Executive Summary

Med-Tox Northwest (MTNW) is under contract with Mercer Island School District (MISD) to perform drinking water sampling for lead content in district schools and support facilities located on Mercer Island, Washington. Sampling was performed on May 5 and 6, 2016 in accordance with our “Drinking Water Sample and Analysis Plan” dated May 2016.

MISD facilities are supplied water from Seattle Public Utilities and is not a drinking water supplier. At the time of this report, there are no regulatory requirements for MISD to perform this type and level of sampling, however, the intent of this sampling program is to ensure that drinking water in the school buildings and facilities meet guidelines and/or recommendations set by the United States Environmental Protection Agency (EPA) for schools.

For this testing program, MTNW tested for lead as recommended by the EPA following the Lead and Copper rule protocol. Future sampling will include testing for asbestos, cadmium, copper, iron, and zinc which are contaminants that can be found in deteriorating distribution pipes and/or pipe systems in older buildings. Turbidity, which refers to how cloudy the water is, will also be tested as part of an annual sampling program.

MISD consists of six schools serving a student population of approximately 4,300. Support buildings include a pool facility, an administration building and the maintenance, operations and transportation building (MOT). The buildings were constructed between 1955 and 2009.

Only high priority sites were selected for testing with a goal of testing drinking fountains, classrooms with sink faucets/bubblers, kitchen sinks where food is prepared and staff lounges/breakrooms at each site. The Sample and Analysis Plan used a random selection process to select the classrooms for sampling. Drinking fountains tested were selected based on estimated maximum use. Faucets in each of the buildings with kitchen facilities and staff breakrooms were also included in the sampling program. The following summarizes the sampling and results:

25 drinking fountains were tested at eight sites, the MOT building did not have a drinking fountain. None of the drinking fountains had detectable levels of lead present.

20 classroom faucets were tested in the six school buildings and 11 bubblers (drinking water fixture as part of the classroom sink) were tested in three school buildings. Two faucets at Islander Middle School had 7.3 and 10.0 µg/L of lead detected, none of the other faucets or bubblers had detectable levels of lead present.

11 kitchen area sinks were tested at the six school buildings and specifically food preparation sinks targeted. The administration building, Mary Wayte Pool and the MOT do not prepare food for students. One sink faucet at Island Park

Elementary School had lead detected at 5.8 µg/L, none of the other sinks had detectable levels of lead present.

10 staff lounge or break room sink faucets were tested at eight of the nine facilities; Crest Learning Center did not have a separate staff lounge or break room with a sink. None of the sinks had detectable levels of lead present.

EPA’s Maximum Contaminant Level Goal (MCLG) for lead in drinking water is zero. An MCLG is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety and are non-enforceable public health goals.

EPA does not have a Maximum Contaminant Level (MCL) for lead; the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to MCLGs as feasible using the best available treatment technology and taking cost into consideration. MCLs are enforceable standards. Instead, EPA has a Treatment Technique (TT) action level that is a required process intended to reduce the level of a contaminant in drinking water by controlling the corrosiveness of water. The action level for lead is 0.015 mg/L or 15 µg/L; both signifying 15 parts per billion (ppb).

None of the 77 samples collected exceeded the EPA TT action level for lead in drinking water. The three sink faucets at MISD schools that exceeded the EPA MCLG are being replaced.

Background

The state of Washington Department of Health (DOH), Office of Drinking Water (ODW) is responsible for regulating more than 16,000 public water systems that serve drinking water to more than 5.5 million Washington residents. Information collected about those systems – for example, inspection reports, water sample results and source water protection information – is used for internal decision making. It is also reported to the federal EPA and shared with local health jurisdictions and various state agencies.

The amount of data collected is voluminous. From the 23,000 identified water sources supplying the 16,000 systems, 125,000 water samples are drawn, submitted and tested each year. There may be up to 100 test results retained on some of these samples. In 1986, just 23 potential contaminants were being monitored in these water supplies. Today, public water systems must monitor for 102 contaminants. Projected federal regulations will increase the number of contaminants to 130 by 2010.

The Consumer Confidence Report (CCR) federal rule 40 Code of Federal Regulation (CFR) 141 Subpart O was adopted as a state rule by Washington Administrative Code (WAC) Chapter 246-290 Part 7 Subpart B in June 2000. It became effective as a state requirement on August 21, 2000. This state regulation requires Group A community water systems to provide their customers with a report each year about the quality of water being served by the system. Group A water systems serve 15 or more connections or 25 or more people. MISD is not a Group A water system but rather relies on Seattle Public Utilities (SPU) as a Group A water system.

The State Board of Health has adopted revisions to WAC 246-366, Primary and Secondary Schools that includes a section requiring lead testing in drinking water. However, the new provisions of WAC 246-366 (titled WAC 246-366A) can't be implemented until funding is included in the legislative budget. Until funding is available, the previous version of the rule remains in effect and does NOT include lead testing.

Seattle Public Utilities

SPU is required to monitor drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not drinking water meets health standards. SPU monitoring results from 2014 and 2015 show that for those compounds that are detected, the levels are well below the safe limits established by federal and state agencies; a complete list of the 177 compounds tested is available from SPU, including unregulated contaminants. Sampling results are similar for current results which area available on SPU’s website.

