Elections have come and gone. But the people’s aspirations remain unrealized: we are still country of deep poverty and exploitation. We remain vic-tims of a rotten system lorded over by exploitative local and foreign elites. But there is hope; it is in us, the people. It is in our unity and collective action. It is in our strength and determination to overcome obstacles. It is the hope that unites us in Makabayang Koalisyon ng Mamamayan.

Government data also shows that the share of ag-riculture and manufactur-ing in the country’s gross domestic product (GDP) is steadily declining—mak-ing these sectors a laggard in Southeast Asia.

Meanwhile, the econo-my saw record-high unem-ployment figures despite

registering high growth in the last quarters.

Ibon added that his-torical ly, credit rat ing upgrades have never been seen as a measure of an improving economic situ-ation.

In fact, during former President Arroyo’s time, credit rating agencies also gave the Phi l ippines a stable outlook amid soar-ing unemployment, pov-erty incidence, and social unrest.

According to Ibon, the absence of any positive development in the real economy only further af-firms that such indicator is empty and insignificant to Philippine economy, especially in terms of de-veloping the countr y’s productive sectors and improving job generation and people’s welfare.

THE GARMENTS industry is hurting from the increas-ing cost of doing business in the country, particularly expensive labor and power costs.

According to Marites Agoncillo, executive direc-tor of the Confederation of Garment Exporters of the Philippines Inc. (CON-GEP), labor is the highest cost component in garment manufacturing and is also a major factor that influences decisions in investment locations.

At the moment, opera-tions of most members of CONGEP are concentrated in Regions 3, 4A, 4B and 7 where CONGEP is discuss-ing possible wage flexibili-ties with the Department of Labor and Employment (DOLE). If this is approved, Agoncillo guarantees that about 3,000 workers may be employed.

CONGEP is also agree-able to the two-tier wage system that the DOLE is promoting, she said. The system combines a fixed “floor wage” or entry-level wage for new entrants and low-skilled workers, and a flexible wage above this floor level based on worker productivity and industry or enterprise performance. This may be negotiated between the employer and the workers.

During a recent round table discussion on manu-facturing, she also shared the news about a garment firm that “brought in Coach bags” and in the near future, even shoes, because these products use the “same sourcing and manufactur-ing pattern anyway”, she noted.

and the low utilization of preferential tariff rates by the industry. Exporters are reportedly reluctant to go through the process of ac-quiring preferential tariffs since doing so was

CAMP RODRIGUEZ, Butuan City – A 34-year old driver was arrested by members of the General Luna Municipal Police Station (GLMPS), Surigao del Norte on April 30 this year, by virtue of a warrant of arrest issued by Judge Victor Canoy of RTC Branch 29, Surigao City.

Meanwhile, Palanan said that BEIs and teach-ers on election duties will receive their honorarium fast through their respec-tive bank accounts with the Land Bank of the Philippines (LBP).

With this, BEIs are en-couraged to submit the nec-essary requirements to the City Comelec Office earlier.

court have already been filed by us against gun ban violators,” he disclosed.

This, while consistently informing the political par-ties of the measures being implemented by the Comelec in ensuring smooth conduct of the elections, he stated.

Furthermore, he said that the Precinct Count Opti-cal Scan (PCOS) machines have already arrived and are now stored at the Father Saturnino Urios University (FSUU).

Testing and sealing will be on May 5 for those ma-chines to be used in hinter-land barangays, and May 6 for those to be deployed in the city proper.

Palanan then called on the BEIs to proceed to FSUU for the testing and sealing even as he enjoined the po-litical watchers to witness the testing and sealing processes to avoid complaints during the election day.

BUTUAN CITY – Mem-bers of the Regional Di-saster Risk Reduction and Management Council (RDRRMC-Caraga) have hurdled the Integrated Planning Course Train-ing on Incident Com-mand System (ICS), April 29 to May 3, this year.

Spearheaded by the Office of Civil Defense (OCD) being the chair of the Regional DRRMC, the activity was also par-ticipated in by officers of the city and provincial DRRMs in the region.

OCD-Caraga Regional Director Liza Mazo said the five-day training has somehow enhanced the knowledge and skills of the participants, particu-larly the planning chiefs and unit leaders, in or-ganizing their respec-tive resource, situation, documentation and de-mobilization units.

