Let’s start off with a great big congratulations and job well done to our brothers and sisters to the North. For those of you who chose to read my article first or have been disconnected from any sort of news, Friday the 13th is now a day of celebration of choice and freedom in Michi-gan. That was the day Michigan Governor Rick Snyder signed Public Act 98 into law. Michi-

gan now joins 30 other states allowing adult choice by changing their out of date mandatory helmet law. This is an effort that started in 1975. We have to admire the never say die attitude and ability to keep up the good fight demonstrated by ABATE of Michigan. Even after back to back gubernatorial vetoes, thanks for nothing Jenny, the mission remained intact. Again, my hat is off to you.

A big thanks goes out to all who sent in letters, e-mails or made phone calls in support of the change. The economic impact of in-creased tourism was a big factor in the decision. So let’s saddle up and go for a ride into that state up North and show our support. It will be great to go to a Freedom Rally in June rather than a Helmet Law Protest.

Let’s use the momentum created by this change to re-energize ABATE of Ohio’s push for our ROW bill and handle bar height bill.

I’ll see you all at the Awareness Rally on May 5th, Ed Schetter

And then there’s the Bylaws.

The Bylaw review committee has been busy. Both the Constitution and Bylaws have been reviewed. The Policy and Procedure man-ual is next. This will move faster only one reading is needed in-stead of three. If you have any input please send it to me.

Hi Friends, With all this great weather I hope that everyone has been getting some fresh air and lots of miles. Now to keep yourself safe and out of trouble, four items to check. 1) Drivers

License, 2) license plate, 3) Insurance dates and 4) Tires. This can make the rest of the riding season safe. Please watch out for those distracted drivers. They are everywhere. It has become such a problem that we are now keeping track of the numbers and there will be more to come later on that.

Sorry this is so short but just so much going on. If you don’t have that Look Twice Save A Life sign in your yard, get it done.

On March 20, 2012 I at-tended the Motorcycle Safety Rider Group Meeting at the Ohio Department of Public Safety. Several is-sues were discussed that I would like to make every-one aware of. One of the issues was discussed at this year’s seminar. I brought up that there were still many traffic signals

across the state of Ohio that will not recognize motorcycles. I added that several of these have been reported, but still were not operating with a motorcycle. I was given contact information and a guarantee that the information I provided would be followed up on. Please email the locations of traffic signals that will not change with the weight of a motorcycle on it to [email protected]. I will make a list and forward it to my contacts. Please send me an address at the intersection or the name of the two roads or streets that intersect, town and a zip code.

We also heard a report from a representative of OSP Traffic Statistics. This is the agency that compiles the OH1, the report that law enforcement compiles at the scene of an accident. My question was why does every motorcycle accident reported have to include whether or not helmets were being used? I explained that there was blame implied that motorcycles did not appreciate when it is irrelevant information. The answer was their report to NHTSA had to include the information. That does not necessarily mean that the media had to report that information, but that information sold newspapers. My suggestion is if you see or hear a news story on a motorcycle crash that includes whether or not the rider and or pas-senger was wearing a helmet, and you feel it is irrelevant informa-tion contact the media and let them know your feelings. If they get

enough calls maybe they will understand that reporting irrelevant information is hurting their credibility.

The last issue from this meeting I will bring up here is the Purple Heart MC License plate. I expressed frustration that this plate is not being manufactured after a law was passed permitting the manufacture and sales. The reason we have been given is that the size of the insignia can not be embossed due to size and the number of digits required. I answered that this was not an accept-able response as there are other insignias with the same size and as much detail already in production, besides the point that the number of digits can easily be dropped by 1 and there would still be plenty of digits available. The Department of Public Safety prom-ised to look into the situation.

Next topic, ABATE of Ohio, Inc.’s Voter’s Guide for 2012. I am compiling information about candidates at the state level for both Ohio’s House of Representatives and the Senate. I have written a 3 question survey that covers current legislation. There is a copy of this survey in this issue. I need help getting the survey out to candi-dates. Please get a copy or the survey to state level candidates for Ohio’s House of Representatives and Ohio’s Senate and have the candidate complete the survey. Please send completed surveys to [email protected]. Cutoff date for the surveys to be emailed back is 9/1/12.

Final hearing for H.B. 316 and decision on shoulder high amendment is scheduled for April 25 at 4pm. Check next month for the outcome.

If you are reading this prior to May 5, please plan on attending the Awareness Parade and Rally. We need to make a good show-ing to the public and our legislators. Until next month, Scott “Woody” Wood Government Relations Director ABATE of Ohio, Inc.

12NR12 - MRF News Release - Michigan Helmet Law Modification Signed by Governor FOR IMMEDIATE RELEASE 13 April 2012 Contact: Jeff Hennie, Vice President of Govern-ment Relations and Public Affairs Michigan Helmet Law Modification Signed by Governor Sent to you at the request of ABATE of Michigan Contact: Jim Rhoades (734) 578-6144 Thursday, April 12, 2012 Vince Consiglio (248) 672-0957 http://www.abateofmichigan.org/ ABATE: Governor Signs Helmet Choice Law Michigan joins 30 other states to allow adult choice on helmet use, toughens standards LANSING, After 46 years, Michigan now joins 30 other states in amending the mandatory helmet law in favor of adult choice. The Michigan legislature overwhelmingly approved SB 291 with broad bipartisan support, and Michigan Governor Rick Snyder signed Public Act #98 (SB 0291) into law today. The new law modernizes Michigan's outdated mandatory helmet law, which was a holdover from bygone days leaving Michigan, in the minority one of only 20 states left enforcing an empty federal mandate. The proposal to update Michigan’s mandatory helmet law was introduced in the Senate by Senator Phil Pavlov (R) St. Clair. "Every year, millions of dollars leave our state because of Michigan's outdated mandatory helmet law," Pavlov said. "This bipartisan plan will keep our dollars here, attract even more tour-ists to Michigan and help our state in these tough economic times." Pavlov's bill also strengthened standards for allowing choice by mandating more stringent provisions then other helmet-free states. To ride helmet-free, motorcyclists must: * Carry at least $20,000 in additional medical insurance. * Be at least 21 years old. * Have at least two years of riding experience or undergo special safety training. "We believe that the key to motorcycle safety, accident re-duction and injury prevention lies in rider education, car driver awareness and license endorsement," said Jim Rhoades, Legis-lative Director for American Bikers Aiming Toward Education, or ABATE of Michigan. "We plan to continue providing certified

