Executive summary

Edwards Environmental has been engaged by Midland Petroleum Services PL on behalf of

Merool Holdings Pty Ltd (the ‘client’) to undertake an assessment of soil conditions following

the removal of two underground petroleum storage tanks (USTs) located at 131 Merool Road,

Moama, NSW 2731.

The site is a caravan park which has operated for approximately 30 years. Prior to this the land

was general farming land. With the development of Moama township with private fuel stations,

there is no further requirement for caravan park to supply fuel to patrons.

The results of the investigation identified those soils surrounding the UPSTs contained:

No visible soil staining

No volatile compounds detected using PID

No observed groundwater at depth of excavation

Concentrations of potential contaminants were below HIL A NEPM criteria

The UPSTs were in very good condition and no evidence of leaking was observed. There is no

evidence of soil contamination at the site. The site is suitable for ongoing commercial use.

1 Introduction

1.1 Background

Edwards Environmental has been engaged by Midland Petroleum Services on behalf of Merool

Holdings Pty Ltd (the ‘client’) to undertake an assessment of soil conditions following the

removal of two underground petroleum storage tanks (UPSTs). The tanks were located at 131

Merool Road, Moama, NSW (the ‘site’). The site is a caravan park which has operated for

approximately 30 years. Prior to this the land was general farming land. With the development

of Moama township with private fuel stations, there is no further requirement for caravan

park to supply fuel to patrons.

The tanks were used for leaded and unleaded fuel and were approximately 1 x 10,000 litre

and 1 x 4,500 litres. Midland Petroleum Services will be responsible for the purging and off

site removal of UPSTs which will be conducted in accordance with AS4976-2008.

Refer to Appendix 1 for location of site and Appendix 2 for location of UPSTs.

1.2 Objective

The purpose of this report is to demonstrate that the site does not pose an environmental risk

following the removal of the UPST and associated infrastructure.

1.3 Scope of works

The scope of works includes:

Chemical analysis of soil samples

2 Site Investigation

2.1 Site inspection

In December 2012, an inspection of the site identified that the tanks, bowsers and pipe work

had been removed out of the ground and stored in an adjacent segregated area. The

excavated pit was estimated at approximately 5 meters deep. The tanks had been removed

the day before site inspection. There were no signs of groundwater or moisture in the soil.

There was no evidence of soil staining. A weak hydrocarbon odour was detected whilst

standing adjacent to the pit. Soil testing using a photoionisation detector did not detect any

volatile compounds in the soil surrounding the pit.

Because of the depth of pit direct soil sampling could not be taken. Soil samples were

collected from the soils excavated from the pit. An inspection of the stockpile identified soils

to be homogenous and no signs of soil contamination. Soil testing using a photoionisation

detector did not detect any volatile compounds in the soil stockpile. Three soil samples were

collected for chemical analysis.

An inspection of the tanks identified no holes, cracks or signs of leakage. The tanks had no

signs of rust and were in very good condition.

2.2 Soil sampling

Soil samples were collected, stored and transported in accordance with EPA publication,

Sampling and analysis of waters, wastewaters, soils and wastes (IWRG701) and in accordance

with Edwards Environmental Quality Management System, Soil & Water Sampling Procedure.

Refer to Appendix 4 for chain of custody and sample receipt advice. No duplicate, split and a

rinsate samples were collected and analysed.

2.3 Analytical results

The analytical results identified that all concentrations of potential soil contaminants were

below HIL A criteria, of the National Environment Protection Measures. This criteria is based

upon an exposure setting for a particular land use where HIL A is the most sensitive land use

being unrestricted residential.

3 Quality Control and Quality Assurance Edwards Environmental internal Standard Operating Procedures (SOP) includes the Quality

Control & Quality Assurance SOP which has been developed in accordance with AS 4482.1.

Quality Assurance (QA) includes all activities and procedures undertaken to ensure reliable

and accurate results. Quality control (QC) process involves the monitoring and measuring the

effectiveness of the QA procedures implemented compared to the Standard Operating

Procedures outlined under a QA program.

The Edwards Environmental Quality Control & Quality Assurance SOP includes:

• Sample collection, preservation, holding times, transportation and analysis

• Chain of custody

• Decontamination process

• Collection of replicate, split and rinsate samples

• Review of all analytical results and laboratory quality controls

4 Conclusion The results of the investigation identified those soils surrounding the UPSTs contained:
