CAGAYAN DE ORO CITY - The next set of elective public officials are to face graver problems relating to environment and basics, based on the most recent study conducted by Xavier University’s Kinaadman Research Center.

Kinaadman’s Astr id Lara Sinco said the study has specified such envi-ronmental problems, as on solid waste management,

waste water management, river-related problems and sea cleanliness.

The respondents identi-fied the problems on basic services, as peace and or-der, health and economics.

As to peace and order, the study specifically listed theft and robbery; illegal drugs and solvent; pros-titution; police visibility; barangay tanod presence; and group conflicts.

The problem on health is grounded on Philhealth membership; sanitation brought about by poor

drainage systems; and toilets.

Local governance came out in terms of traffic, road management, implementa-tion of laws, corruption and problems relating to public markets.

Food security problem was also identif ied in relation to unemployment resulting in inadequate food on the table.

The research was con-ducted in Districts 1 and 2 of Cagayan de Oro, with each having 300 respon-dents.

The study was aimed at having stronger formation, greater societal engage-ment and help for a better administration, said Dr. Hilly Ann Quiaoit of the XU Research and Social Outreach (RSO).

It also sought to gener-ate opinion among local electorates, in terms of concerns that incom-ing public officials and political parties need to address. (with report from Mark Anthony Dedoyco and Marie-Zil Malinao/EOR/PIA10)

“FIRST of all, the public must be informed that it was me, personally, who en-dorsed my nephew Janella, to become part of our local party slate. Papaano yon mangyayari na isinama ko sa aming partido tapos hindi ko kakausapin?”

“May mga litrato at video na makaka-pagpa-tunay na tinanggap ko ng mainit ang aking pamang-kin, simula sa nomination process sa loob ng Partido Magdiwang hanggang sa kasalakuyang kampanyang halalan. I hope Janella, Sena-tor Jinggoy’s daughter, will

shed light on this, because I have proof that I never snubbed her.”

“At sana naman, si Sena-dor Jinggoy, bago maniwala sa mga kathang-isip ng mga political operators sa media, ay magtanong na din muna, kung hindi nya gusto na direkta sa akin, ay sa mga taong andun mismo sa proclamation rally sa San Juan tulad ng aming ama na si Pangulong Erap na andun mismo.”

“Honestly, I am get-ting tired of this so-called Jinggoy-JV rivalry.

METRO Manila mobile telecommunications sub-scribers perceive Globe Telecom services to be su-perior when it comes to 4G offerings and fast internet using a cellphone, prompt-ing the telco company to dispute its competition’s sweeping and misleading self-declaration of being the “better network.” Based on a brand health study conducted recently by Nielsen, an indepen-dent research firm, among

the questions asked were hinged on brand perception, which included “the brand that is a leader in 4G,” “the brand that has the biggest 4G network,” “the brand that was first to offer 4G,” “fast internet downloading using my cellphone,” and “fast internet uploading using my cellphone.” Re-sults show that Globe had a clear and significant edge over its rival on the above-mentioned qualities. In other statements on brand

imagery such as call con-nections and quality, SMS transmission, signal qual-ity, coverage, load sending and receiving, Globe was at parity with competition. Contrary to general-ized claims propagated in late 2012 by its competitor, Globe is actually perceived to be better with its 4G of-ferings such as its leader-ship in fourth generation (4G) technology, better mobile internet services, and perceived to be at par

in a number of significant qualities by Metro Manila prepaid and postpaid sub-scribers based on the results of the survey done through random sampling by face-to-face interviews from September 10 to 30, 2012. According to the inci-dence of prepaid and post-paid ownership among all surveyed users, subscribers with prepaid SIMs within the Globe network are at 96% and 8% postpaid, while almost all of the other net-

work’s subscribers are us-ing prepaid SIMs at 99%. Both Globe and its rival network have almost the same percentage of prepaid subscribers against the total number of customers. In its unsubstantiated claim of being the “better network,” the rival telco overlooked the aspect of 4G superior-ity and fast mobile internet performance, which Metro Manila survey respondents perceive as the strengths of Globe.

Consumer perception: Globe network better than rival “The study validates that a substantial number of consumers actually say that the Globe network is performing well, if not superior, compared to its rivals, even while the test was conducted during the initial rollout of our network modernization program. Unsubstantiated claims of-ten mislead the public, and offers no true benefit either to consumers or to the in-dustry,” said Yoly Crisanto,

ONE of those difficult cases to sometimes give a very definitive diagnosis is that which we call as the Small Round Cell Tumors. They get their name from the way they look under the microscope. There are even instances when special tests like imuno-histochemical studies need to be per-formed on the specimen, just to be able to give the classification of the tumor. A tumor can either be a carcinoma or a sarcoma, depending on their cell of origin. People are more aware of the former than the latter, thus, we get to have more information on the Big C. Sarcomas may not be as common as car-cinomas, but, they are in existence and are as real as the Big C’s.

