Formation & Charge of the “TAMC”

• P.A. 499 of 2002 defined “Asset Management” as an “ongoing process of maintaining, upgrading, and operating physical assets cost-effectively, based on a continuous inventory and condition assessment.”

• Also formed the TAMC and charged it with “advising the (State Transportation) commission on a statewide asset management strategy and the processes and necessary tools needed to implement such a strategy…”

• P.A. 338 of 2006 allows for greater funding flexibility if an asset management plan has been adopted, applies only to Cities & Villages

• P.A. 199 of 2007 further defined reporting requirements of the DOT, Counties, and Cities & Villages to the Council i.e. Project Info.

• The TAMC is comprised of 10 Voting Members representing ALL road-owning jurisdictions of the State; plus1 non-Voting Member from the central data agency [see next slide]

Advantages of Having an Asset Management Plan

Greater Funding Flexibility – P.A. 338 of 2006 allows for a City or Village to transfer more than 50% of its annual major street funding for the local street system if it has adopted and is following an asset management process (via plan) for its major/local street systems and adopts a resolution setting forth the following: a. A list of the major streets in that city or villageb. A statement that the city or village is adequately maintaining its major

streets c. The dollar amount of the transferd. The local streets to be funded with the transfer e. A statement that the city or village is following an asset management

plan for its major and local street systems

In order to be eligible, a City/Village must submit their completed AM Plan and Resolution to MDOT’s AM Coordinator for review/approval: • To date, 53 City/Villages Have an approved Asset Management Plan
