Dear Law Enforcement Official: It is my pleasure to present to you the Winter/Spring 2020 Middlesex County Police Training Center Course Catalog which is provided on behalf of the Middlesex County Prosecutor’s Office, the Middlesex County Board of Chosen Freeholders, and the Middlesex County Association of Chiefs of Police. This catalog is the result of the dedication of the members of the MCPO and others to provide quality training and education to the honorable men and women of law enforcement. The range of course offerings addresses the training needs of police personnel who are equipped with varying degrees of experience and skill. The catalog provides a wide variety of courses in such areas as tactical skills, investigative techniques, ethics, and interrogation and interview procedures. With multiple classrooms outfitted with high-tech audio-visual equipment, a Law Enforcement Trainer (Firearms Training Simulator), driving simulator, ample parking, and a central New Jersey location, the Middlesex County Police Training Center is the optimal location to provide quality classroom training to law enforcement. Furthermore, the Middlesex County Police Range is located nearby. In addition to providing valuable hands-on firearms training, the range has on-site temperature-controlled trailers which can be used for classroom instruction throughout the year. We are grateful to the Middlesex County Board of Chosen Freeholders for their continued financial support which allows us to offer state-of-the-art training opportunities taught by experienced and knowledgeable instructors. RANGE/DRIVING SIMULATOR/VIRTA TRAINER For law enforcement scheduling of the Range, Driving Simulator, or the VIRTRA, please contact Agt. John Kruszka or Nicole Ducca at the Training Center.

CLASS INFORMATION Registration will not be confirmed, you will only be contacted if a class is full or cancelled. Classes are generally scheduled to start at 9:00 am and run until 4:00 pm, unless otherwise noted. It is suggested that attendees arrive minimally 15 minutes prior to any scheduled training.

DRESS CODE Proper attire for all attendees is either a department uniform or minimally collared shirt and dress slacks/trousers. Dress may be modified according to class requirements as indicated on the specific course description or the instructor’s guidance on the first day of a multi-day training program. Non-uniformed personnel wearing weapons should ensure their weapons are concealed at all times upon leaving the classroom.

CLASS ATTENDANCE Class attendance is required in order to obtain a course completion certificate. If you are unable to attend a class that you are registered for, you should notify the Training Center.

All courses are restricted to those employed by a Law Enforcement Agency and/or Criminal Justice entity unless otherwise indicted on the course description.

ORDER All students are expected to set the example for appropriate law enforcement conduct by exhibiting courtesy, decorum, and respect for students, instructors, and staff.

CELL PHONES The use of cell phones during course instruction is prohibited. Phones and beepers may only be used during class breaks.

SMOKING Smoking is only allowed in designated areas and is prohibited in the building.

PARKING There is adequate parking at all training locations, handicap parking is located at the rear of the building. MEALS There are many restaurants in the area suitable for lunch. There is also a lunch room for those who choose to “brown bag”.

BLEEDING CONTROL FOR THE INJURED

Bleeding Control for the Injured (B-Con) teaches participants the basic life-saving medical interventions, including bleeding control with a tourniquet, bleeding control with gauze packs or topical hemostatic agents, and opening an airway to allow a casualty to breathe. The course is designed for NON-tactical law enforcement officers, EMS personnel, firefighters, security personnel, teachers and other civilians requiring this basic training. MENTAL HEALTH FIRST AID Mental Health First Aid is a course that teaches you how to identify, understand and respond to signs of mental illnesses and substance use disorders. The training gives you the skills you need to reach out and provide initial help and support to someone who may be developing a mental health or substance use problem or experiencing a crisis. For some members of the military, the battle doesn’t end when they leave the battlefield. Mental Health First Aid for Military Members teaches people how to notice and respond to signs of mental health and addiction challenges with a specific focus on the cultural factors related to military life. 20 Veterans die from Suicide EACH DAY and this course will be a tool that can be used to make a difference. Just as CPR helps you assist an individual having a heart attack, Mental Health First Aid helps you assist someone experiencing a mental health or substance use-related crisis.

BASIC COURSE FOR INTERNAL AFFAIRS

This three-day, Basic Course for Internal Affairs has been developed for county and municipal law enforcement agencies. Attendees will receive comprehensive instruction in all aspects of the internal affair function. Specific emphasis will be given to the Attorney General’s Internal Affairs Policy and Procedure. Additional instruction will examine the latest developments in police officer accountability, including drug testing, domestic violence, early warning systems, in-car and body work cameras and social media. All attendees will receive a desk reference manual, sample forms and reports and other materials designed to assist with internal affairs investigations. Please note registration is limited.

