Minutes of the Methven Community Board meeting held on Monday 30 May 2016, commencing at 1.30pm in the

Mt Hutt Memorial Hall and Heritage Centre Board Room, Main Street, Methven.

Public Forum – excessive speeding (1.30pm)

Rob Markillie reported his concerns around the excessive speed of some drivers in Methven and requested an extension to the 50 kmh zone. It was suggested approaching local businesses to gauge their interest in covering the costs for additional VIASIS flashing speed signs.

The Mayor suggested that any speed limit campaign is discussed with the Roading Team first.

It was reported that the adjacent neighbours are happy for the skate ramp to remain in its current location if it can be soundproofed and regular maintenance takes place.

It was noted that Mt Hutt Ltd staff have offered to help install the soundproofing and the Chair will confirm when this will be carried out.

7.2 Roading and Street Services

It was noted that a short section of McKerrow Street hadn’t been upgraded. A request was made to Council as to why the remainder of the kerb and channel and footpath wasn’t done. The Board also queried whether the five trees currently on the street should be removed, if they are

affecting the footpath.

The Methven and Rakaia townsman contracts have been merged into one. The new contract has

been separated into three areas – toilets (managed by Open Spaces), roading (managed under the existing road network operations and maintenance contract of Fulton Hogan) and solid waste (managed in-house).

The contract for Ashburton is currently under consultation and Council is reviewing what other districts are doing in this regard.

Cr Nordqvist raised that there is likely to be discussion around a particular individual and

requested that any further conversation on this subject be discussed in committee.

Clarification on the 50 km/h reminder sign on Main Street had been sought and it was advised

that due to location of existing signage being clearly visible, there was no need for additional signage.

Officers reported that polishing cloths and ice scrapers are now available from the Council office and service stations in Ashburton. Methven resources will be provided to Mobil this week.

7.3 Water Services

Concerns were raised that the replacement of the waste water pipeline on McKerrow Street would affect the recently replaced footpaths. A request was made for officers to report back on

the areas being replaced.

7.4 Waste Management

It was confirmed that work on the ramps to the new bottle bins has now been fully completed.

Whiteware will be collected from the recycling site in Methven and once the Annual Plan is adopted this can be implemented and advertised. Signs about dropping off items will be installed at the Vintage Tractor Club shortly.

The Board recorded that the recent trip to view the materials recycling facility in Timaru was a

success.

In a future workshop Council will consider whether electrical items can be collected at the recycling centre. If so, this this would be rated across the District. The Board supported this initiative. It was suggested that this should be looked at for the 2017/18 long term plan.

7.5 Community Relations

Youth Week

The Community Development Advisor advised that at the recent Youth vs Councillor debate, the Youth team was triumphant in winning the debate.

Weird & Wonderful Ways to Waste Time Resource

This resource was launched last week with around 300 youth attending. All three schools plus RD1, Methven Mobil, the Methven Heritage Centre and the Paradiso Cinema have copies.

Library/Administration Building Shortlist

Council has approved the shortlist of site options for new library and administration facilities

and detailed analysis and consultation will be carried out in Phase 2. It was noted that the option

to site the library on the College site has been removed. Instead Option 4 will investigate siting a separate library and administration building close to the CBD.

Bus bay outside Mt Hutt Memorial Hall

Further investigation into the need, demand, etc. for any proposed bus bay is required.

Recommendation to Service Delivery Committee

That the Board requests that Council investigates options for a bus bay to be sited adjacent to

the Mt Hutt Memorial Hall & Heritage Centre.

Methven Primary School (MPS) second entrance footpath

The Board was advised that the Commercial Property team have approved the plans. Dan

McLaughlin and Sonia McAlpine will proceed to employ someone to carry out the work.

7.6 Open Spaces

The concrete beam at the cemetery has now been extended and clearing and tidying up work

will continue in the next financial year.

7.7 Chair’s Report

The Chair is attending the Trustpower Community Awards on 7 June.

The Red Cross has been in touch and have said they would be interested in providing a bench

seat for the township. They have been advised to speak to the Open Spaces Manager about this.

It was agreed that the Board would look at purchasing some more fruit trees for Chambers Park.

Officers reported that the budget of $3,000 currently has approximately $1,300 remaining. The Board was also advised that the $5,000 seed fund is not part of the discretionary fund. A request

was made for a printed spreadsheet of discretionary fund transactions to be emailed to the Board Chair.

The urban walkway spraying has now been done.

Council staff advised that the outdoor seating is due to be cleaned shortly following submission of photos through Snap Send Solve.

The Board thanked the Waste Recovery Manager & Community Development Advisor for

organising the trip to the recycling recovery facility in Timaru.

Submissions to Annual Plan have now been considered. Council will adopt the 2016/17 Annual Plan on 30 June and responses to submitters will be issued in July.

The Board discussed using the balance of the discretionary fund (currently approx. $1,300)

towards additional festive lights and beautification. The Board was reminded that unspent funds from the discretionary budget are not carried over into a new financial year and that a carry-over request would have to be applied to a particular project.

The Chair reported that she has received a request from a member of public to install fairy lights

in the trees. It was agreed to budget around $500 for fairy lights.

