On June 7, 2017 the Review Panel visited the CN Calgary Logistics Park in Conrich, Alberta. The purpose of the tours was to enhance the Review Panel’s understanding of railway operations generally and the operation of an intermodal container terminal specifically. As stated in its March 15, 2017 letter to the Review Panel [CEAR #547], the CN Montreal Intermodal Terminal, which opened in 2002, is located in a repurposed section of the Montreal Taschereau yard. The Taschereau yard is a general purpose rail yard which supports several other railway facilities, including a freight car classification yard and an autoport which is a facility to transfer new automobiles. To the east and south of the terminal are residential communities and a golf course. To the north and west are mixed use commercial and light industrial areas. CN also stated in that letter that its Calgary Logistics Park was built in 2013 on a greenfield site. The logistics park is surrounded by residential and agricultural lands and was constructed parallel to an existing mainline. Relative to its other terminals, the administration building at the Calgary Logistics Park most closely reflects the proposed administration building and garage anticipated for the Milton Logistics Hub Project. Due to unforeseen circumstances Mr. McMurray was unable to attend the Calgary Logistics Park visit. Before each visit, the Review Panel received a safety briefing from CN staff. To gain access to each facility the Review Panel was escorted by CN personnel, who provided descriptions of the terminal infrastructure and activities. The CN staff who escorted the Review Panel at each facility are identified below. The CN staff were not connected to the proposed Milton Logistics Hub Project (the Project). The Review Panel and its staff did not engage in discussions with the CN staff about the details or merits of the Project. The Review Panel observed terminal infrastructure and railway operational activities from a passenger van during both of its visits. Features and activities that were observed at the Montreal Intermodal Terminal and the Calgary Logistics Park are identified in Table A. To enable participants to view what

Panel Site Visit of the Montreal Intermodal Terminal and Calgary Logistics Park, June 6 & 7, 2017

On June 6, 2017 the Review Panel established for the joint process for the review of the proposed Milton Logistics Hub Project (the Review Panel) undertook a visit of the CN Montreal Intermodal Terminal, located in CN’s Taschereau yard in Montreal, Quebec. On June 7, 2017 the Review Panel visited the CN Calgary Logistics Park in Conrich, Alberta. The purpose of the tours was to enhance the Review Panel’s understanding of railway operations generally and the operation of an intermodal container terminal specifically.

The CN staff who escorted the Review Panel at each facility are identified below. The CN staff were not connected to the proposed Milton Logistics Hub Project (the Project). The Review Panel and its staff did not engage in discussions with the CN staff about the details or merits of the Project.

The Review Panel observed terminal infrastructure and railway operational activities from a passenger van during both of its visits. Features and activities that were observed at the Montreal Intermodal Terminal and the Calgary Logistics Park are identified in Table A. To enable participants to view what

was observed, where possible and relevant, the Review Panel has included photographs in Attachment 1.

The Review Panel recognizes that the features seen at both facilities were not directly equivalent to what CN is proposing for the Milton Logistics Hub Project. As an example, the Review Panel observed features at the Montreal Intermodal Terminal that are not proposed for the Milton Logistics Hub Project. This is due to the fact that the Montreal Intermodal Terminal is located amongst other railway facilities that require additional project components.
