PROMOTING PEACE & COMBATING EXTREMISM

The promotion of peace and integration are key aspects of M inhaj-ul-Qur’an. P eace and tolerance is MQI’s major objective and the organization has vigorously pursued this from its very inception. The founder, Dr Muhammad Tahir-ul-Qadri understands Islam to be a religion of peace, love, co-existence, tolerance, human dignity, veneration of human life and a charter of jus tice and equality for mankind. Dr Qadri decided to pursue and establish the path of peace through nurturing and the establishment of comprehensive education systems. From the very beginning, MQI has promoted the concepts of inter-faith harmony, inter-community integration and coherence for the greater happiness of mankind.

M inhaj P eace and Integration Councils (MPICs) are an important forum of MQI; these have been es tablished all over the world where MQI has its organizational s tructure. These forums arrange ac tivities and produce literature to encourage the Muslims living there as a minority to integrate into the hos t societies and become a useful part of the wider community. MPICs also organize activities to help inc rease mutual understanding and strengthen bonds between member of all religious and ethnic groups to help towards community cohesion and harmony.

I t is of particular note that most major Islamic religious organizations modified their position in respect of extremism, killing of innocent c ivilians and suicide bombings only following the ‘9/11’ Twin Tower attacks, prior to which their s tance on such atrocities was often vague or muted or in some cases even supportive, if tacitly so. In contrast, the position of Dr Q adri and M inhaj-ul-Quran has been c lear from the beginning. He has communicated most emphatically the message of Islam – peace, love, tolerance and co-existence – to human society around the globe. He has countered the ons laught of extremism against the intellectual and conceptual fronts of Islam not in the spirit of antagonism or anger, but at the level of erudition, scholarship and rationalism.

Dr Q adri was the first prominent Islamic scholar to unequivocally condemn the 9-11 attacks, and dec lare them totally inhuman and un-Islamic. He was a very vocal c ritic of the Tailban even before they formed the government in A fghanistan. He was among first to condemn Saddam Hussain’s invas ion of Kuwait. H is worldwide s truggle against extremism has continued ever since, and reached a c limax with the announcement of his now famous 600-page ‘Fatwa against Terrorism and Suicide Bombing’ in March 2010 in London, which was followed by the first UK anti-terror youth camp in A ugust 2010 at Warwick University UK, followed by his lectures on the true concept of Jihad at George Town University and the United States Institute of P eace, Washington DC in December 2010.

Shaykh-ul-Islam Speaks at the American Institute of Peace Dated: 10 November 2010

Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri delivered a special lecture on “Islamic Concept of Jihad” at the US Institute of Peace on November 10, a prestigious think-tank. The audience comprised senior scholars, doctors, professors, engineers, policy makers and opinion leaders etc. Shaykh-ul-Islam who

Shaykh-ul-Islam speaks at Georgetown University in Washington DC

Following the successful anti-terrorism fatwa in March 2010, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Q adri was invited by renowned scholar Professor John Esposito to speak at Georgetown University at the P rince A lwaleed Bin Talal Center for Muslim-Christian Understanding.

P rof John Esposito introduced Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri and invited him to speak to an audience which included US-government officials, cadets from US Army, Navy and Air Force as well as academicians, policy makers and representatives of various organizations and agencies. Dr Tahir-ul-Qadri speaks at World Economic Forum's Annual Meeting 2011 in Davos

Dr Muhammad Tahir-ul-Qadri has said that terrorism has adversely impacted the economies of the developing and the developed countries. Terrorists have no religion. The phenomenon of terrorism has not appeared suddenly out of nowhere. Rather it has evolved through the phases of radicalism and extremism and terrorists are used as fodder for the cannons of the masterminds of this evil. He said that there are five phases through which terrorism passes. Radical and conservative attitudes are ideological in nature and give birth to militancy and terrorism.

