A. Introduction

Braun Intertec Corporation was retained by the Minnesota Pollution Control Agency (MPCA) to conduct a

pre-demolition Hazardous Materials (HazMat) Survey/Inspection of the Former Gary’s Furniture property

located at 109 Main Avenue East in Frazee, Becker County, Minnesota (the Site). The Assessment,

Cleanup & Redevelopment Exchange System (ACRES) Property ID is #210341. The general scope,

methods and procedures for the HazMat Inspection were described in the Sampling and Analysis Plan

(SAP) prepared by Braun Intertec dated March 28, 2016, which was approved by the MPCA and U.S.

Environmental Protection Agency (EPA) Region 5.

The HazMat Inspection Activities were completed per our Professional and Technical Services Master

Contract (SWIFT Contract No. #63181; Purchase Order 3000016982) under the Minnesota Targeted

Brownfields Assessment Program (MNTBAP). MNTBAP Program is administered by the MPCA and is

funded from 128(a) assessment money provided by the EPA (Cooperative Agreement #RP-96529808).

Braun Intertec completed an initial HazMat Inspection of the Site, the results of which were presented in

a report dated June 30, 2016. Following issuance of the report, the MPCA authorized follow-up sampling

at the Site which was conducted in August 2016 and included additional sampling of floor tile from the

on-site buildings and destructive sampling of the train car located at the Site. The results of the follow-up

sampling have been incorporated into this “revised” HazMat Inspection Report.

B. Scope of Services

The general scope of services for the HazMat Inspection included:

Visually examine accessible areas and identify locations of suspect asbestos-containing

material (ACM), lead, polychlorinated biphenyls (PCB), mercury, and other miscellaneous

hazardous material.

Collect and analyze representative bulk samples of materials suspected of containing

asbestos.

Conduct limited lead-based paint testing of painted surfaces suspected of containing lead.

Document the various materials' current conditions and ACM quantities.

Generate a final report documenting the sample locations, analysis results, conditions, ACM

quantities and recommendations.

C. Site Description

The Site located at 109 Main Avenue East in Frazee, Minnesota. The building consists of multiple

individual buildings connected through doorways. The building consists of a single-story wood, metal,

concrete block and masonry structure with three individual basements. There are six individual (but

connected) buildings that were constructed between 1900 and 1906, and encompasses 17,700 square

feet. The typical interior finishes include sheetrock/joint compound, plaster, floor tile, lay-in ceiling

panels, vinyl sheet flooring and carpet. A railroad train car is located within the lower west showroom of

the buildings. The exterior of the buildings has wood and metal siding with an asphalt roof shingle, rock

and tar, and rubber membrane roof system. The buildings were vacant and unoccupied at the time of the

inspection.

D. Results

D.1. Asbestos

Seventy-eight bulk samples were collected from the site buildings on May 26, 2016 and June 1, 2016. The

samples were submitted to EMSL Analytical, Inc. (EMSL) in Plymouth, Minnesota for analysis. The follow-

up sampling was conducted on August 22, 2016 and included collection of several floor tiles (Sample No.

35 and 36), and a floor tile sample from within the train car (Sample No. 56). These additional samples

were submitted to EMSL for asbestos analysis using the Polarized Light Microscopy (PLM) method.

D.1.a. Asbestos-Containing Materials

The following is a summary of building materials found to contain greater than one percent asbestos

(asbestos-containing materials by regulatory definition).

2-foot by 4-foot ceiling panels with pinholes and fissures located in the east showroom

contained 2% chrysotile (asbestos).

Brown adhesive associated with the wood wall paneling in the east showroom contained 5%

chrysotile.

Tan adhesive associated with the foam insulation in the east showroom contained 8%

chrysotile.

Black adhesive associated with the wood wall paneling in the east showroom contained 6%

chrysotile.

Troweled ceiling texture located in the basement of the east showroom contained 3%

Chrysotile.

9-inch by 9-inch brown floor tile located in the middle showroom contained 8% chrysotile;

the associated black felt mastic was non-detect.

9-inch by 9-inch black floor tile located in the train car (underneath the carpet) contained

12% chrysotile; the associated filler, tar paper, and brown/tan mastics were non-detect.

Residual air-o-cell pipe wrap located in the center wall of the middle showroom basement

contained 75% chrysotile.

12-inch by 12-inch green floor tile located in the upper west showroom contains 12%

chrysotile; the associated black/tan/brown mastics were non-detect.

12-inch by 12-inch tan floor tile located in the upper west showroom contains 12%

chrysotile; the associated black mastic was non-detect.

Sheet flooring with cobblestone pattern located in the upper west showroom bathroom

contained 35% chrysotile.

Pipe wrap around the 8-inch air duct pipe located in the upper west showroom basement

contained 40% chrysotile.

9-inch by 9-inch brown floor tile contained 6% chrysotile, its associated mastic was non-

detect.

Tar flashing (black), located in the west warehouse former roof line contained 15%

chrysotile.

Tar flashing (black), located on the roof contained 6% chrysotile.

Tar flashing (black with white surface) contained 10% chrysotile.

Table I, included in Appendix A, lists individual functional spaces of the building, the suspect materials

identified in that functional space, whether the suspect material was identified by analysis to be an

asbestos-containing material, an estimated amount of each suspect material for the functional space,

and includes condition, assessment categories and hazard ratings based on subjective observations made

by our representatives.