BUTUAN CITY – The selection committee of the Regional Disaster Risk Reduction and Manage-ment Council (RDRRMC) has started evaluating and validating the entries for the Gawad Kalasag (KAlamidad at Sakuna LAbanan, SAriling Gal-ing ang Kaligtasan) 2013.

RDRRMC Chair and OCD Regional Director Liza R. Mazo, said that on Monday, May6, the committee will conduct a Table-Top evaluation of DRRM Accomplishment Report for CY 2012.

She said the evaluation will be the basis for selec-

tion of regional nominee for the national search.

Other activities related to the regionwide search are the following: May 7 to 10 – RSC actual/field validation; May 14 – RSC final assessment of entries; and May 15 – submission/endorsement of regional nominees to the National Selection Committee.

Gawad Kalasag is the NDRRMCs recognition scheme in its search for excellence on DRRM and humanitarian assistance, initiated in 1998.

It is the mechanism in obtaining sustained com-mitment and support by

recognizing exceptional contributions of DRRM practitioners in strength-ening the resilience and adaptive capacities of na-tions and communities to disaster risks.

It aims to recognize the outstanding perfor-mance of Local DRRMCs, Civil Society Organizations (CSOs) and major stake-holders in promoting and implementing significant DRRM-CCA programs and innovations; and heroic acts of individuals, groups or institutions during nat-ural or human-induced disasters. The bill, first filed in the U.S. Congress in 2009 and then reintroduced in 2011, is expected to be reintroduced to the Congress this year.

If passed, SAVE ACT would give a range of Phil-ippines-made apparel duty-free access to the U.S.

The U.S. imports 70 per-cent of Philippine garments exports.

The Philippines is also seeking to avail itself of the European Union’s Gener-alized Scheme of Prefer-ences Plus (GSP+), an ar-rangement that will allow countries to get more tariff reductions from the EU market from 2014.

To gain GSP+ status, a country must meet two conditions: the non-diversi-fication of exports and low proportions of EU import, and the ratification and implementation of 27 in-ternational conventions on human and labor rights as well as environment and governance principles.

The Philippines has met the first condition but still needs to comply with the second one, noted the paper.

The DTI said it is cur-rently consolidating docu-mentary evidence on the country’s compliance with the 27 conventions.

Some 18 percent to 20 percent of Philippine gar-ments exports goes to the EU.

GENERAL Santos City––Saying it could be the country’s “next Boracay,” movie and television celebrity Kris Aquino expressed interest Thursday of putting up an investment in the famed white sand beaches of Gumasa in the coastal town of Glan in Sarangani province.

Aquino, who joined the cam-paign sorties here of administra-tion senatorial bets re-electionist Senator Francis Escudero and Grace Poe, disclosed that she made some inquiries to possibly acquire a prop-erty along the popular beach strip.

The presidential sister said she is presently looking at bringing in a partner to jointly invest in the development of a resort in the area.

“I think we should promote

more the tourism here because you have a beauti-ful airport and beautiful roads,” she said in a press conference.

Aquino hinted that she has been trying to work out an investment arrangement in Gumasa with Escudero whom, she said, has been “looking for some-thing to procure” for his girlfriend, ac-tress Heart Evangelista.

“I’ve been calling some of my friends (to help out) so we can procure that gift for their first year anniversary,” she said.

Aquino said she was immediately smitten by the pristine white sand beaches of Gumasa during her first visit in the last week of January to shoot her birthday episode for her

daily talk show Kris TV.She added she was spe-

cifically charmed with the beauty of the place, the good food and the amiable folks in the area.

Aquino, who spent some time then at the Ro-sal beach resort, pointed

out that it only takes about an hour and 10 minutes from this

city to reach Gumasa and enjoy its natural

beauty.“It’s less hassle to get there than

going to Boracay,” Aquino said, referring to the world-famous Boracay Island in Aklan.

Aquino said it’s been her “dream” to put up a resort project, noting she has found “the opportunity to make it happen in Gumasa.”

The area hosts seven beach resorts that had been declared by the Department of Tourism as “tourist-ready.”

On May 24-25, Barangay Gu-masa’s seven-kilometer beachfront will take anew the center stage as the main venue of the 8th Sarangani Bay (SarBay) Festival.

Around 70,000 local and for-eign tourists are expected to join the SarBay fest, which is dubbed as the “biggest beach party in the country.”

