1. INTRODUCTION Background: This report looks at those countries of the Middle East with significant marine industries, and provides basic information on those local companies in each which are considered substantial enough to be of interest to UK exporters as possible trading partners. The emphasis is on the leisure marine sector, but organisations active in the commercial arena are also included given the cross‐over potential of some product groups. The Middle East is a region of great contradictions and variations. On paper the region is extremely wealthy due to its oil reserves, but this wealth is unevenly distributed both geographically with Egypt, the largest in the region in terms of population, having very little in the way of a developed petrochemical industry, and socially, with the income typically accruing to the ruling classes while large numbers of immigrant workers are paid subsistence wages. Nonetheless, despite the geo‐political issues that continue to dog the region, there are grounds for optimism that the Middle East has great potential as a centre for leisure marine activities, and that local demand for imported goods associated with the industry should be on a long‐term upward trajectory. The reasons for this upbeat outlook are:
o The rise of commercial centres, in particular Dubai, have publicised the potential of the region as a convenient and high‐quality winter holiday destination for 300 million Europeans. The warm, dry climate makes it particularly attractive.
o The Red Sea, with its warm, clear waters, is recognised as one of the world’s great
destinations for blue water leisure activities including boating, diving and fishing. At the same time new and dramatic coastlines such as that of Oman on the Arabian Sea are now being opened up to tourists.
o Those countries currently dependent on oil revenues are increasingly seeking to develop
other sources of income and employment for their citizens, with tourism a high priority. A substantial number of very large integrated waterside developments are planned or underway across the region which will include marinas and other leisure facilities.
o An expanding middle class is bringing disposable income to a new section of the population,
expanding the number of potential customers for leisure products. While the long‐term outlook is positive, there are short‐term risk factors that need to be taken into consideration by exporters, particularly at the present time.
• Iran, whose western coastline runs the length of the Persian Gulf, remains a source of instability and potential military conflict in the region.
• Like everywhere else, the region is currently undergoing an economic slowdown, which has put a brake on many of the economic regeneration projects as western demand has fallen off.
• Boat ownership statistics can be misleading. The great majority are currently small day fishing boats.
• At present the growth of the market is hampered by a lack of marina berths.
• The majority of wealthy Arabs tend to keep their yachts outside the region. These can all change rapidly, and should not deter those companies in our sector from exploring the possibilities of doing business in the countries covered by this report. However we urge those interested in doing business here to take advice on local customs and culture. Some broad guidelines are given below but there are variations between countries and the local British embassies or the BMF will be happy to email you more information. The key factors to remember are:
o Unhurried hospitality is a central part of the local culture. Meetings will start with extended enquiries regarding your health and family. It is not good manners to refuse refreshment.
o Arabs have a very different attitude to time‐keeping. Meetings can be cancelled at short
notice or participants may simply not appear. There may be frequent interruptions. Allow plenty of time for your visit and remember that no impoliteness is intended.
o Building personal relationships is vital to successful business partnerships, and can take a
long time and many visits. Face to face contact is seen as very important.
o Local agents often play a critical intermediary role in business.
o Be aware of Islamic customs regarding behaviour, dress, diet and attitudes to women. Exporters may of course find themselves dealing with some of the many expatriate westerners who work in the Middle East, particularly in the Gulf, but ultimate decision‐making will generally rest with the Arab management. 2. ABU DHABI (UAE) Geography: Part of the United Arab Emirates, the emirate of Abu Dhabi has a population of around 1.3 million of which more than half are expatriates, mostly from southern Asia. The only city bears the same name and is the capital. Much the largest of the six emirates that make up the UAE, it has an area of 67,000 km sq comprising mostly sand and gravel desert, and with salt flats running along the coast. More than half of the population is located within the city, which lies on a T‐shaped island in the Persian Gulf just a few hundred metres from the mainland. The coastline extends for 1,318 km and is characterised by numerous islands and shallow waters of generally less than 10 metres in depth. Economy: The economy is dominated by oil and gas extraction, making its citizens among the richest in the world with a GDP per head of around $63,000. Recent years have seen great strides in diversification however, with alternative industries being encouraged. As with Dubai construction is a major source of economic activity as the emirate seeks to attract high value service industries and investment in tourism, while not as advanced as in its fellow emirate Dubai, has picked up markedly in the last few years. Leisure marine environment and infrastructure: The leisure marine sector is currently not a large one in Abu Dhabi. The total number of boats is estimated in the low thousands, of which the vast majority are small motor boats kept on trailers and used for fishing or afternoons out in the bays. There is at present a severe shortage of marina berths which restricts the capacity for larger craft, although in time this situation is expected to lessen as planned new waterside developments with marinas are opened. Abu Dhabi hosts the Middle East Workboats Show (5‐7 October 2009), and the inaugural Abu Dhabi Yacht Show was held there 12‐14 March 2009, aimed chiefly at the superyacht / premium market. Commercial marine environment and infrastructure: The commercial maritime sector predominantly serves the offshore oil and gas sector.

