  • NIXDORF SAGA

    Roy Trueman and Bill Barry have discovered the secret of the numbers found on Nixdorf labels. This was published in PHSC issues 58 and 59. I summarize their findings here and apply it to out Nixdorf labels.

    The Post Office Computer Organization Number (PROCON) is a six digit number assigned to post offices to replace the old money order office numbers. The number is similiar to the ISBN system for book publishers. The PROCON number can be interpreted as a five digit number followed by a check digit. It appears that, if that interpretation is correct, and it seems to be, then the PROCON office numbers were assigned sequentually, with some gaps.

    The check number (the last digit) is calculated thus:- Add the products of:

    5 x digit 1 6 x digit 2 7 x digit 3 8 x digit 4 9 x digit 5 Divide the sum by 11. The remainder is the check digit; however,

    if the remainder is 10 do not use it.

    Now lets look at the PROCON number at the lower left on Nixdorf labels. I have chosen Calgary as there are quite a few installations, and we don't have examples of them all on record yet. A difference in this series than the regular series is the "0" as the first digit. Let's ignore it for now. I only include the PROCON and NIXDORF numbers here.

    Checking the first one: 5 x 5= 25; 6 x 9= 54; 7 x 0= 0; 8 x 2= 16; 9 x 5=

    45. Total of 25 + 54 + 0 + 16 + 45 = 140 Divide by 11 = 12 and remainder of 8, which is the check digit.

    Looking at the PROCON number we may conclude that "059" is postal area identification number. The next three digits is the office number, and the final digit is a computer check number to see that an operator made no errors in typing in the number. Note we list 196 to 207 but are missing 198 and 204. Also note that probably the office number was assigned before the equipment was delivered, if indeed it was delivered in sequential numbers. I also see that three meters have been used in one office. I am sure that you can discern other trends.

  • P.O. POSTAGE METERS REVISTED AGAIN

    The group of meter indicia which has a "P" and "0" in the townmark is of continuing interest. The initial article and list was in CMSG NL 16-3. Additional listings were included at 17-2 and 17-4. The work was consolidated at 18-4. I have been able to look at the records concerning this group and am producing what I hope is

    the almost final word on the subject.

    Apparently the first use of a postage meter in a post office,

    other than for postage due, was at Toronto, Terminal A, when a Type 9 Pitney Bowes JP machine, with a Model JDP postage meter was rented February 16, 1938, for use in the Insurance and COD wickets. This

    was probably meter 94046. Other Type 9 meters used at this wicket

    were: 94039, 94028 and 94068.

    As of April 17, 1942, there were 2 postage meters at the

    Toronto post office and one each at Montreal, Ottawa, Saint John, New Westminster, Charlottetown and Lethbridge.. By 1947 the number

    had risen to 15 and shortly after to 21 - with two Model JDP postage

    meters at Toronto and Montreal, and one at Truro, Saint John and

    Ottawa. Pitney Bowes Model RGF' and RFP parcel post postage meters

    were at Halifax, Charlottetown, Moncton, Kingston, Brandon, Regina,

    Saskatoon, Lethbridge, New Westminster and Victoria. Edmonton and

    London had two of these meters.

    The post office established criteria in 1949 for offices

    requesting a postage meter. The criteria was 200 parcels a day over

    the counter, over a two week period. In 1957 the word parcels was

    changed to "bulky items". The policy to justify two machines was time saving of staff, the number of patrons, and distance.

    The fall of 1952 the post office authorized 12 postage meters

    for stations in Toronto, 10 of them were Pitney Bowes. The Post

    Office did not rent the meter but purchased it outright. The price for a meter and machine was $725 but if over 10 were purchased the cost was $650. The post office also purchased 28 used meters and 84

    new meters of the Model RG machine with Model RFF' meter. These 112

    meters were sent to 68 post offices - a list is in the Weekly

    Bulletin, May 4, 1952.

    About 1959 the use of postage meters in post offices increased

    when they were installed in all major post offices in Canada, thus eliminating the use of postage stamps for much of the parcel post.

    The Post Office regulated, April 11, 1961, that parcel post

    meter dies were not to be engraved with the postal or substation names - just the city. Provision was made to retain the old dies

    until they were worn out. A further 30 meters were purchased in

    1961. The system expanded greatly after decentralization, April 1, 1962. The post office always kept a supply of 15 - 20 meters for

    spares and for Christmas at various offices.

  • By 1966 postage meters were in use in 143 staff offices and 80 postal stations.

    In 1969 the Post Office changed from the Model RF and RG to

    the Pitney Bowes Model 5319 meter and Model 5466 machine as well as

    the Friden Model 9225 meter and Model 9010 machine. The Pitney Bowes serial block began at 558550.