motorcycle rider safety courses across the state at affordable rates so every rider can be educated before hitting the road." The law was written with input from ABATE, a motorcycle association dedi-cated to improving motorcycle safety and car driver awareness of motorcy-clists on the roads. The new law gives Michigan the strictest requirements for riding helmet-free of any state that has modified mandatory helmet laws for adult choice (30 states). Allowing motor-cyclists to ride helmet-free could also generate more than $1 billion in direct and indirect revenue, according to a recent Michigan Consultants study. "The problem is, helmet laws have done nothing to improve safety or re-

duce fatalities or the cost of insurance," said Vince Consiglio, President of ABATE of Michigan. "Motorcycle accidents are a very small percentage of accidents overall. Data from other states has proven that states that remove mandatory helmet laws do not see an increase in insurance premiums, and states that institute helmet laws do not see a corresponding decrease in insurance rates. It's never happened. In addition, the leading insurance lobbyist was videotaped testifying before a senate committee last session that residents in Michigan will not see any rate increase as a result of the passage of this bill. This is yet another reason that we garnered such a large support base from the Michigan legislature". Consiglio also wanted to extend ABATE's gratitude to "all of the legislative officials and Governor Rick Snyder who courageously supported freedom in the face of an onslaught of baseless and emotional arguments perpetuated by our opponents". The Michigan Licensed Beverage Association is a statewide trade association representing bars, restaurants, convenience stores and other class C license holders that also supported a change in the law. "Every year we watch our customers ride into neighboring states and very few motorcycles ride in because of this law. Our members near the Michigan borders are ec-static!" said Scott Ellis, the Executive Director of the MLBA. ABATE Michigan has partnered with public schools and pri-vate driving instructors to teach more than 75,000 new drivers about motorcycle awareness, using resources donated by ABATE members. Since 1975, ABATE members have lobbied legislators to modify Michigan's outdated mandatory helmet law, which was a barrier to motorcycle tourism. At the same time, the previous law did nothing to reduce motorcycle injuries and fatalities. Statistics about Michigan Motorcyclists* * 36.5 years of age * Married

By increasing education and awareness of the importance of safe riding and the need for mutual respect for all motorcyclists and motorists, we can continue in our efforts to reduce the number of injuries and fatalities on the highways and back roads nationwide. With motorcycles fatalities on the rise, it is important to remember that motorcyclists are more vulnerable than those in other types of vehicles. Motorists should always look for motorcycles by checking mirrors and blind spots before entering or leaving a lane of traffic and at intersections and avoid distractions such as texting. It is just as important that riders be visible to other motorists and obtain proper training and licensing, wear the appropriate protective gear, and always respect the rules of the road. In recognition and support of Motorcycle Safety Awareness Month, Rider Insurance will be running daily promotions of Facebook during the month of May, including hundreds of dollars a day in motorcycle safety apparel and motorcycle training courses. The promotion will kick off at 10am on Tuesday May 1, 2012 and everyone who “likes” Rider Insurance’s page on Facebook is eligible to participate. Details can be found on the Rider Insurance website, www.rider.com and on the Rider Insurance Facebook page,http://www.facebook.com/RiderInsuranceCompany. Rider will continue to have “Watch for Motorcycles” decals and reflective helmet stickers available at the Rider booth at various motorcycle events and motorcycle dealerships events throughout DE, IN, MD, NJ, OH, PA, and WV free of charge. For event locations, go to www.rider.com/motorcycle_community/motorcycle-events.html. In addition to direct promotions, Rider will continue to support other individuals and organizations in their efforts to promote safety awareness through the Rider Insurance Bleiwise Family Foundation and general corporate donations and sponsorships throughout the riding season. Ahoy mates, Isn’t May GREAT? How could anyone NOT think so?! I’ve

written of this before, but May is just so damned rich in everything that it seems to overpower ALL of the senses: The smells, the warmth of the sunshine, the sounds of the birds, the budding beauty of flowers and stuff. Hell, I bet if ya really tried hard enough you could even taste it!!

And IN a tasteful way, May allows people to ask for more, as in, “May I do this?”, “May I have that?” or “May I see your....”OOPS! But speaking of that, the month of May seems to bring out our most carefully concealed yearnings and desires. I just don’t conceal mine.

Like I also mentioned a few years ago, in olden days May’s instinctively sexual appeal was recognized. It was perfectly acceptable to go “A-Maying”, which meant that in May even the nobil-ity would often have lusty garden parties where the men AND women would chase each other around the castle’s surrounding grounds with frivolity and frisky playfulness in mind. In keeping with that tradition, nowadays old codgers like me celebrate May by going to parks to sit on benches just so we can playfully swat women on their be-hinds with our canes if they should happen to sashay anywhere near us. OOPS again! Now you’ll avoid us! See what May does to me? .....It makes me even stupider.

Most of you have probably already had your bikes up, running and on the road after what has turned out to be a relatively mild winter, but May is when you start really cruising. For me, it’s that of course...but it’s also when the pool gets opened (AT LAST!) It’s when I occasionally stand gazing at my cluttered garage thinking of things I should do about it, and it’s when I start thinking about longer road trips (whether I actually take ‘em or not).

