. SOME FEATURES OF MODERN NATIONAL SECURITY SYSTEMS

Abstract: In many instances a countrys survival depends on howsafe it is and how such a state could be achieved. The effectiveness or theineffectiveness of its fight for survival depends on the amount of available

power and its use. The use of a nations power in national security strategyimplies the planning and rational engagement of its resources in making

changes in domestic environment (the interaction between the institutions andcitizens within their territory) and in foreign environment (the interaction between the state and non-state actors within and beyond national borders),and this synthesis provides its survival and sustainable development. Inaccordance with the above-mentioned, a country develops a number ofmacrosystems (political, economic, educational, safety), and each of themconsists of multi-layered microsystems necessary for achieving specific goals.They are complex, dynamic and hierarchical systems which comprise part of ahigher (national) system, while their relationships and interrelationships arenormatively regulated. That is what this article is about.

RESUME

A successful achieving of national security goals anticipates the

optimal balance of aligned preventive and reactive engagement of the NSS aswell as the maximum effectiveness of each constituent element. It is about acausal interdependence in the sense that the absence or partial adequacy of anyof them inevitably prevents, to a certain degree though, the completion of thenational security goals. Every gross failure of the national security measuresresults in certain harmful consequences for the national values and requires amuch more complex, reactive engagement of the NSS. In the process, thenational values of any country are subject to various forms of self-endangeringacting out (either by failing to do so or by undertaking inadequate NSSactions) and are also threatened with aggression (by independent aggressiveactions or actions of state and non-state actors by undertaking lethal andnon-lethal activities, or, most often, by combining the two). Preventiveeffectiveness of the NSS will consist mainly of undertaking preventivemeasures against threats to national values whose successful realization willdepend on the reactive engagement of certain actors.

However, in situations of actual conflict and complex political andsecurity situation, the NSS is the main actor in realizing the final phase ofdefense operations undertaken against those who engage in threateningactivities (within and beyond national borders), who massively and brutally

violate the norms (attacking and harming the national values). That does notimply the absence of engagement of legal NSS system. On the contrary, itsrole in these conditions is even more prominent. All that requires, in a way, anorganized and permanent engagement of all institutions focused on totalnational security, which provides a basis for the overall social and nationaldevelopment.
