Introduction & Acknowledgements This program document will guide the design of new and renovated facilities improvements for Minden High School. Funding is the result of a January 2004 bond election for capital improvements and a 1/2 cent sales tax for capital improvements / maintenance approved by voters in the Minden School District of the Webster Parish School System. Information in this document is the result of input from the previous and current Webster Parish School Board; previous and current School Board Administration; Minden High School administration, faculty and staff; the Minden United School Improvement Committee (MUSIC) organized by the Board for the first bond election attempt; and the committee organized by the Board and South Webster Chamber of Commerce that recommended and promoted the successful election that will fund school improvements. At the direction of Superintendent Butch Williams, Project Manager Leonard Mack and Principal Morris Busby organized a series of faculty & staff meetings with MHSM Architects to discuss specific ideas and requirements for functional areas. Teacher and student surveys were conducted and several groups of faculty and central office staff traveled to other districts in Louisiana and Texas to learn and test ideas. Information from these meetings is reflected in the this document. Goals & Overview Form: The Minden High School Project will revitalize or renew an existing campus in the historic heart of the Minden Community. The appropriate response to residential context around the campus is important. The renewed campus should place emphasis on the pedestrian experience by excluding cars from the center of the campus. The buildings should be of permanent construction that enhances the neighborhood and provides a source of pride for Minden. The project classifies as a “green building” due to the reuse of the existing campus. The energy savings of embodied energy due to reuse places the project in this category. The goal is to apply reasonable energy conversation measures to enhance the projects status as ‘green architecture”, “sustainable design” and “smart growth”. Function: The high school design should take advantage of existing facilities when practical. The campus has limited area for building construction on high land. Demolition of some facilities will be necessary to take better advantage of available land and to improve campus functional efficiency and safety. The connection of the east and west sides of the campus through the low elevation portion of the site should be an enjoyable pedestrian experience. The circulation thru the building should provide indoor and outdoor gathering places that are easily supervised and inviting for students. Portions of the campus will be used by the public for after school functions. These areas should be located to be welcoming to the public and allow for other areas of school buildings to be secured. Building design should provide flexibility, respond to innovation in teaching methodologies and accommodate technology. Economy: The needs established in this program exceed the budget established for this project. As the project advances through schematic design and design development priorities should be reevaluated to determine a final scope of work for the high school improvements. Long term operational savings and durability of construction materials should not be compromised in a manner that results in less than a quality project. Time: The project will require phasing of construction to allow the school to be operational during construction. Improvements should be accomplished in as few phases as possible. Initial discussions and concept sketches project two phases.

Operations & Management Classrooms should be flexible and allow for a variety of furniture configurations. Linda Shalaway has written book that includes the linked excerpt on Classroom Organization: The Physical Environment. “Warm, well-run classrooms begin with the room's physical layout — the arrangement of desks and working space, the attractiveness and appeal of bulletin boards, the storage of materials and supplies.”

The existing school site is approximately 22.5 acres located 2 blocks north of Minden’s historic downtown main street and is surrounded by residential property. The residential neighborhood to the east of the property is mostly well maintained and contains many older quality homes that are important to the historic fabric of Minden. The public library is in a historic building located approximately 3 blocks to the east of Minden High School and has in recent years expanded. Other neighborhood areas around the campus are in need of improvement and / or replacement. Approximately 65% of the site is located in a flood plain that divides the site into high land areas that are approximately 20 to 30 feet above the low area. Slopes along the east and west hills range from 1’ vertical for 2’ horizontal to 1’ vertical for 6’ horizontal. Low areas of the campus are appropriately used for recreation (football, track and tennis) and provide a green space with great view potential for buildings located on higher ground. The higher ground on the east side of the campus is approximately 5.5 acres and the west side approximately 2.5 acres. Existing buildings total approximately 123,000 square feet for an average attendance of approximately 900 over the last few years. The east side of the campus includes a two story 1920’s building that replaced an earlier school structure to the east of its current location; a 1950’s two story classroom building with attached cafeteria, auditorium, band, choir and consumer / family sciences buildings; and a 1980’s library addition. The buildings are separated from the remainder of the campus by drives and parking. The configuration of buildings and parking result in awkward land use and areas of the site that are difficult to supervise. Improving land use efficiency is necessary to accommodate additional programmed facilities and will likely require demolition of some structures to improve functional and operational facility design. Also included on the east side are several metal buildings that house agriculture and technical programs. These programs should be located more integrally in the school complex and of more permanent construction. The current metal building structures detract from the campus and neighborhood as well as adding to the inefficiency of land use. Four houses adjacent west of these buildings are recommended for acquisition to add to the contiguous campus land. Located on the west side of the campus is a 1950’s two level gymnasium building that includes dressing rooms for all sports and functions as a field house for the football program. Also included in this facility is a small natatorium with a pool that is no longer suitable for use. This facility will continue in use and should be refurbished and renovated as funding permits. Connection to the east campus and to football / track fields should be investigated as part of the design process.

