Association officials said, however, that the shortage of available workers was likely keep- ing firms from expanding head- counts even more rapidly in many parts of the country. “In nearly every state, contrac- tors are busier now than a year ago,” said Ken Simonson, chief economist for the association. “Employment is up, but the indus- try would be expanding even more rapidly if contractors could find enough qualified workers.” Nationally, construction employment climbed by 4.2 per- cent from November 2014 to November 2015 — more than dou- ble the rate for total nonfarm employment, Simonson noted. He added out that construction spend- ing rose 13 percent in the latest 12 months, suggesting a need for even more workers. He cautioned that filling those openings may be diffi- cult in many states because the number of unemployed jobseekers in November who last worked in construction was at the lowest November level in 15 years. Among the most vital aspects of the legislation, the extenders bill will expand and make perma- nent the Research and Development (R&D) Tax Credit, providing U.S. companies much needed certainty and greater access to one of the most valuable and pro-growth tax incen- tives. The two key expansions to the R&D Tax Credit will begin in 2016. First and foremost, businesses with less than $50 million in gross receipts will now be able to claim the credit against their Alternative Minimum Tax (AMT), thereby removing the sin- gle greatest barrier prevent- ing companies from claim- ing the credit in the past. In the weeks since then, significant progress has been made, according to Grant Kleinhenz, Brownsburg’s town manager. “It’s a simple, straight-forward job, cutting grade through farm fields and connecting roads, with no traffic or utilities to worry about. There are not a lot of street cuts.” Due to a dry, warm autumn and predictions of an equally mild winter, Kleinhenz expects to reach his year-end goal of finishing the grade crossing over SR 136. “It’s already formed and the ramp built.” Connect the Dots The Ronald Reagan Parkway is a 12-mi. (19.3 km) road that will serve as the county’s major north-south connector between Interstates 74 and 70. The first mile, from U.S. 36 to CR 100 N, was completed in 1996.     Bobcat, Doosan Help NDSU Dedicate STEM Classroom, Lab Bobcat Company and Doosan

    joined North Dakota StateUniversity (NDSU) to dedicate itsnew STEM Classroom and LabBuilding, which will support stud-ies in science, technology, engi-neering and math (STEM).

    According to NDSU, the cross-functional design of the facility which officially opens to studentsin January breaks from the tradi-tion of an academic buildingbelonging to a particular disciplineor department. It is a student-focused structure made up entirelyof classrooms, labs and study areas,with an emphasis on STEM cours-es. It also is the first building of itskind at NDSU and in NorthDakota, designed for flexibility,interdisciplinary collaboration andteaching innovation.

    In September, Doosan, BobcatCompany and NDSU announcedthe 2015 academic year scholarshiprecipients benefiting from anendowment funded by a $3 milliondonation from Doosan and BobcatCompany and $1.5 million from thestate of North Dakota. The initialscholarship distribution awarded$2,000 to 10 students. When fullyfunded, the endowment will distrib-ute approximately $180,000 inscholarships per year in perpetuity,benefiting countless students andtheir families.

    ROYAL OAK, Mich. (AP) Theyre eas-ing people into things at ModEcoDevelopment. The 2,250-sq.-ft. home that went up in

    Royal Oak looks like a new house with bigwindows and a modern design packed withsharp right angles. At first glance, it might even be hard to tell

    a large portion of the new home is made outof recycled shipping containers. ModEco partner Drake Boroja said five

    40-ft. containers and two 20-ft. containerswere used to build the house. Itstaken about a year to finish,because when they startedModEco fabricated the shippingcontainers on site in Royal Oak. Itwas their first time building such astructure and they were checkingthemselves at every step along theway, according to MLive. And with a few things left to

    wrap up, the three-bedroom, 2.5-bath home has already sold forabout $430,000. It has an attached garage, vault-

    ed ceiling, big kitchen and twosecond-floor balconies. The second floor iscarpeted, as is the staircase built into a ship-ping container that had been turned on-end. Boroja, his brother Dan and the third

    ModEco partner, Neal Patel, took more thana few chances with the home and design. When we did this design, we wanted to

    see everything that was possible with ship-ping containers, Boroja said. [We] want tobe able to let our customer see what is possi-ble. The containers are laid out in a long horse-

    shoe pattern. The gap left in the middle of thehome could have been sealed off and usedfor a courtyard, Boroja said. Instead, theybuilt a ceiling and additional walls for anopen living space, accented by the big redsteel doors of four shipping containers on thenorth side of the house. Outside, the red containers are covered by

    brick. The south side of the building has more

    dark-colored containers. The three bedroomsupstairs all have different perks. One has twomassive windows for natural light, the otherhas a similar picture window and a littlemore space. The master bedroom in back ismassive. The partners fitted a big walk-in closet

    and a luxurious master bathroom completewith a jacuzzi tub (the other full bathroom

    has one, too) and a walk-in shower. The large rear balcony also is accessible

    through the master bedroom. Although the house took a little longer

    than similar projects in Detroit, it still was asuccessful step, Boroja said. Architects and engineers can get crazy

    with the designs, both inside and out, of ship-ping container structures. The Royal Oakhome was meant to show people that evenwith the unconventional materials, shippingcontainer homes can look similar to tradi-tional brick-and-mortar houses. The building is safer, stronger and about

