REPORT AT A GLANCE Introduction:-

Muzaffarpur district, ‘The Land Of Leechi’ was created in 1875 for the sake of administrative convenience by splitting up the earlier district of Tirhut. The present district of Muzaffarpur came to its existence in the 18th century and named after Muzaffar Khan, an Amil (Revenue Officer) under British Dynasty. Purbi Champaran and

the South Vaishali and Saran districts, on the East Darbhanga and Samastipur districts and on the West Saran and Gopalganj districts surround Muzaffarpur. Now it has won international encomiums for its delicious Shahi Leechi and China Leechi It is, of course impossible to trace back the history of this region to its earliest origins, but we can trace back it’s stream of strong heritage a very long way through the ancient Indian epic Ramayan, which still bears a significant role in Indian civilization. To initiate with the Legend, Rajarshi Janak was ruling Videha, the mythological name of this entire region including eastern Nepal and northern Bihar. Sitamarhi, a

ANNUAL REPORT place in this region, bears a

value of sacred Hindu belief where, Seeta (other name Vaidehi: The Princes of Videha) sprang to life out of an earthen pot while Rajarshi Janak was tilling the land. The recorded history of the district dates back to the rise of the Vrijjan Republic. The center of political power also shifted from Mithila to Vaishali. The Vrijjan Republic was a confederation of eight clans of which the Licchavis were the most powerful and influential. Even the powerful kingdom

of Magadh had to conclude matrimonial alliances in 519 B.C. with the neighboring estates of the Licchavis. Ajatshatru invaded

ANNUAL REPORT Vaishali and extended his sway

over Tirhut. It was at this time that Patliputra (the modern Patna) was founded at the village Patali on the banks of the sacred river Ganga and Ajatshatru built an invincible fortress to keep vigil over the Licchavis on the other side of the river. Ambarati, 40 Kms from Muzaffarpur is believed to be the village home of Amrapali, the famous Royal court dancer of Vaishali.

Vaishali, a center of religious renaissance, Baso Kund, the birth place of Mahavir, the 24th Jain Tirthankar and a contemporary of Lord Buddha continue to attract visitors from across the international boarders.

Tsang’s till the rise of the Pala dynasty, Muzaffarpur was under the control of Maharaja Harsha Vardhan, a powerful sovereign of North India. After 647 A.D. The district passed on to the local chiefs. In the 8th century A.D. the Pala kings continued to have their hold over Tirhut until 1019 A.D. Chedi kings of Central India also exercised their influence over Tirhut till they were replaced by the rulers of the Sena dynasty towards the close of the 11the century. Between 1211 & 1226, Ghais-u-ddin Iwaz, the ruler of Bengal, was the first Muslim invader of Tirhut. He, however, could not succeed in conquering the kingdom but extorted tributes. It was in 1323 that Ghiyasuddin Tughlaq established his control over the district.

ANNUAL REPORT The history of Muzaffarpur will

remain incomplete without a reference to the Simraon dynasty (in the north-east part of Champaran) and its founder Nanyupa Deva who extended his power over the whole of Mithila and Nepal. During the regime of Harasimha Deva, the last king of the dynasty, Tughlaq Shah invaded Tirhut in 1323 and gained control over the territory. Tughlaq Shah handed over the management of Tirhut to Kameshwar Thakur. Thus, the sovereign power of Tirhut passed from the Hindu chiefs to the Muslims but the Hindu chief continued to enjoy complete autonomy uninterruptedly. Towards the close of the 14th century the whole of North Bihar including Tirhut passed on to the kings of Jaunpur and remained under their control for nearly a century until Sikandar Lodi of

ANNUAL REPORT Delhi defeated the king of Jaunpur.

Meanwhile, Hussain Shah, the Nawab of Bengal had become so powerful that he exercised his control over large tracts including Tirhut. The emperor of Delhi advanced against Hussain Shah in 1499 and got control over Tirhut after defeating its Raja. The power of the Nawabs of Bengal began to wane and with the decline and fall of Mahood Shah, north Bihar including Tirhut formed a part of the mighty Mughal Empire. Though Muzaffarpur with the entire north Bihar had been annexed yet the petty powerful chieftains continued to exercise effective control over this area till the days of Daud Khan, the Nawab of Bengal. Daud Khan had his stronghold at Patna and Hajipur and after his fall a separate Subah of Bihar was constituted under the Mughal dynasty and Tirhut formed a part of it.

The victory of East India Company in 1764 at the battle of Buxar gave them control over whole of Bihar and they succeeded in subduing the entire district. The success of the insurgent at Delhi in 1857 caused grave concern to the English inhabitants in this district and revolutionary fervor began to permeate the entire district. Muzaffarpur played its role and was the site of the famous bomb case of 1908. The young Bengali revolutionary, Khudi Ram Bose, a boy of barely 18 years was hanged for throwing the bomb at the carriage of Pringle Kennedy who was actually mistaken for Kingsford, the District Judge of Muzaffarpur. After independence, a memorial to this young revolutionary patriot was

which still stands. The political awakening in the country after the First World War stimulated nationalist movement in Muzaffarpur district also. The visit of Mahatma Gandhi to Muzaffarpur district in December 1920 and again in January 1927 had tremendous political effect in arousing the latent feelings of the people and the district continued to play a prominent role in the country’s struggle for freedom. Muzaffarpur played a very significant role in the history of North-Eastern India. The peculiarity of Muzaffarpur in Indian civilization arises out of its position on the frontier line between two most vibrant spiritual influences and most significantly, to this day, it is a meeting place of Hindu and Islamic culture and

institutions, representing mutual assimilation, rise along the boarder line. It has undoubtedly been this highly diversified element within her boundaries that has so often made Muzaffarpur the birthplace of towering geniuses. Being very popularly known as “Litchi City“ not only in the country but also overseas and for being the ancient land of first Republic of the world, that is Litchivi, Micro, Small & Medium Enterprises Development Institute, Muzaffarpur, has been providing promotional and techno-managerial consultancy services to the existing and prospective

ANNUAL REPORT entrepreneurs of North Bihar, over years and takes all possible care to give impetus to the pace of multi dimensional industrialization and also boost service sector in the region of North Bihar, which is an industrially most backward area on the map of industrial growth of the country.

