PROJECT DBE REQUIREMENTS
SMALL BUSINESS REQUIREMENTS
• SANDAG and MCTC are seeking participation from the following certified businesses on the Mid Coast Corridor Project:
• SANDAG has a 15-20% Small Business objective. In working towards that objective we are engaging DVBE, MBE and WBE certified firms.
• Since the Mid-Coast Corridor Project is federally assisted (FTA funds), a specific DBE goal requirement has been established for the project.
• Only DBE firms certified under the California Unified Certification Program (CUCP) can help MCTC meet the DBE goal requirement.
• Prime bidders submitting proposals/bids to MCTC in response to RFPs need to ensure that DBE subcontractors proposed by prime bidder are certified under the CUCP. You can confirm this by going to the website: CaliforniaUCP.org

WHAT QUALIFIES AS A DBE?
• Business Size Standards
– Annual receipts of a for-profit business cannot exceed $22.41M and SBA size standards for specific industry.
• Personal Net Worth of Qualifying Individuals
– $1.32M excluding equity in primary home and ownership interest in the business.
• Ownership
– Firm must be at least 51% owned by Socially and Economically Disadvantaged Individuals (women, certain minority groups, others…).
• Control
– The socially and economically disadvantaged owner(s) must possess power to direct the firm.
• California Unified Certification Program (CUCP)
– Firms must be certified as a DBE under the CUCP. Firms certified as DBEs in other states need to also be certified by the CUCP.