May is when we usually get out our camping gear and dust it off. We air out our tents, repair sleeping bag zippers etc. It’s when we wash out that green and fuzzy goo that’s been sitting dormant in our coolers all winter, ‘What WAS this stuff? Spilled Yukon Jack?!’

Some of you have planted things in vegetable gardens, and May is when those succulent shoots begin to flower and start to do what they can to produce things for your dinner table. Forest Gump went on and on about all of the things you can do with shrimp. Well, you can go even further than that with zucchini. But no matter what ya do with it, ya still end up with way too much. So ya end up giving it away to friends who pretend they appreciate your thoughtfulness.

Then they take it home and throw it in the trash. Women are usually the ones in relationships who most want to

have a garden. Guys don’t seem to wanna invest all the time and effort, and we usually prefer to just go to the grocery store and spend a few bucks. Though I admit, nothing tastes as good as a homegrown tomato picked right off the vine. Being lazy AND single now, at least I’m not nagged into helping with all the disking, tilling, planting, weeding, and all the rest of that crap. Especially the part where ya wonder ‘What the hell are we gonna do with all this zuc-chini?’ But I DO miss harvesting a garden full of super-fresh veg-gies, and eating ‘em!

Ages ago (so long ago that I can talk about this now), my first wife and I used to plant a HUGE garden full of all kinds of things every year. We even planted about half an acre of corn, mostly just to hide what we had growing in the middle of it. But then again I used to do a lot of things I don’t do now. I just thank God I survived and never went to prison. Now the only weed grown around here is in my flower beds for the whole world to see.

May is also “Motorcycle Awareness Month”. This is when we have a talk with our motorcycles and tell ‘em to be aware that cars might run into ‘em LOL. Not really of course. But ABATE DID have much to do with the State of Ohio officially recognizing this month as a time for drivers to be reminded of the presence of motorcy-clists on the road again. We try to take advantage of this, and have local mayors publically acknowledge it by making official proclama-tions. Then we ask them to hang conspicuously placed banners for the public to notice. Regarding that, our annual “Awareness Rally” is in May.

The month of May should be when we start to prepare for our annual state party held on the 22nd of next month, the “June Jam”. I couldn’t make it last year, and apparently a lot of YOU couldn’t either (so I can’t EVEN bitch at ya).

May is when we drag out our grills, clean them off, and soon we start to smell those 2” thick Rib-Eyes and T-Bones sizzling. I use lotsa (what most people call) “Spencer” steaks too....they’re

good AND very inexpensive. I have a fish-screen for the grill, and I’m gonna be using that more this year too. May is when I wash my bike, whether it needs it or not.....or I at least urge some-one to do it for me (told ya I was lazy). Some years I even clean out my saddle-bags, ‘What WAS this stuff? Spilled Yukon Jack?’ I know they don’t do this anymore, but the last work day before Memorial Day Weekend USED to be when the kids got out of school for the summer. I remem-ber sitting in those class rooms, in those ridiculously small wooden desks with folding seats, staring at the clock on the wall that last day of every year. The minutes would tick by sooo slowly! Vi-

sions of swimming at the lake, playing baseball, and just playing in general, would be dancing in my head.....while the smell of fresh-cut grass and flowers would tantalizingly drift in through the open class room windows.

Later, in high school, my thoughts would be of the hope of borrowing my Uncle Melvin’s motorcycle. I’d be dreaming of cruis-ing on those hot and hazy summer afternoons on that last day, while I sat at a slightly larger desk.....still staring at a damned clock. Talk about pure anticipation! When the bell finally rang, in MY head it sounded like a starter-pistol going off for the 50 Yard Dash! “Born to Be Wild” by Steppenwolf comes to mind (as it did then).

Believe it or not, there’s still a little bit of that in me when I wake up on a beautiful morning in May....and I hope it’s like that for you. MAY you enjoy this wonderful time of year,

Bummer

Mods and Rockers to take center stage at AMA Vintage Motorcycle Days April 06, 2012 Contact: James Holter Phone: (614) 856-1900, EXT. 1280 E-mail: [email protected] The AMA is pleased to announce that the 2012 AMA Vintage Motor-cycle Days rally -- the country's grandest celebration of old bikes and the people who love them -- will highlight the classic "Rockers and Mods" two-wheeled subculture that is presently undergoing a popular resurgence in America. AMA Vintage Motorcycle Days, set for July 20-22 at the Mid-Ohio Sports Car Course in Lexington, Ohio, will shine a spotlight on Brit-ish café-racer motorcycles and Italian metal-bodied scooters made popular by the self-described Rock-ers and Mods of the early 1960s. "If you've ever seen the TV show Café Racers, or watched the movie Quadrophenia, you know the amaz-ing impact the British Mods and Rockers had on motorcycle culture," said Grant Parsons, AMA director of marketing and communications. "At this year's AMA Vintage Motorcycle Days, it's not just about the custom café racers and blinged-out Lambret-tas and Vespas, but also the crazy and wonderful people who are bring-ing these icons back to life 40 to 50 years later, an entire ocean away from where the craze got its start." High-profile characters in one of motorcycling's most colorful bits of history, Rockers sported pompa-dours, wore leather jackets festooned with pins, and rode Triumph, Norton, BSA and other Brit-bikes chopped into café racers. The Rockers stood in stark contrast to the Mods of the same era -- dap-per-dressed riders who prized the glorious cosmetic and perform-ance enhancements of Italian metal-body scooters like Vespas and Lambrettas. For a Mod, the more shiny-chrome rear-view mirrors mounted on the front legshields, the better. Both groups -- and their machines -- will be honored as the 2012 AMA Vintage Motorcycle Days "Marque of the Year." The Rockers and Mods showcase at Mid-Ohio will be most evident in bike and scooter shows focused on the two groups, and in a special tent devoted to the Mods and Rockers, with machines, memorabilia, history displays and live interviews and entertainment throughout the three days of AMA Vintage Motorcycle Days. All Mods and Rockers, and everyone else who enjoys vintage mo-torcycle racing, riding, building, watching and bench-racing, are invited to the family-friendly event in Central Ohio July 20-22. Tick-ets are available now to the general public through