CONDUCTED ENERGY DEVICE (CED) END USER COURSE

In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers throughout New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the AXON X2 and the AXON X2, both are approved CEDs, which are manufactured by AXON International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. This two (2) day training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency Chief Executive Officer to carry and operate a CED in the performance of their official law enforcement duties. Day one involves obtaining certification from the manufacturer of the TASER X2, Axon Inc. This course of instruction is a minimum of six (6) hours of training, which is a requirement for new TASER X2 operators. Students will be provided with the theory and practical training necessary to reasonably, safely and effectively operate the TASER X2, Conducted Energy Device (CED). Day two involves classroom instruction on the Attorney General’s Policy on Use of Force and the Attorney General’s Revised Supplemental Policy on CEDs. Officers will also take part in scenarios and a qualification course which will demonstrate their proficiency in the use of the device. Prerequisite: Completion of the NJLearn component on Conducted Energy Devices (CEDs) Requirements: Eye Protection; Duty Belt; Agency’s Conducted Energy Device (CED); Minimum of six (6) smart 25’cartridges; two (2) inert resettable simulation cartridges; charger for Performance Power Magazine; Letter from Chief/Director authorizing the officer to attend this training and upon successful completion to carry the TASER X2 in the performance of their official law enforcement duties.

1. Officer is issued an operable X2 set to semi-automatic mode a. Make sure X2 has latest firmware b. CID is operable c. Check for no faults

2. Every officer is issued: a. a left/ right handed holster to be carried on his/her support side b. two (2) inert resettable simulation cartridges c. Six (6) live cartridges 25 foot d. issued protective eyewear

3. Every Officer must hand carry NJ Learn certificate 4. Letter signed by the Chief appointing the officer and authorizing him/her

to carry the X2 for your department.

An inventory will be conducted with the officer on the first date of class. If your agency is experiencing hardships obtaining any of the above, I recommend you schedule your officer/s for the next available X2 User Course within the county. DCJ METHODS OF INSTRUCTION

This class is a Police Training Commission approved course designed for officers who plan to teach at commission approved police academies and/or in their respective departments. The course is designed to develop teaching and public speaking skills through planned presentations. Police Response Enhancement Program (PREP) PREP is a series of workshops designed to help law enforcement personnel effectively identify and respond to victims of domestic violence. The goals of PREP are to:

U.S. MARSHAL’S BALLISTIC SHIELD The United States Marshals Service (USMS), New Jersey Division’s one day ballistic shield training is designed for the uniform patrol officer, school resource officer or detective. The propensity of violence by individuals to use weapons in a mass populated gathering of shoppers, students and ordinary citizens has risen, thus the preservation of life may be called into immediate action. Today, there are increasingly more and more incidents when the patrol officers may be taken by surprise during their patrol duty or are dispatched as the first responders to active shooter situations.

Therefore, unlike the specialized tactical unit members who prepare continuously with the ballistic shield, this training is for those officers who do not.

This program will introduce basic theoretical concepts in the tactical use of the shield and will train attendees in shield and weapons handling through various live fire exercises. Course curriculum includes a brief classroom discussion of the ballistic shield’s capabilities and tactical applications, followed by practical training exercises. These practical exercises will cover basic movements, correct shooting positions, reloading and immediate action techniques, which will then be incorporated into live fire drills. During live fire exercises, emphasis will be placed on correct employment of the shield in tactical situations while demonstrating weapon handling skills.

**This course is will be instructed by Deputy U.S. Marshals and U.S. Marshals Task Force members who utilize the ballistic shield on a daily basis during high risk fugitive apprehension investigations.

INTRODUCTION TO PATROL RIFLE This four-day course will teach students patrol rifle nomenclature, care and cleaning, zeroing of optics and iron sights, ballistics, and ammo selection. Various live fire drills will be conducted including shooting while moving, alternate shooting positions, proper use of cover, support side shooting, utilizing a handheld light with a long gun, reloading drills, malfunction clearing and transitions to a secondary weapon. Standards drills will be conducted under time with a day/night qualification course shot on the final day for score. RECONNAISSANCE AND INTELLIGENCE GATHERING FOR LAW ENFORCEMENT SPECIAL OPERATION TEAMS

Class will be open to Law Enforcement Special Operation Team Leaders and Marksman (16 Marksman seats available) Day One: Classroom lecture on methods of gathering information and converting it into intelligence. Techniques for traveling to and from an observation post without detection and useful equipment to assist with movements and time in the field. At the end of Day 1 Marksman teams will be given specific target locations to conduct pre-reconnaissance for the following day’s practical exercises. Day Two: Practical exercises will begin at dawn. Marksman teams will be required to insert themselves undetected at the target locations and begin reconnaissance, site diagrams, range cards and a log sheet. At the completion of the practical exercise the Marksman must leave their observation posts undetected. There will be a classroom discussion (debrief) at the end of the day at the Training Center. Range cards, site diagrams, log sheets and the day’s activities will be discussed and evaluated. Required Equipment: Clothing and gear to aid in concealing the Marksman’s presence at their observation post. Camouflage/ghillie suits etc. are recommended. Pen, paper (write in rain type suggested), binoculars, observation equipment and at least one rifle (no ammo will be needed or allowed) in each observation post.

Background: Please allow this communiqué to refresh the training components of this standardization undertaking. I have fielded several questions from agency executives as well as their respective training coordinators. To adequately train at the “train the trainer” level the student to instructor ratio must remain manageable. This initial standardization is slotted for one (1) officer from each member agency. This brings the class size to thirty (30), which is relatively large for a Senior (Train the Trainer) level course that covers two separate and distinct curriculums and an additional Oleoresin Capsicum (OC) Instructor Course. I am aware of the need for many agencies to add more than the additional one (1) Senior Instructor, this same of course of instruction will be offered multiple times in 2019 to accommodate each agencies training needs. I ask for your patience and understanding as this project takes foothold and we begin the building blocks of training success. Rest assured that all member agencies will have their training cadre’s filled with enough Senior Level Instructors. I have planned to run this course as many times as necessary to fill each agency’s needs. CONDUCTED ENERGY DEVICE (CED) END USER COURSE

In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers throughout New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the AXON X2 and the AXON X2, both are approved CEDs, which are manufactured by AXON International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. This two (2) day training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency Chief Executive Officer to carry and operate a CED in the performance of their official law enforcement duties. Day one involves obtaining certification from the manufacturer of the TASER X2, Axon Inc. This course of instruction is a minimum of six (6) hours of training, which is a requirement for new TASER X2 operators. Students will be provided with the theory and practical training necessary to reasonably, safely and effectively operate the TASER X2, Conducted Energy Device (CED). Day two involves classroom instruction on the Attorney General’s Policy on Use of Force and the Attorney General’s Revised Supplemental Policy on CEDs. Officers will also take part in scenarios and a qualification course which will demonstrate their proficiency in the use of the device. Prerequisite: Completion of the NJLearn component on Conducted Energy Devices (CEDs) Requirements: Eye Protection; Duty Belt; Agency’s Conducted Energy Device (CED); Minimum of six (6) smart 25’cartridges; two (2) inert resettable simulation cartridges; charger for Performance Power Magazine; Letter from Chief/Director authorizing the officer to attend this training and upon successful completion to carry the TASER X2 in the performance of their official law enforcement duties.

MIDDLESEX COUNTY PROSECUTOR’S OFFICE TACTICAL HANDGUN TRAINING CHALLENGE

On Saturday, September 12, 2019, the Middlesex County Prosecutor’s Office will host the 5th Tactical Handgun Challenge at the Police Range in Keasbey, NJ.

Superior firearms training will mean the difference between life and death for a law enforcement officer faced with a deadly force situation. The event will enhance a shooter’s skill set and training through timed fire stages involving accuracy, movement, speed and decision making while under the stresses of competition.

The Challenge will include six different courses of fire. Courses of fire will be broken down into three categories: speed, accuracy and decision making. Each course will be relevant to what a Law Enforcement Officer may encounter during their daily duties.

Scores will be kept for each course of fire. Awards will be given at the end of the day for high score Top Shot (in county municipal competitors), high score Top Shot (State/Federal agencies competitors), and Top Shot Team (combined score of two competitors from the same agency who entered as a team). Team competitors are also eligible for individual Top Shot awards.

