TO: Michael Thompson, City Engineer at City of Maplewood, Minnesota FROM: Erin Borgschatz DATE: February 24, 2012 RE: Regulatory File Review Findings for TH36 & English Street Reconstruction SEH No. MAPLE 113910 14.00 Short Elliott Hendrickson, Inc. (SEH) completed a Phase I Environmental Site Assessment (ESA) in June of 2011. The Phase I ESA was intended to identify potentially environmentally impacted sites within a radius of between 500 and 1,250 feet from the initially proposed roadwork. After the construction limits were identified, SEH completed a file review of publicly available files at the Minnesota Pollution Control Agency (MPCA) and files obtained from the Minnesota Department of Agriculture (MDA) for the Trunk Highway (TH) 36 and English Street Reconstruction Project. The purpose of the review was to narrow the findings of the Phase I ESA and reduce the number of sites which justify a Phase II Investigation based on the construction limits for the project.
This memorandum summarizes pertinent information obtained during the MPCA and MDA file review. Recommendations regarding further investigation or special consideration during construction activities are provided at the end of this memorandum.

Regulatory File Review Findings for TH36 & English Street Reconstruction February 24, 2012 Page 2 Please use the previous table, as well as figures from the Phase I ESA (SEH June 1, 2011) in reference to the sites listed below. The “Site Location” and “Site Features” figures from the Phase I ESA are included as attachments. The following significant information was noted during the file review:
The former TruGreen Chemlawn (Soukup Realty Investment Partner) [1] is located at 1167 East TH 36. The MPCA leaking underground storage tank (LUST) file for this site indicates a diesel fuel release from an underground storage tank (UST) located on the north side of the site. Groundwater was not impacted and 593 cubic yards of soil was thermally treated on-site. According to the MDA Case File No. 91-0006, two (2) 10,000 gallon liquid fertilizer USTs were removed and soil sampling was completed on October 22, 1990. Sample results indicate total kjeldahl nitrogen (TKE), total phosphorous and nitrate - nitrogen present in on-site soils. These concentrations are below the MDA soil cleanup goals (MDA Guidance Document 19) for nitrate-nitrogen and TKE in the upper 2.5 feet of soil. Due to the low-level detections in soils immediately surrounding the tanks, the MDA concluded that additional investigation is not warranted. Based on the proposed work for this project, this location is not recommended for additional investigation.
Asphalt Driveway Company [2], 1211 East TH 36, is a closed LUST and Spills site. According to a 1994 Phase II Subsurface Environmental Assessment completed by MTM Environmental Inc., strong soil vapor readings (in soil from 20-60 feet bgs), and petroleum impacts and naphthalene (at the soil/groundwater interface at 60 feet bgs), were encountered on the southeast corner of the subject property directly adjacent to the TH 36 frontage road right-of-way (R/W). This is the location of a water main and utility trench line where two (2) diesel fuel spills occurred in 1993. Sample analysis was not completed in the upper 20 feet of soil. Additional investigation is warranted along the northern extent of the proposed roadwork adjacent to the Asphalt Driveway Company property.
Metcalf Mayflower [3], 1255/1259 East TH 36, is the location of a 35 gallon and 20-30 gallon diesel fuel spills. The 20-30 gallon diesel fuel spill was released to asphalt on the property and frontage road. The release was contained and additional investigation is not warranted. It is recommended, that environmental monitoring be completed during any excavation activities at this location.
Truck & Utilities [4], 2370 English Street, has had three (3) spills reported for the site. These small releases of hydraulic fluid on-site do not warrant additional investigation for proposed roadwork.
Vomela Specialty Company (former Modernistic Die Cutting / Maple Grove Manor / Berg-Torseth) [5], 2345 English Street, has a history of die cutting, screen printing, and beer casing waterproofing operations on-site. Volatile organic compounds (VOCs) were identified in soil and groundwater on-site during a Phase II Investigation completed in 1997 by MTM Environmental Inc. Groundwater was determined to flow west-southwest around 25 feet bgs. Approximately 1,000 cubic yards of VOC contaminated soil was excavated from the southeast portion of the site. Remediation activities were limited by the MnDOT right-of-way to the south. Further investigation is recommended for this location.
MnDOT Office of Materials [6], 1400 Gervais Avenue, was reported for 5 gallons of an unnamed substance released to a paved surface, which then drained to the storm sewer. Additional investigation is not recommended.
Menards (former Keller Lake Cleaners / Keller Lake Shopping Center) [7], 2280 Maplewood Drive, is a LUST site where a groundwater treatment building was installed to remediate petroleum impacts on-site. According to 1993 monitoring results by B.A. Liesch Associates, monitoring wells installed adjacent to (east of) the proposed road improvements (west of the Menards building) indicated benzene, toluene, ethylbenzene, xylene and gasoline range organics (GRO) present in groundwater. Additional investigation of this location is warranted.
Schmelz Countryside [8], 1180/1200 East TH 36, has a hydraulic lift within one of the structures on-site. During replacement of the lift, a release of hydraulic fluid was discovered. The leaking

lift reservoir had a 30-40 gallon capacity. Further investigation is not warranted; however, environmental monitoring during excavation at this location is recommended.
Baby Zone (former Oasis Market 529 / Specific Family Chiropractic) [9], 1285 Cope Avenue East, was reported for a dripping fuel dispenser nozzle. This site is not recommended for additional investigation.
Keller Lake Convenience Store (Hoffman Corner Oil No 12) [10], 2228 Highway 61, has known petroleum impacts on-site. According to the Phase II Investigation and geotechnical borings completed by SEH in 2011, the petroleum impacts do not appear to extend north or east of the site. Gasoline and diesel impacted soil and groundwater were encountered in samples collected from borings located on the south and west side of the site. Groundwater was encountered at approximately 13 feet bgs and is expected to flow west-southwest. Adequate data was obtained from previous investigations and additional work for this location is not proposed.
Keller Lake Parking Lot [11], County Road B & Highway 61, is reported for a small diesel spill. Diesel was released from a truck to the asphalt parking lot surface. The spill was contained and cleaned up. This site is not a concern for the proposed roadwork.
English Street and Highway 36 R/W [12], had approximately 10 gallons of hydraulic fluid released to pavement from a truck. Additional investigation of this site is not proposed.
Northernaire Motel [13], 2441 Maplewood Drive, had minor impacts to soil reported when a fuel UST was removed from site. This site is not located adjacent to any proposed roadwork and additional investigation is not recommended.
Langer Leased Property [15], 2390 English Street S, is confirmed by the LUST file to be located on parcel identification number (PIN) 102922320004; this parcel is located immediately west of the mapped location in the Phase I ESA completed by SEH in 2011. Diesel and gasoline impacts are present in soil and groundwater on-site; naphthalene is present in groundwater. Groundwater was encountered at approximately 10 feet bgs and is expected to flow west-southwest. Proposed roadwork to the north, adjacent to the northwest quadrant of the site, may be a concern. Further investigation is warranted for this location.
In summary, SEH identified four (4) sites for further investigation and two (2) sites for environmental monitoring during construction. The additional investigations would consist of a drilling investigation, soil and groundwater sampling and analysis, and field screening. Expected results of the additional investigations include, but are not limited to, laboratory analysis provided to the contractor which allows for soils to be directly hauled to the landfill, quantities of contaminated soil can be estimated prior to construction, and lowered costs during construction.
Additional investigation and environmental monitoring are recommended for the following sites:
