BY THE 

TRANSPORTATION POLICY BOARD 

OF THE 

MEMPHIS URBAN AREA METROPOLITAN PLANNING ORGANIZATION 

ADOPTION OF THE FY 2018‐2019 UNIFIED PLANNING WORK PROGRAM (UPWP) 

RESOLUTION # 2017‐04 

WHEREAS, the U. S. Department of Transporta on planning regula ons require the prepara on and biennial endorsement of a biennial transpor‐ta on planning work program; and 

 

WHEREAS, this document describes ongoing and proposed transporta on planning ac vi es for the MPO study area according to task, project, purpose, methodology, an cipated products, budget, and funding sources; and 

 

WHEREAS, public par cipa on in the development of this document has been pursued in accordance with the Memphis MPO Public Par cipa on Plan; and 

 

WHEREAS, the U.S. Department of Transporta on agencies have  jointly par cipated  in the prepara on of this Unified Planning Work Program (UPWP) for transporta on planning ac vi es for FY 2018‐2019; and 

 

WHEREAS, the U. S. Department of Transporta on, Federal Transit Administra on, requires that all incomplete projects from the previous year UPWP be included in the current year Unified Planning Work Program; and 

 WHEREAS,  the  Engineering  and  Technical  Commi ee  (ETC)  has  reviewed  the  FY  2018‐2019  UPWP  and  recommended    approval  to  the           Transporta on Policy Board (TPB); and 

 

WHEREAS, the Transporta on Policy Board has reviewed the FY 2018‐2019 UPWP and has considered the public comments received, (if any) and concurs with the recommenda ons of the ETC. 

  

NOW, THEREFORE, BE IT RESOLVED, that the Transporta on Policy Board of the Memphis Urban Area Metropolitan Planning Organiza on does hereby approve and adopt the FY 2018‐2019 Unified Planning Work Program. 

  

BE IT FURTHER RESOLVED, that the Transporta on Policy Board of the Memphis Urban Area Metropolitan Planning Organiza on hereby requests the Tennessee and the Mississippi Departments of Transporta on funds to be used for performing transporta on planning tasks as described by subject in the FY 2018‐2019 Unified Planning Work Program.

THEMEMPHISURBANAREAMETROPOLITANPLANNINGORGANIZATION

TheMemphisUrbanAreaMetropolitanPlanningOrganization(MemphisMPO)wascreatedin1977andhasthe

leadresponsibilitytoensurethatthetransportationplanningprocessisbeingcarriedoutinaccordancewithfed‐

eralandstateregulations.FederalregulationsrequirethatanMPObedesignatedtocarryoutacomprehensive,

continuingandcooperativetransportationplanningprocessforurbanizedareas(asde inedbytheU.S.Bureauof

Census)withapopulationof50,000ormore.

Asaresultoftherecentlycompletedboundaryexpansionstudy,theMemphisMPOexpandeditsboundariesand

isnowcomprisedofeighteencitiesortownsandfourcounties(Figure1).TheMPOboundaryincludesallofShel‐

byCountyandaportionofwesternFayetteCountyinTennessee.TheboundaryalsoincludesallofDeSotoCoun‐

tyandaportionofwesternMarshallCountyinMississippi(Figure1).Theboundaryexpansionwasapprovedby

theTransportationPolicyBoard(TPB)inNovember2013andlaterapprovedbythegovernorsofbothMississip‐

piandTennesseeinJanuary2014.

TheMemphisandShelbyCountyDepartmentofRegionalServices(DRS)servesasstafffortheMemphisMPOun‐

derthedirectionoftheMPO’sTransportationPolicyBoard(TPB).TheMemphisMPOalsohas iveadvisorycom‐

TheUni iedPlanningWorkProgram(UPWP)outlinestransportationplanningprioritiesandworktasksforthe

MemphisUrbanAreaMetropolitanPlanningOrganization(MPO)forFiscalYears2018‐19(FY2018‐19).TheFis‐

calYears2018‐19,basedonthefederal iscalyear,beginOctober1,2017,andendSeptember30,2019.

PreparationoftheUPWPisrequiredbythefederaltransportationlegislation.Thelatestfederaltransportation

legislationistheFixingAmerica’sSurfaceTransportationAct(FAST),whichwassignedintolawonDecember4,

2015.TheUPWPisalsoarequirementoftheMetropolitanPlanningCodeofFederalRegulations(23CFR450.308)

oftheUnitedStatesDepartmentofTransportation.TheUPWPmustpresentacontinuing,cooperative,andcom‐

prehensive(the“3C”)approachtotransportationplanningactivities.TheUPWPispreparedwithcooperation

andguidancefromfederal,state,andlocalagencies,aswellasstate&publictransportationoperators.Thevari‐

ousfundingsourcesfromwhichtheMemphisMPOreceivesfundingfortransportationplanningarelistedinSec‐

tionIV:UPWPFunding.

TheUPWPisoneofthreekeydocumentstheMemphisMPOisrequiredtodevelopandmaintainforitsplanning

area.TheotherkeydocumentsaretheRegionalTransportationPlan(RTP)andtheTransportationImprovement

Program(TIP).

AmendmentstotheUPWP(thosethatinvolveaddingordeletingfundsmorethan20%,changeinthescopeofthe

worktasksoraddordeleteaworktask)willfollowtheten(10)calendardaypublicreviewperiodasdescribed

fortheUPWPadoption.Adjustments,changesthatdonotinvolveachangethescopeofthefundedworktasks

and/oradjustmentfundingamountsbynomorethan20%offundsallocatedinaworktask,orminortextadjust‐

ments(e.g.grammaticalerrororspellingmistakes),donotrequireapublicinputprocess.