The jurisdiction of this Institute is spread over 21 districts out of 38 districts of Bihar state, particularly the northern part of the Gangetic plain of the state and hence most part of the land of North Bihar runs along the rivers and provides fertile land

activities. The industrial scenario

of North Bihar is characterized by the incipient sickness in the micro, small and medium enterprises, erratic power supply to the MSME units and closure of these units in more and more numbers and also insufficient financial support to the existing and upcoming MSME units both in manufacturing and service sector. Hence, the total industrial scenario proves to be more or less very gloomy and disheartening to the promote`

Being power starved and having poor infrastructural facilities, the area seems to have dismal scope for

small and medium enterprises with sophisticated technology, but the fact is that once better infrastructural facilities in the present prospective come into being, the area may be one of the most suitable field for agro-based industries. However, in recent year the situation of law and order and improvement in infrastructural facilities day by day is leading towards increase in the industrial growth rate. There is a wide scope of food processing industries because the area being rich in agricultural, horticultural and floricultural produces,

bio-diversity and gives ample scope for industrial exploitation of herbal, medicinal and aromatic products. There is greater potential in area to complete globally in manufacture as well as service sector, the only thing require is to facilitate basic need like electricity and research and training.

Baring a few pockets like Hazipur, Muzaffarpur etc. most parts of the area of North Bihar falling with the jurisdiction of this Institute, remain under flood as a result of which the activities and function of this Institute faces a number of problems like transportation, man-powers,

paucity etc. Infrastructural facilities in extreme Northern of the North Bihar region is very poor which practically does not allow rapid and sustainable growth of manufacturing and service sectors, as such impeding pace of industrialization as a whole, due water logging problems on account of water regularly let to come into this region from neighboring country, particularly, Nepal.

As could be seen from the above, most of the sanctioned posts of officers for this Institute are lying vacant, and as such the Institute has been a chronic sufferer on account of scarcity of technical officer` Same is the position on the side of ministerial staffs. Given in the present adverse circumstances, the Institute had to strive to deliver its best to achieve assigned targets under Core-Programme.

delivering better result comparatively with last years. The Institute has completed all most all the targets assigned by office of the Development Commissioner (MSME), New Delhi. With a little bit of change now taking place in the industrial scenario, the dissipation prevailing in the state government, particularly in the departments like DICs, BIADA, engaged in the promotion of micro, small and medium enterprises, most of them are facing acute scarcity of staff, vehicle and funds, which entails upon the proper coordination of the process of industrialization. They are bound to take up routine work and centrally sponsored schemes are not properly implemented. In some of the

have no DICs of their own and are hence compelled to be looked after as an extra burden in a very step-motherly fashion. With the above constraints, the Institute has very relentlessly braved the situation that encountered us in achieving the targets assigned under year 2012-13 and the same is noted under the following para/sub heads.

During the year under report the Micro Small & Medium Enterprises Development Institute, Muzaffarpur provided technical and managerial assistance to the existing and prospective entrepreneurs of this region, which can be

No, assignment to the institute for the preparation/updation of the district industrial potential survey was given. However DIPS in kota format of 21 districts under the jurisdiction of the institute has been prepared during the year 2012-13.

However, this office disseminated information related to obtaining ISO certification and details about the ISO reimbursement scheme to the existing entrepreneurs in the office premises and to the participants during the EDP & ESDP training programmes.

This Development Institute was not assigned any task to organize any Awareness Programme on Waste Minimization and Cleaner Production Technology for the year 2012-13.

Leather Cluster: This institute has completed two nos of DSR on Leather cluster one at Muzaffarpur and another at Chhapra and have been sent to head quarters for approval and likely to be approved. The work of cluster will be started on grass root level provided the DSR is approved by headquarters.

The office of the DC (MSME) assigned this Institute one no of National Level VDP and 04 no of State Level VDP for during the year 2012-13. The National Level VDP has been organized at Muzaffarpur from 08.03.13 to 09.03.2013. Besides NVDP four no. of state VDPs have been organized one at Hajipur on 02.03.13, at Purnea on 04.03.2013, at Motihari on 12.03.2013 and at Bettiah on 13.03.2013 respectively during the year 2012-13.

This office has not received any assignment related to the programme however, NGO’s, Individuals and Association has been disseminated the related information under TREADS. A few applications has been received in this office but, no application of the NGOs was found eligible to be sent to the headquarters for consideration.

As no target was assigned to this institute by the O/O the Development Commissioner (MSME), New Delhi during the financial year 2012-13, However, two number of IMCs have been organized on CGTMSE/CLCSS by this institute one at Muzaffarpur on 8th January 2013 and another at Madhubani on 18th January 2013 under the guidelines of RBI Patna. Almost all Nodal Bank agencies participated in the above said programme.

/SEMINARS BY MSME-DI OFFICERS : 1. The Director MSME-DI, Muzaffarpur attended the meeting of the HIGH EMPOWERED COMMITTEE organized by RESERVE BANK OF INDIA, PATNA on 10th April, 2012.

2. The Director attended a meeting held with IDC,Govt. of Bihar, on 08.05.2012 and discussed issues related role and functional plan of banks asking for collateral and security.