A ccording to the press statement issued by the Directorate of Media, Dr Muhammad Tahir-ul-Qadri expressed these views while addressing the annual meeting of the World Economic Forum in Davos. International Mawlid-un-Nabi Conference 2011 under MQI

The 27th annual Mawlid-un-Nabi Conference, the biggest event of its kind in the Muslim World, was held under the banner of M inhaj-ul-Quran International between the intervening nights of 11th and 12th of Rabi-ul-Awwal (February 15, 2011) at the historic M inar-e-Pakistan and Romford London. International Mawlid-un-Nabi Conference 2009 under MQI

The 25th Annual Mawlid-un-Nabi (S.A.W) C onference was held at the historic Minar-e-Pakistan on March 9 , 2009 under the aegis of M inhaj-ul-Quran International. The main highlight of the programme was the keynote speech of Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri. Shaykh as-Sayed Muhammad Bin Ahmad Bin Ali al-Noori al-Madani, the special Servant at the Shrine of the Holy P rophet (S.A.W), presided over the Conference. Sahibzada Hassan Mohi-ud-Din Qadri, president of MQI Supreme Council, and Sahibzda Hussain Mohi-ud-Din Qadri delivered speeches in A rabic and English languages respectively. RELIGIOUS MODERATION

Minhaj-ul-Qur’an is playing an active and significant role in the promotion of moderate Islam all over the world. It is the objective of Minhaj-ul-Quran to fight the conservative interpretation of Islam especially amongst the western Muslim youth. From the very beginning the founder of Minhaj-ul-Quran, Dr Tahir-ul-Qadri has consistently presented a model of Islam espousing the universal values of the unity of mankind, inclusion, tolerance and love of humanity and condemning all forms of extremism, radicalism and terrorism. The very reason why organization of Minhaj-ul-Quran was founded was in order to counteract religious radicalism and extremism. Dr Qadri has achieved this through travelling throughout the world, delivering lectures in mosques, community centres and universities, promoting moderate Islam and teachings against religious conservatism. Dr Qadri is spearheading a world-wide revival of Sufi meditation and practice, and he is arguably the world’s most influential proponent of Sufism if one considers the sheer number of his followers throughout the world and the exposure of his teachings through the media, especially via satellite and cable channels. Minhaj-ul-Qur’an Lahore currently hosts the biggest spiritual gathering that is traditionally held during the last ten days of the Islamic month of fasting – Ramadan – outside the Islamic holy cities of Makka and Madina, and certainly the largest based on Sufi doctrine. Similar such annual gatherings, albeit on a smaller scale, are held in Minhaj-ul-Qur’an centres throughout the world, along with other regular gatherings in the Sufi tradition. In the UK, for example, Dr Qadri presides and delivers an annual lecture and spiritual training programme for young Muslims, the Al-Hidayah Annual Spiritual Retreat. Notably, the main followers of Dr Qadri are the younger Muslims in most parts of the world.

Sixth Annual ‘al-Hidayah 2010’ held in Britain

Dated: 07 August 2010

The ‘al-hidayah 2010’ which attracted around 1500 young Muslim men and women from across the UK, Europe and North A merica, was held at the University of Warwick on 7 th, 8 th and 9th of A ugust , 2010 with the aim to de-radicalize and spiritualize the Muslim youth. The UK’s first Anti-Terror Camp, as described by the western media, was organized by Minhaj-ul-Quran International UK and every partic ipant paid £200 to participate. Al-Hidayah 2009 - Warwick University, UK

M inhaj-ul-Quran International and Muslim Youth League UK organized a three-day annual “Al-Hidayah Youth Camp” at the University of Warwick, which was attended by more than 1200 participants, both boys and girls, from across the world. The participants s tarted arriving at 9 a.m. on A ugust 8, 2009. A fter the computerized verification of all delegates, they were issued passes. Renowned Syrian scholar, al-Shaykh As`ad Muhammad Sa`id as-Sagharji, delivered the firs t lecture to the participants on the subject of “Discipline & Morality”. Text of joint Communiqué adopted at All-Pakistan Mashaykh Conference

The participants of A ll-Pakistan Mashaykh C onference comprising religious scholars, intellectuals, spiritualists and Mashaykh, organized by Minhaj-ul-Quran International on March 3 , 2009, agreed that prac tical s teps needed to be taken to foil the attempts aimed at debunking the peaceful message of Sufis and promoting anti-mysticism ideologies in the wake of present national and international s ituation.