www.midohio.com. AMA members can get a special discount through May 28 by calling the AMA directly at (800) AMA-JOIN (262-5646). Kids 12 and under are admitted free with a paying adult. Get your tickets today. Heading up the café contingent and coordinating bike shows and memorabilia displays is Mike Seate, motorcyclist, author, founder of Café Racer magazine (www.caferacermag.com) and star of the Café Racer TV show (www.caferacertv.com) on Velocity. "We've had a significant presence at AMA Vintage Motorcycle Days for several years now, and we love the crowds, the energy, the fun and the very cool vibe you get there," Seate said. "We're glad to be at the forefront of the modern resurgence of the café racer motorcy-

cle, and taking that enthusiasm to the next level by being front-and-center at this event will be awesome." Spearheading the Mods and their scooters will be Phil Waters of the Pride of Cleveland scooter shops (www.clevelandscooters.com), who is working with scooter clubs like the Columbus Cutters in Ohio, XYL in Cincinnati and Pittsburgh Vintage in Pennsylvania, to create one of the most unique opportunities for scooter enthusiasts to come together in years. "This thing is just going to be great," Waters said. "Scooter riders -- all scooter riders but especially those who love vintage metal-

bodied scooters -- will find plenty to love with everything we're pull-ing together for this event. We'll even have a special area for the scooter crowd to camp, and a few surprises that I don't want to give away yet but definitely involve field games. I'm looking forward to seeing old friends and new ones from six states at this year's AMA Vintage Motorcycle Days." All of this adds up to a three-day event like no other, and one that is sure to be memorable, said Craig Rust, president of Mid-Ohio Sports Car Course. "We're confident this edition of AMA Vintage Motorcycle Days will be even a bigger success than the events in years past," Rust said.

"The focus on Mods and Rockers will bring a ton of interest and fans to the facility, and we're thrilled to transform our grounds into a motorcycle mecca for three days this summer." Parsons noted that all types of riders, fans, motorcycles and scoot-ers are welcome at AMA Vintage Motorcycle Days. "While the focus at AMA Vintage Motorcycle Days is clearly on vintage and classic machines, we also welcome riders with today's interpretations of café-racer machinery and modern scooters, and all other motorcyclists as well," Parsons said. "Some of the bikes being built in the café style from vintage and modern Japanese bikes are out of this world. At the same time, modern scooteristi and every kind of scooter imaginable will receive a warm welcome at AMA Vintage Motorcycle Days." A number of special events and enhancements are planned for this year's AMA Vintage Motorcycle Days, and they will be announced in the coming weeks.

(NCOM) MICHIGAN RIDERS WIN HELMET FREEDOM

Proving that persistence pays off, mo-torcyclists in Michigan shook off the sting of two previous gubernatorial vetoes of their helmet law repeal bills the past few years and bounced back to win freedom of choice with the stroke of their new governor’s pen.

Michigan lawmakers overwhelmingly approved a helmet law repeal measure with broad bipartisan support, and with Gov-ernor Rick Snyder’s signature on April 12th, Michigan now joins 30 other states in amending their mandatory helmet law in favor of adult freedom of choice.

“The repeal is effective immediately!,” announced Angel Richardson, Legislative Director for the Michigan Confederation of Clubs and a member of the National Coalition Of Motorcyclists (NCOM) Board of Directors.

“The new law modernizes Michigan's outdated manda-tory helmet law, which was a holdover from bygone days leaving Michigan in the minority as one of only 20 states left enforcing an empty federal mandate,” said Vince Consiglio, President of ABATE of Michigan.

To ride helmet-free in Michigan, motorcyclists must be 21 or older, have at least two years of riding experience or un-dergo special safety training, and carry at least $20,000 in addi-tional medical insurance. KENTUCKY MOTORCYCLE LICENSING MEASURE PASSES

“HB 328 was signed into law by Governor Steve Bes-hear on April 11th, 2012,” announced Jay Huber, State President of the Kentucky Motorcycle Association in a legislative alert to KMA/KBA members. “In short this bill does two things: Stops the cycle of people riding around on a permit for years and years along with providing a way for 16 and 17 year olds to once again get a motorcycle license.”

According to the bill’s digest, the new law will “allow a person who has received an intermediate operator's license to apply for a motorcycle instruction permit; make a motorcycle in-struction permit good for 1 year, with the ability to renew the per-mit 1 time, allow a person whose motorcycle instruction permit has expired apply for a motorcycle operator's license if the person can present proof of successful completion of a motorcycle safety education course.” MOTORCYCLE SAFETY ACT BECOMES LAW IN WISCONSIN

Governor Scott Walker signed AB55 into law, reports ABATE of Wisconsin, which not only clarifies penalties for right-of-way violations but also establishes motorcycle awareness training in Drivers-Ed courses.

AB55 provides a technical correction for 2006 Wiscon-sin Act 466, moving the penalty provisions from the courts to an administrative function of the DMV. All right-of-way violators that cause serious injury or death on Wisconsin's roadways will be subject to up to a one thousand dollar fine and up to a nine month license suspension and must complete a DOT approved right-of-way awareness class before being reinstated. Also, AB55 adds a mandatory minimum of thirty minutes of motorcycle awareness training in all drivers' education classrooms throughout the state.

“It is ABATE of Wisconsin's hope that the education and awareness portions of this law will help promote responsible driv-ing on Wisconsin's roadways and make our roads safer for all roadway users,” said the motorcyclists’ rights organization in a prepared statement.

