fruition soon.

The following items listed under Consent Calendar are considered by the Board in one action. There will be no discussion on these items prior to the time the Board votes on the motion unless members of the Board, staff, or public request specific items to be discussed and/or removed from the Consent Calendar.

Peter Zeitler thanked the Board for supporting the school kitchen heating, ventilating, and air conditioning project, mentioning President Tamayo, Vice President Bunker, Board Member Reyes, and Dr. Escobedo. He asked that the first five schools be completed over the summer, so the District can move forward with the other schools. Mr. Zeitler also commented on the Memorandum of Understanding [Item 5.0.] regarding field trips and said this would help the children by reducing transportation cost.

Clerk Humphrey said that for the record, she wanted to clarify that Board Member Farfas and herself were not included in Mr. Zeitler's comments because at the time the item came through for support, they had not yet been elected.

President Tamayo asked whether a timeline for installation of the equipment has been established or if the District is still working on it. Mr. Esquivel responded that the District is in the process of acquiring the materials and working on a timeline. President Tamayo asked a timeline be provided to the Board through a weekly update.

L. Approve Award of Bid No. 16/17-9 for Site Work Preparation and Utilities for One 120' x 32' Relocatable Building for Enrique S. Camarena Elementary School to Nuera Contracting, LLC, in the Amount of $546,557 for the Period of May 4, 2017, Through Completion of the Project

6. PUBLIC HEARINGS

A (1) Conduct Public Hearing on a General Waiver Request for Reimbursement of 2015-16 California Assessment of Student Performance and Progress Summative Assessments; and

Mr. Tessier said the District wishes to submit a general waiver request to the California Department of Education for reimbursement of CAASPP testing costs. He explained the reimbursements range from five dollars for students with significant cognitive disabilities to .38 cents for each student exempted by a parent. Mr. Tessier said the total reimbursement is expected to be $55,000.

President Tamayo opened the public hearing and asked if anyone wished to address this item. No one spoke. President Tamayo closed the public hearing.

(2) Authorize Submission of the General Waiver Request Motion: HUMPHREY, Second: REYES, Vote: UNANIMOUS

B. (1) Conduct Public Hearing Regarding New Fee Schedule for Use of District Facilities; and

Mr. Esquivel provided a report highlighting the increase in facilities use fees. He also answered questions from Board Members.

President Tamayo opened the public hearing and asked if anyone wished to address this item. No one spoke. President Tamayo closed the public hearing.

(2) Approve New Fee Schedule for Use of District Facilities Effective July 1, 2017

C. (1) Adopt Resolution Approving Amendment No. 1 to the School 2016-17.143 Facilities Mitigation Agreement Applicable to Certain Property Within Proposed Community Facilities District No. 20, and Delegating Authority Related Thereto;

President Tamayo said the Board of Education would address matters related to Proposed Community Facilities District No. 20 (CFD No. 20) of the Chula Vista Elementary School District. Mr. Esquivel explained the purpose of forming CFD No. 20-to provide special tax funding for school facilities needed to house future students in that community. He added that the items that followed were part of the process for CFD No. 20.

(3) Continue Public Hearing in Regard to the Formation of Proposed Community Facilities District No. 20 and Related Matters;

President Tamayo said the Board received copies of the CFD Report, the Boundary Map for CFD No. 20, and the First Amended Rate and Method of Apportionment. He added that it was the time and place designated for the continued public hearing on establishment of CFD No. 20 and that the public hearing also relates to the proposed First Amended Rate and Method of Apportionment of Special Tax within CFD No. 20 as well as the authorization of CFD No. 20 to levy the special taxes. He declared the continued public hearing open and asked if staff would make a presentation regarding proposed CFD No. 20. Mr. Esquivel said there would be no presentation and that instead, copies of the appropriate documentation had been provided to the Board.

President Tamayo asked if staff had confirmed that all notices, filings, and publications have been completed. Mr. Esquivel answered that yes, all have been completed and are on file at the District office.

President Tamayo asked if any written protests have been received from any person as to the proceedings or the special tax for CFD No. 20. Mr. Esquivel responded that no written protests have been received.

