What’s New
• TheUniversityofSydneyVice-ChancellorhascommittedstrategicfundstoenabletheMenziesCentreforHealthPolicy(Sydney)tofosterandpromotetheformationandfunctionoftheSydneyHealthPolicyNetworkduring2010and2011.TheSydneyHealthPolicyNetworkwillharnessrelevantintellectualresourcesfromacrosstheUniversityandprovideastructuretopromotecross-disciplinaryhealthpolicyresearch,educationandadvocacy.ThisisinlinewiththeUniversity’sstrategicplantodevelopasmallnumberofmajorcross-disciplinaryinitiativesinresearchandeducationthatwillhavevisibleimpactinaddressingthecomplexproblemsfacingournationandourworld.
• ThesecondMenzies-NousSurveyonAttitudestotheHealthCareSystemwenttothefieldinJuly2010.Itfocusedontheexperienceofprimaryandagedcare,andwillprovideanearlyviewofattitudestoproposednationalhealthcarereforms.Analysisoftheresultshasbeencompleted,andthetworeports–ongeneralattitudesandonagedcare–willbelaunchedinCanberraon23November,withpresentationsofresultsthefollowingweekinSydney,MelbourneandAdelaide.
• DrLesleyRussellcompletedheremploymentattheMenziesCentreinAugust2010andhassincebeenawardedanhonoraryappointmentattheUniversityofSydney.
• DrJenniferSmith-MerryhasbeenappointedasvisitingscholarattheMenziesCentre(Sydney).DrSmith-MerryisapostdoctoralfellowattheUniversityofEdinburghandplanstoprogressherresearchonpublicmentalhealthpolicy.
• DrFredHerschhasbeenawardedanhonoraryassociatetitleattheMenziesCentre(Sydney).DrHerschwillcontinuehishonoursresearchprojectlookingatcardiovasculardiseasepreventioninresourcepoorsettingsandmorebroadlyexploretheresponsetothechallengeofnoncommunicablediseasefromaglobalhealthperspective.

• TwonewPhDstudentscommencedinSemester2underthesupervisionofStephenLeeder.AshleyMcAllisterisinvestigatingwhywelfare-to-workpolicieshavebeenunsuccessfulamongthosewithchronicdisease–specificallymentalillness.ShaunaDownshasbeenawardedaUniversityofSydneyInternationalPostgraduateResearchScholarshipandwillresearchchronicdiseaseinthedevelopingworld.ShaunaDownsislookingattherelationshipbetweenthefoodsupplyandthenutritiontransitioninIndia,identifyingpotentialfoodpoliciestoimprovedietsandreducechronicdisease.
• AnEOIsubmittedbytheMenziesCentre(Sydney)fortheNSWHealthpreferredsupplierpaneltenderwassuccessful.TheapplicationdetailedtheMenziesCentre’sstrengthsinqualitativeresearchandhealthpolicyservices.TheMenziesCentrewillbeonapreferredpanelofsuppliersuntilSeptember2013andmayberecruitedtoassistwiththeevaluationoftheDepartment’sactivities.
• StephenLeederhasbeenappointedThemeLeaderoftheSydneyMedicalSchool’sChronicDiseaseResearchTheme.
• TwoUniversityofSydneyInternationalProgramDevelopmentFundgrantshavebeenawardedtotheMenziesCentre.TheHealthandSustainabilityUnitwillfurtherdeveloparesearchnetworkfollowingtheinauguralWUNPublicHealthandClimateChangeWorkshophostedbytheUniversityofBristolinFebruary2010,byholdingafollow-upworkshopinSydneyinearly2011.Theotherawardwillsupportaprocessevaluationandpolicystudyofacommunitybasedcardiovasculardisease(CVD)reductionprograminruralChina.

Research is a core activity of the Menzies Centre for Health Policy. Menzies Centre staff collaborate extensively with government agencies, area health services, non-government organisations, independent institutes and with industry, locally and internationally, on a wide range of research and consultancy projects. Staff at the Menzies Centre mentor and supervise research students enrolled at both The Australian National University and the University of Sydney. The Menzies Centre also hosts academic and student visitors pursuing projects that align with the research strengths and interests of Menzies Centre staff.

