1. Purpose and scope
These methodological recommendations of the International Construction Championship (hereinafter
referred to as the Methodology) determine the procedure and conditions of conducting World
Construction Championship (hereinafter referred to as the Championship) within the team nomination
“Building Information Modeling and design”.
The Methodology of team nomination " Building Information Modeling and design" is developed for
revealing the level of competence and complex evaluation of knowledge, skills and abilities of
specialists, carrying out activities in the field of designing with application of BIM-technologies at
industrial construction facilities.
2. Terms and definitions

model, RPM
Interconnected data used to manage and optimize the processes of
construction work in the composition, including but not limited to:
− resource estimates;
− the schedule of work performance taking into account the
decomposition for work zones and power of links;
− process charts of work performance and working processes;
− resource sheets.
3. Regulations
The task was developed on the basis of the project documentation of the pilot project "Expansion and
Reconstruction of the National Medical Research Centre the Federal State Budgetary Institution
"Dmitry Rogachev NMIC DGOI" of the Russian Ministry of Health". The facility of the Task was
chosen due to the relevance and importance of the introduction of information technology in the
construction, including in the current environment of epidemiological situation associated with the
spread of coronavirus infection COVID-19.

4. Qualification criteria
A team consisting of specialists involved in different parts of the Task at two stages of its execution
that meet the qualification criteria may take part in the nomination:

5. Procedure of the nomination
5.1. The Participant Organizations shall, within the period specified in the nomination timing schedule
(Annex No. 4), select specialists on the qualification criteria for Participants in accordance with
Section 4 of the Methodology.
5.2. The Participant Organizations, within the period specified in the nomination timing schedule,
shall send to the Organizer information about the selected Participants according to the Form for
providing the Organizer with a list of Finalists (Annex No. 2) and ensure their registration on the
Official resource of the Nomination and the Championship's Official website https://pro-wcc.ru in the
section "For Participants".
5.3. Within the framework of the "Homework" stage, the Participant Organizations shall be offered to
perform the Task, which is the basis for further generation and execution of the Tasks of the
Championship Final Stage on the basis of the object information and resource and process models
created by the team.
5.4. The Participants shall be entitled to contact the Organizer and (if applicable) the Expert Jury for
additional information and explanations in the course of performing their Homework.
6. “Homework” Stage
6.1 Description
6.1.1. Within the period specified in the nomination timing schedule (Annex No. 4), the Participant
Organization team shall independently execute the Task and place the work result on the Official
Nomination resource. The result of the Task shall be checked for

compliance with the criteria and rules of the work results assessment (Annex No. 3). Form of
participation - on-the-job in the Participant Organizations.
6.1.2. Results received later than the time specified in the timing schedule will not be reviewed by the
Expert Jury.
6.1.3. Participant Organizations independently ensure the availability of recommended software
packages at the work places of the Participants to execute the Task of the "Homework" stage.
6.1.4. As part of the stage Task execution for the Participant Organizations, the Organizer shall:
- register the Participants and provides access to the Nomination Official resource on the Internet;
- place the Task on the Nomination Official resource for the stage with instructions;
- provide consultations to the Participant Organizations during the period of the stage Task execution.
6.2. Task
Based on the object digital information models of the facility, the team of the Participants is required
to develop a consolidated object digital information and resource and process model of construction.

information models and requirements to them at the
time of issue of the task.
6.3. Recommendations on forming team composition
At this stage of the Participant Organization is recommended to form a team of specialists:
1. BIM-manager;
2. Specialist in resource and process modeling;
3. Specialist in production planning;
4. Specialist in architectural and structural design;
5. Specialist in the design of engineering systems and networks;
6. Specialist in power supply section design;
7. Specialist in the design of the water supply and sewerage section.
In accordance with paragraph 7.3 of this Methodology, the Participant Organization shall send a team
of five Participants from the above mentioned specialists to the final stage of the Championship.