TACTICAL HANDGUN TRAINING This three-day course offers the opportunity to enhance shooting skills and to focus on the dynamic tactical utilization of the handgun for all Law Enforcement Officers. MONADNOCK DEFENSIVE TACTICS INSTRUCTOR COURSE

The Monadnock Defensive Tactics System is a principle based defensive tactics program. MDTS was created to give the officer a base system for Personal Defense and Restraint Techniques that easily “transitions” into handcuffing. The “principle based” concept identifies a problem, and then concentrates on easily identified principles to solve the problem. It is designed to accentuate the Monadnock Expandable Baton (MEB) and PR-24 control baton programs. VEHICLE HIDES FOR LAW ENFORCEMENT SNIPERS

In today’s urban environments the ability for LE Snipers to insert themselves on scene undetected is becoming more difficult. Vehicle hides provide protection from the elements and a mobile platform that offers the Sniper the ability to obtain real time information and an over watch position for approaching team members to a target location. This class will identify the components needed and how to construct a vehicle hide. Each Sniper will construct a vehicle hide and fire from within. BASIC FIELD TRAINING OFFICER SCHOOL This training is designed for personnel entering Field Training Units in Patrol, Detention, Communications, Emergency Medical Services and Support Services. Field Training Officers train and evaluate career candidates in preparation for solo duty in law enforcement, corrections, EMS, and communications. Our Basic 3-day school will provide the new FTO with the tools necessary to train and evaluate career candidates during the field training process.

NJNAFTO's Basic FTO School is a nationally recognized school for preparing experienced officers for a career in field training. The San Jose Model, Reno Model, and Modified San Jose Model are discussed. The course focuses on the FTO themselves, and how they can improve their interpersonal and instruction skills to increase trainee retention. The classes incorporate a variety of learning activities, including group work, case law review, and video scenarios.

INTRODUCTION TO PATROL RIFLE This four-day course will teach students patrol rifle nomenclature, care and cleaning, zeroing of optics and iron sights, ballistics, and ammo selection. Various live fire drills will be conducted including shooting while moving, alternate shooting positions, proper use of cover, support side shooting, utilizing a hand held light with a long gun, reloading drills, malfunction clearing and transitions to a secondary weapon. Standards drills will be conducted under time with a day/night qualification course shot on the final day for score. In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers throughout New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the AXON X2 and the AXON X2, both are approved CEDs, which are manufactured by AXON International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. This two (2) day training is the New Jersey Conducted Energy Device (CED) Certification Course, which is required for all law enforcement officers who are authorized in writing by their respective agency Chief Executive Officer to carry and operate a CED in the performance of their official law enforcement duties. Day one involves obtaining certification from the manufacturer of the TASER X2, Axon Inc. This course of instruction is a minimum of six (6) hours of training, which is a requirement for new TASER X2 operators. BLEEDING CONTROL FOR THE INJURED

Bleeding Control for the Injured (B-Con) teaches participants the basic life-saving medical interventions, including bleeding control with a tourniquet, bleeding control with gauze packs or topical hemostatic agents, and opening an airway to allow a casualty to breathe. NEW VIRTRA FIREARMS SIMULATOR

In November 2018, the Middlesex County Prosecutor’s Office and Chiefs’ of Police Association purchased a new Virtra Firearms Training Simulator. The Training Center offers twenty-four-hour training with the use of the Simulator. Those departments who enroll as members of the Middlesex County Virtra Simulator are afforded the opportunity to certify operators on the new equipment. Every agency’s firearms instructors must participate in simulator use training before the department can use the equipment. The Virtra system can be used for marksmanship training and decision making during high stress situations through numerous scenarios. Simulator Operator Training will be by appointment only. Simulator usage fee is $10 per officer per department. Please contact Agt. John Kruszka for any additional questions.

DRIVING SIMULATOR OPERATORS’ The Training Center offers twenty-four-hour training with the use of the Driving Simulator. Middlesex County agencies have the opportunity to train individuals to operate the Doron 550 LE Driving Simulator. Those departments currently enrolled as Driving Simulator users are given the opportunity to certify operators as well as utilize the system for supplemental training for problem drivers. Every department must participate in the training before the department can use the equipment. Completion of operators’ training will allow participating agencies the opportunity to schedule and conduct their own driving simulator training at the Training Center. Training for the Driving Simulator and VIRTRA system will be scheduled on an as needed basis. Agencies interested in training their personnel to operate the driving simulator/FATS machines should contact John Kruszka at 732-650-6705. Training will take approximately 3 hours with one hour utilized for instruction and 2 hours for newly trained operators to familiarize themselves with hands on operating of both.

