1.0 CLARIFICATION

1.1.1 Proponent Questions:

.1 “Please confirm size and quantity of concrete beams that need to be scanned and cored for Laundry feeder. Are we to assume the structural engineer will review the scans and provide exact location we will be allowed to core the holes through the beams?”

.1 S+A Response: Proponents shall carry the services of a structural engineer to review scans and provide exact location to core drill any structural building members.

For the Laundry feeder, allow for two beams, each approximately 8” thick.

.2 “Will we be responsible to remove the concrete housekeeping pad installed for the temporary generator distribution?”

.1 S+A Response: Concrete housekeeping shall remain upon completion.

.3 “For the “panels and glazing” removed at the door, for installation of the temporary feeders, if maintained in the condition prior to removal, do we still have to replace with “new” upon completion? If so, please provide specifications.”

.1 S+A Response: If the panels and glazing are not damaged during removal or storage, then they may be simply replaced upon completion. Any damaged materials shall be replaced like-for-like.

1.0 CLARIFICATION

1.1.1 Proponent Questions:

.1 “I have a rental company that can supply the generators for the job. But in order to meet the 4 hour change out, if something was to go wrong with one. They will need to have both generators onsite. This would require 2 parking spots instead of 1 parking spot as stated in addendum #3”

.1 S+A Response: Spare generator shall be parked on site in an alternate location determined by MRHA. Only one designated parking spot to be used for generators. In case of primary generator failure, the alternate unit shall be moved to the operating location.

.2 “If we core drill the wall between the boiler room and electrical room to run cables is this going to effect/compromise the structure. If we were to put up a temp wall with door just down from the electrical room and make it lockable could we then have the cables run through the door ways. (boiler room, electrical room) with the doors off the electrical and boiler room.”

.1 S+A Response: Temporary hoarding located outside of the electrical room would be required to maintain the fire rating of the boiler room and electrical room during construction. This does not seem like a reasonable option. Recommendation is to core-drill the wall separating the electrical room and boiler room. Concrete shear wall shall be scanned and cored with structural engineer review and approval. Doors to boiler and electrical rooms shall be maintained and kept closed when contractor personnel are not on site.

.3 “The panel size 18’’ deep. I can get the 600amp panel in this but the main switch gear is 24’’ is the 18’’due to the 1m rule of access around the panel. I’m wondering if I meet this rule can I use the 24’’ deep main switch.”

.1 S+A Response: The main switchboard must be 18” deep or less. Any extra depth will encroach on the required 1 metre clearance for the adjacent NSPI Power Meter Stacks (See “LVL 1 APARTMENT METERS” on drawing E-20).

.1 “We have received word from rental group for generator. For the MRHA switchboard replacement that they can not meet the 4- hour exchange stipulation, as they only have the one unit of this size witch is located in their Ottawa branch. I have one other rental company that I’m waiting to hear back from but if they have the same problem.”

.1 S+A Response: If a single equipment rental supplier is unable to achieve the stipulation of a replacement unit within 4-hours of a catastrophic unplanned failure, then an alternate rental supplier shall be contracted with a suitable unit and accessory equipment to achieve the requirement. This alternate supplier must carry the same 24/7 emergency service capability as the primary supplier.

1.2 SPECIFICATIONS

1.2.1 Refer to specification section 26 08 01.00 – Technical Services Division Startup Service:

.1 Delete item 1.3.8.

.1 The contractor is not required to attend and witness all factory testing required within respective specification sections.

1.0 CLARIFICATION

1.1.1 Further commentary from discussions on site:

.1 When installing the new 60A feeder to the Level 1 Laundry Panel, the contractor shall include all costs for scanning and coring through existing structural concrete beam(s) along corridor.

.2 The temporary generator distribution panel shall be installed on a new concrete housekeeping pad, in approximate location shown on drawing E-22.