BIKERS ROLL WITH “COLORS” LAW-SUIT Police claim that a group of bikers was pulled over for wearing improper helmets, but an attorney for the bikers claims they were stopped by state troopers because of their colors. In a recently issued court opinion, U.S. District Judge Jerome Simandle in Cam-den, N.J. said two members of the Pagans Motorcycle Club and one Tribe M.C. mem-ber can proceed with their lawsuit stem-

ming from a July 30, 2009, traffic stop in Burlington County, in-cluding malicious prosecution. During the stop, New Jersey state troopers ordered riders of six motorcycles to remove their "colors," the members' patched jackets, but the bikers refused -- leading to a federal lawsuit alleging actions by the troopers violated their constitutional rights.

"The court has basically said, 'Yes you have a right to wear a patch, these logos,' " said Boyd Spencer, who is the Aid to Injured Motorcyclists (A.I.M.) attorney for New Jersey and Penn-sylvania, and serves as legal counsel for the local Confederations of Clubs.

"Now you're all going to take your jackets off, because on this highway, these are the only colors," one of the state troop-ers told the group, referring to State Police blue and gold uni-forms.

None of the bikers removed his colors, and at a later municipal court hearing, the helmets were found to be legal and the citations were dismissed.

“We’re looking … for the court to rule the obvious: These people have a right to wear their colors,” said Spencer. “This is a widespread practice of police officers harassing people with (club) patches on. It’s not an isolated incident.”

The state filed a motion to dismiss the lawsuit but Si-mandle, in his ruling, said the plaintiffs "sufficiently alleged depri-vations of a clearly established constitutional right." WEIRD NEWS: MOTORCYCLISTS CHARGED WITH TERROR-ISM FOR NOISY EXHAUST

Prosecutors in violence-stricken northern Mexico have brought terrorism charges against two motorcyclists because their loud exhaust pipes backfired and caused a sound like gunshots that sent a crowd into a panicked stampede.

The two motorcyclists were leaving their workplace near the main square of the northern city of San Luis Potosi, where an Easter week festival was being held. The two got on their bikes and fired them up, and that is when the confusion began. Because the backfiring of the engines sounded like the popping of gun-shots, hundreds of people stampeded out of the square seeking cover. But the streets were nearly blocked by vendor stalls, caus-ing the crowd to pile up and resulting in some people getting tram-pled.

State law defines terrorism as acts that "produce alarm, terror or fear in the population ... to disturb the public peace or try to undermine government authority." Officials say state criminal codes often lack lesser but more appropriate charges to handle situations involving acts that may be irresponsible but are hardly criminal.

It would all seem like a tempest in a teapot, if the two men weren’t facing possible sentences of five to 20 years in prison if convicted. While that seems like harsh punishment for a noisy exhaust, authorities said such irresponsible behavior is a real problem for states where drug-gang gunbattles have terrorized residents in recent years. PLACES TO RIDE BEFORE YOU DIE – HELL’S ANGELS, 1942 STYLE

Next year, on your way to Daytona tooling down I-16 or I-95 near Savannah, you may want to stop and pay homage to the Hell’s Angels of the 8th Air Force. There you will find a museum dedicated to the Mighty 8th of the Army Air Corps. It was in Savannah that the 303rd Bombardment Group (H) was formed to fight the Germans during WW II. The Hell’s Angels, as that group called itself, often fought the “Abbeville Kids,” the German yellow-nosed FW190s. On January 11, 1944, the 303rd made a devastating strike that took out much of the German Air Force. For this, the Hell’s Angels were awarded a Distin-guished Unit Citation for bravery against the enemy. At the Mighty 8th Museum, you will learn all about those who sacrificed their lives for ours. An interesting fact that I learned was the 8th suffered more casual-ties than the entire Marine Corps during WW II.

If you want to get on the lighter side of things, ride into Savannah to Chippewa Square. (Savannah is laid out in a series of squares with the houses on the outside and a park in the center. They say London is laid out the same way). It was there that Forrest Gump told his life story - feather and all. MOTORCYCLISTS HAVE TO SQUAT AND GRUNT? - YOU’VE GOT TO BE KIDDING ME!

I own too many vehicles/motorcycles to be proud of. Some say I have a collection problem, in that most of these vehicles/motorcycles are not worth much. But I like them, age, rust and all. I like to think of them as classics - Kentucky classics. Some have estimated that it takes me up to 2 hours a year just to keep up with the plates and stickers for the “Kentucky collection.” No problem. But sometimes I don’t keep up with the plate thing. So imagine this: Bubba-ette pulls me over after spotting my ‘84 shovel with expired plates. If I go against my own advice and go 4th Amendment on her (you usually go to jail and get towed when you do that) I can be stripped searched with no problem if that is the policy of the local gendarmes.

The U.S. Supreme Court, in Florence v. Board of Chosen Freeholders of the County of Burlington, has held that regardless of the innocuous nature of the crime (like expired plates), the police can take a peek at your privates. While I was not hurt in the war, I can say that I am not fired up about posing in front of my non-favorite cops, espe-cially Beaumadine. Sure they have a right to make sure that bad guys with bad stuff stuck up there are not being introduced into the general prison/jail population, but come on - does that include a guy with a Kentucky vehicle collection who was a little slow on the new plate, who hasn’t had a traffic ticket in years? What has happened to our 4th Amendment? No wonder we need ABATE if there are people with law degrees, people who are judges who think like that. If they can take a peek up your ass for no real threatening reason, you can damn well be certain that a peek into your home may be next. THE HARLEY OR YAMAHA HAS BEEN SITTING IN THE GARAGE SINCE OCTOBER - WHAT DO YOU DO WITH IT BEFORE YOU RIDE?

