These are unprecedented times. The on-going coronavirus has introduced extraordinary challenges to the health of our communities, the prosperity of our businesses, and the strength of our economy however it has not weakened our community spirit!

Our Chamber Team wants you to know that we understand the challenges you are facing and are here to support you. Our President Scott McCammon is in regular communication with all three levels of government and has been asking questions, raising concerns, and advocating on your behalf. Scott and his team are working collaboratively with Public Health Halton and other stakeholder groups to share information and resources for the benefit of the community. Our priority for the coming weeks and months will be to ensure that our members and our community get through this – TOGETHER.

We are doing our part to prevent community spread of the virus by postponing or cancelling or creating virtual chamber events such as our Chamber Gala, Virtual Milton Young Professionals, Business After Hours and Milton Breakfast Club for the next few months. We have also introduced a series of interactive webinars and virtual events covering a variety of topics that may be of assistance and interest to you. Some of

the events include, COVID Conversations, member webinars to help fellow members and the COVID Business Forum.

Milton Chamber launched a Micro PPE Procurement Portal to help our community supply local hospitals and long-term care facilities, as well as essential service businesses with much needed PPE.

It’s important to offer our thanks to all those who are keeping us safe and sane every day…our healthcare workers and first responders, our restaurants and other food providers, and our government leaders. Please do your part to f latten the curve. Keep using physical distancing practices, remember to wash your hands frequently and cough into your elbow, eat healthy and exercise, and continue to stay positive. We remain committed to helping you navigate this challenge. We will get through this – TOGETHER.

PRESIDENT & CEO’S MESSAGE

The Canadian Chamber of Commerce, in partnership with the Federal government, launched an information portal to help the business community prepare, persevere and ultimately, prosper as we collectively face the COVID-19 pandemic. It’s called the Canadian Business Resilience Network.

Resilience is a very appropriate word. It describes perfectly the spirit I’ve seen (virtually) throughout Milton. Businesses, employees, parents…. everyone has had to learn how to operate differently in a world we never imagined a few months ago.

Who knew that words like social or physical distancing, PPE, and pivot would be mainstream vocabulary? Who knew there were so many apps and programs for connecting people whether for conference calls or for doing events that would typically be face-to-face. Even Zoom has become a verb.

But that resilient spirit has seen many businesses pivot or change their operations to survive. Restaurants are doing curbside service or creating food bundles for people to cook at home; people are delivering their services or advice online; and manufacturers are shifting to create PPE and ventilators.

Even the Chamber has pivoted to do most of our events online. That has included our Business After Hours, Milton Young Professionals and the Milton Breakfast Club. We have also created our COVID Conversations series of webinars to help members learn about a variety of topics to help during the crisis, such as lease negotiations and remote working for leaders. We also created the successful series of Virtual Forums with MP Adam van Koeverden,

MPP Parm Gill, and Mayor Gord Krantz to discuss the issues and assistances surrounding the COVID-19 pandemic.

With the postponement of the Community Awards Gala until September 18th (if events are allowed by then), we are also taking the award winner announcements on-line. Watch for details. We’ll be airing one awards category daily on the Chamber’s YouTube channel. Our friends at YourTV will also be airing the virtual Gala.

On a recent Virtual Forum with our politicians, we talked about summer employment opportunities. The Halton Region Small Business Centre let us know they are now accepting applications for their Summer Company youth entrepreneurship training, mentoring and grant program. Because of COVID-19, the program is being delivered virtually. The Region is also working with several colleges about work placement/co-op programs for businesses looking for help with digital projects and a reduced fee or at no-cost. Katherine Jensen of Jensen Consulting is doing an information webinar with us on lease and rent negotiations during the crisis. She is following up with a session with an insurance insider to better understand business interruption insurance as it relates to the COVID-19 pandemic. The Zoom call is Wednesday, May 6 at 7:00pm.

Currently, the Federal and Provincial governments are working toward procuring large quantities of Personal Protective Equipment (PPE). In the short term, there are local companies across Halton Region which can help alleviate short-term critical supply of PPE for local hospitals and long-term care facilities, as well as, essential service businesses. No amount is too small.

Premier Doug Ford originally announced that Farmers’ Markets were considered an essential service as part of the food supply chain. That changed on April 2nd when the list of essential services was reduced. At that point, Markets were no longer included. The Town of Milton originally closed all public

facilities until May 29th. That has now been extended until July 5th. Main Street is considered public space, so the Market cannot open on Main Street until mid-July at the earliest. But that depends on whether the emergency period of public space closures is extended again.

We will be assessing the situation

weekly and are also looking at other options for the Market, including an on-line Market.

The Town of Milton has launched a Busi-ness Support Plan to assist local businesses during the COVID-19 pandemic. The plan includes specific measures that will help businesses navigate the unprecedented eco-nomic changes, uncertainty and pressures facing the local business community.

“I know business owners, employers, employees and residents recognize this is a rapidly changing situation that is caus-ing economic pressures for businesses and residents here in Milton,” said Mayor Gord Krantz. “That’s why we have put together the following measures to support our busi-ness community through this crisis.”