    This updated list is based on a review of collections and data from Post Office records. Where the town name is followed by a province it refers to the actual townmark lettering. The date is that reported in a collection. When the town has no province it is from Post Office records and the actual townmark lettering is not known. In some instances there are probably duplicates; for example, 143469 the townmark reads MONTREAL QUEBEC however I have indicated a second reference to show the postage meter was actually located at postal station N although this does not appear in the townmark. Column 3 is the year the postage meter was actually installed at that post office.

    Note: Meter 94007 is an error as this meter was used by the Steel Company of Canada.

    Meters Montreal 140300, Toronto 140425, Vancouver 143947 in 1961 were at the UNDELIVERABLE MAIL OFFICE. These were just counting heads for printing. The meters were made inoperative so was just for a printing head.

    The Ohmer Fare Register Parcel Post meter performed a similiar function as the National Cash Register postage register in recording

    postage; however, it also indicated the number of parcels in a lot. The first label bore the postage and the other labels just bore the parcel number, up to 20. At this time parcel post represented 40% of the total mail carried, that is, 70 million pieces.

    The indicia for three parcels would look like:

    Ohmer Fare Register Co., Dayton, OH, arraned through their Canadian agent, Canadian Ohmer Ltd., Fleury St. Montreal, to demonstrate their register for the Post Office inspection service on

    July 15, 1930.

    It appears that the register was approved for use in the Post Office Department as of March 13, 1931, and for general use in the Weekly Bulletin of February 27, 1932. The company did not follow up on the approval, presumably due to the downturn in business in the depression. In the meantime, National Cash Register introduced their Model 1900 register which also had provision for providing for parcels in lots. A specimen of the Ohmer Fare Register indicia is shown below.

    Shown below is an indicia from an electrically operated Pitney Bowes RMRS Model 6911 Postage meter intended for small volume mailers. The four-bank meter provides for fractional postage to a maximum of $9.999. There is also provision for gummed tape for parcels and bulky envelopes. Note that the townmark looks smaller but is the same 20 mm as the old style. The rate frame has the same general appearance but has been redesigned. Looks like the serial block starts at 1100001. So, it is nice to have something new to look for.

    Recyling old postage meters!! Top is Type 11.1 - prov. in full, date MDY, closed 4 in serial number. Centre - Date MDY, prov abbreviated, open 4 in serial number Bottom - As for centre, except prov in full.

    This got through the mail. Someone actually cut out a 10c and lc meter and town circle. The ad was added and all glued to a piece of cloth. The post office delivered the mail!!!!

    Here is an unlisted Type 11.1 with the date reading YDY. The mcith is in unserifed Roman numerals. Meter number. 140023 was used by La Paquet Co. {:tee, Quebec, Quebec, Notice, I have shown a piece dated in 1941 and cover ded. in February 1948, I have another piece dated MAR 17'51 so the change in the date die was made in. that interval, Also note that the company cho.aged in 192 from 140023 to 146463 which has the serifed date, This is certainly a, v.aIid variety which will prove to be quite scarce.

    EDITOR'S REMARKS

    This issue contains a couple of innovations which we hope to include in future issues. One of these is one or two pages of postmark advertising. In this issue it will take a patriotic note and in the next one I plan to do the Pitney Bowes company advertisements and then a page of Christmas. None of these will be all inclusive but if you have interesting ads to include send me a good copy.

    The other item that will be continuing is a single page which will cover the technical description of each postage meter. The purpose is to have such a sheet to accompany our catalog once we get it done. When you look at it if there are details you think should also be included let me know.

    The Nixdorfs are included in this issue. Most of the detail was supplied by Whitehouse, Cooper, Cheberiak and Rich Toop. Thanks, keep up the good work. Notice I have printed it twice. One is numerical by serial and the other is sorted by town to make it easier for you to try out the system of office numbers given on page 26-2.

    This issue also contains more than the usual pages of our catalog. Note that Irwin does not own some of the items so please send a good photocopy of any missing item you may have. I also discuss at length on the next page what I think will be the system of numbers we will adopt. Let me know if you have other ideas before we actually get to using them.

    Illustrated below is a cover addressed to one of the real early collectors of meter indicia in Canada, and the author of the first listing of the users of Pitney Bowes Type 1 in 1930.

  • In our catalog listing I am uneasy about the way I treat the datemark. I am just doing Type 9 for another issue. The date is part of the meter, not loose type, and so the options are: MDY, MY, Y, and blank. Are these all subtypes? The MDY is the standard letter rate. Blank would likely be a printed matter rate of is and the other MY and Y could also be the same. My philosophy is if there is a postal rate reason for the configuration then it probably should be included. Any adverse comments? Types 1 and 8 have loose type so the variations are greater but I have sort of adopted the same philosophy.