Lead and copper monitoring by SPU has been performed to determine concentrations related to the distribution system. Sampling in 1992 and 1997 indicated a failure rate of

over 13% related to lead content (none of the 390 residences sampled failed copper testing). In response, SPU worked to make the drinking water less corrosive in order to reduce lead that comes from some types of plumbing materials in homes and businesses. Sampling in 2003 resulted in only 11 failures out of 375, clearly a reduction in the failure rate (2% verses 13%). SPU has not provided current failure rates, if any, on their website.

Scope of Work

The scope of work for this project is to determine the presence and concentration of lead in the drinking water at all MISD facilities. The results will indicate if there is a degradation problem in the water distribution system within the subject structures or if the contaminates are being transported into the property by the outside distribution system. The project will involve the collection of water samples from various locations within all of the MISD buildings.

Table 1 below documents the buildings within the District including address, date of construction and site names. A site map is included in Appendix A.

system components. Lead is a metallic element that is commonly found in red brass alloys used in faucet and drinking fountain fixtures of all types, as well as in lead-tin solder that was commonly used for joining copper plumbing pipes until 1992. Lead can enter tap water via chemical and physical interactions between the water and the supply system materials. Lead is not normally found in source water supplies; Seattle's water supply has virtually no lead. It is a regulated contaminant for health concerns.

Classroom units selected for sampling were chosen at random utilizing procedures from the National Institute of Occupational Safety and Health (NIOSH) “Occupational Exposure Sampling Strategy Manual” (report N0: NIOSH-77-173). Sampling Procedures and Protocol

Field sampling was performed in accordance with EPA sampling protocols for collection of drinking water samples under the Lead and Copper Rule and in accordance with the “Drinking Water Sampling and Analysis Plan” provided by MTNW and dated May 2016.

Sampling Procedures

Initial Draw: Water was collected from drinking water sources at each school and/or facility. Sample locations were any faucet used for drinking or food preparation or a drinking fountain used by the personnel and/or students. After a stagnation period of 6-12 hours, a one-liter sample of water was collected immediately after opening the water outlet from the cold water supply. Samples were labeled with the sample number and closed with the supplied cap. Sample bottles were filled to the top of the bottle so that no or minimal air space was present when the bottle was closed. The location of outlet, the type of outlet, manufacturer and model and/or serial number (if available) of the outlet were recorded on the Initial Preliminary Report Form. The samples were then delivered to OnSite Environmental, Inc. (OnSite) for analysis.

Follow-Up Sampling: None of the samples exceeded EPA action levels for lead contaminates in drinking water and follow-up sampling was not performed.

Sampling and Preservation Requirements

Sample collection bottles were one (1) liter polyethylene. OnSite provided pre-preserved bottles to the MTNW sampling team. All the sample bottles were preserved with the correct amount of nitric acid (HNO3) to significantly keep the sample pH less than two.

Laboratory Analytical Methods

Med-Tox Northwest collected a total of 77 water samples and delivered them to OnSite for analysis. Copies of the analytical results are included in Appendix B. OnSite is accredited by the Washington Department of Ecology (WDOE) for drinking water analysis, a copy of their certification are included in Appendix C. Table 3 details the EPA analytical method and the action level for the specific contaminant.

Conclusion and Recommendations

Most of the drinking fountains at MISD facilities are newer and do not have lead lined reservoirs. Additionally, renovations to older school facilities have replaced older fixtures and plumbing more likely to contribute to lead leaching into the drinking water.

MTNW has found that drinking water systems in the MISD facilities meet regulatory requirements for Group A water systems. The number of drinking outlets tested exceeds the Lead and Copper rule requirement for a school population of 10,000 which would require a minimum of 40 sample sites. MISD tested 77 sample sites as part of this sampling program.

MTNW recommends removal and replacement of the three faucets fixtures with detectable lead content even though they are below EPA’s action level. This recommendation is based on the EPA’s MCLG of zero for lead in drinking water. Follow-up sampling of the replaced fixtures should be performed to verify the fixtures were the source of the lead (based on the non-detect results of the other 74 samples it’s

unlikely the distribution system contributed to the low lead levels found in the three fixtures).

For an annual or semi-annual drinking water program, MTNW recommends following the testing requirements of WAC 246-366A; although, at a reduced percentage of fixtures until funding is approved by the legislature. WAC 246-366A requires the use of 250 ml sized containers so future sampling should use those sized containers which should allow your results to grandfather into MISD requirements. You should also include other heavy metals in representative samples and asbestos as the distribution system likely has cement asbestos water pipe.

Limitations

Med-Tox Northwest performed this sampling consistent with the level of care and skill ordinarily exercised by professionals currently practicing under similar conditions in the area. The sampling was conducted for the purpose of determining the presence or absence of lead in drinking water in the MISD facilities; Med-Tox Northwest did not sample every faucet or water outlet.

Data Qualifiers and Abbreviations

A - Due to a high sample concentration, the amount spiked is insufficient for meaningful MS/MSD recovery data. B - The analyte indicated was also found in the blank sample.

C - The duplicate RPD is outside control limits due to high result variability when analyte concentrations are

within five times the quantitation limit. E - The value reported exceeds the quantitation range and is an estimate. F - Surrogate recovery data is not available due to the high concentration of coeluting target compounds. Data Qualifiers and Abbreviations

A - Due to a high sample concentration, the amount spiked is insufficient for meaningful MS/MSD recovery data. B - The analyte indicated was also found in the blank sample.