The participants showed their complete consensus over the following points in the joint communiqué:

1 . The C onference condemned terrorism and extremism in all its forms and manifestations taking place anywhere in the world including P akistan and it was resolved that Sufis & Mashaykh would play their role in promoting Islam’s message of love, peace and brotherhood throughout the world.

2 . The participants vowed to work out a reformation s trategy for all chains of spiritualism and for res toration of ‘Khankahi’ system.

3 . I t was dec ided to establish Mysticism Research Centre aimed at responding to the objections raised against the Sufis and promoting the mystic teachings in the light of teachings of past mystics and spiritualists.

4 . The conference also decided to es tablish religious centres in all the Mazars and ‘Khankahs’ and the ins titutions which are run by MQI would make arrangements for special meetings of Sahibzadgans and respected P irs.

5 . The conference vowed to take practical steps in order to do away with negative traditions, cus toms and excesses in the convents. A supervisory committee comprising effective and influential Mashaykh would also be established in this regard.

6 . A C ontact Group comprising religious scholars and spiritualists would be established to oversee the implementation of the above-mentioned aims and objectives.

7 . The conference also decided to bring into mainstream those centres of Ahl-e-Sunnat, which were working for promotion of education and imparting of training individually.

8 . I t was also resolved to formulate such a comprehensive syllabus for revival of ‘khankahi’ system as makes it easier for the general people to follow the teachings of Sufis.

9 . I t was also decided to hold workshops for imparting training and education to the people associated with Shrines, Darbars and other religious places.

10 . The participants decided to establish good, s tandardized libraries in order to meet the need of references and research.

11 . I t was also decided to establish groups of Dhakkir & Durood keeping in view the system of training of different spiritual chains.

12 . The conference decided to promote Dawa work based on reformatory and preaching ways of Sufis in shrines and Darbars. Special arrangements for education and spiritual training of women would be made and priority attention would be given to the problems of people.

Dr Muhammad Tahir-ul-Qadri’s keynote address at “National Peace Conference”

Dated: 09 April 2009

A ddressing the participants and leaders of different political and religious parties who attended the “National P eace Conference” held under aegis of M inhaj-ul-Quran International on April 9 , 2009, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri said: “Islam is a religion of peace and harmony. There is no need to es tablish it here as the Quranic injunctions and 1400-year history of Muslims are c lear evidence authenticating this reality. The Holy Quran has equated the killing of one person with the killing of entire humanity and protection of one person with the protection of entire humanity.

The Conference agreed upon issuing the joint communiqué comprising the following salient points. 1. The C onference s trongly condemns the unending activities of terrorism in P akistan including the

suic ide attacks. I t declared all the elements involved in these inhuman and barbaric activities anti-Is lamic and anti Pakistan. The conference takes exception to the anti-state elements responsible for terrorism in the country and expressed firm resolve to continue condemning all the terrorist ac tivities by all means and at all levels and declares persistent struggle against terrorism till its total elimination from the homeland.

2 . The conference intensely and deeply condemns the perpetual Drone attacks in the Pakistani territory. They are an assault against the independence and integrity of P akistan, sheer violation of the UNO charter and the wors t example of s tate terrorism.

3 . The C onference s trongly condemns the ever-increasing open interference in the internal affairs of P akistan, the s tatements being issued against P akistan and its various institutions particularly ISI and conspiracies to link up P akistan with terrorism.

4 . The world powers are warned that the Drone attacks are direct interference and these and other such negative measures are causing promotion of terrorism and c reating sympathy for the terrorists. I t is demanded against this perspective that if the world powers and international forums are s incere in eliminating terrorism then this practice should stop forthwith.

5 . Pakistanis are peace-loving and long for peace all over the world. They have always condemned terrorism in the world severely and strongly. They can never even imagine of aggression against any country or doing it any harm. Liking P akistan, therefore, to terrorism is most sad and deplorable. The P akistani nation has been rendering its sacrifices against terrorism persistently s ince 1980. No one can find its example in the world. The cursed propaganda against Pakistan is, therefore, s trongly condemned.