Evaluation of the Blue Mountains GP Network Chronic Disease Self-Management Project
SCIPPSSydneyagreedtopartnerwiththeBlueMountainsGPNetworktoconductanevaluationoftheChronicDiseaseSelfManagementProject(includingevaluatingMoving On,achronicdiseaseself-managementprogram)fundedbytheDepartmentofHealthandAgeing.
ADraftReportoftheevaluationwassubmittedtotheBlueMountainsGPNetworkandtheDepartmentofHealthandAgeinginMay2010.Asixmonthfollow-upfocusgroupwasconductedwithMoving OnparticipantsinOctober2010.AdditionalmaterialwasalsocollectedfromlocalGPsbytheProjectatthistime.AFinalReportincorporatingadditionalGPandfollow-upfocusgroupmaterialwillnowbeproduced.
Evaluation of HealthOne Mt Druitt
HealthOneMtDruitt(HOMD)isasystemofmanagingpeoplewithchronicillnessthatintegratesbothprimaryandcommunityhealthservices.
SCIPPSSydneyhasbeenworkinginclosecollaborationwiththeMountDruittCommunityHealthCentreandHealthOnestafftoconductamixedmethodevaluationofHOMD.Thequalitativecomponentisprogressingonschedule.JustinMcNabhascompletedinterviewswithSWAHSmanagersandstaffwhoareHOMDsteeringcommitteemembers.JimGillespieisinterviewingrelevantNSWHealthandSWAHSpolicymakers.InterviewswithHOMDpatientsandtheircarersarescheduledforNov/Dec2010.AdetailedplanforthequantitativeanalysishasbeendesignedincollaborationwithaSWAHSstaffmember.Datacollectionandanalysisisscheduledforearly2011.
Care Navigation
TheaimoftheRCTistodetermineifthereisanydifferencebetweenstandardcareandCareNavigation(anewmodelforthemanagementforindividualswithchronicillness)forindividualswithchronicillnesswhopresenttoNepeanHopsitalemergencydepartment.
TheCareNavigationRCTcommencedatNepeanHospitalinmid-May.NataliePlanthasbeenworkingatNepeanHospitalrecruitingpatientstothestudy.AsatMonday18October,332peoplehavebeenrecruitedtothestudy,providingananticipatedcompletiondatefortherecruitmentphaseofthestudyof18thJanuary,2011.
NepeanHospital’sHumanResourcesandEthicsCommittee(HREC)haveagreedtoallowconcurrentCareNavigationtobeprovidedoff-studyforpatientswho,formedicalreasons(e.g.dementia),willneverbecomeeligiblefortheRCT.NataliewillbesubmittingarequesttoNepeanHospital’sHRECforCareNavigationtobeavailabletoallpatients(excludingthoserandomisedto‘standardcare’)oncetherecruitmenttargetof500participantshasbeenachieved.
Recruitment of additional Aboriginal patients and carers to SCIPPS
AnalysisoftheinterviewsundertakenwithIndigenouspeoplehasbeencompletedandfourpapershaveresulted:onepaperisreadyforpublication,onepaperisatfinaldraftstage,andtheothertwopapersareindraftform.

45 and up data-linkage study
The45+datalinkagestudyhasnowcommenced,andthefirstpaperisadescriptivepaperoutliningthecharacteristicsofpeoplefromthestudyidentifyingthemselvesashavingoneofthethreesentinelconditions-heartdisease,diabetesorrespiratorydisease-whoseGPhassubmittedaMedicareclaimforitemsrelatedtochronicillnessmanagement.TheinitialworkwillbereportedattheSaxInstititeusersconferencesattheendofOctober,anditisanticipatedthatthispaperwillbesubmittedattheendofNovember.
Impact of chronic illness on socio-economic well being of senior Australians
Thefindingsfromthisstudyhavebeensubmittedforpublicationintwopapers:oneonthecostsofchronicillnessfollowingapresentationattheAHESconferenceearlyinOctober;andthesecondontheimpactofchronicillnessonworkforceparticipationandtheneedforassistancewithhouseholdtasksandpersonalcarebyolderAustralians.Thereareanumberofotherpapersthatwouldbevaluabletodrawfromthisstudythatwouldinformpolicyandhealthsystemdesign.ThestudyhasleadtothedesignfortheSCIPPSsurveyonTimeUseandCo-ordinationforpeoplewithchronicillness.
GP Survey
DatacollectionhasbeencompletedforthesurveystudyofGPstoexplorethe‘nosymptoms-nodisease’hypothesis.Practiceexperiencesuggeststhatformanypatientsthelackoffranksymptomsofthediseaseleadstoabeliefthatthediseasehas‘goneaway’andmayleadtolessthanoptimalmanagement.Dataanalysisisunderway.

Health and Sustainability Unit (formerly The Diabetes Unit) The Health and Sustainability Unit is dedicated to policy development and implementation; strategic planning for population health; health services research and development; chronic disease prevention and sustainability and health – particularly the influence of the way we live and manage our societies now on climate change and the unprecedented growth in obesity and chronic diseases.
The Health and Sustainability Unit sees its role as a conduit between theory and practice, and works as a bridge between academia, the broader chronic disease community and the general population. It employs a pragmatic approach and is mindful of the diverse needs, perspectives and prevailing forces that affect health across all levels of society.

