There are two metrics to measure the resolution of unmet transportation needs, gaps,

and inefficiencies:

1. Strategies/Goals/Objectives that moved from the planning to the implementation

phase.

2. Strategies/Goals/Objectives that are fully achieved during the planning period.

- Goals, strategies, or objectives moving from the planning to implementation

phase.

- Fully achieved goals, strategies, or objectives.
