16. Stationery printers will be empanelled for printing of stationery (other than being printed by Zonal Stationery Cell) like letter heads, writing pads, envelops etc.

17. Vendors have to clearly specify the name of the Region or Regions where they would prefer to render services.

18. Separate application should be submitted for each category of empanelment. 19. Applications complete in all respects along with relevant supporting documents duly super

( A) Additional Eligibility Criteria for Out door Media. 1. Agencies must have in same (Separate sheet may be enclosed) business for at least 3

years and should have specialty in the field of outdoor publicity preferably for Banking Sector.

2. Turnover should be Rs.50.00 Lacs per year or more in the same activity. 3. Should have full-fledged office with Multi Media Facilities at our Zonal/ Regional Head

Quarter. 4. Should have own sites/authorized sites for display of hoardings/Glow signs/bill

boards/Gantries etc. at different important places at Uttar Pradesh (Excluding Ghaziabad & Noida District) and Uttrakhand States.

Additional information to be furnished for Out Door Media:

1. Details of the Agencies own sites for hoarding, glow signs etc. like location, site traffic directions, lit, non-lit with authorization details. ( Separate sheet may be enclosed )

2. Details of Out Door Media undertaken by the agency in past two years. ( Separate sheet may be enclosed )

(B) Additional Eligibility Criteria for Flex Printers.. 1. Vendors must have in same business for at least 3 years. 2. Turnover should be 2.00 lacs per year or more in the same activity for each category. 3. Flex Printer should have own full-fledged and complete printing setup with Modern

Printing Machines/facilities and they should be in position to print and supply flexes within shortest possible time. Please give details of the printing setup with address.

(C) Prerequisite for empanelment as valuer: 1.The applicants for valuers must be degree holders having at least 5 year experience in dealing with banks/PSUs and other Central Govt. organization and be a member of Institute of Valuers and registered with department under Ministry of Finance, i.e. Income Tax, Wealth Tax, Customs and Central Excise. 2. The applicant should be a person registered as a Valuer under Section 34 AB of Wealth Tax Act 1957. 3. (A)TENDER DOCUMENT FOR INSTALLATION OF CURRENCY MACHINES

1. We invite sealed applications for empanelment of vendors to supply, installation and

commissioning of Currency Machines. The specifications of the machines are to be

furnished.

2. The Bank reserves the right to reject all or any application without assigning any

reason or to call for fresh applications at any time at its own option. Further Vendor(s)

who do not qualify for the technical specifications, will not be called for stress test.

3. You are requested to send us your applications duly signed in a sealed envelop and

super scribed as “Application for Note Sorter Machine, Loose Note Counting

Machine, Packet Counting Machine, Coin Counting Dispensing/Vending Machine OR

Electronic Fake Currency Detector”.

4. In this connection, please note that for each type of machine, a separate cover,

containing the details as prescribed in the tender document should be used. These

sealed covers duly super scribed should be addressed to the General Manager,

Bank of Baroda, Zonal Office, Jeevan Bhawan, 45-Hazratganj, Lucknow, so as to

reach us latest up to 04.00 p.m.- 26.02.2009

5. The technical bid will be evaluated by a committee and those found in order and for

whom there is no adverse report either for Performance of machine or for post sale

service support of the vendor only will be called for stress test of machine.

6. The commercial bid will be called subsequently from those vendors only who

are found qualified based on technical performance and having satisfactory

post sale service record.

7. Please complete the specifications for the machine carefully before submitting your

application.

8. Installation and commissioning of the machines are the responsibility of the vendor till

the 72 hours testing of the equipment is successfully carried out to the satisfaction of

the Bank as also during the warranty period of the equipment supplied.

9. While applications/applications for configuration (as decided by the Bank) lower in

capacity will not be considered, no weight age will be given for configuration higher in

capacity.

10. Applications not fulfilling any or all the conditions prescribed or which are incomplete

are liable to be rejected.

11. Canvassing in connection with applications is strictly prohibited.

12. Terms & conditions, governing the purchase of the equipment are detailed in the

enclosed Annexure-1. The Annexure (in the prescribed format) duly signed should be

returned in the envelop super scribing “Application – Technical Bid” for the machine.