ADS Position Statement for Diabetes and Driving
HSUhasbeensub-contractedbytheAustralianDiabetesSociety(ADS)todevelopapositionstatementforhealthprofessionalsondrivinganddiabetesencompassingatargetedsystematicliteraturereview,internationalguidelinecomparisonandcoronerscases.Theliteraturereviewhasbeencompletedandareportandapositionstatementarebeingfinalised.ThepositionstatementwillbesubmittedforpublicationintheMedicalJournalofAustralia.
National Diabetes Programmes
TheGuidetoNationalDiabetesProgrammeshasbeencompletedandwillbepublishedbytheInternationalDiabetesFederationshortly.InadditionaltothetraditionalapproachtodiabetesandrelatedNCDpreventionandcare,thishandbookincludesadvocacy,policyandpublichealthconsiderationsforamore‘ecological’approachtoprimarypreventionandhighlightsthelinkbetweenchronicdiseasesandeconomicandenvironmentalsustainability.

In2010,forthefirsttimetheUniversityofSydneyofferedaMasterofSustainability.TheHSUiscoordinatingtheHealthandPopulationsUnitofStudy(SUST5004)whichwasofferedasfourintensiveworkshopsduringSemester22010.

ProfStigPrammingwillbejoiningHSUinDecembertoconducta“ThinkerinResidence”programonhealthandsustainability.
The Childhood Asthma Prevention StudyTheChildhoodAsthmaPreventionStudy(CAPS)isthefirstandonlyAustralianrandomisedcontrolledtrialoftheeffectivenessofbothhousedustmiteavoidanceandmodificationofdietaryintakeoffattyacids,bothimplementedfrombirth,forthepreventionofasthmaandotherallergicdiseaseduringchildhood.Thestudystartedin1997andrecruitmentof616subjectswascompletedinJanuary,2000.
Thecohortages111/2and14yearsarecurrentlybeingfollowed-up.Thispartofthestudywilllookatlongertermoutcomesoftheinterventionsaswellasexaminingsex-specificdifferencesinthenaturalhistoryofasthmaandallergicdiseaseduringthetransitionthroughpuberty.Datacollectionisproceedingonschedule.

Blue Mountains Eye and Hearing StudyTheVision-Hearingproject,anewNHMRCPartnershipgrantthatpilotsascreeningmodelforthedetectionofdualsensoryimpairmentamongclientspresentingtolowvisionservices,hasbeenunderwaysinceApril2010.Theproject,ledbyStephenLeeder(CIA)andJulieSchneider,received$318,000inNHMRCfundsinadditiontofinancialandin-kindsupportfrompartnerorganisations,VisionAustraliaandtheAudiologicalSocietyofAustralia.
JulieSchneiderismanagingtheprojectfromtheMenziesCentre.RecruitmentofparticipantscommencedfromAugust2010followingemploymentofaresearchaudiologistatVisionAustraliainJune.
Todate,75clientshavebeenrecruitedtothestudy.Allhavepresentedwithsomehearinglossbasedonthestudyscreeningcriteria(≥25dBhearinglossatoneormoreoctavefrequenciesbetween500and8000Hz).Thirtyparticipants(40%)reportedtohavepreviouslyaccessedhearingservicesandtocurrentlyownhearingaids.However,40%ofthesereportednottousetheiraids.Theremaining45participantshavebeenrecommendedforafullhearingassessmentandwillbefollowedupaspartofthestudy.Fifteenhearingserviceproviders,includingeightAustralianHearingofficesandsevenprivatepractitionershaveregisteredwiththeproject,indicatingtheirwillingnesstoreceiveclientsforcompleteassessmentandprovidedatabacktothestudyonhearingrehabilitationoutcomes.

Lee Lecture Fund in 2008 to invite a distinguished scholar and/or practitioner on the subject of contemporary health policy to deliver an annual lecture. The S.T. ** Steven Lewis is a health policy and research consultant based in Saskatoon, and Adjunct Professor of Health Policy at the University of Calgary and Simon Fraser University. Prior to resuming a full-time consulting practice he headed a health research granting agency and spent 7 years as CEO of the Health Services Utilization and Research Commis¬sion in Saskatchewan. He has served on various boards and committees, including the Governing Council of the Canadian Institutes of Health Research, the Saskatchewan Health Quality Council, the Health Council of Canada, and the editorial boards of several journals, including Open Medicine. He writes frequently on topics such as reforming and strengthening medicare, improving health care quality, primary health care, regionalization, and health policy and politics.