President Tamayo asked if anyone wished to speak in favor of CFD No. 20. No one spoke.

President Tamayo asked if anyone wished to speak against or protest generally the establishment of CFD No. 20, its special taxes, or the establishment of an appropriations limit for CFD No. 20. No one spoke. President Tamayo closed the public hearing .

(4) Adopt Resolution Determining the Validity of Prior Proceedings, 2016-17.145 Establishing Community Facilities District No. 20, Authorizing the Levy of Special Tax Within Community Facilities District No. 20, Establishing an Appropriations Limit, Calling an Election, and Taking Related Actions;

President Tamayo asked if staff has determined whether there is a majority protest as to the establishment of proposed

CFD No. 20, the furnishing of the specified types of facilities or services within proposed CFD No. 20, the levy of the special taxes within proposed CFD No. 20, or other related matters. Mr. Esquivel said there is no majority protest regarding those matters.

ACTING AS THE GOVERNING BOARD OF COMMUNITY FACILITIES DISTRICT NO. 20

President Tamayo said the items that would follow would be acted upon as they appear on the agenda with the Board acting as the legislative body of CFD No. 20.

(5) Conduct Landowner Voter Election on Behalf of Community Facilities District No. 20 and Declare Election Results;

President Tamayo said that in accordance with the preceding resolution, the Assistant Superintendent for Business Services and Support is the Election Official for the described Combined Special Tax and Bond Election of CFD No. 20 of the Chula Vista Elementary School District. He asked Mr. Esquivel if he received from landowners all the waivers necessary to conduct the Combined Special Tax and Bond Election of CFD No. 20. Mr. Esquivel answered that all written waivers were received and all were duly approved and signed.

President Tamayo asked if the Election Official concurred with the request to hold the election less than 125 days after adoption of the Resolution of Formation for CFD No. 20. Mr. Esquivel responded yes.

President Tamayo asked if the Election Official received the ballots from the qualified voters within CFD No. 20 and if so, to declare the results of the election. Mr. Esquivel said that the election had been conducted and that the result is 92 votes in favor and no votes opposed. Mr. Esquivel said the certification of election results would be attached to the resolution that was presented for Board consideration.

(6) Adopt Resolution Canvassing the Results of the Election Held 2016-17.146 Within Community Facilities District No. 20; and

President Tamayo said that the Board, again acting as the legislative body of CFD No. 20, would consider the ordinance authorizing the levy of a special tax within CFD No. 20.

(7) Approve Motion to Direct Clerk to Conduct the First Reading of Ordinance of Community Facilities District No. 20 Authorizing

Motion: FARIAS, Second: REYES, Vote: UNANIMOUS

Clerk Humphrey conducted the first reading of the ordinance for CFD No. 20 by title only: "Ordinance of Community Facilities District No. 20 of the Chula Vista Elementary School District Authorizing the Levy of a Special Tax Within Community Facilities District No. 20."

President Tamayo said that copies of the proposed ordinance are available at the District's Business Services Office for public inspection and that the ordinance is expected to be formally adopted at the Board's next regular meeting.

President Tamayo said matters related to CFD No. 20 were complete and that the Board would no longer act as the legislative body of CFD No. 20 for the remaining agenda items.

7. ADMINISTRATIVE ACTION ITEMS

None.

8. FIRST AND SECOND READINGS, BOARD POLICIES, ADMINISTRATIVE REGULATIONS, AND BOARD BYLAWS

A. Second Reading/Approve: Arroyo Vista Charter School Petition Renewal for the Period of July 2017 Through June 2022

Mr. Tessier said that at the last meeting, the Board heard from Principal Pat Roth regarding accolades the school has received and about all the good things happening at Arroyo Vista Charter. He added the District is recommending the Board approve renewal of the charter petition for a five-year term.

Board Members thanked, commended, and congratulated Mrs. Roth and her team for the amazing work they are doing, for the sense of community that exists at Arroyo Vista Charter, and for the high standards and best practices in place.

