ownership, reclamation land, and floating settlements;

2. Conduct land mapping validated by public participation and

involvement of local communities;

3. Improve institutional capacity by providing legal certainty on the

status of collective ownership;

4. Apply democratic principles and rules of law by protecting equal

rights;

5. Encourage the transparent and accountable financial system

through e-budgeting, e-monitoring, and e-government;

6. Support local government to organize land, building, and

infrastructure assets;

procedure in the financial planning;

11. Provide updated data and information of urban areas;

12. Implement consistency in spatial plan and disaster map;

13. Implement good governance from local to state government;

14. Increase the involvement of stakeholders in urban

development through urban forums;

local government in slum upgrading programs;

5. Improve the effectiveness of affordable rental apartments;

6. Priority to land preservation to ensure the quality of raw water;

7. Innovate technology in water infrastructure;

8. Integrate cross-sectoral policies;

9. Improve the effectiveness of infrastructure asset management;

10. Implement the Transit Oriented Development (TOD) concept;

11. Develop mass transportation system;

12. Strengthen the local wisdom;