RIGHT, TOURISTS MEAN MORE JOBS: Better employ-ment opportunities, and more regular and stable source of income for Filipi-nos. These, undeniably, are what fancy beach resorts, like those which can be found in the various islands that make up El Nido in Palawan, have been giving to many of our countrymen, especially the natives and residents of El Nido and its nearby towns of Taytay, San Vicente, and Roxas.

Because of this, I hope the Aquino government

Kris Aquino is right: tourists mean jobs

will try to draw in more tourists to places like El Nido and Taytay. In this regard, media personality and presidential sister and probable 2016 presidential candidate Ms. Kris Aquino is absolutely correct, and on the right track. If she can help bring in more tour-ists, as she said in General Santos City the other day, that will mean more work for our countrymen, and she will certainly be fondly remembered for this.

NIDO RESORTS SIMPLY BREATHTAKING: If given

the opportunity, Filipinos should aspire to visit the different island resorts in El Nido, especially those owned and operated by Ayala Land Inc. These re-sorts are bound to take one’s breath away, with world-class amenities and first class facilities, as well as pristine beaches unspoiled by mechanical development, and water that is so clear that one can see the bottom of the sea, even if it is colored blue and green. I can say that El Nido beaches are far better than the beaches of Phuket, Thailand and even of Boracay.

HOUSE BET, BATS FOR HIGHER WAGES: On the occasion of Labor Day last May 01, 2013, Cebu City North District congressional bet Junex Doronio vowed to press for significant wage increases for ordinary work-ers, public school teachers, nurses, policemen, soldiers, and other government em-ployees, which he said will be one of his priorities in the event he is elected into the 16th Congress.

At the same time, Do-ronio, a former president of the Journal Employees Union (JEU), also called for the urgent repeal of Article 106 of the Labor Code of the Philippines, which al-lows contractualization of laborers---or the giving of specific periods during which a laborer can work for his employer---which

BECAUSE of too much elections and politics in our newspaper today, I have decided to share some re-freshing and insightful views bout how we live and what we should be doing.

Life is not all work and not all fun. And certainly nor all politics. During these embroiling times, let us not forget to live life, not jus eat and drink and breathe. I sincerely wish this column would inspire you to live life, really.

Today, we have higher buildings and wider high-ways. But shorter tempera-ments and narrow points of view. We spend more time, but enjoy less. We have bigger houses, but smaller families. We have more compromises, but less time.

Think a minute.Some young children

were asked this question: “What is a conscience?”

A six-year-old boy said he thought it was “the bad feeling you get when you kick girls and puppies.”

A nine-year-old said your conscience is “a voice inside that says ‘No’ when you want to beat up your little brother.”

A guy was giving his friend advice on how to make a decision.

He said: “You’ve got to follow your conscience. It’s like the little man inside you telling you what’s right and wrong. Just do whatever your little man tells you to do.”

His friend answered: “No, that won’t work for me. My little man’s an idiot!”

It’s like the popular song about a person who’s com-mitting adultery that says: “How can this love be so wrong if it feels so right? If

Our feelings and con-science are NOT always a good guide to show us what’s right and wrong.

Since everyone one of us has the tendency to be self-centered in one way or another, we’ve damaged and confused our conscience.

So we often tell ourselves that certain wrong things are right so we won’t feel guilty about doing them.

A person can be very wrong even though he doesn’t feel wrong or guilty.

For example: Adolph Hitler had 6 million Jews

tortured and murdered just because of their race! But he did not show any guilt for all the evil he did. Does that mean he was not guilty of all those wrongs, just because he didn’t feel guilty?

Of course not! You and I can tell a small lie, cheat on our taxes, school exams or customs duty, or get away with a little stealing. But that does not mean it’s right, or that we will never be caught and punished. The fact is we’re still guilty of doing those wrong things, even if everybody else is doing it.

So because we cannot depend on our conscience

or feelings every time, we need Jesus Christ to be our guide Who can clearly show us what’s right and wrong every day.

Today, even though you have not felt very guilty, you now understand that you are guilty of living your own way.

You know that you’ve done wrong things: wrong thoughts, words, and ac-tions. Maybe they were even things you thought were not wrong because many other people do them.

Yet the good news is Jesus Christ will still forgive you and start changing your life if you let Him.

So why not ask Him to take full control of your life and help you start living His way every day?

It’s the way you can fi-nally have real peace in your conscience, and the satisfaction of living the right, successful way.

We have more knowledge, but less judgment, we have more medicines, but less health.

We have multiplied our possessions, but reduced our values.