.3 All temporary building feeders from this panel shall be routed through the boiler room exterior entrance assembly. Existing blank door panels and sidelight glazing may be removed and replaced with plywood sheets as necessary to facilitate passage of temporary feeder conductors. All penetrations through plywood sheets shall be adequately sealed with spray-foam insulation (or equivalent). All panels and glazing removed during construction shall be replaced with new at project completion.

.4 Temporary feeder conductors shall be installed on suitable unistrut supports within Boiler room. Coordinate wall penetrations from boiler room to electrical room on site. All penetrations to be properly sealed for temporary use and suitably patched/repaired at project completion.

.5 Portable generator shall be located in the marked parking space closest to the electrical room at the rear of the building. Allow for the provision of necessary ramps and blocking to position the unit with one wheel on grass and the other wheel completely within the markings of the parking stall. The adjacent parking space must be kept open for tenant use during construction.

.6 Generator feeder conductors shall be neatly arranged on the grass, with one crossing of the concrete walkway. Provide rough carpentry to act as a ramp up and over the run of eight (8) single conductor teck cables.

.7 The temporary generator distribution panel shall be turned over to MRHA at the end of the project, including all single conductor cable feeders as noted in note N-6 on drawing E-23.

.8 See below for a photo of the incoming secondary conductors from the NSPI vault, taken in 2007:

1.1.2 Proponent Questions:

.1 For the temp power cables running from the generator to the temp 1200 amp distribution panel can we use aluminum cables sized accordingly?

.1 S+A Response: Yes. Aluminum cables are allowed, however the size and lugs on both the generator and the temporary distribution panel must be coordinated for termination material and size/quantity. Keep in mind that all single conductor cables must be maintained with one cable diameter separation between adjacent cables.

.2 For the temp power cables from the temp 1200 amp distribution panel to the other loads can we also use aluminum cables sized accordingly?

.1 S+A Response: Yes. See qualification statement above.

.3 Are you going to designate the last parking spot closest to the vault and boiler room door for the generator as we will need a large level spot

.1 S+A Response: Yes. See item 1.1.1.5 above.

.4 Do you have any picture of the existing feeders from the vault to old switchboard (quality and length of the cables)

.1 S+A Response: See item 1.1.1.8 above. This is all the photos that are available. Length of secondary conductors are note available. Coordinate with NSPI upon project award.

.5 Grounding of the electrical room are you asking for grounding bar on all walls connected together by 2/0 bare copper cable. Or just one 24” ground bar in the electrical room

.1 S+A Response: One 24” grounding busbar.

.6 When running the temp power cables are we allowed to run through the door ways. example, boiler, electrical doors in corridor #2 will theses doors need to be locked at end of day.

.1 S+A Response: The doors must remain locked. See item 1.1.1.3 above.

.7 On the single line you show wires in pipe is it ok if we use teck cable to fed the junction boxes from the new permeant switchboard and panelboard

.1 S+A Response: For all feeders showing multi-conductor assemblies, preference is building wire in conduit. Accommodations can be made in extreme circumstances to avoid unforeseen obstacles. Temporary feeders may be multi-conductor teck.

QUESTION: In section 26 24 13.2.1.9 of the spec, it is asking for the breakers to be “bolt-on”. Schneider Electric (listed as an acceptable manufacturer) uses a “bolt-in” type breaker. It is not directly bolted to the bus. Will this be acceptable?

ANSWER: I’ve reviewed the question and confirmed that the Schneider Electric “I-Line” Bolt-in breakers are functionally equivalent to our specification requirement of “Bolt-on” breakers. QUESTION: Also, Technical Service Contractor is referred to in the spec. Is the commissioning to be done by an independent contractor? Or are manufacturer service reps acceptable to do the commissioning? ANSWER: The manufacturer’s service representatives are permitted to perform the Technical Services Startup Commissioning. Third party technicians are not required.

QUESTION: What is the maximum width allowed for the switchboard? I need 76” to do it. ANSWER: There is approximately 90” of available width that must house both the new 1200A switchboard and 600A panel board. These units must be 18” deep or less