6 . The Government of P akistan seems to have failed completely in handling terrorism and its elimination. I t is therefore s trongly demanded that the Government should take immediate s teps to implement the following suggestions put forth by the National P eace Conference to make possible an advance towards the immediate and solid solution of the grave problem the nation is so dis tressingly facing:

i. The Drone attacks must be brought to an end immediately through all the diplomatic resources, friendly countries, and other world forums and organizations.

ii. The anti-terrorism measures and cooperation by the Government with the world powers in A fghanistan in war against terrorism must be made conditional with complete termination of Drone attacks.

iii. The current apologetic foreign policy based on helplessness must be replaced with an independent foreign policy based on equality, national honor and self-esteem.

iv. The P akistani embassies in foreign countries should be activated. The Government should appoint competent and patriotic people in its foreign missions. P akistan should also give a befitting reply against the condemnable and negative propaganda against her and her various ins titutions.

v. Ins tant measures need to be taken in a daring but wise way after making a meticulous action plan to expose, at international level, the foreign elements involved, especially a neighboring country’s hand in the wors t type of terrorism in P akistan.

vi. The free movement of terrorists and all means of their logistic support must be intervened and ended by deploying the s tate machinery timely and effectively.

vii. Foolproof arrangements be made to protect and safeguard the terrorists’ possible and easy targets like government institutions, religious and public places and gatherings and the security and safety of common man; his life and property must be guaranteed, ascertained and ensured.

viii. The political measures and related methods should be adopted to eliminate terrorism from the country, ins tead of us ing military power and operations.

ix. Measures should be taken on priority to eliminate unemployment, ignorance and poverty from the backward areas of P akistan, especially the tribal areas.

x. Measures are also required to be taken on priority for political s tability in Pakistan, free judic iary, s tability of institutions, regard and esteem of constitution and one another’s mandate, removal of dearness and price-hike, provision of immediate and low-cost jus tice and

elimination of every shape and form of oppression and exploitation. This will make possible the removal of all the factors responsible to generate terrorism.

xi. C ircumstances are being created in the provinces of Frontier and Baluchistan that pose a threat to the very Federation of P akistan. The Government must unveil the conspiracies in this regard and immediate steps be taken to put an end to these conspiracies.

xii. A National Policy for the E limination of Terrorism be formulated in the light of these suggestions and proposals; the entire nation be taken in confidence and measures be initiated to enforce such a policy.

7 . Bes ides the Government, the entire nation in general and the influential and elite c lasses of soc iety in particularly including the lawyers, religious scholars, politicians, journalists, intellectuals, teachers, traders, and other organizations should play there respective role effectively in bringing the terrorist tendencies to end.

8 . The media should play a responsible role towards elimination of terrorism. The publicity, broadcast and telecast of such programs and news should, therefore, be avoided, as it may encourage some form or kind of terrorism. Media is required to keep the national interest, solidarity and good name prior.

9 . The Government, the NGOs and the welfare organizations engaged in rehabilitations and support of the families and people fallen victim to terrorism should play their role most effectively and achieve instant results.

10 . The elimination of terrorism and safety and security against terrorism must be declared No. 1 priority and all necessary measures in this regard be taken immediately. A ll the classes of society need to play their role in this regard in the most effective manner.

11 . The National P eace Council was established to diagnose the causes of terrorism, the reasons of its prevalence, determine its reinforcing internal and external elements, precisely delineate a national program for its elimination, and devise methods for its effective implementation. Terrorism and Suicide Attacks' the Video Press Conference of Dr. Tahir-ul-Qadri

Is lam does not permit, under any c ircumstances, the massacre of innocent c itizens, terroristic explosions and suicide bombings. The continuous carnage and s laughtering of people, suicide bombings against innocent and peaceful communities, explosions at mosques, shrines, educational ins titutions and businesses; the destruction of government institutions, buildings, trade centers; attacks on defense training centers, embassies, transports systems and other institutions of c ivil soc iety; all these acts are grave violations of human rights and constitute kufr, disbelief, under Islamic law. The founder and patron in chief of M inhaj-ul-Quran International, and C hairman of P akistan A wami Tehreek, Shaykh-ul-Islam, Dr Muhammad Tahir-ul-Qadri issued his detailed edict (fatwa) today, consisting of 200 pages, while addressing a press video conference from Canada.

