Executive Director, University Regional Partnerships, President’s Office

Eddington received her BS in pharmacy from Howard University and her PhD in pharmacokinetics from the University of Maryland School of Pharmacy. She is a nationally known expert in drug delivery and pharmacokinetics. Eddington chairs the National Institute of Pharmaceutical Technology, a nonprofit, 13-member university consortium conducting research and education on the science of pharmaceutical technology and manufacturing. She has authored more than 120 publications, 170 presentations, and has given over 100 invited lectures on topics related to pharmacometrics, drug delivery, and regulatory sciences. She has held leadership positions in scientific and professional organizations including American Association of Pharmaceutical Sciences, American Pharmacy Association, American Society of Health-System Pharmacists, American Association of Colleges of Pharmacy, and the American College of Clinical Pharmacology. She was appointed to the Federal Facilities Advisory Board by Gov. O’Malley and is a fellow of the American Association of Pharmaceutical Scientists and a fellow of the American College of Clinical Pharmacology.

As CAO and vice president, Ward directs a portfolio of departments and initiatives that promote institutional effectiveness and assure accountability. He has primary responsibility for strategic planning, enterprise risk management, and institutional research. He has a leadership role on the MPowering the State steering committee, serves as UMB’s Middle States accreditation liaison officer, and oversees several offices that promote compliance and transparency, including the offices of research integrity, conflict of interest, human research protections, and education and equal access. He also has oversight of Human Resource Services. As vice dean of the Graduate School, Ward has responsibility for building an entrepreneurial portfolio of graduate programs that are self-sustaining and responsive to evolving needs of the health and human services workforce in the state. Ward joined UMB in March 2009 as the associate vice president for academic and student affairs. He served as chief academic officer and interim dean of the Graduate School during the 2011-2012 academic year. In June 2012, Ward was named UMB’s first chief accountability officer and was promoted to vice president for academic affairs in October 2013 and to vice president of operations and planning in June 2015. He served as interim chief human resources officer from October 2014 to November 2015. Prior to joining UMB, Ward served as assistant vice president for student affairs at the New School in New York City and also held senior administrative positions in the City University of New York system.

Gonzales was appointed to her second term on the USM Board of Regents in July 2010. That term ended in February 2016. During that term, Gonzales served as the regent member of the UMB Middle States Steering Committee. She is currently a member of the Board of Directors of the University of Maryland Medical System, and chair of the Board of Directors of the University of Maryland Medical Center. She is a partner and co-founder at Hylton & Gonzales, a law firm specializing in trusts, special needs trusts, estate planning, and probate. She is a member of the American Bar Association, where she served on the Board of Governors from 2004-2007; the Maryland State Bar Association, where she served as president from 1991 to 1992; and the Maryland Bar Foundation. She has served on the boards of First Maryland Disability Trust, the B’More Clubhouse Inc., and the Maryland Legal Mutual Insurance Society. Gonzales received her Bachelor of Arts cum laude from the University of Maryland in 1971, and received her Juris Doctor with honors from what is now the University of Maryland Francis King Carey School of Law in 1976. She is a resident of Baltimore City.

Gourdine is a physician, author, speaker, health policy expert, and CEO of Michelle Gourdine & Associates, an award-winning population health consulting firm that develops education and policy strategies to improve the health and well-being of women, people of color, and the under-served. Michelle Gourdine & Associates’ mission is to create a health care system in which all people benefit equally. Gourdine is a graduate of the Johns Hopkins University School of Medicine. She is the former deputy secretary of health for the state of Maryland, and former health commissioner for Baltimore County. Gourdine is the author of Reclaiming Our Health: A Guide to African American Wellness (published by Yale University Press), and is a sought-after expert and speaker whose advice and book have been highlighted in national publications including The New York Times, the Philadelphia Inquirer, USA Today, and Essence magazine.