Site Improvements Site improvements will include the following based on budget limitations and priorities for spending: • Removal of all shed and metal building structures that detract from the campus
environment and are in poor condition. Where possible consolidate the uses of these buildings into new structures to provide increased efficiency and reduced maintenance.
• New and improved parking lots on existing property. • Expanded parking on newly acquired property around the campus. • Landscape (including irrigation system) and site amenity improvements that provide
outdoor gathering places for students. Replace sidewalks and coverings that connect the east and west sides of the campus as current structures are in poor condition, stairs do not comply with current codes and sidewalks are in poor repair.
• Improvements to the hill to prevent erosion and improve ability to maintain. • Refurbish the existing football stadium to include the following:
• Clean and paint steel support structure and reinforce structure where rust is severe.
• Refurbish or rebuild the press box and provide HVAC. • Explore options to consolidate toilets and concessions for home and visitors
and for renovation or reuse of the area under the west side seating. • Consolidate yard equipment and track equipment in location that does not
detract from pedestrian use of the site. Consider as part of a new building that includes concession and toilets.
• Look at an alternate to install additional seating in the existing concession area at mid field of the home side.
• Look at potential improvements on both east and west side seating for code improvements, accessibility and enhancements to improve maintainability.
• Rework field and install new irrigation system. • Improve drainage ditch below west side grandstand to control erosion. If
funding is available install culvert to connect to culverts north and south of the open ditch. This improvement will expand use of the site. Look for additional funding sources for this improvement.
• Resurface existing track. The City of Minden will make improvements to the existing culvert under the track field to address sinkholes caused by the holes in the pipe. Repair or replace cracked concrete stepped seating area located on the hill east of the track.
• Separation of bus traffic and vehicular areas on site. Improvement should include covered walkways for bus loading. Concepts include one way traffic on the east side of the property.

Site Design Concepts The Minden High School site is unique in its topography and its location in the heart of Minden. Development of the site should take advantage of the natural features as an asset that distinguishes Minden High from other schools. Site design should also enhance the potential for reinvestment in the surrounding neighborhood as a strategy to improve campus security. Appearance and maintenance of the campus plays an important role in student and community pride in schools. A site that is organized and inviting will be more secure with minimal places to hide and easy to visually supervise. Emphasis within the campus on pedestrian preference with no drives or parking separating campus buildings enhances security and the academic environment. This design strategy improves security for students and discourages traffic that does not belong on campus. Fencing should be considered a last resort as the message to the community is “keep out” and to students that “you are locked in”. The idea of “community schools” is growing and site design considerations include the use of certain school facilities during non-school hours.

Alternative Site development concepts included maintaining the 1922 building shell and building a new building inside the masonry walls. The additional costs of this option over new construction requires additional grant funding of approximately $1.2 million. Removing the 1922 building allows improved functional efficiencies shown on the previous page. Connecting the High school campus to open space to the north can provide future growth for recreation. The pedestrian linkage could extend to the Lowe Alternative School and to the fairgrounds where the high school baseball team currently practices and plays games

Site Analysis Existing 1938 Gym / Fieldhouse building (2) is a sound structure that can be better utilized with new planned gym and support. The area around this building can accommodate a more efficient parking lot design. Access to the stadium is is awkward. Explore possible options for improving access for home and visitor sides. The small wood frame buildings should be replaced and consolidated. Storage buildings conflict with public entry in the stadium and track. Consider alternatives for equipment storage. Lighting for the football field should be relocated behind the bleachers. Property on the East side of Richardson could be a location for parking. The WPSB is in the process of acquiring some of these parcels for potential use as parking. Care should be taken to buffer parking from adjoining residential properties. Connecting the east and west sides of the campus can be improved. Properly designed the connection will encourage more parking on the west side. Drives and parking through the site currently are obstacles to a more secure pedestrian campus. Building 3, constructed in 1958, is at elevation 244’. The top of the hill at elevation 230’ is the maximum area for new construction on the east side of the campus. Building 1, the 1922 construction , has been evaluated for possible reuse if grants add to the construction budget. Current structural evaluations recommend demolition. West Union Street connects the site to Main Street and establishes an axis that is a good location for a public entry to a new building. Land acquisition along College and McIntyre will improve campus development and provide suitable locations for parking to serve the campus. Metal buildings for industrial arts present a negative image for the campus and should be demolished. These programs should be better integrated into new building design.