    10 percent to 15 percent cheaper to build

    than traditional homes, Boroja said. The home meets and exceeds any strength

    codes, he said. The entire house is almost fireresistant. If a fire broke out in one of the con-tainers, it would be mostly container, Borojasaid. If it went up somewhere else, only thewood and traditional parts of the homewould burn. Maintenance costs over the life of the

    building also are lower. The containers are fairly easy to get,

    according to Boroja. Because of the tradeimbalance with China, the United States getsa bunch of containers they never send back. They wont ship them empty, he said. The

    big hunks of steel then sit in shipyards. The containers come air- and water-proof.

    All it takes is some spray insulation andwelding to start building a home. So its the novelty of the home and the

    access to sturdy, safe materials that have himand his partners working on about four otherprojects with the containers. The response has been crazy, Boroja

    said. All through the construction, people have

    stopped by to ask about the home and how itwas being made, he said.

    TOPEKA, Kan. (AP) An organization that representshighway construction companies plans to lobby the KansasLegislature during the upcoming session to discourage trans-fers of money from the states highway fund to the generalfund and will work to elect candidates who vow to protecthighway funding, the organizations president said. Bob Totten, executive vice president of the Kansas

    Contractors Association, said transferring highway moneywill compromise the safety of the states nearly 140,000 mi.of roadways and will cost the state more money in the longrun, The Lawrence Journal-World reported. Our message basically is that were not taking care of the

    quality of life, Totten said. Since Kansas lawmakers approved the current 10-year, $8

    billion highway program known as T-Works in 2010, stateofficials have frequently raided the fund to cover revenueshortfalls in other areas. About $300 million has been trans-ferred to the general fund this year. The transfers mean many planned preservation projects,

    such as repaving and repairing potholes, wont be done,Totten said, forcing the state to pay more for repairs in thefuture. We were scheduled to [repair] or fix 115 bridges a year.

    Thats an average, he said, adding, Were going to do 58.That doesnt work, and our contention, as the pros whoknow the work, is that in three or four years, or five years,were going to have to do substantially more.

    He said the T-Works plan called for doing an average of1,200 mi. of preservation work each year but the state trans-portation department is doing 200 miles for the next twoyears. Kansas Department of Transportation Secretary Mike

    King argues that the highway fund transfers will not hurt theT-Works program or the states highways. Our interstate system is No. 1 in the nation in terms of

    the quality of our interstate, he said. Were in the top fiveor top 10 in the nation in our state routes and bridges. Weremeeting our targets. He said the state could afford to use highway funds for

    other purposes because many projects have cost substantial-ly less than anticipated, mostly because of low petroleumprices, low interest rates and a new federal highway bill hesaid will bring up to $30 million a year in additional federalhighway funds. The delaying of some preservation projects will not cause

    excessive deterioration of those roads, King said, in partbecause new asphalt is a better product. Totten said he has heard that Gov. Sam Brownbacks

    administration may ask for as much as $50 million in high-way fund transfers during the upcoming session, but Kingsaid he has not heard that suggestion.

    SIOUX CITY, Iowa (AP) State offi-cials are moving ahead with two gianthighway construction projects innorthwest Iowa. The Iowa Department of

    Transportation has received bids ofnearly $127 million for widening proj-ects on U.S. Highway 20 and Interstate29, according to the Sioux CityJournal. The work on both projectsshould begin in the spring. The bids are part of two long-sought

    projects, and now that the work is pro-gressing, transportation officials aredealing with fewer complaints aboutthe state favoring improvements ineastern Iowa and Des Moines overwestern Iowa.

    I dont hear that much anymore,said Dakin Schultz, an IowaDepartment of Transportation trafficplanner. One project will pay for grading and

    paving of the Highway 20 expansionfrom Correctionville to Holstein,which is part of an expansion to fourlanes from just east of Moville to Early.Ames Construction, of Burnsville,Minn., submitted the low bid of $62.9million for the segment, which shouldbe completed in 2018. In October, the state accepted bids of

    $29 million for grading, paving andconstruction of two bridges onHighway 20 west of Correctionville. The Highway 20 work has pro-

    gressed rapidly since the Legislaturelast session approved a 10-cent-a-gal-lon fuel tax, which is forecast to raisemore than $200 million for highwayimprovements. The Interstate 29 project will replace

    seven bridges and complete otherpaving and grading work as part of a$400 million plan to widen the freewayto six lanes from near Sergeant Bluff tothe South Dakota border. Knife RiverMidwest, of Sioux City, submitted alow bid of $63.4 million for the proj-ect, set to be finished in 2018.