13. No change whatsoever will be permitted in the technical and/or commercial quotes

after opening the quotes.

14. Latest details regarding the service set-up throughout the UP & Uttaranchal should

be furnished along with the application.

15. When called for commercial bids, the prices are to be quoted inclusive of ONE year

warranty i.e. after 12 months from the date of installation of the equipment at the

branch. The prices will be inclusive of all taxes (inclusive of service tax),

transportation, insurance, duties and charges etc. till the machine is accepted by the

Bank (except octroi) to be paid at actual, against submission of original receipts and

relevant forms.

16. The rate of Annual Maintenance Contract (AMC) must be quoted for three years after

the expiry of the warranty period of one year in the Commercial Quote. The AMC will

cover the entire equipment, inclusive of consumable. This fact should be made clear

to the service/support in charge of your company/and/or principals, so as to avoid

any complication(s) in the matter while entering into AMC. The AMC will be on the

basic cost, exclusive of Sales tax and will be subject to Tax deducted at source

(TDS), as per the relevant provisions of Finance Act from time to time.

17. The equipment can be inspected and tested at the factory/warehouse of the vendor

before dispatch to the Bank and acceptance tests will be conducted by

Representatives of the Bank at the site. The machines should be ready for inspection

at least 10 days before the date of delivery, as specified by us in the Letter of Intent

(LOI)/Purchase Order.

18. All components should be same as at the manufacturer’s factory testing. Any

variation will not be accepted. The Bank reserves the right to reject the machine, if

the performance of the machine does not agree with that of the factory test/or stress

test results. The replacement cost and loss to the Bank due to the same, will be at

the vendor’s account.

19. The delivery schedule will have to be strictly adhered to, as per stipulation in the

LOI/Purchase Order. Any delay will not be accepted and penalties will be levied at

the rate specified in the LOI/Purchase Order.

20. The payments terms for the purchase would be as per Annexure-1.

21. No vendor will get any price advantage vis-à-vis other vendors by offering longer

warranty period, discount for bulk orders or any other add-on feature over and above

what has been specified at the time of demonstration before the technical evaluation

committee. The Bank reserves the right to place the order with one or more vendors.

22. No payments will be released, if there are any part shipment or short shipment.

23. While we have not stipulated for the posting of a Resident Engineer at site in this

regard, it will be vendor’s responsibility to ensure that the guarantee uptime as per

the terms and conditions is maintained at all times, without fall.

24. Vendor participation is desirable at the time of opening of commercial tenders as

stated hereunder. However, if your representative does not turn up at the appointed

time, the applications will be opened in his absence.

25. The Vendors eligible to participate in the tender for empanelment should be in profit

for last 3 years. All the vendors should give Income Tax PAN allotted by Income Tax

Authorities and Registration number allotted by Sales Tax Authorities. Xerox copies

of the certificates of Income Tax Authority and Sales Tax Authority duly certified by a

Gazetted Officer of the State/Central Government, should be enclosed. If such

certificates are not enclosed, the technical bid will be rejected summarily.

26. Please note that separate cover for each machine in Parts-A, should be submitted

along with the enclosures as mentioned in terms and conditions above. We reiterate

that the Bank reserves the right to reject any or all applications without assigning any

reason.

ANNEXURE-1

TERMS & CONDITIONS (applicable for technically qualified vendors only)

Full details of the specifications and rated performance of Note Sorter Machines, Loose Note

Counting Machines, Packet counting machine, Coin counting Dispensing/Vending machine and

Electronic Fake – Currency detector be furnished as per format.

Prices:

1. Price (in Indian rupees) should indicate basic price and state all taxes, transportation,

insurance, duties and charges etc. separately with total price. Octroi, if any, will be

paid extra as per actual on production of the related documents. AMC charges for the

machines for a period of 3 years after the expiry of the warranty period (i.e. after

successful acceptance test of the equipment and after 12 months from the date of

installation of the equipment at the branch) should also be indicated for the purpose

of determining lowest bidder, the cost and AMC charges of the machines for three

years shall be taken into consideration. Although the Bank intends to purchase Note

Sorter Machines, Loose Note Counting Machines, Coin counting Dispensing/Vending

machine and Electronic Fake Currency Detector for branches in phased manner. The

Bank reserves the right to place the order with one or more vendors.