We talk much, we love only a little, and we hate to much. We reached the Moon and came back. But we find if troublesome to cross our own street and meet out neighbors. We have

conquered the outer space, but not our inner space.

We have higher income, but fewer morals. These are times with more liberty, but less joy, with much more food, but less nutrition. These are days in which two salaries come home, but divorces increase. These are times of inner houses, but more broken homes.

That’s why I propose that as of today; you do not keep

anything for a special occa-sion, because everyday that you live is a special occasion. Search for knowledge, read more, sit in front of your porch and admire the view without paying attention to the needs. Pass more with your family. Eat your favorite food, visit the place you love. Life is a chain of moments of enjoyment; it isn’t only survival.

Use your crystal goblets. Do not save your best per-fume, and use it every time you feel you want it. Take out from your vocabulary phrases like “One of theses days” and “someday let’s tell our families laughter and joy to our life.

Everyday, hour, and min-utes is special and you never know if it will be your last.

Search for Corn Quality Awardees begins

Following the lead of the Agri-Pinoy Rice Program’s Rice Achiever Awards, the Department of Agriculture (DA), this time, launches the first ever nationwide search

for the set of Agri-Pinoy Corn Quality Awardees. According to Larry ER. Paraluman, regional corn program coordinator of DA-10 said, the competition which nearly has P 29 mil-lion prizes at stake is open to all provinces, cities and

municipalities, provincial and municipal corn coor-dinators, and agricultural extension workers (AEWs) part in the implementation of the DA Agri-Pinoy Corn Program. The search, he added, seeks to recognize the achievement of top perform-ing local government units (LGUs) with outstanding contribution to the corn industry; thereby intensi-fying the strong DA-LGU partnership in the produc-tion of quality and safe corn and sustaining awareness of the LGUs to the DA’s initiatives for corn. Paraluman further said that the Corn Quality Awards will commence in 2013 for two cropping sea-

sons. Initially, the search shall grant P3M to the top five provinces and P500,000 to the top 25 cities/munici-palities in terms of infra-structures, farm equipment and machineries, etc. Meanwhile, the top 5 provincial and 25 municipal corn coordinators will each receive P20,000 and P 15,000 cash prize, respectively. Top 100 AEWs, on the other hand, will get P10,000 each. Paraluman also explained that region 10 agreed to the following timeline of activities: April 30, 2013 – submission of letter of intent for those interested; May 15, 2013 – submission of all technical and admin-istrative requirements to the DA-10 office; May 16-30, 2013 – evaluation period by the region; and June 15, 2013 – submission of final nominees to the national steering committee. PARANG, Maguindanao (MindaNews) – The Phil-ippine National Police in the Autonomous Region in Muslim Mindanao (ARMM) has come up with creative ways to help ensure there is no failure of election, including deploying an all-women provisional company to Lanao del Sur, Chief Supt. Noel delos Reyes, chief of the Police Regional Office-ARMM, said. “One of the innovations we’re doing right now, based on past experiences, is to come up with a provisional all-female company,” delos Reyes told MindaNews in his office late Tuesday af-ternoon. He said based on experi-ences in previous elections, some women were reported to have started the trouble that eventually led to the declaration of a failure of

election in their areas. “Eh hindi mo naman pwe-deng hawakan yung babae, bawal yan (But [if you’re a male policeman], you can-not touch the women, that’s prohibited) so we are com-ing up with a provisional all-female company,” he explained. He said the all-women team would be about a hundred. They have been identified and are ready for deployment. Delos Reyes said the women will be deployed initially in the Quick Reac-tion Forces which would be moving around on election day. He said experiences in past elections also showed that trouble also ensues when voters deliberately prolong the period for lin-ing up so that the others in the queue cannot vote. When a failure of elec-tion is declared in an area,

a special election will be held at a later date. Another practice in past elections that led to the dec-laration of failure of election was the non-appearance of members of the Board of Election Inspectors (BEIs). To address this problem, delos Reyes said they iden-tified 750 policemen for training as BEI member. They will be deployed on standby in case the BEIs assigned to the precincts do not show up, he said. Delos Reyes said the 750 policemen who will be trained as BEIs will be coming from the neighbor-ing regions – 9 (Zamboanga region or Western Mind-anao), 10 (Northern Mind-anao) and 12 (Southwestern Mindanao which is often refered to as Soccksksargen). Those who will be de-ployed to BaSulTa (Basi-lan, Sulu,Tawi-tawi) will be coming from Region 9;