Many of us are fair weather riders. I got a sidecar for my shovel so I could try riding in the ice and snow. Now, I know why most

folks don’t want to ride very far in snow and ice - it is only fun for about an hour. And, even though a side car makes any motorcycle one hell of a snow dog, pushing one out of a snow drift is challenging. Following is a good list of several items of inspection from the MSF that most of us know about, but I thought was well worth reviewing. Pay special attention to the last item - insurance check. Most of the check-lists that you see omit that one - and it is the most critical. Check your policy to make sure that you have at least 250k-500k with the same in uninsured/underinsured motorist coverage. Remember that is the coverage for you in case the person that runs over you has no or low insurance limits. This is the coverage that you can use to make your mortgage payments, feed the family and your dog while you are laid up.

Points To Check Before You Ride - MSF Guidelines

Start the riding season right with the T-CLOCS inspection created by the Motorcycle Safety Foundation. The following is a sum-mary of their pre-ride inspection checklist that will help you get your bike ready to ride after a long few months of extreme cold and harsh conditions. T - Tires and Wheels

• Check the air pressure of your tires and inflate to the pres-sure specified in your owner's manual. Look for wear-and-tear on the treads, and for cracks, bulges or embedded ob-jects. • Check your wheels for roundness, cracks and dents, and

bent, broken or missing spokes. C – Controls

• Review the levers and pedals to make sure they're still lubricated, and adjusted and fitted properly. They should not be broken, bent, or cracked. • Inspect cables to make sure they are not frayed, kinked, or folded into sharp angles. Also, test to make sure your bike's cables at no time interfere with your ability to steer. • Check hoses for cuts, cracks, leaks, bulges, chafing or deterioration. Like cables, hoses should not interfere with your steering or suspension, and should not be folded into sharp angles. • Test that the throttle moves freely, does not stick and snaps

closed when released. L - Lights

• If you removed your battery over the winter, re-install it - your owner's manual should tell you how. Check the battery to make sure the terminals are clean and tight, and that it's properly charged and secured. Check the vent tube to con-firm it is not kinked or plugged, and is routed properly. • Look over the lenses on the bike to make sure they are not cracked or broken, are securely mounted and do not have excessive condensation trapped within. • Make sure the reflectors are not cracked, broken and are

securely mounted. • Review the bike's headlamp for cracks. Confirm it points at the right height and direction. Test the operation of the high beam and low beam options. • Test the tail lamp and brake lights to make sure they work when they should, and they are not cracked. Clean and en-sure they are properly secured. • Test both of the turn signals - left and right!

O- Oil and other fluids • Check the levels and quality of the engine oil, transmission oil, shaft drive, hydraulic fluid, coolant and fuel. Replace or

ABATE, though many know it not,

is one of the greatest rights organizations ever; but what it reaches for by far exceeds what it has achieved,

and what it has achieved is magnificent.

top-up fluids that need it. • Check for leaks of these same fluids.

C - Chassis • Review the condition of the frame, looking for lifting

paint, cracks, or dents. • Make sure the front forks and rear shocks are properly

adjusted. • Check the tension of the belt or chain. Lubricate the chain if needed, and inspect the teeth of the sprockets confirming they are not hooked and are properly mounted. • Replace broken or missing fasteners and tighten if loos-

ened. S- Stands

• For both center stands and side stands, make sure they are not cracked or bent and that the stand springs into place and has the required tension to hold the bike in position. For more spring-ready tips, check your owner's manual. It's

sure to have a checklist for getting your particular make and model of bike ready for a summer of riding after a long winter of inactivity. Also, don't be shy to take it into a professional for a spring tune-up if you are at all unsure or uncertain. It will be money well spent.

Now that you, or a professional, has inspected the bike to make sure it's ready for the coming riding season, let's not forget that your riding skills have not been practiced in quite a few months. In fact, it's likely you're down right rusty (it's been a long winter after all.) Make your first ride a short one at low speeds. A test ride in a parking lot or around the block will give you an opportunity to get a feel again for the skills required to brake and maneuver a bike safely. You can even take a refresher course. After all, if your bike needs a tune-up, wouldn't also the rider? There are courses designed specifically for the experienced rider that builds upon existing rider skills.

Finally, ADJUST YOUR MOTORCYCLE INSURANCE COVERAGE. Many insurance companies will allow you to remove road or driving coverages on your bike over the winter months. Now that you're getting your bike ready for the road, you will need to revise that coverage. Since motorcycle insurance rates can vary significantly year to year, it's wise to compare motorcycle insurance quotes every year before committing to another season of monthly insurance premiums; and riders looking to buy a new ride should compare insurance quotes for different models to see how much they'll cost to insure before they make a final deci-sion.

SPRING ROADWORK GUIDELINES These notes come from the Missouri DOT, but apply to all of the places we ride. - Rod

The spring pavement striping program has begun, and drivers will see slow-moving caravans of trucks painting roadways throughout the state. Crisp, easy-to-see striping is a significant safety feature on roadways. The paint contains glass beads that reflect light from headlights in the dark. The striping trains move between 8 mph and 12 mph when workers are painting white and yellow lines on the highways. The trucks have flashing lights, boards with flashing arrows and signs that say "Wet Paint."

Many striping crews are working 12-hour days Monday through Saturday. Although most of the striping is done during daylight hours, some nighttime work will be scheduled when traffic volumes are lighter. Rain or very damp conditions will cancel or cut short any striping work that is scheduled.

Safety Tips Motorists should use caution in and around the

striping equipment and crew workers. Here are riding tips to remember when coming upon a striping project:

- Stay behind the last truck in the work train. This

will keep you from tracking fresh paint across the lanes and damaging the new stripes. It also will prevent paint from getting onto your bike.

- On four-lane highways, pull around the striping train by merging carefully into the open lane.

- On two-lane highways, stay behind the last truck in the striping train, placed well behind the striping truck. This will give the new paint the few minutes it needs to dry. If traffic backs up behind the striping train, crews will pull out of the way where it is safe to do so and let congestion clear.