B. Second Reading/Approve: Chula Vista Learning Community Charter 2016-17.148 School Petition Renewal for the Period of July 2017 Through June 2022

Mr. Tessier said at the April meeting, the Board also heard from Chula Vista Learning Community Charter (CVLCC) administrators on accolades received and successes achieved. He also said that

CVLCC received WASC [Western Association of Schools and Colleges] accreditation for six years, which he think is the maximum.

Board Members thanked and commended CVLCC's leadership and staff for impacting lives, for opening windows of opportunities for students, and for their amazing work.

A. Report Calendar to Board of Education

Board Member Farias asked for a report on District-mandated assessments and a second one on the duties and rates of pay for Instructional Assistants and Student Attendants, and on their request [salary adjustment] . Clerk Humphrey asked for information on the process to select students for the Qualcomm summer camps. Both reports will be provided via the weekly update to the Board.

10. BOARD COMMUNICATIONS

Mrs. Bunker: • Thanked all the teachers and staff during Teacher Appreciation Week.

Said it was a good time to recognize them, although the Board appreciates their work every day, all year long.

• Commented that it was appropriate that parents reported during the meeting, since they are the other piece of the puzzle. Added that she likes what they are doing, is pleased with their growth, and that it says a lot about the parents that their dedication is not just for their children but for all District children .

Mr. Farias: • Shared that he visited the Muraoka construction site, that it is another

testament to the fact that Chula Vista [Elementary School District] is creating amazing things, and that it is beautiful and really deserving of our students , families, and District.

• Said he is quite often asked how it is that the District is being showcased countywide and nationwide. Added that on top of that, the District also has a positive budget, when other districts have such a deficit. Commented that he believes this is a testament to District leadership and staff.

Mrs. Humphrey: • Remarked that she attended Cook's exhibit for the International

Baccalaureate program "Primary Years Programme Exhibition" and was very impressed. Said the way the students not only knew what they are learning but also why they are learning it blew her away- especially the

service learning piece, which the students owned, and the special education piece because students really took ownership. Commented that she then visited the school to see how the program translates to the classroom and was very impressed with the student greeters and the level of instruction she observed. Encouraged everyone to visit Cook to see the great work Principal Gabriela Llamas is doing at the school.

Dr. Reyes: • Shared that he attended a great conference called "Time to THRIVE."

Said the conference explored ways for schools and districts to systemically support LBGTQ students and to provide a cl imate and culture of inclusiveness and safety for all students. Added that he thinks approving Dr. [Vincent] Pompei's training [Independent Contractor Agreement included in the Consultants section of Item 5.0.] is a very strong first step toward that goal.

Mr. Tamayo: • Said that he thinks that the recognition the Chula Vista Elementary

[School District] gets is a testament to everyone's work, not just a few people and added that everybody has a role to play and everybody serves the needs of the students. Thanked everyone for the role they play in creating the District as a beacon for other districts.

• Commended Dr. Escobedo and Cabinet for the great work they have done this year, saying the amount of work is impressive. Thanked them for the leadership they provide to schools and principals, which helps to continue carrying the name of the District throughout California and the country. Said it is amazing that they recognize the District's name everywhere and that he is proud to be part of it.

11. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Said he wanted to capitalize on the accolades- that it takes a team. • Shared the District was just recognized by Discovery Education, which is

not only a national corporation focused on educating and awareness but also an internationally-known organization. Added that, of all the San Diego districts, Discovery asked Chula Vista Elementary to welcome a cadre of superintendents from Canada and the United States to their symposium. Said he was proud to share the great things accomplished in Chula Vista and welcomed the group to San Diego.

• Commented that another symposium session was planned for the next day where a teacher, parents, and students would talk about the focus of the symposium-utilizing technology as a way to transform learning and making it a meaningful experience. Said the discussion would include the District's partnerships with Qualcomm and how enhancements of the Visual and Performing Arts connected to technology can create absolute magic. Ended by saying it would be an interesting three-day conference.

• Announced that the California Business Association [Educational Results Partnership and the Campaign for Business and Education Excellence] named a third of District schools as California Honor Roll Schools for their academics.