City storm water flows south through the low area of the campus. The low area is within the flood plain of the drainage creek. under the stadium an open ditch is unsightly and a hazard. Explore the possibility of a box culvert or other improvement that will improve site utilization. The drainage is in a box culvert under the remainder of the site, however it is in poor repair and has been the source of ink holes in the track field. Electric & telephone utilities are serviced overhead from the perimeter of the site and power appears to be available from all sides of the site. There are a number of utility poles scattered through the campus that add to the visual clutter that should be address in new and renovation construction.

General Building Considerations 1. Buildings should be arranged to minimize vehicular traffic through the site to provide a more secure pedestrian oriented campus environment. 2. 2. The New Design Handbook for School Food Service includes checklists and design standards for school kitchen and cafeterias. Additional information is available from the National Food Service Management Institute.
3. Kitchen separated from dining area with pass thru refrigerators and warmers to serving areas. 4. Current Dining area is approximately 2,400 s.f. with seating for approximately 200 and is supplemented with outdoor dining and serving. The current kitchen
is approximately 1700 s.f. including support areas. The total existing cafeteria is approximately 5,300 s.f. serving approximately 800. 5. The new cafeteria is planned to serve 1,000. Concepts explored should include a food court scenario and a traditional food line. Both concepts should
incorporate a prepackaged line, 2 hot meal lines and a serving window for outdoor dining. 4 cashier stations with each concept. Serving time is based on an average of 8 people per minute per line requiring 32 minutes to serve 1,000 people. Dining areas can be anticipated to turn over 2.5 times during the lunch period with interior seating capacity of 350 and exterior seating capacity of 60.
6. Noise control should be considered in placement of kitchen and dining and in material selections to absorb sound. Consider a background music system to mask sound and chairs with glides that minimize noise from sliding chairs.
7. Finishes should be durable and easy to clean. Quarry tile is not preferred. Terrazzo is first preference followed by sealed and waxed concrete flooring.

Facility M.E.P. Systems Mechanical
Site Utilities Building services to be served by site utilities include natural gas, domestic cold water, sanitary drainage, storm drainage and fire sprinkler water systems. The specific utility requirements and services will be coordinated based upon the actual site and utility conditions. Domestic cold water shall be connected in a metered connection to the existing public mains and extended to the building. Sanitary sewerage system drainage shall be gravity run to the existing municipal mains. Storm drainage will be a combination of surface and subsurface drainage. Roof drainage system of the building shall tie into catch basins which will also provide drainage for parking lots and open areas. Fire sprinkler main shall be connected to the public water supply with separate main to the building. Air Conditioning, Heating and Ventilation The following are relevant considerations to be considered in the design of the HVAC systems for the new buildings:
• The public areas of the building are expected to be in occupied operation 50 to 55 hours per week. • Temperature in classrooms, offices and common spaces should be maintained between 68°F and 75°F while the building is in operation. Night
setback temperatures shall be 55°F and 80°F. • Areas of the building are divided into air handling unit zones based on the similarity in the usage of space, time of use, and thermal loading.
Separate air distribution systems shall serve the auditorium, cafeteria, classrooms, offices, etc. Each classroom area shall have individual room temperature control.
Due to its high energy efficiency, a variable air volume (VAV) system is proposed for individual space and zone control. Two types of VAV systems are being considered:
1. VAV with downstream hydronic (hot water) heat 2. VAV with downstream electric heat
An economic analysis between the two options based on current utility rates will be utilized to determine the most cost effective system type. Hydronic or electric heat at the VAV terminal boxes will provide heating for each zone. The airside of the HVAC system shall consist of central station variable air volume (VAV) air handling units with terminal boxes for zone airflow and heating control. The proposed air distribution system from the air-handling units (AHU) is a single duct system. The AHU's shall be modular draw-thru units consisting of a mixing box, preheat coil, ultraviolet light section for air and coil cleaning, chilled water coil and fan section. Each AHU will produce 55°F air to the single duct system for its respective area. Supply air distribution system will consist of oval or spiral round ductwork and will conduct the cooled supply air to the individual VAV boxes. Each box will modulate the amount of air to the space based on space temperature setpoint. As the cooling load is satisfied, the air valve will close. The air valve will continue to close until the minimum airflow setting for the box is reached; if the space temperature continues to fall, the heating coil at the