A sarcoma can either af-fect the bones or soft tissues. I want to limit this article on the soft tissues ( reserv-ing another time for that of

Soft tissue Sarcoma

the bones ). A soft tissue sarcoma can develop from the fat, muscles, blood ves-sels, deep skin tissues, and even the nerves. It is more commonly seen to affect the extremities, like the arms, legs, feet and hands. Just like its counterpart the Big C, Sarcomas can also be benign or malignant. Sarcomas, though of various types, in general, share the same characteristics, produce almost similar symptoms, with nearly similar treat-ment modalities. When the mass or lesion is still small, it may be seen as a lump and is often not given much at-tention. There are instances when, one is alerted only

with the presence of pain or swelling, which, again is taken for granted. It is when the size is big or gets bigger, and the surrounding organs are pressed that a patient then seeks consultation.

Diagnosing the disease will definitely require a thor-ough medical history taking and physical examination. In most instances, there is no known cause and there are types of sarcoma that are hereditary and belong to a spectrum of diseases. Imaging studies like X Ray, CT Scan and MRI are very useful in localizing as well as in monitoring the pro-gression or spread of the sarcoma. But, the most

important tool in arriving at the diagnosis is a biopsy, which can be done through a needle aspiration, tru cut or an open biopsy. Once the sample is submitted for processing and reading, a diagnosis is then given out and treatment options discussed. In sarcomas, treatment usually involves surgical removal of the mass. At times, amputating an arm or a leg can be life saving. I have this particular patient, who was diagnosed with PNET ( Primitive Neuroec-todermal Tumor), which is a highly malignant tumor. She was only 16 at that time and it started as a swelling on her right foot. The par-ents, despite the advise to amputate the affected area, refused to do so. And, it was kind of sad that, after 2 years from the time of diagnosis, that this sweet and beautiful girl died from multiple organ failure: the

times, and a brother is born for adversity” (Proverbs 17:17). “A man of many compan-ions may come to ruin, but there is a friend who sticks closer than a brother. The truth that comes from all of this is a friend-ship is a relationship that is entered into by individuals, and it is only as good or as close as those individuals choose to make it. Someone has said that if you can count your true friends on the fingers of one hand, you are blessed.

EVERYONE has always at least one person to consider a best friend. I for one have friends whom I consider real friends. I say they are real because they become part of who I am today as a person, a man of God. The Bible states this, “Greater love has no one than this, that he lay down his life for his friends. You are my friends if you do what I command. I no longer call you servants, because a servant does not know his master’s business. Instead, I have called you friends, for everything that I learned from my Father I have made known to you” (John 15:13-15). The Lord Jesus Christ gave us the definition of a true friend: Jesus is the pure example of a true friend, for He laid down

Freinship defined

His life for His “friends.” What is more, anyone may become His friend by trust-ing in Him as his personal savior, being born again and receiving new life in Him. David and Saul’s son, Jonathan is an example of true friendship who, in spite of his father Saul’s pursuit of David and attempts to kill him, stood by his friend. You will find that story in 1 Samuel chapter 18 through chapter 20. Proverbs is an-other good source of wisdom regarding friends. “A friend loves at all

A friend is one whom you can be yourself with and never fear that he or she will judge you. A friend is someone that you can confide in with complete trust. A friend is someone you respect and that respects you, not based upon wor-thiness but based upon a likeness of mind. Paul defines true friend-ship this way: “For scarcely for a righteous man will one die; yet perhaps for a good man someone would even dare to die. But God demonstrates His own love toward us, in that while we were still sinners, Christ died for us” (Romans 5:7-8). “Greater love has no one than this, than to lay down one’s life for his friends” (John 15:13). Now, that is true friendship!

Sa akong kaugal in-gong opinyon, a woman should marry the man she

pressing for the open-ing the new airport despite strong opposition from the business sector, particu-larly the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber).

Earlier, Oro Chamber President Efren Uy said “we had to mobilize our network to lobby against the premature opening of the airport.”

On February 15 this year, the Oro Chamber and 31 heads of organizations have passed a joint resolution asking for the deferment of the opening of the Lagu-indingan Airport pending commissioning of necessary air navigational equipment for the public’s safety.

The same resolution prominently mentioned the economic welfare of the city and region, considering that the number of flights will be reduced affecting the transport of goods in and out of Cagayan de Oro.

“The situation is very shocking indeed, as the Civil Aeronautics Admin-istration of the Philippines (CAAP) and the Depart-ment of Transportation and Communications (DOTC) are hell-bent to open the Laguindingan Airport on April 30, without the needed electronic landing facilities,” Mr. Uy lamented.

He noted the apparent refusal of both agencies of government to respect the views of local stakeholders “whose very lives will be at risk, once the said airport will operate.”