7. Final stage
7.1. Description
7.1.1 The final stage shall be held within the period specified in the timing schedule of the nomination
(Annex No. 4) in Sochi. The form of participation in the Championship is full-time, with a day release.
7.1.2 Participants shall arrive at the place of the final stage within the period specified in the timing
schedule of the nomination.
7.1.3 No later than 1 (one) day before the start of the Championship competition, Participants will
receive uniforms with the symbols of the Championship.
7.1.4 Prior to the start of the Championship competitions, the Participants shall undergo a General
labor protection and safety briefing, and participate in a General organizational meeting in the
Championship region. The time and place shall be determined by the Organizer and announced
additionally.
7.1.5 At the venue of the final stage, the Participants shall receive registration badges, participate in
the official opening ceremony of the Championship final stage and start to perform their Tasks. The
Organizer has the right to make changes in the schedule of the final stage of the Championship upon
notice of the Participants.
7.1.6 The time allowed to complete the Task is no more than 20 hours, including the lunch break. The
schedule may be changed by the Organizer upon notice of the Finalists at least one day before the
beginning of the Championship specified in the nomination timing schedule (Annex No. 4).
7.1.7 Becoming familiar with the workplace and Task:
- Participants are allowed to perform the Task only after passing the briefing on labor protection and
safety at the workplace;
- immediately before the beginning of the Task, the Jury Experts conduct an introductory briefing of
the Participants regarding the work regulations at workplaces, and acquaint the Participants with the
content of the Task and the evaluation criteria;
- no more than 30 minutes are allotted to conduct an introductory briefing and provide explanations
on the work regulations, which are not included in the total time for completing the Task.
7.1.8 Beginning and completion of work
The Participant Organization team must wait for instructions from the Technical Expert to begin and
complete the Task. In case for reasons beyond the control of the Participant Organization team, they

had to interrupt the Task, they shall immediately report the forced stop to the Technical expert. In this
case, the cause and start and end time of the stop shall be officially recorded.
- after confirmation by the Jury expert, the Participant Organization team shall have the right to receive
additional time equal to the time of forced stop. The amount of extra time shall be determined by a
panel decision of the Expert Jury and shall be recorded in the Protocol of an emergency situation.
7.1.9 Abnormal situations
Any deviations from this Methodology and the provisions IN the General Procedure for the
Championship regarding the competitions during the final stage shall be considered as an abnormal
situation. The decision on an abnormal situation is made by Jury experts by a simple vote taken by
experts, while preparing the corresponding report sheet.
7.1.10 Communication and contacts by Participants and Jury experts
Any communication by Participants while executing the Tasks shall be regulated by the General
procedure of the Championship and by this Methodology.
7.1.11 Illness or accidents
In case of accident or sudden illness, the Participant shall first of all inform the Jury experts on the
site.
The Expert jury shall make a collective decision on whether it is possible to compensate for the time
lost by the Participant Organization team. If the Participant Organization team has to withdraw from
further participation in the Championship, it receives points for the amount of work performed at the
moment of the event.
7.2. Task
The Participant team is required to perform modeling of the Digital Construction Organization Project
(DCOP) in the selected system of software environments containing interconnected data for
construction process management.

5) to create presentation materials on the basis of RPM and
DCOP;
6) to visualize the facility construction process.
7.3. Requirements to the composition of teams
At this stage, the Participant Organization shall be required to form a team of five specialists selected
from the seven specialists specified in paragraph 6.3 of this Methodology.
The composition of the team of Finalists shall be strict in number, but not in functionality, and may
be agreed with the Organizer additionally at the request of the Participant Organization.

- the features inherent in the software to develop object
digital information models for capital construction
projects.
4. Experience - obtaining and analysis of initial data;
- setting up software tools for working with
information models;
- development of an object digital information model
section in accordance with the information modeling
project implementation plan.

7.6.2. The list of software may be supplemented upon the requests of Participant Organizations sent
to the Organizer by February 15, 2021 at 18.00 (MSC). The final list of software shall be announced
not later than 5 days before the start of the Championship final stage.
8. Expert Jury and assessment strategy
8.1. Composition of the Expert Jury
8.1.1. Composition of the Expert Jury at the Homework stage:
- Representatives of Participant Organizations - 1 expert from each organization;
- Technical experts - 2 experts;
- Supervisory Group (hereinafter referred to as the Supervisory Group), consisting of:
- Representative of the Federal State Budgetary Institution "Dmitry Rogachev NMIC DGOI" of
the Russian Ministry of Health - 1 expert*.
(* - "Dmitry Rogachev NMIC DGOI" requirement, is responsible for the evaluation of the
technical and organizational solutions proposed by the Participants of the Championship in terms of
the object specificity)
- representative of BuildingSMART International - 1 expert**
(** - participates in the work of the Expert Jury due to a special award from buildingSMART
Russia);
- Representative of FAO FCS (Federal Autonomous Organization Federal Centre for
Standardization) - 1 expert***
(*** - participates in the work of the Expert Jury as the Chief Methodologist on IM from the
Ministry of Construction, Housing and Utilities of the Russian Federation);
- Representative of SC (sub-committee) 5 of TС (technical committee) 465 - 1 expert****.

8.1.2. Composition of the Expert Jury at the Final stage:
- representatives of Participant Organizations - 1 expert from each Participant Organization;
8.2. Description of work of the Expert Jury at the "Homework" stage.
8.2.1. The qualification criteria for the experts are set forth in the Regulations on the work of Expert
Juries.