Antalis serves as associate director of the Center for Vascular and Inflammatory Diseases,

as the director of the Molecular Medicine Graduate Program, and associate director for training and education for the University of Maryland Marlene and Stewart Greenebaum Cancer Center. Antalis is a research investigator with wide-ranging experience in basic and translational research, curriculum development, and mentoring. She is co-director of a T32 training program in cancer biology supported by the National Institutes of Health (NIH). Her NIH-funded research program focuses on the activities of serine proteases and their inhibitors in the regulation of cell death, inflammation, and tumor progression. She is a member of the Faculty Senate at UMB, has served on or chaired multiple national grant review committees, and is a member of the editorial boards for the Journal of Biological Chemistry, Biochemical Journal, and the Journal of Molecular Medicine. She has been treasurer for the American Society of Biochemistry and Molecular Biology since 2012.

RoBeRt S. BeaRDSley, RPh, PhD

Beardsley received his BS in pharmacy from Oregon State University, and his PhD from the University of Minnesota. He completed a residency

at the U.S. Public Health Service Hospital in New Orleans. Beardsley’s research has focused on human behavior theory, public health, and also educational innovation. He has conducted numerous workshops on curricular development, assessment, leadership, and communication at schools and colleges of pharmacy in the U.S. as well as several countries. Beardsley is past president of the Accreditation Council for Pharmacy Education. He also served as chair of the Council of Deans for the American Association of Colleges of Pharmacy (AACP). In July of 2011, he received the Chalmer’s Distinguished Educator Award from AACP. Beardsley has been selected as Outstanding Teacher of the Year by three School of Pharmacy graduating classes.

Edwards has served in various roles at

the law school, including director of student affairs, director of academic administration, and director of graduate legal studies. She oversaw the administration of academic programs, managed the graduate law (LLM) program, advised students interested in joint/dual degrees and interdisciplinary programs, administered externship programs for students seeking experiential learning opportunities outside of the law school, and managed the law school’s exchange programs with multiple global partners. Before joining Maryland Carey Law, Edwards worked as a corporate attorney at Miles & Stockbridge, P.C. in Baltimore.

Golembewski received her BS in chemistry from Ursinus College and her PhD in pharmacology and

experimental therapeutics from UMB. As senior associate dean of the Graduate School, she oversees MS and PhD students. She is also the principal investigator for the collaborative AGEP-T: PROMISE AGEP Maryland Transformation. She serves on a number of committees and organizations including the Northeastern Association of Graduate Schools.

Harner teaches courses in Bankruptcy and Creditors Rights, Business Associations, Business Planning, Corporate Finance, and Legal Profession. She is widely published and lectures frequently on corporate governance, financially distressed entities, risk management, and related legal issues. She is the assistant reporter to the Advisory Committee on the Federal Rules

of Bankruptcy Procedure, and served as the reporter to the American Bankruptcy Institute’s (ABI) Commission to Study the Reform of Chapter 11 and a member of the Dodd-Frank Study Working Group for the Administrative Office of the United States Courts. She is an elected member of the American Law Institute and fellow of the American College of Bankruptcy. Harner previously was in private practice in the business restructuring, insolvency, bankruptcy, and related transactional fields, most recently as a partner at the Chicago office of the international law firm Jones Day. She was selected to serve as the Robert M. Zinman ABI Resident Scholar for the fall of 2015.

Heinzl is a fifth-year PhD student in the pharmaceutical sciences program at the School of Pharmacy.

He received his BS in chemistry from Allegheny College in Meadville, Pa. Previously Heinzl served as the vice president and then two-term president of the Graduate Student Association, and also as the parliamentarian for the USGA. Additionally, he serves as one of two UMB representatives for the University System of Maryland Student Council.

Lehman’s research examined quality of care and outcomes of persons with serious mental illnesses, including co-occurring substance use disorders, the effectiveness of assertive community treatment programs for homeless persons, and interventions for families. His current clinical practice focuses on care for persons with serious mental disorders in West Baltimore. He is co-author of two books, Working with Families of the Mentally Ill and Double Jeopardy: Chronic Mental Illness and Substance Use Disorders. He was PI for the Schizophrenia Patient Outcomes Research Team (Agency for Health Care Policy and Research and the National Institute of Mental Health). He chaired the American Psychiatric Association’s Workgroup on Guidelines for the Treatment of Schizophrenia.