That the Board requests that Council approves $500 from the Methven Community Board

discretionary fund to purchase solar lighting for the trees on Main Street.

6.2 Roading and Street Services

For Roading, we only have the following to report for the period commencing 1 June 2016:

Road Maintenance – no issues raised related to road maintenance

Street & Footpath Cleaning and Maintenance – one CRM received in June and 1 in July

Structures Maintenance – one CRM received in June and 1 in July. The repair of thebenches on-going.

Pavement Marking – an instruction has already been issued to the contractor for theinstallation of the “Loading/Unloading” zone in McDonald Street for the Methven Primary

School

Drainage/Culverts Maintenance – one CRM in June

Road Health and Safety – no issues

All the CRMs have been completed. A total of 6 were received for the period 1 June – 22 July

6.3 Water Services

Water Supply

Infiltration Gallery Renewal

This project is continuing at present. The work has had to proceed carefully to avoid creating

supply or water quality issues for the scheme.

All 10 dewatering wells have been completed, the tanks are operational, and the wells are being connected together progressively with slotted pipes to complete the final configuration of the intake.

Work is expected to be complete on or about 25 September 2016.

Water Pipeline Replacements 2016/17

Designs and tender documents are complete for the 2016/17 renewal programme. This includes Lampard Street between Blackford Street and Main Street.

Water Restrictions

Consumption and groundwater levels are being monitored closely.

The report is attached. This comprises the following graphs:

The high flows on June 22 were due to flushing of the mains.

Wastewater

Wastewater Pipeline Replacements 2015/16 and 2016/17

Renewal of McKerrow Street (2016/17) was combined with the Mackie Street work (2015/16)

after relining was found to be problematic. This work is expected to be completed by the end

of July.

6.4 Waste Management

Solid Waste Management

Methven Chertsey Road Recycling drop off site.

The Satellite Recyclable Materials Drop Off facility continues to be well supported resulting in 266.6 tonnes of materials transported off site for the 2015-2016 year. An increase of 78.035 tonnes (41.38%) after only 5 months of operating the new service. An outstanding result which the Methven community should be very proud of.

It’s likely most of this reduced volume has simply shifted to the new drop off service. If this volume is subtracted from the increase received at the drop off site there is still a net

gain of 49.53 tonnes recycling for Methven.

6.5 Community Relations

Youth Council update

The Youth Council is currently developing their annual plan and are wanting to host the Young

Person forum in November. There is also discussion of arranging guest speakers from Attitude to come speak to young people in Ashburton District, and to host a drug-free, alcohol-free concert in Balmoral Hall on 1 October. There is likely to be a carry-over budget from Youth Council for 2016/17.

Election update Council has contractions Elections.Com for the local government elections this year as the electoral officer. The election period has officially begun. Nominations are now open for candidates for Mayor, Council, or Methven Community Board (as well as ECan, CDHB,

Ashburton Trust). These nominations close at midday on Friday 12 August. Election Day is 8 October.

A candidate’s information evening was held on 20 July with thirty-six people in attendance.

The Candidate Information Handbook is available online and at a number of outlets

throughout the district, including the Methven i-Site, Mayfield Udder Dairy and Mt Somers General Store. Also at these locations are enrolment packs, the Electoral Roll register, and nomination forms.

The CEO’s Pre-Election Report is also available online.

The salaries approved by the Remuneration Authority for 2016/17 elected members are as

follows:

Current Consultation

The Bylaw and Policy Subcommittee has approved the drafts of the Dog Control Policy, Dog Control Bylaw, Open Spaces Bylaw, Keeping of Animals, Bees & Poultry Bylaw, Brothel

Location Bylaw, and Smokefree Outdoor Areas Policy are all currently out for consultation.

Annual Plan

The 2016/17 Annual Plan has been formally adopted by Council. In this financial year, the average rates increase is 3.3%, which is lower than the projected 4.5% from the LTP. Included in the Annual Plan was the granting of $1.02million to over 40 different community groups for

grants and funding in 2016/17 for Community Development, Economic Development &

Events, Natural & Built Environment (including Biodiversity and Heritage), and Sports &

Recreation (including School Holiday Programme grants). The next round of Creative Community Grants and Heritage Grants will open for applications in August.

6.6 Chair Report

Fairy lights have been purchased using our discretionary fund for just under $500.

The balance of our discretionary fund was offered to Open Spaces to use to plant more fruit trees around Methven.

Meeting regarding the Community Boards Conference in Christchurch on 27 July.

Conference costs Could we agree that up to $2,000 to come out of discretionary fund to go towards conference costs?

Townsman

Fulton Hogan has now taken over the contract.

Many people are using snap send solve to send through complaints.

It is disappointing to hear so many people complaining on social media about the rubbish

around town. I have emailed Hernando and Craig with some of the complaints.

Elections I have decided to stand for the Western Ward only next term.

Thank you to the Mt Hutt staff who spent the day sound proofing the skate ramp and to Ryan Grice for making the sign.

Also to the staff who spent a couple of hours cleaning up the garden of harmony on a recent closed day.