PURPOSE

Inrecognitionofthenegativeexternalitiesimposedbyautomobilesonairpollution,TheCleanAirActrequiresEPAtosetNationalAmbientAirQualityStandards(NAAQS)for“criteriapollutants,”whichincludecarbonmon-

oxide,ozone,lead,sulfuroxides,nitrogenoxides,andparticulatematter.

OnApril8,2016a inalrulingwaspublishedintheFederalRegister(81FR20543)re-designatingtheportionofMississippiwithintheTN-MS-AR20088hourozonenonattainmentareatoattainmentarea.The inalrulingwas

effectiveonMay9,2016.OnApril19,2016theproposaltore-designateShelbyCountytomaintenanceareawas

publishedinthefederalregister(81FR22948)witha30daycommentperiodendingonMay19,2016.The inalruleforthere-designationtoattainmentwaspublishedonJune23,2016((81FR40816),withaneffectivedateof

July25,2016.TheWestMemphisMPOisresponsiblefordemonstratingconformityoftheNAAQSforCrittenden

County.

In1978,theEPAdesignatedMemphis,TN,amoderate(lessthan12.7partspermillion)non-attainmentareafor

carbonmonoxide(CO).Duetoimprovementsinambientairquality,EPAredesignatedShelbyCountytoattain-

mentfortheCOstandardonAugust31,1994(SeeFigure4).SincethenShelbyCounty,TNenteredintotwo10-yearmaintenanceperiods.Afterthe irst10yearperiod,ShelbyCounty,TNwasredesignatedasamaintenance

areawiththesecondmaintenanceperiodscheduledtoendin2017.

Taskswithinthissectionareintendedtomonitorandassistthenon-attainmentandmaintenanceportionoftheMemphisMPOplanningareasothatitconformstotheNAAQSbyevaluatingtheimpactsoftransportationim-

PURPOSE

Toidentifyandconductplanningand/orfeasibilitystudiesforfuturetransitfacilitieswithintheMPOplanningareabyevaluatingthecosts,bene its,andimpactsofmajor ixedimprovementstocorridorsandconductingplan‐

ningandrelatedanalysesforpotentialsitesoftransitcentersorpark‐n‐ridelocations.Toparticipatewithother

publicorprivateagenciesinthedevelopmentofmutuallybene icialplanningeffortssuchasmasterplans,sub‐areaplans,orcorridorstudies.

PREVIOUSTRANSITPLANNINGTASKS

1. MATAmaintainedanelectronicdatabaseoftransitinfrastructureandfuturenetworksforuseintravel

demandmodelingandlongrangeplanning.

2. MATAparticipatedinthedevelopmentoftheUPWP,TIP,andRTP.

3. MPOstaffattendedthemonthlyMATAboardmeetings.

4. MPO&MATAconductedaparatransitsurveytohelpidentifyexistinggapswithinitsparatransit

services.

5. TheMPOconductedabusstopdesignstudytoimprovesafetyandaccessforMATApassengerswhileim‐

provingoperatingef icienciesfor ixed‐routebuses.

6. TheMPOStaffandMATAcompletedworkontheAlternativesAnalysisstudytodeterminethefeasibilityofintegratinghighercapacitytransitintoamultimodalenvironmentthatservesMidtownMemphisand

connectsotherareasofthecityandCentralBusinessDistrict.

TRANSITPLANNINGTASKSFORFY2018‐2019

MPOstaff,inconjunctionwithMATA,FTA,MDOT,andTDOT,willcoordinatetheimplementationofpublictransit

planningactivities.TheMPOwillcoordinatethefollowingactivitieswithMATA,theprimaryagencyforthetrans‐

itplanning.

1. Identifyneededbusandrailserviceandfacilityimprovements,evaluatecostsforimprovements,sched‐

uleimprovementsbasedonneedandavailabilityofcapitalfunds.

2. ObtainandupdatelocalGISdataresources,andincorporatetransitsystemdatawithsocioeconomicandcensusinformationintothetraveldemandmodel.

3. CoordinateMATA’sAPTS(AdvancedPublicTransportationSystems)programandITSdatasharingfunc‐

tionswithTDOT,theCityofMemphisandotherlocalagenciesasneededtoinsurethatITSstrategiesareintegrated.Thesesystemsmayincludetraf icsignalpriorityprojects,enhancedpassengerinformation,

ADA‐complianton‐boardannouncements,andelectronicallydeliveredtravelerinformation.Thesepro‐

jectsshouldbecoordinatedwithregionalpartnerstomaximizebene itsfromtransportationtechnologyinvestments.

4. Partnerwithpublic,private,non‐pro itagenciesandinstitutionsoruniversitiesinthedevelopmentof

planstoimprovepublictransportationinfrastructure,serviceandutilization.

StatePlanningandResearchfunds(SPR):

ThisisanothersourceoffederalfundsthatareallocatedundertheFHWA’sStatePlanning&ResearchProgram

andthesefundsareadministeredbytheMississippiandTennesseeDepartmentsofTransportation(DOTs).This

Thesearefederalfundsdesignatedforplanningactivitiesthatsupporttheeconomicvitalityofthemetropolitan

area,increasethesafetyandsecurityofthetransportationsystem,increasetheaccessibilityandmobilityofpeo‐

pleandforfreight,protectandenhancetheenvironment,promoteenergyconservation,improvethequalityof

life,andpromoteconsistencybetweentransportationimprovementsandStateandlocalplannedgrowthandeco‐

nomicdevelopmentpatterns,enhancetheintegrationandconnectivityofthetransportationsystem,promoteef i‐

cientsystemmanagementandoperationand inallyemphasizethepreservationoftheexistingtransportation

system.Thesefundsalsorequire20%matchwhicharetypicallydividedbetweenstateandlocalgovernment,