    At the moment there are about 25 basic meter types cataloged. If this were all there were the interest in postage meter collecting would be quite small so we break each major type into sub-types, such as 7.1, 7.2, 7.3, etc., based on some continuing major difference in the indicia. This adds to our collecting challenge. The sub-classes tend to reflect how a meter was used postally as well as smaller differences in appearance. We could include a.great many items here but many of them would not be constant varieties, some may be unique, and may not be available to collectors. They get frustrated and leave the hobby. So we need a balance, whatever that may be.

    The indieia shoal] above appears to be an essay produced by Pitney Bowes probably for the introduction of the Wodel I meter series. While it also appears to be similiar to the Model 3 meter series any dates that have shown up are usually not in the 1930's. The essay is reasonably easy to find and it is unusual that no one can slate for sure the purpose of it.

    The meters, parcel registers and printing heads beyond 50.1 need to be reorganized and renumbered. I am thinking of starting these at 100 to make room in our numbers for new postage meters. I thought I would start the series with Nixdorf as 100.1. We need your input into the system in order to improve it. Have we missed an important type?

    Type 1 meter applying 2 cents; hoverer, the letter rate was 3c in 1938 so a Type 5 meter was used to apply the additional postage - but no tornaork.

    Here someone (name shown) in Quebec apparently cut out the POST DI MOUS PAYS from another cover of different colour and after applying 3c to bring it up to 38c it canaged to get through the mail without postage due.

    A cover to South America franked with a Type 1 domestic letter rate of 2c bet the additional rate to British Guiana of Cc appears to be an airmail rate but there is no label or instruction to that effect. It is a nice cover but somewhat large size.

    EDITOR'S REMARKS

    This Newsletter follows the format established in the last issue, namely it contains some continuing features. There are a couple of pages of Pitney Bowes postmark advertisements, sort of set out in chronological order. The same ad is often repeated in later years. If you have others let me have a copy to use.

    Dave Cooper took time out from his pursuit of Nixdorf's to compile a new Index to our CMSG Newsletter for issues 1 through 27. This index will be very helpful in finding items you vaguely remember seeing somewhere. Thanks Dave.

    The machine description sheet is also included and covers to Midget machine. The catalog is also included and completes our listing of Type 7. Kind people have sent in examples of some not shown and these are also copied to you here.

    I want to thank several people (3) for making comments on our proposed system for cataloging the newer meters. All comments will try to be implemented. I also want to acknowledge the fine job that Alan Draves does in keeping the meter town list up to date. It seems to me that almost every small town will soon have a meter and it would be easier to list those that have not yet been seen. Thanks a lot Alan. His contribution is included as usual.

    Nixdorfs are put over to a future issue. There is much to be gained by doing the entire list again until we get more information. Canada Post announced they propose to close 5,000 offices in the near future. Some alternative form of service must be provided. In many instances they are reverting to the system of a century ago where the postoffice was located in the general store, or in the corner of someones kitchen. Franchises will be awarded in many communities. I would ask out "Nixdorf" searchers to attempt to find out the criteria which Canada post uses to determine what type of office gets a Nixdorf and what type gets the Pitney Bowes form, or just loose stamp operation. The new Postal Guide is out and contains more Postal Outlets, someone said we will have 500 by the end of the year.

    The Postal Guide does not give the office number but I was told that the number is a key to the offices having Nixdorf accounting systems.

    There is a description of postage meter ad preparation included in the Newsletter with a few examples reduced in size.

    Mourning covers are often found with adhesive stamps. Metered covers are quite scarce. This one is a late use for King George V who died in January of 1936.

    Philatelists like this type of item sent in by Wilf Whitehouse. The cover would have been carried FREE from Kingston, Jamaica, to Montreal aboard Canadian National Steamship "Lady Somers" in June 1940. On arrival at Montreal, C.N. applied postage from meter 94092 at the drop rate for delivery in the city.

    Lady Somers was one of five cruise ships of about 8000 tons, named after famous British admirals, which carried freight and passengers from Montreal to the West Indies. In September 1939, Lady Somers and Lady Nelson were equipped with guns and became known as Defensively Equipped Merchant Ships (D.E.M.S.) The Lady Somers was sunk the summer of 1941.

    Lady Hawkins was sunk in early 1942, with a loss of 250 lives. Lady Drake was also sunk the summer of 1942. Lady Nelson surved the war as a hospital ship. Lady Rodney also survived the war.

