Simplification – direct payments• Simplification of common agricultural policy is difficult.

• Bureaucracy and administrative burden cause stress for farmers. They are afraid of mistakes and sanctions.

• The simplification should take place on farm-level.

• Farmers think that simplification means more complicated system• payment entitlements, greening, permanent pasture…

Sanctions• Farmers understand the need for controls and sanctions. Use of

public money has to be controlled.

• We are all humans and make mistakes. One mistake can be devastating for farmers economy.

• In order for sanctions to be understood they need to be:• Understandable• Fair and proportionate

Cross compliance - Sanctions • Cross compliance and the heavy control system is a huge

bureaucratic burden for farmers and authorities.

• The sanctions should be understandable, fair and proportionate.

• Farmers should be sanctioned only once for one mistake, not multiple times in different support systems.

Constantly changing surface area of parcels

• Most commonly asked question: The field is the same as it has been for years but my aids got cut. WHY?

• Parcels in Finland are small, uneven, shadowed by forest and it seems that they are constantly changing in size.

• It is an unnecessary burden on administration and farmers alike and it is immensely irritating.

• Please take into account the conditions in Finland.