Table II, included in Appendix B, lists the homogenous material sample numbers, sample locations,

suspect material descriptions, and the analysis results for each sample. This table summarizes the results

from the Bulk Asbestos Laboratory Report, which is included in Appendix D. A sample location map is

attached in Appendix E.

Bulk asbestos analysis was conducted in accordance with the Environmental Protection Agency's (EPA)

Method 40 CFR, Chapter 1, Part 763, Subpart F, and Appendix A (7/1/87 Edition).

D.2. Lead-Based Paint

Testing of limited building components for lead-based paint was accomplished utilizing a Niton XL X-Ray

Fluorescence (XRF) field portable analyzer, Model No. XLP303A - Serial No. 22287, equipped with a

40-milocurie CD-109 source - Serial No. TR2026, installed on December 29, 2011.

Analysis decision-making protocols were based on compliance with the United States (US) EPA and

Minnesota Department of Health (MDH), which consider any x-ray fluorescence (XRF) result of 1.0

milligram per square centimeter (mg/cm2) or greater to be “lead-based paint”.

Table III, included in Appendix D, lists the sample numbers, sample locations, component descriptions,

XRF field results, and the paint condition for each sample. No “lead-based paint” was detected on the

limited building components tested.

A visual inspection for miscellaneous regulated waste materials that require separate handling and

disposal prior to disturbance during building demolition was also performed as part of this assessment.

E. Discussion

E.1. Asbestos-Containing Materials

E.1.a. Friable ACM

The following asbestos-containing materials are classified as friable materials according to EPA 40 CFR

Part 61 National Emission Standard for Hazardous Air Pollutants (NESHAPs):

2-foot by 4-foot ceiling panels with pinholes and fissures located in the east showroom

contained 2% chrysotile.

Residual air-o-cell pipe wrap located in the center wall of the middle showroom basement

contained 75% chrysotile.

Pipe wrap around the 8-inch air duct pipe located in the upper west showroom basement

contained 40% chrysotile.

Sheet flooring with cobblestone pattern located in the upper west showroom bathroom

contained 35% chrysotile.

Troweled ceiling texture located in the basement of the east showroom contained 3%

chrysotile.

The above friable ACMs were observed to be in damaged and significantly damaged conditions at the

time of our assessment. Friable ACMs are to be removed prior to disturbance by demolition in

accordance with applicable state and federal regulations.

E.1.b. Category I Non-Friable ACM

The following asbestos-containing materials are classified as Category I non-friable materials as defined

by EPA NESHAPs:

9-inch by 9-inch brown floor tile located in the middle showroom contained 8% chrysotile, its

associated black felt mastic was non-detect.

9-inch by 9-inch black floor tile located in the train car (underneath the carpet) contained

12% chrysotile; the associated filler, tar paper, and brown/tan mastics were non-detect.

chrysotile.

Black adhesive associated with the wood wall paneling in the east showroom contained 6%

chrysotile.

Tar flashing (black), located in the west warehouse former roof line contained 15%

chrysotile.

Tar flashing (black), located on the roof contained 6% chrysotile.

The above Category I non-friable ACMs were observed to be in good to significantly damaged condition

at the time of our assessment. Category I non-friable ACMs are not considered a hazard unless cut,

drilled, sanded, or otherwise abraded. However, any Category I material that may become friable during

demolition must be removed prior to that activity. Category I materials in good condition may be left in

place for demolition. However, if left in place, the crushing or recycling of demolition debris is strictly

prohibited. In addition, all demolition debris containing Category I materials must be disposed of at a

landfill specifically permitted to accept this type of waste.

E.1.c. Category II Non-Friable ACM

No Category II non-friable ACM as defined by EPA NESHAPs was identified during the inspection.

E.2. Lead-Based Paint

No lead-based paint was detected by the limited testing conducted. The U.S. OSHA Lead in Construction

Standard 29 Code of Federal Regulations (CFR) 1926.62 applies to all situations where employees are

engaged in the disturbance of lead-containing coatings, regardless of the quantity of lead involved.

Therefore, any XRF result above 0.0 mg/cm2 is considered “lead-containing coatings” in order to be in

compliance with the OSHA standard. Demolition of the building may involve disturbing lead-containing

coatings. Contractors should be informed of the presence of lead coatings and that they will be required

to comply with the OSHA lead standard.

E.3. Miscellaneous Regulated Waste

In the case of building renovation/demolition, any of the miscellaneous regulated waste items listed

in Section C.3 that will be disturbed, must be removed prior to disturbance and must be recycled or

disposed of in accordance with state and federal guidelines.

F. Limitations

In any building, the potential exists for hazardous building materials to be located inside walls, above

ceilings, under floors, and other inaccessible areas. Destructive investigation was performed in an

attempt to locate hazardous materials in inaccessible areas of the building. However, it was not feasible

to inspect 100 percent of these areas. Also, the potential exists for hazardous materials to be found

outside the building buried underground. Braun Intertec cannot be held responsible for the presence of

any such hidden materials. In the case of building demolition, contractors involved in the project should

be made aware of this potential. If previously unidentified suspect hazardous building materials are

exposed during their activities they should be sampled and analyzed for content prior to any disturbance.

In performing its services, Braun Intertec used that degree of care and skill ordinarily exercised under

similar circumstances by reputable members of its profession currently practicing in the same locality.