MILTON’S BUSINESS SUPPORT PLAN INCLUDES:

TEMPORARY TAX RELIEFThe Town of Milton is offering tempo-

rary tax relief for businesses by relaxing all penalties and fees for those that need to defer paying property taxes. The grace pe-riod runs from April 1 to June 30, 2020. For more information, please read the Town’s Tax Relief FAQs.

DEVELOPMENT APPLICATIONSThe Town of Milton is currently accept-

ing electronic submissions of development applications for Zoning By-law Amend-ments, Official Plan Amendments, Draft

Plans of Subdivision and Condominium, Minor Variances, Consent, Site Plan Approval and Exemption from Part Lot Control. Prior to submission, email [email protected] to make arrangements with the Town’s Planning Administrator to ensure that you are able to make a complete submission.

Town staff are carrying out regularly scheduled pre-consultation meetings via teleconference or videoconference. To schedule a meeting, contact [email protected].

At this time, the Town is unable to move forward with statutory public meetings or Committee of Adjustment & Consent meet-ings. Town staff will continue to accept, process and review minor variance ap-plications, but building permits will not be issued until a final decision is rendered by the Committee.

The Canadian Chamber of Commerce’s Vice-President of Policy and Chief Econo-mist, Trevin Stratton, issued the following statement outlining five key consider-ations to help re-open the economy:

“As governments and public health officials increasingly consider the gradual relaxation of shutdown orders and set the conditions, they need to work closely with business.

Businesses want to ramp up economic activity quickly and safely in a way that allows Canadians to get back to work while protecting employees, customers and the general public. As they implement public health measures, businesses will need time to procure personal protective equipment and change how they operate.

Policymakers need to develop clear, predictable measures that are coherent domestically and aligned internationally where possible, and that minimize unin-tended consequences. Doing so will give Canadians the confidence to return to their workplaces and patronize businesses in their communities.

The following five key considerations will help businesses prepare for whenever we begin to restart the economy:

All hands on deck: Decision-makers need sound advice from a broad set of stakeholders: The crisis has shown good policy comes from broad stakeholder

input. Success will require advice from civil society, labour, and businesses of all sizes and sectors. The conversations need to start now in a structured manner. We recommend that the government create a task force to provide timely, real-world advice.

Don’t reinvent the wheel: Learn from international best practices: A number of industrialized economies around the world are ahead of Canada on their CO-VID-19 recovery and have already begun reopening their economies. Canada drawn upon lessons learned from successful and unsuccessful processes in comparable jurisdictions.

Together, apart: Interprovincial align-ment: Both in good times and throughout the pandemic, we have seen the effects of misalignment between provinces and ter-ritories. Although provinces will reopen at different speeds according to the public health conditions in each region, it is important to align reopening policies and requirements whenever possible to mini-mize costs and confusion for businesses operating across provincial boundaries. Businesses also need access to personal protective equipment to meet public health requirements in all regions.

How and when will we transition from existing financial support programs to policies that spark growth and reduce the strain on the public sector? Canada needs a plan to move away from emergency subsidies a healthy and growing economy.

Back to trade basics: International trade: Canadian businesses rely on the international trade in goods and services. We need to re-establish global supply chains so we can get our busi-nesses running. Although it will take much longer to fully restore interna-tional trade movement, businesses need short-term measures to permit move-ment of cargo and business travellers. Canada needs a trade reboot plan.”

The Ontario Chamber of Commerce released Uncharted Territory: Assessing the Landscape for Ontario’s Economic Recovery Post COVID-19. As governments urgently contemplate policies to reopen the economy, this report outlines the tools capable of providing critical economic relief at a time when businesses need it most, and the risks of failing to act appropriately.

“The inability of our members to make ends meet marks the beginning of what could be a swift deterioration of invaluable economic structures, such as supply chains, markets, investment, and credit facilities, irreparably harming Ontario’s future,” says Rocco Rossi, President and CEO of the Ontario Chamber of Commerce. “We need to starve the virus, not the economy: im-mense and unprecedented relief measures will continue to be needed to preserve the economy through pandemic containment measures.”

The report explains that critical re-lief measures must use existing financial distribution channels, such as private loan guarantees and loan forgiveness programs, to ensure businesses have immediate access to cash, allowing them to reduce short-term costs needed to maintain their workforce, foundational investments, and credit.

“An unprecedented pandemic requires an unprecedented policy response: we urge governments to continue to examine all

relief measures at their disposal to ensure businesses are able to adapt to the economic challenges posed by COVID-19. Relief will ensure businesses are able to focus on how to re-establish their value offering once containment measures begin to ease,” noted Rossi.

Uncharted Territory is the first in a se-ries of COVID-19 policy briefs to be released over the coming months providing insights on the impacts of the pandemic on the busi-ness community. The report also advises the Ontario government to continue to:

Work with the federal government and Bank of Canada, encouraging the use of monetary policy in complement with fiscal measures, to preserve the economic viability of businesses. Though government can use debt financing and cash reserves to support businesses, monetary policy is needed to support credit market liquidity, private investment, and fiscal measures in funding direct relief.

Work with the federal government to implement a comprehensive COVID-19 test-ing and tracing regime. The report explains that it is only through exhaustive testing and tracing of potential breakouts that busi-nesses and their respective workforces will be offered confidence in their ability to work in a safe environment.