Facility M.E.P. Systems VAV box will warm the air to maintain space temperature and avoid overcooling. The main supply and return ducts, VAV boxes, and hydronic piping will be located for ease of access and maintenance. When air valves at the VAV boxes close and open, the pressure in the ductwork increases and decreases, respectively. A pressure sensor in each main branch of the duct system will sense the changes in duct pressure and signal the variable frequency drive (VFD) at the air handler fan motor to vary the system air flow by speeding up or slowing down the fan. This sequence will reduce fan energy consumption and minimize the energy penalty for overcooling and/or reheating. The building exhaust system will consist of a general exhaust system serving public toilets, janitor closets, etc. through central systems with roof mounted exhaust fans, and individual exhaust fans for any fume hoods in science classrooms. The air handling units will be located in mechanical spaces strategically positioned throughout the building. Multiple areas of the building (classrooms, offices, toilets, etc.) will require constant ventilation airflow during occupied time periods to maintain minimum ventilation rates as dictated by current codes. During unoccupied periods, these areas can reduce both their supply and ventilation airflows to conserve energy. Control of the main air handling and hydronic systems as well as the individual zones shall be by electronic direct digital control devices tied to a main energy management, building automation system. The building system can be tied into a district-wide energy management system. In order to generate the cooling medium required by the building, air or water-cooled water chillers will be incorporated using two chillers. The new chiller, pumps and auxiliary equipment will be located in a mechanical room in the back of the building. Insulated piping systems will distribute chilled water to air handling units throughout the building. If the project includes air conditioning for the 1938 gym / field house building a separate system will be used to avoid piping cost from the central plant for the east side of the campus. This will likely be a split system with outdoor condensing units. Plumbing • Plumbing fixtures will consist of water closets and lavatories at toilets, work sinks and janitor’s sinks and water coolers. Emergency eyewash or showers
will be provided where required in science classrooms. • High efficiency natural gas-fired water heaters will be utilized to produce domestic hot water at 110OF for general use and 140OF water for the cafeteria
kitchen. • All exterior cold water, hot water (including recirculating lines), and roof drain leaders within the building shall be insulated. • All flat roof areas of the new building shall be equipped with roof drains, and overflow scuppers. Roof drain leaders should run within the building and a
new site tie-in made as described under Site Utilities. • Natural gas will be piped to laboratory workbenches where desired. Each science lab will have an emergency gas shut-off button to allow the teacher to
stop the gas flow to the lab during an emergency. • Science classroom waste piping shall be routed separately from the general building waste piping and shall be piped through a neutralization basin prior to
entering the municipal sanitary sewer system.

Facility M.E.P. Systems Fire Protection • A complete wet system as defined in NFPA 13 will be provided for the entire building. Each zone and riser will be provided with a shut-off valve and flow
and tamper switches. • If the municipal water pressure is not sufficient, a fire pump will be required to provide the flow and pressure mandated by NFPA. Electrical Power Distribution • Site electrical power shall be derived by overhead high voltage utility mains adjacent to the site. High voltage primary service shall drop underground and
extend to a pad mounted distribution transformer located adjacent to the building. The 480Y/277 volts secondary service shall enter the building at an electrical room near the transformer location. Power shall be 480/277 volts, three phase 4-wire for building distribution.
• Building electrical power shall be derived from the main distribution panels and be distributed to sub-distribution points throughout the building. Lighting shall generally run at 277 volts with transformers and distribution for receptacle power at 120 volts. Small rooms will be provided at various locations for panels to provide cost effective power distribution.
• Consideration shall be given to concentrated use of computers and computer-similar equipment. Distribution devices shall be specified to handle the normally occurring high harmonic currents found in such areas.
Lighting • The building shall be equipped with an energy management system, which will be used, through control points, to switch the public area lighting so that,
only at those times required, are the public areas illuminated. • Exterior and interior lighting will be designed to provide a comfortable and durable installation based on building architectural design criteria. Classrooms
will be combination direct / indirect fixtures utilizing T-5 lamps. Corridor lighting will also utilize indirect lighting with some areas designed for display. Day lighting will be incorporated as an energy savings and indoor environment consideration.
• All lighting shall be designed in accordance with minimum light levels as recommended by the Illuminating Engineering Society of North America. Power Outlets and Electrical Connections • General-purpose duplex receptacles will be provided in all places inside the building as governed by Code and good design practices. Outlets willl be
spaced so that the building may be maintained without the use of extension power cords longer than 25’-0”. Reel type outlets will be utilized in industrial arts areas, ag labs and possibly in classrooms. Classrooms will be wired for ACTIVBoards or equal with ceiling mounted LCD projectors. These devices may be added in the future based on budget constraints.
• Receptacles for dedicated computer and computer server use, telecommunication equipment and other electronic equipment shall be “isolated ground” type.
• Each interior receptacle located within 6’-0” of a source of water shall be the “ground-fault-interrupter” type.

