0. Basic figures

• Roma are habitants, not migrants, consisting 3,2/7% (census/estimate) of the population• 70% are unemployed (80% of women!)• 80% living in deep poverty• Almost 30% living in poor segregated settlements, 40% living with 3 generations• Undereducated: high rate of school drop-out, 2/3 finish their schools in secondary vocational education• 2-3x higher fertility rate than other Hungarians• 32,4% are under 15, just 4% above 60• Life expectancy at birth about 8-10 years shorter

1. National Social Inclusion Strategy (NSIS) 2011-2020

• Aims to reduce inequalities in Hungarian society and enhance the integration of disadvantaged groups including the Roma.

• A strategy focusing on the Roma, but not exclusively for the Roma.

European background: • During the Hungarian presidency in 2011 one of the goals was to

reinforce the role of EU in Roma inclusion and enhance cooperation • Declaration: the inclusion of the Roma is of common EU interest• EU Framework of Roma strategies (COM(2012) 226): national

measures aimed at Roma inclusion have to fit into the national reform programs to contribute to the objectives of the EU2020 Strategy

2. Related strategies

• 2003: “The Public Health Programme of the Decade of Health” (main goal: increase life expectancy by 3 years within 10 years)• 2005: Decade of Roma Inclusion Strategic Plan (2005-15, mission: to accelerate Roma integration and reduce inequalities)• 2011: Semmelweis Plan for the Rescue of Healthcare (values: health is a fundamental right, self responsibility, focus on Roma, villagers, poor and people with disabilities, complex actions)

3. Improving health status of the Roma

• Programme to fill all basic healthcare positions also in the

most disadvantaged micro regions (DMR; family doctor and

preventive nurse), aim to include Roma cultural mediators

enhancing Roma participation in private health development

programmes

• Programme to establish local Health Development Offices

(HDO): targeted at about 2/DMR (under implementation;

currently a project, but later included in the health budget)

• Programme to enhance mental health

3. Improving health status of the Roma

• Vaccination programme

• The ongoing complex settlement programmes (with housing,

education and employment elements) include health

development actions as well (HDOs)

• Research programmes in the social dimensions of health

inequalities resulting in practical suggestions

• Main difficulties: to accept health as a horizontal value with

decisive social, employment, housing and educational

factors besides medical health
