1 ASSESSMENT STRATEGY

1.1 Assessment Model

The external assessment will be conducted through a written examination that tests both theory and practical skills. The assessments will be paper based and use will be made of a computerised simulation system. The assessment tools and marking of the assessments will be conducted by a panel of experts selected from the recognised community of practice and nominated by industry. Assessments will be done on a decentralised bases at registered assessment sites. Assessments will be done on scheduled dates twice per annum.

1.2 Qualification Outcomes

1.3 Assessment Standards

There will not be any phase tests only one final test when all the modules have been completed.

Ability to conduct risk assessments in process operations and identify appropriate actions to deal with deviations and mitigate risks.

Given a range of descriptions of typical process operations indicating the types of equipment, processes and materials the candidate will be able to:

a. Describe a typical hazard identification and risk assessment system and process and indicate how this system is applied at the candidates work site;

b. Identify all the hazards given in the scenario and explain what actions must be taken to mitigate the associated risks

Ability to describe and explain the legal, organisational and moral responsibilities of all stakeholders regarding the personal health, safety and environmental conditions in areas where minerals are being processed/beneficiated.

a. Identify and describe all the relevant stakeholders that have specific responsibilities regarding occupational health, safety and environment in a typical mineral processing operation;

b. Describe the key regulatory responsibilities of each of the stakeholders;

c. In detail describe the responsibilities of a process controller;

d. Identify and describe the processes for enforcing regulatory and organisational requirements and indicate the consequences of non-compliance.

Ability to describe the role, importance, type, frequency and process of conducting inspections in a process operation.

a. Define and explain what is meant by inspections and indicate the purpose and importance of conducting the different type of inspections.

b. List the different types of inspections that a Process Controller must do;

c. Explain the process that must be followed when conducting one of the inspections.

Ability to explain how all safety, health and environmental information and requirements must be communicated, reported, enforced and what actions must be taken to deal with deviations, defects, incidents and accidents

a. List the sources of occupational health, safety and environmental information and indicate what kind of information will come from each of the sources;

b. Given a range of typical health, safety and environmental information the candidate will be able to explain the implications of the information and indicate how it will be dealt with.

OUTCOME 2: Apply generic metallurgical concepts and principles in a mineral processing/beneficiation operation

Ability to interpret and explain typical mineral processing/beneficiation process flows

Given a range of schematic process flows of mineral processing operations the candidate will be able to:a. Identify the types of equipment indicated on the

flow diagram;b. Read and interpret the flow of material through

the processes.

Ability to execute the fundamental scientific calculations required in a typical process operation

Given data relating to typical metallurgical operations the candidate will be able to carry out typical calculations using a scientific calculator.

Ability to describe the fundamental operating principles of the mechanical equipment and processes relevant to typical mineral processing/beneficiation operations.

Given description, photos , video material and/or sketches illustrating various pieces of basic equipment used in the metallurgical processes the candidate will be able to;a. Identify and name the equipment;b. Describe the purpose of the equipment and

OUTCOME 3: Applying appropriate process controlling and management principles and practices

Ability to use computerised process control systems to monitor and control mineral beneficiations processes, deal with deviations and respond to emergencies.

Given a simulated process control system and various conditions relevant to the range of different process operations (Coal, Gold, Diamonds etc.), the candidate will be able to:a. Interpret a range of basic alarm conditions and

initiate the appropriate corrective/preventative actions;

b. Access and navigate between the various sections of the given plant;

c. Check plant status/integrity at various stages of the operation according to the given specifications.

Ability to apply leading practices for effective control room administration

Given scenarios relating to typical activities in a process control environment and all the required documentation, the candidate will be able to:a. Complete the required documentation and log

books;b. Access the control system and extract the

required reports;c. Input the required data into the system;d. Describe the required communication that must

be handled by the control room;e. Ensure the ongoing operation of the plant.

Ability to identify changes and adjust the process accordingly.