Lilly worked in the health care industry for more than a decade in senior leadership roles. His focus was in community health improvement, quality care, and organizational development. In his current roles at UMB, he leads strategic initiatives in new professional master’s degree development

and online learning. He also is responsible for providing executive leadership to a broad range of student affairs services. He earned a Bachelor of Science degree in biology from Wright State University, a Master of Public Health degree from Drexel University, a Master of Arts degree in applied sociology, and a Doctor of Philosophy degree from the University of Maryland, Baltimore County. His primary research interests are in the realm of health care improvement for individuals with severe mental illnesses.

DaviD B. Mallott, MD

Mallott received a BA from Swarthmore College in 1974 and an MD from the University of Pittsburgh in 1978. He completed a psychiatry residency at Tulane University and joined the faculty of Tulane from 1983 to 1986, serving as associate program director for the psychiatry residency and receiving a junior faculty development award for his role in medical education. Mallott joined the faculty at the University of Maryland School of Medicine in 1986, focusing on clinical education for both medical students and psychiatry residents. He served as director of the psychiatry clerkship, medical student education director within the Department of Psychiatry, and taught within the psychiatry residency. Since 1997, Mallott has been associate dean for medical education and director of the Office of Medical Education. He has led the integration of information technology and spearheaded curricular change within medical education. He serves as a co-director of the Center for Interprofessional Education.

Executive Director, Samuel D. Harris National Museum of Dentistry

Manski joined the faculty of the School of Dentistry in 1985. He earned his DDS at Howard University, his MBA at the University of Massachusetts, and his PhD at the University of Maryland. As the chair of Dental Public Health, Manski manages and provides oversight for a team of faculty and staff, educators, and researchers. Disciplines of interest and areas of responsibility include public health, research methods, statistics, education, history, practice management, the school’s externship program, and the Samuel D. Harris National Museum of Dentistry. He also is responsible for and manages a multi-institutional, multidisciplinary, and international team of researchers. Team members represent diverse institutions including the University of Virginia, RAND, and the University of Heidelberg. Together the team members study the effects on dental utilization patterns associated with changes in dental coverage and changes in retirement status among older Americans.

McKissick came to UMB in 1990 as a lab supervisor in the Department of Biochemistry at

the School of Medicine. She has worked as a microbiologist in research labs at Penn State University, University of Hawaii, Kapiolani Medical Center, and AkzoNobel, Inc. She has helped cultivate UMB’s very successful on-site research supply core, BIORESCO, and the School of Medicine’s research service group, CIBR (Center for Biomedical Resources). McKissick has served on the UMB Staff Senate for six years as president, vice president, and currently as past president. She holds an undergraduate degree in biology, an MBA, and is working toward an MS in applied psychology.

Meyer has taught community organization and macro social work practice at the School of Social Work for 15 years. Her research and publications have been interdisciplinary, spanning the fields of social work, sociology, and political science. Meyer has sought to examine the practices and challenges of building social capital and organizing for social change in economically distressed urban environments, with a special interest in the barriers to and practices to facilitate collaboration among community-based organizations and associations. She received PhD and MSW degrees from the University of California, Los Angeles.

Mueller is a third-year PhD student in the molecular medicine program in the School of

Medicine’s Graduate Program in Life Sciences. Her research focuses on xenografting human muscle precursor cells into murine muscle compartments in order to study a complex form of muscular dystrophy. Before matriculating into the program at UMB, Mueller studied neurobiology and physiology at University of Maryland, College Park, where she was a student leader in the Life Sciences Scholars Program. At UMB she serves as president of the GSA and secretary of the University Student Government Association.