The Oro Chamber, he added, is gearing up for another round of strong lobbying and “we will be needing the support of ev-eryone in strengthening our advocacy campaign.”

future. The parochial char-acter of the community – both readers and business groups - is one of the reasons for the early demise of most community newspapers. BusinessWeek Mindanao was an exception. Armed with sheer guts, determination, and faith of the future, the young but visionary entrepreneur Dante Sudaria, the paper’s publisher, ventures along the dark alleys of newspaper publishing where “angels dare to tread.” In less than four years since BusinessWeek Min-danao was off the press on June 8, 2009, it gave birth to four other publica-tions; the “Mindanao News Daily,” a daily newspaper, the “Mindanao STAR,” a bi-lingual newspaper, the lifestyle weekly “Cagayan de Oro Times” and the monthly “BWM Business Magazine.” In so short a time, there emerges the Sudaria Group of Publications, the mother company that now manages

the growing weekly and daily newspapers that meta-morphosed out of the then ambiguous BusinessWeek Mindanao newspaper. And today, BusinessWeek Mindanao accomplished another milestone in the community newspaper in-dustry as it begins a new journey a notch higher. It begins to travel the rough road that “angels dare to tread.” It goes daily! Today, April 8, 2013, marks the day BusinessWeek Mindanao has metamor-phosed into a regional daily business newspaper to be known as “BusinessDaily”. The first of its kind among regional newspapers to ac-complish such feat. From a purely weekly business newspaper, to tri-weekly, and now joining the becoming crowded daily newspaper industry. The Sudaria Group of Publications has definitely defied all odds in the pub-lishing of a successful com-munity daily newspaper in the country. Where the “J-School” believes that community newspapers have to undergo the birth pains before it could take a root of fol-lowers and subscribers, the Sudaria newspapers obliter-ated proven perceptions by trailblazing a new order in newspaper publishing. Of course, the success of community newspapers depends on the patronage of the business group and the political maturity of the readers. Obviously, Pub-lisher Dante Sudaria’s faith of the people of Cagayan de Oro in particular and the patronage of the people in Mindanao in general has finally taken off. The birth of Business-Daily demonstrates the enthusiasm of the people of Cagayan de Oro City and Mindanao to take another step toward an intelligent, enlightened, and informed readership. The road maybe rough and dreadful, but for the Sudaria Group of Publica-tions, and all men behind it, every journey starts with a single step. And now we begin

OZAMIZ CITY -- Gov-ernment off icials with “must-ride status” will be given preferential accom-modation by the Philippine Airlines (PAL) for the May 13, 2013 national and local elections.

These include officials, employees and deputies of the Comelec traveling on official business.

This is stipulated in Comelec Resolution No. 9598 promulgated on Dec. 18, 2012, entitled “Depu-tation of Certain Depart-ments Under the Execu-tive Branch, Government-Owned and Controlled

Corporations and Financial Institutions in Connection with the May 13, 2013 Au-tomated National and Local Elections.”

The same resolution also tasks PAL to direct its officials and employees to effect the immediate ship-ment, delivery and trans-mittal of Comelec cargo and other election matters and perform such other duties and functions which the Comelec may prescribe from time to time.

Meanwhile, Comelec Reso. 9598 has also des-ignated the following gov-ernment agencies under

the Executive Branch as deputies in the forthcom-ing elections:

Department of Educa-tion (DepEd), Department of Finance (DoF), Depart-ment of Transportation and Communication (DOTC), Philippine Postal Corpora-tion (PhilPost), National Telecommunications (NTC) and Telecommunications Office (TelOf).

OZAMIZ CITY – Presi-dent Benigno S. Aquino III has approved Republic Act. No. 10366, granting persons with disabilities (PWD) and senior citizens (SC) exclusive accessibility in polling places during elections.

Entitled “An Act Au-thorizing the Commission on Elections to Establish Precincts Assigned to Ac-cessible Polling Places Exclusively for Persons With Disabilities and Senior Citizens” will finally take effect on July 1, 2013.

A consolidation of Sen-ate Bill No. 3287 and Lower House Bill No. 5509, RA 10366 was passed by the Senate and the House of Representatives on Decem-ber 19, 2012, which begun on July 23, 2012 by the 3rd Regular Session of the 15th Congress.

RA 10366 defines PWD’s as qualified voters who have long-term physical, mental, intellectual or sensory im-pairments, which in interac-tion with various barriers, may hinder their full and effective participation in the electoral processes on an equal basis with others, and the SC’s as qualified voters who are 60 years

or older. Meanwhile, RA 10366

shall ensure that PWD’s and SC’s are able to exer-cise their right to political participation without dis-crimination or restrictions and guarantees their politi-cal rights in line with the concept of the universal design of their right in electoral processes through the following:

Protecting the right of PWD’s and SC’s to vote by secret ballot in elections without intimidation, fa-cilitating the use of assis-tive and new technologies where appropriate.

Ensuring that voting procedures, facilities and materials are appropri-ate, accessible, and easy to understand and use, and guaranteeing the free expression, in the exercise of the right of suffrage of PWD’s and SC’s, allowing assistance in voting by a person of their own choice.

Toward this end, the State shall design systems and procedures that will enable PWD’s and SC’s to register and vote by themselves and tasks the Comelec to render appropriate assistance to them in coordination with government agencies and civil society organizations.