Describing the background of his edict he said a terrible wave of terrorism has been maligning P akistan in particular, and Muslim and non-Muslim nations in general, for the las t many years. There is no doubt that, while Muslims as a collective entity condemn, resist and fight terrorism, and do not accept even its remotest possible link with Islam, unfortunately there are some people who remain quiet on the is sue, s ilence taken as a tacit approval of such atrocities. INTER-FAITH RELATIONS MQI has been at the forefront of inc reasing understanding, and s trengthening bonds between different faiths and religions. MQI’s message of tolerance and universal brotherhood and love is being propagated by MQI centres throughout the world, with interfaith partnerships and friendships being extended to all major faiths, and exchange visits organised involving places of worship, whether belonging to Muslim, C hristian, Jewish, Sikh or H indu denominations. A ll centres of MQI are open to any members of any religious denomination to worship in. Dr Tahir ul Qadri is the Chairperson of the Mus lim-Christian Dialogue Forum in Pakistan, another body within MQI that has bishops and prominent members of the C hristian communities as members. MQI arranges Christmas programme at its centre around the globe every year. MQI took the unprecedented step of allowing Christians to worship inside the Minhaj-ul-Quran Mosque, in March 2002, a bold and symbolic gesture in recognition of the right of freedom of worship of C hristians and their friendship with members of the Islamic faith.

First Milad ceremony in the Baptist Church in the sub-continental history

Minhaj Education Society (MES)

The progress and advancement of any country depends upon the educational and literacy level of its

populace. But unfortunately in spite of passage of 60 years since Pakistan came into existence, our

literacy rate is awfully low. Our country stands at 178th position from the literacy point of view. The ratio

of primary education of many other countries of South Asia is far better in comparison to that of

Pakistan. For example, Japan, Sri Lanka and South Korea have 100% ratio, while Indonesia has 90%,

Thailand 96%, Iran 95%, India 78% and Bangladesh 62%. According to international definition of

UNESCO, our literacy rate is not more than 26%.

The above-mentioned data is worrying for every Pakistani. What is more painful is the fact that while

the world is pursuing various ways and means for increasing the literacy rate, our government has been

In these circumstances, Prof Dr Muhammad Tahir-ul-Qadri launched a grand educational project at five

different levels in January 1994 with a view to equipping more than 10 million people with knowledge.

Minhaj Education Society was established with this purpose. Today, by the grace of Allah Almighty, the

Minhaj Education Society (MES) with 572 schools under its banner, is busy discharging its duty for

national development through spread of education and awareness. In addition to the formal education,

special effort is made at the Minhaj Schools System to make people a useful part of society by furnishing

them scientific, professional and technical guidance. These educational institutions operating in the

country are providing welfare to the people, replacing the darkness of ignorance with light of knowledge

so that individuals should be made effective citizens of society.

Women’s Development and Empowerment

Minhaj-ul-Quran was probably the first Islamic organization in P akistan to formally permit the involvement of women and positively encourage their involvement in all its activities. The organization has a separate wing for women of all ages, and the women coordinate this wing independently and with full freedom.

This allows them to feel empowered and organize their activities with full confidence, and provides them with the opportunity to develop their skills and abilities in order to take a full and active part in their wider society. The women’s wing of M inhaj ul-Qur’an has thousands of members and holds cultural, spiritual and educational events and fes tivals, to which they invite various intellectuals, politicians, prominent guests from society or government officials.

Women from M inhaj-ul-Quran are now taking part in welfare and humanitarian projects in P akistan and abroad; political activities; TV and radio broadcast projects to highlight their rights and promote religious moderation and spiritual endeavour; social and cultural projects, interfaith dialogue conferences, different educational projects as well as self-development and character building events.

SOCIAL WELFARE & HUMANITARIAN DEVELOPMENT

Founded by Dr Qadri in 1989, MWF has grown to be a major provider of aid and relief in P akistan and is now beginning to extend its ac tivities the world over. MWF has responded to emergencies in A fghanistan, Bangladesh, Bosnia, Kashmir, I ran, India, Kosovo Palestine, among many other countries, providing much needed relief aid in the form of food, water, medicines, c lothing, and shelter.