Comments: Emocean Marine Co is a boat‐building company that was launched at Abu Dhabi Yacht Show 12 ‐14 March 2009 when it has announced plans to set up a boat manufacturing facility at Musaffah. The company is a joint venture consortium formed by three Abu Dhabi based groups Senaat, Phoenix Group and strategic business leadership brought by Mr. Ali Al Naqbi who is an aviation businessman. At a capital investment of $10 million, the facility will be fully operational by June 2009. It plans to have a capacity to manufacture up to 400 boats annually. The company has also signed a partnership with the Italian marine company Gruppo InRizzardi during the Yacht Show. This positions Emocean as the exclusive distributor of InRizzardi boats and yachts throughout the MENA region. InRizzardi, in turn, will distribute Emocean vessels worldwide. It will also manufacture some boats on behalf of Emocean. The alliance between Emocean and InRizzardi is aimed to enable the two companies to cover all aspects of the marine leisure and boating industry.

3. BAHRAIN Geography: the Kingdom of Bahrain is an archipelago of one large and 32 smaller islands in the Arabian Gulf. It is a small country covering 717 sq km and the population is around 1 million, of which around 25% are expatriates. The Kingdom has been a major trading hub in the northern Gulf for several decades, used as a base by many companies to enter the Saudi market and other neighbouring states. Bahrain is one of the six member states of the Gulf Co‐operation Council (GCC). The 25‐km long King Fahad Causeway connects Bahrain to the Eastern Province of Saudi Arabia, and a second causeway to link Bahrain and Qatar is scheduled for work to begin in 2009. Economy: while 60% of the country’s exports are still derived from petroleum products the government has for some years been actively pursued a policy of diversification, with finance and construction are now important industries in their own right. GDP per head in 2008 was around USD 37,200, making Bahrainis the 29th wealthiest in the world. Leisure marine environment and infrastructure: Bahrain’s islands provide beautiful and sheltered waters for a range of boating activities, with a number of resort hotels acting as the primary locations for berths and around ten additional waterside property and marina projects currently at varying stages of development. Because of the small population the number of leisure boats in the country is put at just 1500. The government of Bahrain has demonstrated its interest in using yacht racing to promote the country, with its sponsorship of Brian Thompson’s Open 60 Kingdom of Bahrain and Bahrain Team Pinder’s in the World Match Racing Tour. Team Pinder together with Sail Bahrain plan to build a world leading sailing academy in Bahrain, and Sail Bahrain intends to go on to use sailing as a marketing tool for tourism in the country and support the creation of a leisure marine interest in the kingdom. Existing leisure marinas in Bahrain included in this report are Amwaj Marina, Marina Club, The Bahrain Yacht Club and also Al‐Bandar resort (not included in the contacts list). In addition there are a number of major developments being built such as Diyar Al Muharraq with 40 kilometres of waterfront including sandy beaches and a marina; Dilmunia Health Island, a $1.6bn health & leisure resort with water featuring heavily in the design “wellness” concept; and Durrat Al Bahrain, a $1.3bn ‘urban living, island style’ development, which will all offer a significant number of individual berths as well as new marinas leading to an increased interest in sailing and water sports. In the commercial sector, Bahrain also opened the Shaikh Khalifa bin Salman Port in spring 2009, providing Bahrain with a high quality platform to deliver to the shipping industry the primary cargo port for the GCC states given Bahrain’s proximity to Saudi Arabia.

