Over the past decade, Mexico has expanded its role as a top grain importer, nearly doubling its
combined imports of corn, wheat, and rice over this period. Mexico’s imports are now forecast to
slightly exceed those of Japan, which for many years had been the top grain importer. Greater corn
demand to satisfy Mexico’s growing feed sector drives this growth. Wheat imports have been
stimulated by increased use of high-quality bread wheat, in comparison to durum which the country
produces (and exports). Rice imports have also grown as production has not kept pace with rising
consumption.
Cumulatively, the United States is the top global supplier of these three major grains and has been the
dominant supplier for the Mexican market. In addition to the opportunities provided through NAFTA,
the freight and logistical advantages have kept this trade relationship strong. Even as competition from
South American and Black Sea exporters has reduced U.S. market share in other top grain importers,
Mexico has proved a generally stable market.
Despite some recent competition in the Mexican market, the prospects continue to remain strong for the
United States to be the primary supplier. From October to June, U.S. exports of corn and distiller’s
dried grains with solubles (DDGS) exceeded the previous year. In the case of wheat, the U.S. share of
imports rebounded from just over half in 2015/16 to nearly three-quarters in 2016/17. With rice, a
strong preference for price-competitive U.S. paddy continues despite the creation of a tariff-rate quota
for all types of rice.

WHEAT: WORLD MARKETS AND TRADE
OVERVIEW
For 2017/18, global production is up this month as larger crops are expected in the Black Sea
countries—Russia, Ukraine, and Kazakhstan. Global trade is forecast up slightly this month
mainly on larger imports for Indonesia and Nigeria. Exports are raised for the Black Sea
countries which more than offset reductions for Canada and the EU. U.S. imports are projected
higher based on tightening supplies of high-protein wheat. The season-average farm price is
unchanged at $4.80 per bushel.
For 2016/17, global trade is up, based on higher imports for China, Nigeria, and Vietnam and
despite reductions for Bangladesh and South Africa. Exports for the United States and Canada
are revised up this month. U.S. imports are raised marginally this month.
PRICES
Domestic: Wheat prices for July were mainly lower. Hard Red Winter (HRW) plummeted
$29/ton to $217, while Soft Red Winter (SRW) declined $17/ton to $195. Hard Red Spring
(HRS) fell $21/ton to $322. Wheat prices remain elevated due to dry conditions in the Northern
Plains, but have settled lower from the peaks seen in early July on the anticipated harvest. On
the other hand, Soft White Winter (SWW) rose $8/ton to $212 with strong export sales.

FEATURE
Canadian and U.S. Wheat Exports Down on Tightening Supplies
Year-over-year, combined Canadian and U.S. wheat exports are projected lower based on
smaller crops in both countries. However, massive carryin stocks partially offset the lower
production. Drought conditions have affected spring wheat production, leading to tight supplies
of high-protein wheat. U.S. exports are forecast down year-over-year, while Canada’s exports
are forecast nearly unchanged amid robust global demand for high-protein wheat. However, a
larger amount of Canadian supplies are likely to go to the United States, leaving less for other
importers.
The limited availability of Canadian and U.S. wheat is expected to have a major impact on the
global market. The EU and Russia are both forecast to have larger crops and are expected to
pick up exports at the expense of the United States and Canada. However, the vast majority of
the EU and Russian crops will not be of adequate protein to compensate for the reduced
availability of U.S. and Canadian spring wheat. Protein premiums have soared in recent months
based on tightening supplies of high-protein spring wheat.
TRADE CHANGES IN 2017/18
Selected Importers
Bangladesh is lowered 300,000 tons to 6.5 million based on slower expected
consumption growth in light of lower 2016/17 consumption.
Brazil is up 200,000 tons to 7.2 million on a smaller crop.

RICE: WORLD MARKETS AND TRADE OVERVIEW For 2017/18, global production is revised lower this month on smaller crops in Bangladesh, Sri Lanka, and the United States. Consumption is down fractionally, while stocks continue to grow with additional carryin supplies in Thailand. Global trade is revised higher this month to just below the 2014 record. The U.S. season-average farm price is raised. For 2016/17, global production is raised even further to a new record. Trade is revised up on increased demand from Bangladesh, the Philippines, and Sri Lanka.
PRICES
Over the past month, Asian quotes have generally declined, while those in the Western Hemisphere have risen. Thai and Indian quotes have converged around $410/ton, pressured lower by new crop supplies. Likewise, Pakistani and Vietnamese quotes have both settled just under $400/ton in the midst of their respective harvests. The Uruguay quotes crept up to $505/ton, while U.S. quotes rose to $530/ton, pressured higher in part by fresh demand from the Middle East.