- If you drive through wet paint, which is water-based, clean your bike as quickly as possible with a high-powered water hose such as those used in car washes.

Good tips for safe riding this spring!

Remember, injured ABATE members pay only 28 ½% of total recovery and expenses as approved by client, consistent with and conforming to applicable state law. Elsewhere, you may pay 33 ⅓%, 40% or even 50% of your recovery. And, ABATE members are not charged for recovery of damage to your motorcycle, and have access to a 24-hour toll-free telephone number.

Region Zero Columbiana County Stark County Summit County Trumbull/Mahoning Counties

My Fellow Citizens, Columbiana County’s Daytona Party held at the State Line Tavern

in E. Palestine March 10 was a fantastic time! They had a great turn-out, the band “Road Hogs” played all kinds of my favorite music, and the food was phenomenal. I hung with people from Stark, Summit, Trumbull, Mahoning, and Portage counties. Even a few from Region 1 showed up. It’s good to see people from surrounding counties participating in each other’s events.

At the Regional meeting held at the Sail Inn in Lake Milton March 11 we worked out most of the details for the Regional Party and Hog Roast to be held at Pooch’s in Mecca on July 21-22. As it now stands, the party will officially start Saturday the 21 without a poker run. However the various counties are urged to organize runs to the event that day. Of course, vendors and workers will be admitted in for the weekend on Friday.

We decided our Trum/Mah county meeting for July will be held at Pooch’s on the 14th to tie up any loose ends. Other talk was of hav-ing an ABATE booth at “Motorcycle Madness” in downtown Newton Falls June 24, and at the “Harley in the Park” event in downtown Warren Sept. 15.

We didn’t have an ABATE booth at the Yankee Lake swap meet put on by Unique Biker Apparel on March 18 due to an unforeseen circumstance. But we should have one at their next one, which will probably be in November. I went to the one on the 18th and had a great time. I even dug out a few musty bucks and bought a few things. The crowd was huge, with lots of good parts new and used, on sale or for trade... though most people don’t actually “swap” at swap meets any more.

Our March meeting held at Leon’s in Howland the 24th had more than 35 people in attendance. Capri Cafaro, State Rep. for the 32nd Senate District, was our guest speaker. She addressed various local topics, and (most importantly) assured us she still has our backs on motorcyclist’s issues. And she even re-upped as a member of ABATE!

Please remember there will be NO MEETNG IN JUNE due to a busy calendar. But don’t forget that a few of those things are: Our Mah/Trum “Not Just Another Damned Poker Run,” which will be June 16 out of the Bristolville Inn (hope y’all can make it), and our state party (the “June Jam”) on the weekend of the 22nd.

Our May 19 meeting will be at the Ice House Inn on Rt. 46 in Austintown near I-76. As usual, a map should be on our regional

website at http://Regionzero.abate.com/. For those of you who have never been there before, they have great wings and an incredible menu. It’s also the location of one of the better “Bike Nites” in the area, held every Tuesday late afternoon and early evening in the huge parking lot in the rear of the main building. There’s even a separate pool hall back there. Usually Fast Freddie from the “Wolf” (93.3 FM) is there spinning tunes and emceeing. There’s also the permanent open-air “Beach Bar” out back, and they have a few bike games every week. They even allow some vendors to set up. If I can get off my ass, I’ll try to get an ABATE table together for recruit-ment there each week like I used to.

By the way: There will be a free (of course) water-volleyball/pool/bar party here at my house starting at noon Saturday, July 28 in honor of, and to show appreciation for, all members (local and not) who have volunteered to work events like our Hog Roast, our poker runs, have organized and attended meetings, and have done all of the other things that usually require someone to give up their time, effort and often some of their own money on behalf of ABATE.

Come help me show these people how much we appreciate what they do. Overnight tent camping (or sleeping on a couch, on the floor, in a bed or wherever) is urged for those who might party too much to drive home, and I always throw out a GREAT breakfast. There will be a fire out back, the hot tub and pool are open, and the bar is stocked (but BYOB if ya can). There will be “Corn Hole” toss-ing on the deck, and we might even make some acoustical music around the campfire later in the night (as long as we don’t piss off my neighbors LOL). My place is VERY easy to find, but anyone inter-ested MUST phone me at 330-872-1198, or email @ [email protected] ASAP so I can at least get an idea of how many is coming. Everyone, even from outside the region (if they feel like a road trip) is welcome to attend. I might even post it in “Shootin’ the Breeze” next month. So if you’re interested in coming, get hold of the sooner and me to let me know ...the better.

Let them know what it’s all about, cause most people have no clue unless YOU speak up. It’s no different than telling them about that night that you just had crusin’ with your bros.

You know I finally was able to get out to take a ride with a brother and got to take in some of the beautiful riding that we have here in our great state of Ohio. We just cruised and some-times stopped to take in the sights. Being able to ride those roads at our own pace, taking in each and every curve like we owned it – we realized that nothing gets better than this. Sometimes it just takes getting out there and running a whole tank out and refueling just to clear the ole head.

It makes ya wonder why bikers know how a dog feels having his head hanging out the window in the wind, lol. Got to say its freaking Groovy!

I hope everyone's first ride was as good to you as it was to me and that you have many more.

Don't forget the ABATE of Ohio, Inc. Motorcycle Awareness Rally May 5, in Columbus, Ohio. I would hope to see a good turn out of support from our region to show the Capital that we mean business when it comes to our rights as motorcyclists.

The plan is to meet and ride up and make a presence as RE-GION 1. So if you’re needing details and this gets to you in time don't hesitate to call.

Region 1 is having the annual Freedom Run May 19, so hope to see you there. There will be best hand and worst hand in poker, silent auction, raffles, door prizes, food, music and new stories to tell. So shine that ride and come and enjoy the good ride and all fun that comes with it.