while police personnel from Region 10 and 12 will be deployed to Lanao del Sur. Records of the Com-mission on Elections in the ARMM as of January 21, 2013 show that of the 1.3 million voters in the ARMM, the vote-richest province is Maguindanao with 439,455 followed by Lanao del Sur with 350,269. Sulu has 249,289; Basilan has 136,383 and Tawi-tawi has 125,084. According to the “Consol-idated Project of Precincts” of Comelec-Maguindanao, Maguindanao has 439,678 registered voters. The ARMM has 7,000 police personnel. But delos Reyes said they need 13,000 forces to deploy and have coordinated with the Armed Forces of the Philippines. He said they have also asked the main headquar-ters for an augmentation force of about 700 police personnel.

Purok Mangga is adjacent to Balut Island and about 10 minutes apart by motorized boat. Purok Mangga, which is inhabited by Tausugs, is itself already a beautiful beach destination with its white sand coastline and the enticing turquoise waters. The purok, and eventu-ally Balut Island, would be easier to access by land once the Kalamansig-Palimbang road is completed. Here, sun-dried dilis (anchovies) can be bought as pasalubong for P100 per kilo (can be cheaper if you’re good in bargaining). It is a must to bring food and water to Balut Island or Purok Mangga,or tent if you’re planning to stay overnight, as there are no resorts or restau-rants. Currently, although there are plans to build cot-tages for tourists in Purok Mangga, the area is a plain unspoiled island paradise. Northern Mindanao has the second highest number of registered voters in Min-danao, at 2,458,123. The region comprises Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental and the cities of Malaybalay, Valen-cia, Iligan, Ozamiz, Oro-quieta, Tangub, Gingoog, El Salvador and Cagayan de Oro. Northern Mindanao’s pov-erty incidence as of 2012 was 35.6%. Region 12 or Southwest-ern Mindanao (also referred to as Soccsksargen) has 1,985,062 voters. The region comprises South Cotabato, Sarangani, Sultan Kudarat and North Cotabato and the cities of Koronadal, GeneralS a n t o s , Ta c u r o n g , Kidapawan and Cotabato. But the Comelec record treats Cotabato and Isabela cities separate from the re-gions, owing to their unique situations. Cotabato City, which is contiguous with Ma-guindanao, has been the

Doronio cited a recent study conducted by the Ecumenical In-stitute for Labor Education and Research, in which it was found that a family spends an average of P10,850 monthly for food and non-food requirements, such as rent, electricity, water, transportation, toiletries and mobile phone load.

Doronio said if elected, he would file bills that will ensure full employment without age or gender discrimination, as well as scholarship programs, skills train-ing and talent development for the youth, healthcare for all, affordable and decent housing projects, and support for the micro, small and medium enterprises.

To be held at the IFI Cathedral of Jesus, the Nazarene beginning at 8:00 o’clock Saturday morning, the activity will be offi-ciated by the Most Rev. Ephraim Fajutagana, the Obispo Maximo (Supreme Bishop) of the Church.

The investiture and in-stallation of Bishop Calang results from the special diocesan convention, called by the Supreme Council of Bishops (SCB), on February 22, this year.

In said special conven-tion, Bishop Calang went through an electoral process after serving the diocese for the past seven years.

By the overwhelming support of the said special diocesan convention, he was reelected for his new seven-year term, in line with the rules of the IFI.

Simultaneous with the investiture and installation

of the Bishop is the induc-tion of the new set of officers of the Diocesan Council, the highest governing body of the diocese, in the absence of the convention.

Also to be inducted are the newly-elected officers of the Diocesan Laymen of the IFI, Youth of the IFI and the Women of the Philip-pine Independent Church (WOPIC).

Joining the Obispo Maximo are Bishop Vic Esclamado (Leyte, Samar and Biliran), president of the SCB; Bishop Delfin Callao Jr. (Davao and Ko-ronadal), chair of the Min-danao Bishops Conference (Minbiscon);

More than 6,200 volunteers showed up last May 1, 2013 to help build 600 new homes in the Pagatpat Relocation site. The event was initiated jointly by the Habitat for Hu-manity and the City Government of Cagayan de Oro in an attempt to set a record on the Guinness Book of World Records for assembling 6,000 volunteers in 3 hours to build 600 homes for relocatees.