NJ LEARN LEARNING MANAGEMENT SYSTEM

INFORMATION

NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and Level one certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. Permission based, users can request and take courses, tests, and surveys. The designation of supervisor in NJ Learn is generally given to agency training officers; specifically those who will manage user accounts in NJ Learn for others from the same jurisdiction. Supervisors can manage requests and approvals, course assignments, and training records of users assigned to them. Users are assigned to, and managed by one NJ Learn supervisor at a time. A supervisor cannot manage their own account. Any user can be assigned the supervisor permissions. The training for those permissions is composed of an introduction to NJ Learn and its capabilities, demonstration of the supervisor functionality, and hands on training in those functions. MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN

BLOODBORNE PATHOGENS The following Bloodborne Pathogens Training meets the Federal Occupational Safety and Health Administration (OSHA) Standard, 29 CFR 1910.1030, which was adopted by the New Jersey State Public Employees Occupational Safety and Health (PEOSH) Program. Training must be provided at the time of the emergency responder’s initial employment and at least annually thereafter.

The standard requires that emergency responders have access to a qualified trainer while taking on-line training to allow for interactive questions and answers, if needed. This requirement can be met via telephone contact or through email only if the trainer is available to answer emailed questions at the time the questions arise (e.g., live chat). It is the responsibility of each department’s/agency’s chief executive to provide their members with the name, contact information and work hours of the qualified trainer designated to assist with any questions.

The standard also requires that emergency responders are provided with an explanation of the department’s/agency’s written exposure control plan, as well as the means by which members can obtain a written copy. It is the responsibility of each department’s/agency’s chief executive to provide this information to its members. It is critical that each emergency responder knows what to do in the event of an exposure and to be able to articulate their department’s/agency’s exposure control plan.

If the emergency responder has questions relating to any training or modifications made to existing procedures, they should consult with their designated qualified trainer, supervisor, and/or appropriate legal advisor.

MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN

DOMESTIC VIOLENCE The purpose of this program is to provide law enforcement officers with a general overview of laws and policies in the State of New Jersey. Taking this course satisfies the four-hour requirement annual domestic violence training requirements set forth in N.J.S.A. 2C:25-20. However, County Prosecutors may require police officers to participate in additional domestic violence training.

HAZARDOUS MATERIALS AWARENESS

This 2016 Hazardous Materials Awareness Refresher on-line training course is provided to fulfill the OHSA annual refresher mandate for first responder hazardous materials awareness.

C.L.E.A.R. INSTITUTE The CLEAR Institute mandatory training for Law Enforcement. For 2020, each officer must take three (3) “elective” classes to be determined at a later date. A passing grade substantiates completion of this mandatory training in NJ Learn. All officers complete all mandatory classes by December 2020.

From Route 1: Get onto Route 287 South/440 North, take the Smith Street Exit. Follow the signs for Smith Street, Keasbey and Crows Mill Road South. Once on the exit stay to the left. The exit ramp for Smith Street then merges with Industrial Avenue just before Crows Mill Road. As soon as they merge Crows Mill Road is at that traffic light. You will need to get to the right and turn right onto Crows Mill Road. Proceed 4 tenths of a mile down Crows Mill Road. The range is on the right where you will see a large red, white and blue brick at the entrance. From Route 35 - Northbound. Go over the Victory Bridge. At the end of bridge is Smith Street. Get into the left turn lane and turn left onto Smith Street. Follow Smith Street to Crows Mill Road. Just before the Crows Mill Road traffic light, there is a small turn-off that bears right. It is actually a jug handle and is also part of Smith Street. The jug handle takes you past a firehouse that you can use for a landmark. There is also a coffee shop. Then make a left onto Crows Mill Road to the traffic light. If you stop at the traffic light on Smith Street, to make the left turn, you are stopping in the left lane. (Not good) The jug handle allows you to turn onto Crows Mill Road without having to make a left from Smith Street onto Crows Mill Road. (It’s safer) Proceed 4 tenths of a mile down Crows Mill Road. The range is on the right where you will see a large red, white and blue brick at the entrance. From Route 35 – Southbound. From Convery Boulevard turn right onto Smith Street. The Carwash is a landmark. (Don’t go over the Victory Bridge). Follow Smith Street to Crows Mill road. Just before the Crows Mill Road traffic light there is a small turn-off that bears right. It is actually a jug handle and is also part of Smith Street. The jug handle takes you past a firehouse that you can use for a landmark. There is also a coffee shop.