Sri Lanka's Market Share of Global Rice Imports
FEATURE
Sri Lanka’s reduction in domestic rice supplies is spurring its return to the global market. Sri Lanka’s recent rice crops have been affected both by untimely flooding and its worst drought in 37 years. Subsequent seed shortages and diminished reservoir levels are hampering recovery efforts. See August 2017 World Agricultural Production for further details.
Although Sri Lanka started the year with ample carryin stocks still available from the record 2015/16 crop, the government has depleted most of these stocks by releasing them to stabilize prices. Despite the government’s urging traders to sell their rice stocks, the sale of private stocks has been limited as traders continue to wait for higher prices. With these constraints on domestic supplies, prices have continued to rise.
As a result, Sri Lanka is set to import a record 700,000 tons in 2017. Several countries, including Indonesia, India, and Pakistan have supplied limited amounts of food aid. However, the bulk of the imports are being negotiated through agreements with neighboring countries including India, Thailand, Vietnam, and Burma. In addition, the Sri Lankan government has substantially lowered the import tariff to encourage additional imports.
Over the past 60 years, Sri Lanka has become far less dependent on imports due to a steady increase in production. In the 1960s, Sri Lanka accounted for almost 10 percent of global rice imports while it has been virtually absent from the global rice market since 2000. The anticipated imports in 2017 would cause its share in global trade to surge once again.

Selected Trade Changes for 2018
• Sri Lanka imports are boosted 350,000 tons to 400,000 due to increased government efforts to offset the severe impact of drought on domestic production.
• China exports are raised 100,000 tons to 1.0 million on expectations of continued large shipments to Africa.
• Egypt exports are cut in half to 100,000 tons as the government continues to restrict exports.

COARSE GRAINS: WORLD MARKETS AND TRADE
OVERVIEW
For 2017/18, global corn production is down slightly as smaller crops in Canada and the EU
more than offset higher prospects in Russia. Global trade is raised on higher projected imports
for the EU and Iran. Exports are boosted for Brazil and Ukraine. Barley trade is little changed as
a smaller barley crop in the EU reduces exportable supplies, while a larger crop in Ukraine
boosts barley export prospects. The U.S. season-average farm price is unchanged at $3.30 per
bushel.
For 2016/17, global corn production is up from last month driven by a larger crop in Brazil.
Global trade is slightly higher as greater exports for Ukraine more than offset lower shipments
from Brazil. The U.S. season-average farm price is unchanged at $3.35 per bushel.
PRICES
Global corn prices have trended down from last month’s WASDE on improved prospects for
abundant global supplies, as well as weather eroding premiums during July. Although Argentine
bids were mostly unchanged from last month at $153/ton, prices ended lower for other major
suppliers. Ongoing harvests pressured Brazilian prices lower by $3/ton, settling at $159. Black
Sea quotes dropped $6/ton to $170. U.S. quotes also fell slightly to $163/ton, owing to weather
prospects.

FEATURE
Colombia: A Promising Market for U.S. Corn
After Mexico, Colombia is the second-largest market for U.S. corn in the Western Hemisphere.
Because Colombia does not produce enough yellow corn domestically, it is heavily reliant on
imports to meet growing demand from its pork and poultry industries. U.S. corn has dominated
this nearly 4.5 million ton import market with almost complete market share in CY 2016. In
addition, the 2012 U.S.-Colombia Trade Promotion Agreement (TPA) provides for more
competitive U.S. corn prices relative to other suppliers (i.e. Argentina and Brazil), as the TPA
eliminated U.S. corn from being subject to variable duties under Colombia’s Andean Community
Price Band System. These duties are quite punitive when global corn prices are low.
As a result, imports have surpassed the U.S. corn quota every year since 2014, suggesting robust
demand and promising growth. As Colombia’s U.S. corn quota expands and duties outside the
quota continue to decline under the TPA, greater growth is expected in the future.
TRADE CHANGES IN 2017/18
Selected Exporters
Brazilian corn is up 1.5 million tons to 35.0 million on a larger projected 2017 second-
crop harvest and expectations that some shipments will shift forward from the previous
year. 2016/17 exports are cut 1.0 million tons to 21.0 million.
Ukrainian corn is boosted 1.0 million tons to 21.5 million reflecting expectations of
robust EU and Iranian demand. 2016/17 exports are up 1.0 million tons to 21.5 million on
recent trade data.