8.2.2. Technical experts shall form the composition of the Supervisory group before the beginning of
the "Homework" stage.
8.2.3. The technical experts shall develop and submit checklists to the Expert Jury to assess the
completion of the Homework.
8.2.4. The Homework is assessed by a full Expert Jury as part of the Expert Jury meeting. Format of
participation: remote.
8.2.5. During the meeting the Chairman of the Expert Jury, his Deputy are elected and the composition
of the Expert Jury is approved.

8.2.6. The results of the meeting shall be recorded in minutes and signed by the members of the Expert
Jury.
8.2.7. Upon recommendation of the Chairman, the composition of the Expert Jury may be completed
within the period up to the day of the beginning of the Championship (in case if the Participant
Organization submits an application for participation in the Championship after the Jury composition
is approved).
8.2.8. The winner Organization "For the best object digital information model" - a special award from
BuildingSMART Russia - shall be determined during the meeting.
8.3. Description of work of the Expert Jury at the Final Stage
8.3.1. The personal composition of the Jury at the final stage shall be formed by the procedure of
drawing, which shall be carried out in accordance with the Regulations on the work of the Expert Jury
from among the experts of the Participant Organizations. If, in the course of the drawing, an expert
from the Participant Organization gets the team from his/her Organization, the drawing shall be
repeated.
8.3.2. Representatives of the Surveillance Group, who are members of the Expert Jury at the
"Homework" stage, may be present at the Championship venue, observe the processes of performance
of tasks by the Participants, attend the Participants' presentations of their results and ask questions
during the presentations. Representatives of the Surveillance Group are not bound to specific teams
of the Participants.
8.3.3. The Expert Jury (representatives of the Participant Organizations) shall discuss and assess the
teams of Participants and determine the winners.
8.3.4. Representatives of the Surveillance Group may be present at the presentation of the summative
assessments by the Expert Jury. Representatives of the Surveillance Group shall not have the right to
assess the result of the Task performance by the teams of Participants, but the Expert Jury may take
into account the opinion of the Representatives of the Surveillance Group when assessing, if such
opinion is justified and does not contradict the requirements for the Task performance.
8.3.5. The Representatives of the Surveillance Group shall be a part of the Review Board as its full
members and shall perform the functions specified in the Regulations on the Nomination Review
Boards.
8.4. Technical Experts
8.4.1. The Developer Organization shall send Technical experts in the number, multiple of teams to
organize and conduct the nomination.
8.4.2. The work of the Technical Experts shall be regulated by the General Championship Procedure.
9. The procedure for determining the winners
9.1. The winners (first place) and prizewinners (second and third places) shall be determined by the
Expert Jury based on the assessment of the results of the teams of the Participant Organizations. The
winner shall be the team with the highest number of points according to the criteria and rules for
assessment of the Task results (Annex No. 3).

9.2. In case two or more teams have scored the same number of points, the Organizer shall ensure that
an additional stage of assessment is conducted on the basis of a predetermined set of additional criteria
that do not correlate with the main ones.
9.3. The Expert Jury shall execute the final protocol in accordance with Annex No. 1 to this
Methodology and submit it to the Organizer.
10. Appeals
10.1 Within the framework of the final stage of the Championship, the Participants may lodge an
appeal against the quality of the evaluation done on the results, and the work done by the Jury for the
evaluation and tallying procedure.
10.2 The appeal is filed on the terms and conditions established by the Regulation on the appeal
commissions for nominations.
10.3 Appeals are reviewed by the Appeals Commission.
11. Rights, powers, and obligations
The rights, powers, and obligations borne by the Participants, Expert Juries, Technical Experts, and
the Organizer are established in the General Procedure for the Championship.
12. Replacements
12.1. Participant Organizations shall ensure that there is a reserve team of Participants for the
nomination to replace Finalists if unforeseen circumstances arise, and there is a forced cancellation of
participation for the Participants from the first team in the final stage of the Championship.
12.2. The number of reserve Participants shall be equal to the number of main Participants.
12.3. Participants from the reserve team shall meet the qualification criteria specified in the
Methodology.
12.4. Reserve team participants shall register on the official website of the Championship, and fill out
a Participant questionnaire in the “For Participants” section.
12.5. Participants can be replaced no later than 2 (two) weeks before the start of the final stage of the
Championship. The time the replacement is made is considered to be the date the Organizer sends a
response to the Participant Organization that acknowledges the replacement.
12.6. The Organization participating in the Championship shall replace the Participant drawing from
the reserve team of Participants by sending an official notification to the Organizer indicating the
reason for the replacement, and that gives data about the Participants from the main and reserve teams,
and then receives a response from the Organizer that confirms the replacement.
13. Awards
13.1 The winners and prizewinners are provided with monetary awards in accordance with the General
Procedure for holding the Championship.