Phil RoBilotto, Do, MBa

Robilotto manages the University’s intellectual property (IP), licensing, and new business venture efforts. He came to UMB in 2011 with nearly 20 years of clinical practice and pharmaceutical/biotechnology strategic planning and business development experience, most recently with Celera and DuPont Pharmaceuticals. He has led valuation and planning efforts for technology platforms and clinical stage products and has successfully developed, negotiated, and executed

collaborations across a broad range of life science-based technologies with a variety of commercial partners. In his current role, he has responsibility for managing the University’s IP portfolio, while leading and expanding its technology assessment, marketing, and commercialization efforts. Robilotto is a licensed physician in the state of Maryland and received his DO from the Chicago College of Osteopathic Medicine. He also holds a BS in biology from the College of William & Mary and an MBA from Duke University.

Snow received her AB from Dartmouth College, her MD from the University of Maryland School of Medicine, and her MPH from the Johns Hopkins School of Public Health. She completed a residency in internal medicine at the University of Maryland Medical Center and a preventive medicine residency at Johns Hopkins School of Public Health. She has been active at the School of Medicine continuously since 1975 and has served in a variety of educational, clinical, and administrative capacities. Her administrative role culminated as the chief of staff for the VA Maryland Health Care System. She currently holds a voluntary appointment in the Department of Internal Medicine at the School of Medicine, continuing to serve as course director of Introduction to the Clinical Years. She is board certified in internal medicine; preventive medicine and epidemiology; and hospice and palliative care medicine.

Swaan received his master’s in pharmacy and PhD in biopharmaceutics from the University of Utrecht, The Netherlands. He completed a postdoctoral fellowship in pharmaceutical chemistry at the University of California, San Francisco and moved to Ohio State University where he was promoted to associate professor in 2002. He joined the School of Pharmacy in 2003. Swaan has published nearly 200 articles focusing on transporter proteins in drug targeting and delivery, pharmacokinetics, and pharmacodynamics and has been funded by the National Institutes of Health (NIH), the Food and Drug Administration, and other organizations. His research involves the application of transporters as targets for prodrugs. He pioneered the application of computational techniques to determining structural requirements of membrane transporters, paving the way for the rational discovery of novel substrates and inhibitors. Swaan has served on peer review panels for NIH, including as a permanent member of the Xenobiotics and Nutrient Disposition and Action study section. He holds several U.S. patents and serves as editor-in-chief for Pharmaceutical Research.

Tooey also serves as director of the National Network of Libraries of Medicine’s Southeastern/Atlantic Regional Medical Library under contract with the National Library of Medicine at the National Institutes of Health. She has worked in various library positions at the HS/HSL since 1986. She received her MLS from the University of Pittsburgh. Tooey served as president of the Medical Library Association (2005-2006), is a fellow of the association, and has been selected as the 2016 Janet Doe Lecturer. She was president of the Association of Academic Health Sciences Libraries (2012-2013). She is the 2011 recipient of Distinguished Alumni Award from the University of Pittsburgh’s School of Information Sciences. Tooey is the author or co-author of more than 100 chapters, articles, presentations, or posters. Her professional interests include leadership, emerging trends, library innovation and design, ethics, and mentoring.

Waltz received her PhD from the

University of Delaware College of Education and her MS and BSN from the University of Maryland School of Nursing. She is an internationally recognized expert in the development of outcomes evaluation in clinical and educational settings. Her research interests are research, evaluation, and measurement. Waltz is an adjunct member of GRIISIQ-Quebec Interuniversity Nursing Intervention Research Group, the International Scientific Advisory Panel for the Royal College of Nursing, and the Editorial Review Board of the Journal of Cardiovascular Nursing.

Maryland State Implementation Project

Wiseman is an associate professor and a member of the senior administrative team at the School of Nursing. She currently has two grants through the Maryland Higher Education Commission and the Robert Wood Johnson Foundation to revise the Maryland RN-to-BSN articulation program. Wiseman is the current president of the Pi Chapter of Sigma Theta Tau International at the SON. She is actively engaged in multiple interprofessional projects at the Universities at Shady Grove. Wiseman serves on the Adventist Health Shady Grove Medical Center Board of Directors and is a member of the Professional Affairs subcommittee.