MWF is also investing in long-term solutions to restore livelihoods in underdeveloped areas and help the survivors of disasters rebuild their lives.

Mass marriage ceremony of 23 couples held under Minhaj Welfare Foundation

P rice hike and rising inflation have made it impossible for the common man to live a respectable life, leave alone marrying off one’s offspring especially daughters, as it involves arrangement of huge dowry. In these circumstances, M inhaj Welfare Foundation, under the dynamic leadership of Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri, has been making efforts from time to time to lessen the hardships of poor parents who do not have enough resources to marry off their beloved daughters. Mass marriage ceremonies held under the banner of the Foundation have become its prominent feature. O ne such ceremony of mass marriages, whereby 23 couples tied the knot, was held in the vas t playground in front of the C entral Secretariat of MQI on April 12, 2009. Central Amir of MQI, Sahibzada Faiz-ur-Rahman Durrani presided over the prestigious occasion. The marriage processions were given red carpet welcome upon their arrival in the venue, which was beautifully and befittingly decorated. Mrs Quratulain Fatima, daughter of Dr Muhammad Tahir-ul-Qadri, attended the function on special invitation.

MWF Faisalabad organizes a collective marriage ceremony for 25 couples

Given the present level of hike and escalating cost of living, it has not been possible for parents to marry off their daughters. In these dire c ircumstances, M inhaj-ul-Quran Welfare Foundation has s tarted a grand project of collective marriages under the leadership of Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri. A prestigious marriage ceremony of 25 couples was held in Gulfishan Colony, Jhang Road, Faisalabad, under the banner of M inhaj Welfare Foundation, which was presided over by the Dis trict A mir of MQI Haji Muhammad Rasheed Qadri. The ‘Barats’ were received with traditional fanfare, and rose petals were showered on the participants on their arrival. Relief and rescue activities of Minhaj Welfare Foundation

In accordance with the instructions of Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri, M inhaj Welfare Foundation (MWF) is carrying out relief and rescue operations in the worst ever flood of the country’s his tory. The hundreds of workers of MWF are busy in the relief activities in the flood affected areas. Shaykh-ul-Islam had set up a Flood Relief Fund with an allocation of 200 million rupees, out of which 5 million rupees were donated by the MQI chapters inside P akistan, while the foreign branches of MQI contributed 15 million rupees to the Fund. MWF has established camps in the flood affected areas for the rehabilitation of the affec tees.

Dr Muhamamd Tahir-ul-Qadri cancels Itikaf 2010 for the help of flood affectees

In the wake of unprecedented floods that have wreaked havoc across Pakistan besides rendering 20 million people homeless and causing damages of billions of dollars, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri has declared to cancel I tikaf 2010. The I tikaf has been held annually for last 20 years under the banner of M inhaj-ul-Quran International, which is attended by thousands of people. He ordered thousands of the prospect participants of I tikaf and workers of MQI to dedicate themselves wholeheartedly for the welfare of the flood stricken people. He also declared to donate Rs. 30 million, which were to be incurred on holding I tikaf, for the flood victims. Dr Muhammad Tahir-ul-Qadri also ordered the workers, and associates of MQI to spend ten days of I tikaf and the Eid Day with the flood affec tees. He said that those who would serve the victims of the wors t ever natural calamity would get reward from A llah Almighty.

Relief activities of Minhaj Welfare Foundation Faisalabad for flood victims

The recent floods of P akistan have broken all previous records. More than 20 million people have been displaced and property, c rops, infrastructure and livestock worth billions of dollars have been des troyed. The relief operations of M inhaj Welfare Foundation are in full swing for rehabilitation of the flood vic tims. MWF (Faisalabad chapter) is also at the forefront of these relief operations. 29 truckloads of relief goods worth Rs. 12 million have been dispatched to Muzaffargarh, Layyah, Karor Lal Esan, Rojhan, Jhang, and Rajanpur by M inhaj Welfare Foundation. Engineer Muhammad Rafique Najam, Nazim of MQI Faisalabad, is supervising the entire operations. 80 camps have been set up in the Faisalabad city alone with the central camp established at Dar-ul-Uloom Nooria Rizvia, Gulberg A.

MES launches Minhaj Tent School in Noshehra & Akora Khattak