4. DUBAI (UAE) Geography: Part of the United Emirates, the emirate of Dubai is almost entirely desert and has an area of just over 4000 sq kms. The natural coastline is about 40 miles in length, but the numerous offshore developments have extended that many times over. Population is 1.4 million of which around 80% are expatriates. Economy: Only 6% of its revenues come from petroleum and natural gas. Tourism, construction, trade and financial and other services are the main resources of economic activity. Historically Dubai has long been a major trading port. Jebel Ali port has the largest man‐made harbour in the world and is ranked eighth in the world for container traffic. GDP per head for the UAE as a whole is $40,000, but this hides immense differences between the incomes of the indigenous population and skilled workers drawn from the West and the mostly south Asian unskilled guest workers. Leisure marine environment and infrastructure: the development of the leisure marine sector is a side‐effect of the great construction boom – with its emphasis on waterside developments and land reclamation – that Dubai has fostered over the last decade. Projects such as the Palm Islands and The World are projected to add 30,000 new berths and 1,500 kilometres of extra coastline. At present only Palm Jumeirah is nearing completion and the recession is expected to have a negative impact on the plans for the various other mega‐projects. In 2009, however, much of this lies in the future. Marina berths are in short supply and the total boat park, comprising mostly motorboats in the 10 to 20 metre range, is in the region of just a few thousand craft. That said, a sophisticated local leisure marine industry with capabilities that include building and supporting superyachts and hi‐tech racing boats is growing rapidly, and the annual Dubai Boat Show held in March is considered the major boat show for the region, although Abu Dhabi is begun to provide competition. Commercial marine environment and infrastructure: Dubai has long been associated with ship repair and ship building activities. The growing demands for ship repair services and service expertise in the region have witnessed a high demand resulting in the expansion and relocation of Jadaf Dubai, the Arabian Gulf’s oldest ship repair and industrial marine yard to the Dubai Maritime City. Once completed the Dubai Maritime City will be the first purpose‐built maritime centre and the largest of its kind in the region while international conglomerate Dubai World, which includes flagship entities such as DP World and Dry Docks World, is also seen as a major attractor. Some marinas, such as the Dubai Creek Golf & Yacht Club, have their own in house workshop facilities to service their clients and would prefer to be contacted directly by potential suppliers. 5. Egypt Geography: A million square kilometres of mostly desert, Egypt has 2,450 km of coastline divided between the Mediterranean and the Red Sea. The River Nile is also navigable for 1,545 km. The population is 83 million. Economy: Egypt lacks the oil wealth of the Gulf States and that, combined with its large population, puts it in the bottom half of the global wealth league with a GDP per head of just $5,400. The economy is relatively sophisticated, however, with services accounting for around 50% of GDP and manufacturing 38%. Tourism is estimated to account for 6% of GDP. Income inequalities mean that 10% of the population account for 30% of the national income, revealing the presence of a sizeable middle class with the disposable income required for leisure activities. Leisure marine environment and infrastructure: As the home of the Suez Canal Egypt plays host to large numbers of yachts as they pass through on their way to the Indian Ocean and beyond. Egypt is not seen as a cruising ground in its own right however, and the majority of its water sports activities are shore‐based, with the Red Sea renowned for its diving and snorkelling. The number of the boats in the country is not known with any precision, but it seems likely that the majority are local fishing boats, together with the fleet used to cater for the tourist activities referred to above. The Mediterranean coast has seen an upsurge in development in recent years, aimed primarily at the local population. The Red Sea is more popular with external tourists, due to its clear waters and longer season.

6. KUWAIT Geography: Comprised mostly of flat desert, Kuwait has around 500 km of Persian Gulf coastline and nine islands, of which only two are of any appreciable size. The population is 2.7m, of which 1.3 are expatriates. Economy: Oil accounts for around 50% of GDP, and 95% of exports. GDP re head is $57,400, making its citizens the fifth richest in the world. Other major industries are construction, shipping and financial services. It is not a major tourist destination, due in part to its proximity to Iran and Iraq, and reports state that visits by foreign yachts are not encouraged. Leisure marine environment and infrastructure: Kuwait is estimated to have over 25,000 boats along its coastline, but with only 2,500 marina berths the vast majority of these are assumed to be trailer launched motor boats. There are two principal marinas, one near Kuwait City known as the Yacht Club, and a second 60km south near the Khiran resort. The 3rd Kuwait Boat Show due to be held in March 2009 was postponed indefinitely, but reports are that it may be staged again in 2010. There is little in the way of local boat production. There are three commercial ports, at Doha, Shuiba and Shuwaikh.

8. SAUDI ARABIA Geography: Saudi Arabia has an area of around 2 million square kilometres and is bordered by the Red Sea in the west and the Persian Gulf in the east. Leisure marine environment and infrastructure: Saudi Arabia is in the early stages of developing its leisure marine industry. Many wealthy Saudis own yachts, but these are generally based outside the country, particularly in the Mediterranean. The growth of waterside developments combined with the attractive Red Sea coastline is however seen as a precursor to rapid development in the leisure marine sector that is set to open up boating to middle‐income Saudis who will keep their boats closer to home. October 2009 sees the first Saudi International Boat Show, a four‐day event being held in Jeddah that is expected to attract both local and international companies. Currently there is estimated to be around 10,000 boats in the country – the majority small fishing boats, annual sales are put at 300, and the number of marina berths available is expected to reach between 2500 and 3000 by 2012. Most of the customers prefer to purchase their boats from Dubai, Bahrain or directly from Europe or the US. Many fibreglass manufacturers were making the bodies of boats locally, but for insufficient demand they have stopped manufacturing and continued the production of other product lines. Zamil Offshore Services was founded in 1977 as a 100% Saudi Company working in diversified business fields.