    A FEW PROBLEMS WITH METERS

    Monarch Life had at least two postage meters, a perfectly good one and the second had the townmark hammered into place. This is a constant variety over a period of time - at least from 8 11'83 to 12 IX'83. Why would it happen?

    The PB 5000 series meter has lost a wavy line. This is also a constant variety over quite a period of time.

    Someone sent in a photocopy which will not reprint. It is a Type 8 from QUEBEC, QUEBEC, probably the province. The date is unusual as it is:- 7 12 / 12 AM / 1965

    The PB Type 8 impression below is an example of the card catching in the meter and then slipping.

    The example below shows a drop letter rate of 2c applied 1 XII'62. The letter was not posted that day and so the additional impression with a "00" rate shows the new date of posting as 2 XII'62 to comply with Post Office regulations.

    An understanding of the elements which define what Is a postage stamp will help the collec-tor aprpreciate what is most or least collectable. For example, postal historians using this defi-nition — a means of indicating the prepayment to a government post-al service — have proved that cer-tain postmarks can be labelled as postage stamps. While there is much research on the subject of what postal markings can be de-fined as postage stamps, especially in the pre-adhesive stamp period, there is very little to be found in philatelic literature on what consti-tutes a stamp in the post 1840 peri-od.

    Last week I surveyed the intro-duction of the postcard with pre-paid stamps printed on the card. One feature of these postcards is that after their Initial introduction the idea caught on much more quickly than did adhesive postage stamps. This week, we turn to an-other type of stamp, the postage meter, one which is usually reviled by collectors. And we will find that this type of stamp also took a long time to catch on. -

    A postage meter impression, whether printed directly onto an envelope or printed on a gummed label which is then affixed to the envelope or parcel, fulfills all the requirements of a definition of a postage stamp. However because. in the minds of most collectors, these are so different from the adhesive stamps and also have largely replaced stamps in com-mercial mailings, collectors either actively hate meters or at best. ignore them.

    Postage meters made their debut in Norway in 1900. A machine was installed in the General Poet Office at Kristiania (now Oslo) on August 24 but was withdrawn three weeks later. The public inserted coins, affixed the meter to the envelope, and postal officials then put stamps on the envelope equal in value to the meter. It is not surprising that this cumbersome method did not Catch on.

    Other experiments over the next two decades occurred in the United States internally within the post office department from 1903-1904

    and later In 1912 and 1914. Norway tried again tram 1903-1905. but the best documented experiment began hi Great Britain In London on January 25, 1912. A total of 1,050 letters and cards were sent using a postal meter impression on the first day. However the number dwindled to about two dozen a day and the machine was removed at the end of August of the same year.

    While these three countries dis-continued the experiment, postage meters caught on In New Zealand. First introduced In 1904. there were more than fifty machines ht opera-tion by 1910 and their popularity continued. The only discouraging aspect of the use of meters by New Zealanders was that the Universal Postal Union (UPU) did not recog-nize the international validity of postal meters until 1921. Metered mall going overseas would have additional postage stamps affixed by the post office.

    For more than two decades after their introduction, postal meters were experimentally tried in only three countries and found regular and widespread use in only one country. After the UPU recognized postage meters for international mall, use of them became sanc-tioned and eventually widespread it the United States and Great Britain. Later in the same year, 1922, they were introduced this India and Egypt. In 1923 Germany. Canada and Switzerland joined the ' small group of countries with post-age meters. After 1924 the numbers grew dramatically although a few counures held out until after the Second World War.

    Even If one is not a serious col-lector of postage meters it Is quite easy to see the appeal that some of the forerunners would have. Also. stamp collectors should not ignore the potential value of some early meters. For instance, many early meters of Newfoundland featured a view of South West Arm, Trinity and these are quite sought after with the result that they are worth considerably more than similar commercial covers with traditional postage stamps.

    The Guelph Stamp Club held its annual exhibition October 13. This year, in an effort to encourage novices to exhibit, the frames were not judged. Ross Irwin exhibited "one" frame of 6 pages of Nixdorf labels. I wont bore you for 6 pages showing the exhibit. In summary, page 1 was the title page including a label. Page 2 described "The System". Page 3 shcwed the customer receipt and described its information. Page 4 illustrated and explained the use of SPECIMEN labels. Page 5 showed a label used to pay the registration fee. Page 6 showed 5 varieties of the town name arrangement. A comment, the exhibit could have been enlarged, but not enough for 2 frames. It looked flat, with no colour. I have reminded myself to take a photograph or two of an installation. One frame exhibits never win any prize - how can it be expanded?
