Project background and description

In November 1995, the European and Mediterranean Ministries of Foreign Affairs met in Barcelona in order to establish the basis of a new partnership, which is described in the Barcelona Declaration. The main goal is to transform the Mediterranean region in a peaceful and prosperous area, and to progressively establish a Euro-Mediterranean free-market zone. The Barcelona process includes three main sub-processes: a dialogue on political and security issues to generate stability and to promote democracy and human rights in the region; a dialogue on financial and economic cooperation intended to increase partners' welfare and to create a free-market zone; and a dialogue on social, cultural and human-rights issues to improve mutual understanding and to strengthen links within and among civil societies. In April 2002 the Valencia Ministerial Meeting went a step further by outlining a Regional cooperation programme in the field of justice, in combating drugs, organised crime and terrorism as well as cooperation in the treatment of issues relating to social integration of migrants, migration and movement of people (referred to as the JHA-Regional MEDA programme). This programme has been adopted by the European Commission on the 16/12/2002 (PE/2002/2521). The Cooperation project on the social integration of immigrants, migration and the movement of persons (EuroMed Migration) is a MEDA regional initiative launched by the European Commission (EuropeAid Cooperation Office) in February 2004 as part of the above programme. Its goal is to create an instrument for observing, analysing and forecasting migratory movements, their causes and their impact, in Europe and in the Mediterranean partner countries. The Euro-Mediterranean Consortium for Applied Research on International Migration (CARIM) has been set up in order to implement the EuroMed Migration project. The Consortium is composed of a coordinating unit set up at the Robert Schuman Centre for Advanced Studies of the European University Institute (Florence), and a network of scientific correspondents based in Mediterranean partner countries. External experts from the north and the south also contribute to its activities.

Contexte et description du projet

En novembre 2005, les ministres des Affaires trangres des pays europens et mditerranens se sont rencontrs Barcelone afin de jeter les bases dun nouveau partenariat qui est dcrit dans la dclaration de Barcelone. Le but principal de ce partenariat est de transformer la rgion mditerranenne en une aire de paix et de prosprit et dtablir progressivement une zone euro-mditerranenne de libre change. Le processus de Barcelone comprend trois volets : un dialogue sur les thmes de politique et de scurit afin de conduire la stabilit et de promouvoir la dmocratie et les droits de lhomme dans la rgion ; un dialogue sur la coopration financire et conomique afin daugmenter le bien-tre des partenaires et de crer une zone de libre change ; un dialogue sur les thmes sociaux, culturels et sur les droits de lhomme afin damliorer la comprhension mutuelle et de renforcer les liens entre les socits civiles. En avril 2002, la runion Valence des ministres Affaires trangres a franchi un pas en avant en dfinissant un programme rgional de coopration dans le domaine de la justice, pour combattre la drogue, le crime organis et le terrorisme, ainsi que de coopration dans le traitement des thmes lis lintgration sociale des migrants, la migration et au mouvement des personnes (il sagit du Programme Rgional MEDA-JAI). Ce programme a t adopt par la Commission Europenne le 16/12/2002 (PE/2002/2521). Le Projet de coopration sur lintgration sociale des immigrs, la migration et le mouvement des personnes (Migration EuroMed) est une initiative rgionale MEDA lance par la Commission Europenne (Bureau EuropeAid Coopration) en fvrier 2004 comme une partie du programme cit ci-dessus. Son but est de crer un instrument pour observer, analyser et prvoir les mouvements migratoires, leurs causes et leur impact, en Europe et dans les pays mditerranens partenaires. Le Consortium pour la Recherche Applique sur les Migrations Internationales (Carim) a t cr dans le but de mettre en uvre le projet Migration EuroMed. Le consortium est compos dune unit coordinatrice tablie au Centre Robert Schuman de lInstitut Universitaire Europen (Florence), et dun rseau de correspondants scientifiques tablis dans les pays partenaires mditerranens. Des experts du nord et du sud contribuent galement ses activits.