2. Prices quoted subject to fluctuation of rupees against foreign currencies will not be

acceptable.

3. Prices quoted shall remain valid for a period of one year. The Bank however reserves

right to call for fresh quotes at any time during the above period if considered

necessary.

Insurance:

The Note Sorter Machines, Loose Note Counting Machines, Packet counting machine, Coin

counting Dispensing/Vending machine and Electronic Face Currency Detector should be insured

against all risks at your cost till the date of installation and acceptance of the machine.

Annual Maintenance Contract/Service Support:

Direct after sales service support should be provided on site at each of the Note Sorter Machines,

Loose Note Counting Machines, Coin counting Dispensing/Vending machine and electronic Fake

Currency Detector installation branch for a minimum period of warranty plus the AMC period from

the date of installation. If the machine cannot be made serviceable within a period of 24 hours,

vendor should provide a standby machine free of cost at site. Engaging services of third party

(including your subsidiaries/associates/sister concerns etc.) by you for providing such support will

not be acceptable. Under AMC, the Engineer from the supplier company should visit the Branch

where the machine shall be installed at least once a fortnight. AMC rates quoted shall remain

valid for a period of 3 years on expiry of warranty period of one year AMC shall be payable at

yearly intervals in advance. The AMC will cover the entire equipment inclusive of any consumable

Stress Test:

The machine shall have to undergo a stress for 3 days. The machine shall be used by our staff in

the presence of your representative. Once the performance of the machine is found technically

suitable for use at our Bank based on the final number of packets/bundles branded/strapped by

the machine and other parameters as specified in Part-A – Technical bid then only the tender for

your financial quote shall be called.

Payment Terms:

1. Bank will not pay any advance.

2. The machine should once again undergo a stress test after installation (in addition to

earlier stress test at the branch where machine is to be installed) for 7-8 hours for a

period of 15 days at the Branch. The payment would not be released if the Note

Sorter Machines, Loose Note Counting Machines, Coin counting Dispensing/Vending

machine and Electronic Face currency detector fail to perform satisfactorily for a

period of 15 days from the date of installation and until such time it is

rectified/replaced. Therefore, 100% of the consideration will be paid within 30 days of

successful installation.

3. Bank Guarantee of a first class Bank for an amount equal to 20% of the cost of the

machine before releasing 100% payment shall have to be furnished against

satisfactory/rated performance. The Bank guarantee shall be initially for a period of

one year and subject to renewal of the discretion of the Bank and on such terms as

may be acceptable to the Bank.

Penalty:

1. The machines shall at all times, be kept in efficient running conditions by regular

preventive maintenance, immediate replacement of defective parts, etc. A penalty of

2% of the AMC per day will be charged, if not attended/problem solved within 48

hours of receiving the complaints.

2. Consumable: The requirement of the consumable (i.e. paper Polymer band/strap) will

depend upon actual use of the respective Branches) but the vendor shall furnish a

Bank guarantee for uninterrupted supply of consumable for a minimum period of 2

years. The date of manufacturing of the paper polymer band/strap shall have to be

printed on the tape spool. However, it will not be binding on the Bank to purchase the

paper/polymer band/strap from the Vendor approved for supply of machines.

3. Delivery period of the machines should be as per the LOI/Purchase Order,. Bank

reserves the right to cancel the purchase order, if the vendor fails to deliver the

equipment within the stipulated period. In the event of such cancellation, the Vendor

shall not be entitled to any compensation. Penalty @ 1% of the cost will be charged

per week or part thereof for delay in supply of machines. This amount of penalty so

calculated shall be deducted at the time of making any payment after successful

conduct of the stress/acceptance test.

4. Please note, the quote will be considered only in case the vendor gives his written

compliance with all the above terms and conditions along with Part-A – Technical

Bid, as under.