Our state party is soon so get signed up for June Jam, it’s just around the corner and signing up early saves you some cash. Also the Motorcycle Memorial Foundation is having their Rally in Hopedale, Ohio this Memorial Day. If you’re free and want to take a ride and camp and have a blast make your way there. Ride safe my brothers and sisters; ride free and be one with the road and the gods. And least don't forget those who have given and sacrificed without question, our Men and Women of The United States Military! Nice chattin’ with ya hope to see ya soon...

Region 2 Hello fellow members, Did you have a good time? Did you get enough to eat? Did you get out on the dance floor and do what you do to the music from the band, "COLLISION COURSE"? I did on all three counts. Some of you might have over done on everything, but I hope like

heck you enjoyed yourself. From my observation point, you all looked like you did. I did get up there and attempted to dance a few times. But let me tell you, I was in some discomfort the next day. (I’m not liking my "Golden" years.) Of course, I'm referring to the ABATE Region 2 benefit dance that was held on March 24, at the VFW on Putnam Ave. This year's dance was another success with more people joining us and more items collected for the silent auction. We also had three people who signed up to become members. WELCOME ABOARD!!!!! We are growing here in Region 2, maybe not as fast as my husband Terry would like, but we seem to be getting bigger each year. Have patience, sweetie. It will happen. I would like to thank the band "COLLISION COUSRE" for giving us a swinging time. Myself, I thought they were very good. At least I could understand the words they sang. Some of the songs were close to my time frame. They set up early and started sing-ing exactly on time. So it worked out just fine. Our appreciation goes to the VFW, for letting us use their hall for the party, and Danny Rapol, Ozzie, and Chrissy for their help in setting up. They are a great group of people. I understand we will be there again. If it's not broke, why try to fix it? Thanks go to all the people who brought in items for our silent auction. To those who prepared some of the food, to those who kept the food fresh and available to us. To the cleanup crew and all the other people and supporters who gave of themselves. We worked together and everything came off without a hitch. WE make a great team. Let's continue this into the future and make next year an even bigger and better event. WE CAN DO IT. Do not forget on May 5th, we have the state "May Awareness Run". Please try to attend. To see hundreds of bikes in the pro-cession is quite a sight. Also, mark your calendar for Region 2 "Awareness Run" on May 20th. If you have ANY questions on these events and I'm sure you do since I didn't tell you everything, (it's another age thing as I seem to have forgotten), please call Dave Davis @ 740-349-9499, or Terry Billy @ 740-872-3686. Remember, we can always use suggestions. The floor is always open. Don't be backward. Remember biker riders are big, tough and loud (or so they say). We can discuss anything and work it all out. Just jump in with both feet, we won't let you drown. Till next time, ride safe and stay upright. Nanc

Region Nine

Hello Region Nine: As I am writing this, Pickaway County's Poker Run has not oc-

curred, so I will write about it in next month's article. I assume that I saw all of you there.

The May Awareness Rally will be May 5. You are probably read-ing this article prior to this, so once again I am asking all of you to join us at AD Farrow’s up on Route 36/37 in Sunbury, starting at 9:30 a.m.

We will leave for the Statehouse at noon, under police escort, where ceremonies will be held to kick off May as Motorcycle Awareness Month in Ohio. This is one of the most important events of the year, so please plan on attending. It is a rain or shine event, so be there, and bring a friend or two that are not ABATE members, if possible, to give them an idea of what we are all about.

It would be nice to sign up many new members at this event. There will be an after rally event at Farrow’s downtown location, so see you there.

The next big thing on the agenda is the June Jam. I know ALL of you have either pre-registered, or are going to attend. Please re-member that this is a FUNDRAISER for the State; so even if you can't attend, please send in your money. Pre-registering gets you a $5 discount on your admission, so DO IT! The JJ committee has been hard at work to put on a quality event (Thanks, Goofy, Carla and the rest of the committee), so please reward their hard work with your attendance. The work schedule has been released, and Region 9 has the following responsibilities:

Special Draw ticket Sales-Friday and Saturday (need workers) Product Trailer-Friday 3 p.m. to 5 p.m. (need one more worker) Security-Friday 4 p.m. to 8 p.m. (need two more workers) Security-Saturday (backup, if needed) 4 P.M. to 8 P.M. four

workers possibly needed) Security-Sunday 12AM to 4AM (6 workers needed) Gate-Friday 2 p.m. to 6 P.M. (2 more workers needed) Gate-Saturday 8 P.M. to 12AM (4 workers needed)

Trash-have 6 people, may need a few more. The number of work shifts is determined by the percentage of

members in the Region to the overall number of members in the State.

Region 9 has 14.6% of the members, so that is how our work shifts are determined. If you can give some of your time to help work at JJ, please contact me at phone # or email address at end of this article. Thank you, and thanks to those who have already volunteered.

Also, I would like to thank those from the Region who have taken out ads on the JJ T shirt. A comprehensive list will be pub-lished in the July article. There are still some slots in the Sport, Touring and Custom event advertising categories available. See me for details.

Don't forget the Ohio-Michigan Field Games Challenge. Start practicing; I don't want the Michigan crew to go home with all our hardware again.

After the Jam, various other State Events such as Wau-seon, AMA Vintage Days, Wetzel, and other events will demand our presence as an organization. There will also be smaller events here in the Region that we will be at, spreading the ABATE mes-sage, so see you there. We will be at some of the bike nights also.

I was reading the latest issue of the AMA magazine, when I came across an article about New Hampshire introducing legisla-tion like the bill signed by Gov. Schwarzenegger in California, two years ago (thanks, Arnie!), requiring motorcycles built after 2013 to have an EPA sticker on the exhaust. This was predictable, and just goes to define one of the next big issues we will be dealing with as riders-NOISE. Stay tuned.