Each classroom will have a telephone equipped with an intercom or a traditional. • A main telecommunications area will be provided. Downstream satellite distribution backboards will be provided. Telephones and data outlets at the user
location shall be a combination of category 5 data cable and category 3 voice communications cable. • The category 5 system shall be capable of supporting local area computer networks. • Wireless hubs will also be part of planning for internet connections. Central Clock • If requested by Webster Parish Schools a correcting master clock system with correctable indicating clocks located at various points throughout the
building will be designed. Fire Alarm System • A fully supervised addressable fire alarm system will be provided. Device spacing will be in accordance with State Fire Marshall template based on
lumens output. Energy Conservation • Mechanical system design, service water heating design and electrical and lighting design shall be in accordance with the Louisiana Commercial Building
Energy Code. Security Systems • Security systems will be evaluated through the course of designing the project. Perimeter control points and camera locations are likely to be part of this
system. The assistance of a special consultant provided by the WPSB will be needed to finalize these requirements. Phasing construction will require renovation of the existing swimming pool structure as an open plan classroom for 4 classes of approximately 28 students. After construction this room will be amulti-purpose room for ROTC, cheerleaders, dance line, wrestling or other uses that could have spectators on the existing seating risers. A split system air conditioning system will likely be used for this and other spaces that receive air conditioning in the old gym.

Budget Site acquisition Property purchased for parking. Priorities for purchase are: 1. Houses
at the south end of the high school property at the corner of College and McIntyre (±120 parking), 2. Land south of College from the High school (±110 parking) and 3. Demolition Demolition includes the 1922 building, portions of the of the 1953
building and library addition, miscellaneous wood frame buildings for the track and football field, and the industrial / ag metal buildings.
Site improvements Paving includes new and existing asphalt drives and parking (± 300
spaces). Refurbishment of the home side stadium and press box; new concession and storage building; resurfacing the existing track; sidewalk improvements along the top of the hill to the west side of new construction; new covered walk to connect the east and west campus buildings; drainage improvements under the home side grandstand; and landscape and irrigation. The final scope of site improvements will be based on budget priorities and may not include all of the described work .

Summary Minden has chosen to invest in renewing the Minden High School campus to serve the education needs of the community for the future. The decision to improve existing school sites recognizes the importance of the historic center of town to the long term economic health of Minden. It is a progressive direction that classifies the project as a part of “smart growth” and “sustainable design” or “green Architecture”. Approximately two thirds of the site is flood prone. This portion of the site is appropriately used for sports fields. The low area divides the campus into east and west portions of the campus suitable for buildings The existing collection of buildings have been added over decades. Buildings and parking placement have contributed to the current environment that is need of reorganization and an overall master plan. This program document represents the functional space requirements and demonstrates the inadequacy of the existing buildings to accommodate future education needs of the Minden community. To make most efficient use of the site and improve the image of the campus several buildings or portions of building will require demolition. In summarizing this program document there are several statements that should shape the design of a renewed Minden High School: Form: The appropriate response to residential context around the campus is important. The renewed campus should place emphasis on the pedestrian experience by excluding cars from the center of the campus. The buildings should be of permanent construction that enhances the neighborhood and provides a source of pride for Minden. Building design should incorporate reasonable energy conversation measures to enhance the projects status as ‘green architecture”, “sustainable design” and “smart growth”. Function: The high school design should take advantage of existing facilities when practical. The connection of the east and west sides of the campus through the low elevation portion of the site should be an enjoyable pedestrian experience. The circulation thru the buildings should provide indoor and outdoor gathering places that are easily supervised and inviting for students. Portions of the campus will be used by the public for after school functions. These areas should be located to be welcoming to the public and allow for other areas of school buildings to be secured. Building design should provide flexibility, respond to innovation in teaching methodologies and accommodate technology. Economy: The needs established in this program exceed the budget established for this project. As the project advances through schematic design and design development priorities should be reevaluated to determine a final scope of work for the high school improvements. Long term operational savings and durability of construction materials should not be compromised in a manner that results in less than a quality project. Time: The project will require phasing of construction to allow the school to be operational during construction. Improvements should be accomplished in as few phases as possible.