Russian corn is up 500,000 tons to 6.5 million on a larger crop and strong demand from

Serbian corn is down 300,000 tons to 2.2 million reflecting a smaller crop and expected
intense competition from Ukraine.
South African corn is up 200,000 tons to 1.9 million on a larger new-crop 2017 harvest

Canadian corn is down 200,000 tons to 1.3 million on a smaller crop and expected strong
competition from other global exporters. 2016/17 exports are up the same amount to 1.3
million on recent trade data.
EU corn exports are slashed 800,000 tons to 1.5 million reflecting a smaller crop and
expected competition from Ukraine, Russia, and South America.
Ukrainian barley is boosted 800,000 tons to 4.4 million on larger production and
expectations of competitive prices relative to other major suppliers.
EU barley is down 500,000 tons to 6.5 million on lower production and projected
substantial competition from Ukraine and Russia.
Australian barley is cut 200,000 tons to 5.8 million on smaller exportable supplies.
Tighter supplies were a result of higher 2016/17 exports, which are up 300,000 tons to 9.3
million on strong Chinese demand.
Russian barley is up 200,000 tons to 3.8 million on larger production.
U.S. sorghum is up 250,000 tons to 5.5 million on larger production and expectations of
robust Chinese demand.
Selected Importers
EU corn is boosted 1.0 million tons to a world-leading 16.0 million reflecting a smaller
crop and expectations of robust demand for corn from Ukraine and South America.
2016/17 imports are also up 300,000 tons to 13.4 million on recent trade data and
affordable global supplies.
Iranian corn is boosted 1.0 million tons to 10.0 million on expectations for continued
growth in the domestic feed industry and large global supplies. 2016/17 imports are
boosted 500,000 tons to 9.0 million on strong shipments from Ukraine and Brazil.

Zimbabwe corn is slashed 800,000 tons to 100,000 on expectations for a larger crop in
tandem with a current import ban.
Indian barley tripled to 300,000 tons on expectations of strong demand for imported feed
barley from South America.
Chinese sorghum is up 250,000 tons to 4.5 million on expectations of greater feed use.

Local Marketing Years (LMY): LMY refers to the 12-month period at the onset of the main
harvest, when the crop is marketed (i.e., consumed, traded, or stored). The year first listed
begins a country's LMY for that commodity (2016/17 starts in 2016); except for summer grains
in certain Southern Hemisphere countries and for rice in selected countries, where the second
year begins the LMY (2016/17 starts in 2017). Key exporter LMY’s are:

Stocks: Unless otherwise stated, stock data are based on an aggregate of differing local
marketing years and should not be construed as representing world stock levels at a fixed point in
time.
Consumption: World totals for consumption reflect total utilization, including food, seed,
industrial, feed, and waste; as well as differences in local marketing year imports and local
marketing year exports. Consumption statistics for regions and individual countries, however,
reflect food, seed, industrial, feed, and waste only.
Trade: All PSD tables are balanced on the different local marketing years. All trade tables
contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for
analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye
are Oct/Sept; and rice is calendar year.
EU Consolidation: The trade figures starting from 1999/00 represent the European Union
(Croatia plus the former EU-27) and exclude all intra-trade. For the years 1960/61 through
1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for
grains are no longer maintained in the official USDA database. Data for the individual NMS-10,
plus Bulgaria, Romania, and Croatia, exists only prior to 1999/00.
Statistics: (1) Wheat trade statistics include wheat, flour, and selected pasta products on a grain
equivalent basis. (2) Rice trade statistics include rough, brown, milled, and broken on a milled
equivalent basis. (3) Coarse grains statistics include corn, barley, sorghum, oats, rye, millet, and
mixed grains but exclude trade in barley malt, millet, and mixed grains.
